star kevin o'leary. >> o'leary is confirming the boat he was on crashed into another vessel, killing two people. >> there has to be a better way. >> reporter: one of the stars of the hit show "shark tank" revealing he was on a boat involved in a fatal collision on lake joseph in ontario, canada, over the weekend. kevin o'leary saying in a statement he was a passenger and the other boat had no navigation lights on and then fled the scene of the accident. i am fully cooperating with authorities. canadian police providing no details about the crash, but confirming two people on the other boat died. 64-year-old gary poltash died on the scene. suzanne brito, 48, died in the hospital tuesday. three others on those boats were also injured. >> at nighttime usually the wines are a lot calmer, the water is flat. so it might be a little difficult to see anything that is in front of your boat. >> your margins are going to go down in the wholesale business, not up. >> reporter: the reality tv star has a home on the lake, often posting pictures of friends and family on the water on social media. o'leary saying, my thoughts and prayers are with all the families affected. no charges have been filed, but police are investigating.

lunch period. includ fcontrol. >> so many schools think that if they dedicate more time to the academics that they'll be able to improve their test scores. but in fact, making sure that the students have enough time to eat, that can help as well. >> reporter: to combat this, the american academy of pediatrics is recommending students have at least 20 minutes of seated time. >> lunch, recess, is all part of the whole child and their development. >> reporter: in a statement to abc news, berkeley unified school district says, at elementary schools we have 40 minutes for lunch and recess. the amount of time for lunch may vary between sites depending in part upon recess timing. we are working with our principals, teachers, and departments to determine the specific issues at each site so that we have a realistic idea of what it could take to make any necessary adjustments.

good morning, everyone. thank you for joining us. a very busy morning in the weather department. >> very busy morning. we will be talking a lot about hurricane dorian as we have watching that turn from a tropical storm now into a hurricane. the national hurricane center says it has now topped sustained winds of about 85 miles an hour. >> dorian is centered northwest of puerto rico heading toward the eastern side of the bahamas and could grow into a dangerous category 3 hurricane as it chugs toward florida. >> florida's governor is warning residents to make sure they have seven days of supplies if they plan to ride out the storm at home. and that set off a mad rush on grocery and big box stores. accuweather meteorologist adam del rosso joins us with more on the storm track. >> hurricane dorian continuing to churn, pulling northward away from puerto rico and the virgin islands. we'll have improving conditions there.

however, the storm moving into very warm waters. there's not a lot of land for it to interact with. and that's going to allow it to strengthen as we head through the next few days. by friday morning a category 2 hurricane likely a major category 3 hurricane by saturday evening as it continues a westward track toward florida. still some question marks on where exactly it goes, but we need to start preparing now because there are going to be some serious impacts with flooding, storm surge, and damaging wind gusts as we head through the tail end of our labor day holiday weekend and into labor day on monday. >> all right, adam, thank you. for now no evacuation orders have been issued anywhere in florida. but the governor has declared a state of emergency and as we mentioned he's warning residents to be ready. some stores are warning they're running low on supplie some costco stores, for example, are limiting customers to four cases of water. dorian's intense wind gusts have caused island-wide blackouts on st. thomas and st. john and scattered outages in parts of puerto rico. it managed to leave plenty of widespread flooding, look at

this, as it passed over the virgin islands and puerto rico. >> and in puerto rico a man climbing a ladder to clear debris from his roof ahead of the storm fell, hit his head, and died. abc's maggie rulli has more on the mess dorian has left so far. >> reporter: hurricane dorian lashing the virgin islands and puerto rico on wednesday, strengthening to a hurricane as it moved past puerto rico, dumping torrential rains on the island. with memories of hurricane maria's devastation nearly two years ago still fresh on their minds, residents there were taking no chances. but officials say this time around, they were better prepared. >> it's the first system of the year. and we understand that the island is still very fragile. >> reporter: the so-called dirty side of the storm whipping past the virgin islands, bringing with it winds of at least 80 miles per hour and several inches of rain. knocking out power to tens of thousands. >> there are still some assessments being done overnight on the islands of st. thomas and st. john.

road crews are working to clear the roadways. the governor did declare a territorial state of emergency and imposed a curfew. however, he has since lifted that curfew for the island of st. croix and extended it to the islands of st. thomas and st. john. >> reporter: forecasters predict dorian could grow to a category 3 hurricane by the time it reaches the coast of florida over weekend. >> bottom line is that we have a very, very serious hurricane threat to the state of florida. >> reporter: florida residents filling up sandbags while officials there are testing water pumps and emptying canals. >> residents should make sure that emergency equipment such as hurricane shutters and battery-powered radios are in good working order. >> reporter: store shelves emptied as floridians prepared. >> i'm not that concerned but i think it's better to be safe than sorry. >> reporter: dorian taking its toll on travel. cruise ships have altered their routes and airlines have begun canceling flights. maggie rulli, abc news, new york. >> our thanks to maggie.

there are new questions about fema's readiness to deal with hurricane dorian given that the agency now has a record number of vacancies. >> those vacancies include the top spot. fema is one of many trump administration agencies operating with an acting head. fema insists it's ready to respond saying it already has more than 3,000 people in puerto rico and the virgin islands. and president trump seemed to use dorian's approach to puerto rico as a chance to renew a feud with the island's officials. >> trump tweeted, puerto rico is one of the most corrupt places on earth. their political system is broken and their politicians are either incompetent or corrupt. >> in a different tweet the president called himself the best thing that's ever happened to puerto rico. the president's feud with puerto rican leaders goes back to his visit there after hurricane maria. look at this video when he was criticized for tossing paper towels into a crowd like basketballs. stay with abc news and abcnews.com as we track hurricane dorian. we will have the very latest on its path as it nears florida on

"world news now," "american this morning," and "gma." turning overseas now, we're following new concerns about a nuclear threat from north korea. >> these satellite images indicate north korea may be building a submarine capable of launching nuclear missiles. analysts say a launch may be coming soon. but they also caution that it will take years for this, quote, emerging threat to become a, quote, significant threat. abc's martha raddatz has more. >> reporter: the satellite images tell the story. analysts say there on the left at the navy shipyard on north korea's coast, evidence that a new ballistic missile submarine is being constructed with a crane and support vessels nearby, suggesting a submarine-launched missile is being readied to test. just last month kim jong-un was shown inspecting what was called a newly built submarine. north korea has been launching a flurry of ground-based short-range ballistic missiles, seven in just the last month. but president trump this week downplayed the tests.

meet polling and fundraising thresholds could still qualify for october's debate. minnesota congresswoman ilhan omar is denying allegations she's having an affair with a prominent political consultant. dr. beth minnet claimed in divorce filings that her husband tim confessed to the affair saying he was in love with omar. his firm works for omar's campaign. the freshman congresswoman has also denied that she separated from her husband. >> and then you're here to do work and they want to talk tyoas that are online. i have no interest in commenting on anything that you are about to ask about my personal life. >> at least one conservative watchdog group has filed a complaint saying omar illegally used campaign funds to pay for his travel expenses. a turkish bee farmer decided to work with bears that had spent years stealing his honey. >> after losing $10,000 worth of honey in the past three years, he let the bears become his

one of italy's three active volcanos has blown off some steam and a lot more. plumes of smoke and ash were sent more than a mile into the air over the island of stromboli and lava spilled into the surrounding sea. just incredible images. fires broke out on the island as the molten rock burned vegetation. no injuries were reported. boats were made available for anyone who wanted to leave. you saw video there of one boat in the water like it was trying to flee. >> some people didn't want to? >> yeah. back here at home, a nationwide manhunt is under way for an escaped couple charged with murder and considered to be armed and dangerous. >> the husband and wife overpowered two officers in utah as they were being transported from new york to arizona. here's abc's kayna whitworth. >> reporter: an all-out manhunt for this arizona couple. >> blaine and susan barksdale could be traveling through arizona and are considered armed and dangerous. >> reporter: the couple being extradited to tucson from new york state on monday when they overpowered two security guards in utah and stole their vehicle, later abandoning it.

the couple last seen driving a red pickup. police urging drivers to be on the lookout. they're wanted for the murder of frank bly, who vanished when his home burned in april, his body never found. police adding susan barksdale knew the 72-year-old. investigators say the couple fled to upstate new york in may where u.s. marshals and a s.w.a.t. team surrounded their rv and took them into custody. but this week a private security company was bringing them to arizona when the couple broke free and they're on the run. police say this couple may be armed and dangerous, and they're warning the public, if you see them, don't approach them, and call 911. kayna whitworth, abc news, los angeles. >> serious situation there. i hope they find those suspects. on a lighter note, a big welcome back to kayna, she took some time off after the birth of her second son, glad to have her back.

the fbi is reportedly studying two broken cameras outside the jail cell where jeffrey epstein died by suicide. the two cameras were in view of where epstein's body was discovered. epstein's attorneys told a judge tuesday they don't agree with the ruling the financier died by suicide. privacy concerns are being raised by a new partnership authorities say will help keep neighborhoods safe. more than 400 police departments are teaming up with the amazon-owned company ring. officials will be able to request from homeowners videos recorded by their doorbell cameras. privacy advocates say the program could threaten civil liberties. yet another shark sighting has shut down a beach on cape cod and provided a scary moment for a boater. >> two men out lobstering tuesday shot video of this great white shark swimming right next to their boat, and get this, the carcass of a humpback whale was nearby. okay, danger. wow.

to gather data. a few years ago abc's steve osunsami took a ride aboard one of those planes straight into the eye of a storm. >> reporter: it sounds crazy and it was a bumpy ride, but we traveled deep into the middle of this gigantic storm flying inside at 10,000 feet. >> the clouds are getting closer -- >> reporter: air force reserve pilots and scientists on a dangerous mission to take the storm's temperature, and it wasn't good. >> out to where we're at, sometimes there were over 100-mile-an-hour winds. >> wow. >> so starting to develop. >> reporter: they shot canisters filled with sensors into the ferocious storm clouds. and the sensors were sending back the bad news. irene's pressure is dropping, which means the storm is getting stronger. the ocean waters below incredibly warm at 85 degrees, helping it grow.

that's ahead in "the skinny" on this thursday, august 29th. good morning. a very busy thursday here. >> we are tracking dorian. that's where we begin. it is on the move over open waters this morning and picking up strength as it moves toward the southeastern u.s. the national hurricane center says it should be traveling east of the bahamas today and tomorrow and could hit florida or georgia this weekend. >> puerto rico seems to have avoided any major damage from dorian's heavy wind and rain, but the storm pounded st. thomas and the u.s. virgin islands leaving most of the island without power. and no serious damage reported in the british virgin islands. in fact, we hear that crews are beginning to clear the debris. abc's victor oquendo is in puerto rico with more. >> reporter: hurricane dorian lashing the u.s. and british virgin islands. the so-called dirty side of the storm packing winds of at least 80 miles per hour and up to 8 inches of rain. inundating martinique tuesday.

those heavy rains washing away roads, making them impassable. this bus trapped by the severe flooding. in puerto rico, where memories of hurricane maria's wrath two years ago run deep, people here not taking any chances. it looks like they took the warnings here seriously, the streets are empty, there is no one in sight, and the store fronts shuttered. before the storm in san juan we met jessica espinoza on vacation from new jersey. >> nervous right now? >> anxious. but you can't control mother nature. >> reporter: as puerto rico weathers the storm, anxiety growing as it takes aim at the u.s. mainland. the power grid here in puerto rico is what officials were worried about the most, and there are some outages but they're not weather related. a different story in the virgin islands where officials tell us nearly 40,000 people are without

power. there are reports of damage, but so far no injuries. victor oquendo, abc news, puerto rico. >> some forecasters are saying it could be the worst storm to hit central florida in 30 years if it stays on the current track to hit the state's east coast this weekend. >> floridians with plenty of experience surviving hurricanes have already cleared some store shelves of necessary supplies. stores like costco and walmart say they are doing their best to make sure every customer can pick up bottled water. >> not surprisingly, some folks aren't waiting for the storms, swarming gas stations to fill up their cars and get as far away as they can. the national hurricane weather center is warning dorian could become a dangerous category 3 storm by the time it hits the u.s. mainland. >> accuweather meteorologist adam del rosso joins us with the latest on dorian's path. >> hurricane dorian continuing to cause problems. it is lifting northward, pulling

in the meantime brazil is accepting some international help to battle fires in the amazon. brazil's president saying four planes from chile will be used to help fight the fires. the trump administration has announced new citizenship rules for children of military members overseas. under the new policy, citizenship will no longer be automatic for some children born abroad. the rule mostly affects children of naturalized u.s. citizens in the military who haven't lived in the u.s. for a required period of time. that's about 100 people a year. but the new rules have caused anger and confusion among immigration rights advocates and some military groups. critics of british prime minister boris johnson are enraged. now that the queen has agreed to johnson's request to suspend britain's parliament. johnson's move is seen as an effort to limit the time his opponents have to potentially block a so-called no-deal brexit. parliament will be shut down for 32 days. the deadline for britain's withdrawal from the eu with or without an agreement on future arrangements is october 31st.

the los angeles county sheriff's deputy who allegedly lied about being shot by a sniper has been fired. the 21-year-old told investigators he was hit, triggering a massive manhunt. he may face criminal charges. authorities say they stopped a shooting plot at a north carolina college. a 19-year-old freshman at high point university was charged with having a gun on campus and making threats of mass violence. prosecutors say he had guns and ammunition in his dorm room and studied mass shootings. investigators say he was making plans to shoot up the school. smoking weed in new york state is now a fine-only offense. that's after a new decriminalization law went into effect on wednesday. the penalty is now $50 for possessing less than an ounce or a maximum of $200 for one to two ounces. meanwhile residents who have low-level marijuana convictions will automatically have their records expunged. troubling news on the roads. deaths caused by drivers running red lights have hit a 10-year

high. according to aaa the most recent figures from 2017 show more than 900 people were killed. that's nearly 30% jump in five years. almost half of those killed were people in other cars or passengers in the vehicle that ran the light. labor day weekend is just about here and that means the last major travel day of the summer. >> new numbers show how bad it might be on the roads this weekend. expect driving times to rise 10%. if you're in a major metropolitan area, you could see times more than double. but here's what you need to know. the worst time to be on the road is expected to be this afternoon between 4:00 and 6:00 p.m. >> so after work thursday, you guys are just ditching work on friday? >> i know, not working on fridays. the airports will be busy as well. more than 17 million people are expected to fly this weekend. nearly 3 million will be airborne tomorrow.
