in the nation being considered for this new program. the federal government is allocating the funds to speed up the projects. in this case vta's four-station b.a.r.t. extension to take riders through downtown san jose into santa clara. >> we'll need to be faster. infrastructure will need to be delivered faster. it will be interesting to see how we make it through this pilot program. >> reporter: in the meantime, the vta is working to finish the formalal application with the federal government to get phase two as well. that would go from north san jose to downtown san jose and on to santa clara. live in san jose, jobina fortson, abc 7 news. this is pretty unbelievable, caught on camera. a would plan attackednd an uber driver innta. we want to warn you this video is graphic. >> ah! oh, my god.

>> what on earth. >> this uber driver says he was attacked while dropping off a passenger. he said a random deranged woman jumped on the car and trying to pry off the windshield wipers. when he tried to stop her, she repeatedly bit him. he says he hasn't been able to see a doctor because he doesn't have insurance. one week later he's still in pain. >> the pain is horrible pain. a dog not bite like this. she's still biting. i'm pulling, about 30 seconds. >> okay. so there is a gofundme account to help, if you would like to make any donations. the woman is 26-year-old toshina campbell. she actually had two different warrants from two different countries. in the east bay the son of a former police chief is facing criminal charges once again, this time for a deadly shooting and robbery. 19-year-old tyrell mccallister and another man are accused of

killing 32-year-old man. you may remember abc 7 reported mccallister when he was arrested in the attack of a 71-year-old man. he's the estranged son of police chief darrell mccallister. a rude awakening for one couple's dream proposal. someone stole the engagement ring during a car break-in while in san francisco. wayne freedman spoke with the heartbroken pair. >> reporter: this ring should have been the centerpiece of a wedding proposal that everyone involved saw, not so much as an if, but a when. >> how long have you two been dating? >> 14 years. >> 14 years! >> yes, since we were in high school. >> reporter: helen is back in philadelphia with nothing but sad memories of dolores park. she and alan wong had just flown in. their walk in the park ended badly when while away someone stolen their luggage from the

one is on the lower part of the peninsula, highway 101 at rings door of. it looks like a traffic break to clear this one. another car reported going in the wrong direction, somewhere on highway 85 near 280. chp is looking for that vehicle right now. we're tracking an injury crash westbound 80 at hilltop, and the right lane is blocked. you can see traffic is definitely starting to back up and slow down approaching the scene. the drive time growing as well. westbound 80 highway 4 to the maze is 22 minutes. still fairly delay-free at the bay bridge toll plaza. here is a live shot of highway 280 and 17 in san jose. traffic light there. hopefully they'll find the wrong way driver soon. on to new developments on the deadly boat crash involving "shark tank" judge kevin o'leary. unfortunately a second victim has died. this crash happened saturday night on lake joseph in ontario. police say the boat on which o'leary was a passenger rammed

into a larger boat killing a 64-year-old florida man. a 48-year-old woman who was hospitalized died from her injuries on tuesday. o'leary says the other boat did not have any navigation lights. the woman known as the fastest woman on four years has died. jessi combs died in a crash in oregon. she broke a record in 2013 with a run of 393 miles per hour. she lived in so cal, and people in the bay area may remember her appearance on the san francisco-based "mythbusters" on the discovery channel. as a part of building a ea, on homelessness and possible solutions to the housing crisis. in san francisco there's a short-term fix that's up for a vote today. the city is considering converting a parking lot near the balboa park b.a.r.t. station into overnight parking for people who live in their vehicles. if it's approved, 33 spots would be made available for people to park for up to 90 days.

on the peninsula today, low to mid 70s. about 71 to 76. back down into the low to mid 60s. 62 to 65 along the peninsula coast to upper 60s in downtown, south san francisco, sausalito can squeak out a 61. mid to upper 80s from cloverdale northward. temperatures about 20 degrees cooler at the beaches, low to mid 60s. we have 69 at richmond. everybody else makes it to 70 at berkeley and about 76 in hercules and fremont. as you head into the interior east bay neighborhoods, maybe turn the air conditioner off. low to mid 80s. just the humidity. how uncomfortable will that make it. drizzle possible near the coast and up in the east bay hills, not much of a change tomorrow. you can see the temperature climb up a little bit this weekend and hold steady through next week. frances? >> startingea southbound 101 there was a wrong-way driver. they were able to stop the car

claim support. it says rates are 20% to 30% lower than other insurance companies. toyota is recalling nearly 200,000 corolla and matrix cars because of faulty air bags. this is part of the bigger problem. toyota says the front passenger replacement bag may be damaged. it's for 2003 to 2008 another women's clothing chain has fallen on tough times. block berg has reported that forever 21 is preparing to potentially file for bankruptcy. this would allow the retailer to close unfrostable stores and restructure its finances. forever 21 is one of the largest mall tenants with over 800 stores world why. san jose announced its first speaker series. the guests include madeline k. albright, bill nye, james comey, dr. sanjay gupta.

charges are going to be dropped against him today, so his attorney says he should be allowed to walk out of jail today. austin vincent can prove he was in southern california when the crime he is accused of committing in san francisco in february happened. but he is also accused of an attack that happened earlier this month outside an apartment building in san francisco's embarcadero. there's surveillance video of it. people say it was violent. he was not jailed when he was arrested for this attack. the judge set him free which sparked public outrage. he was jailed for the charges that will be dropped today. prosecutors say that doesn't mean he should walk free. >> the initial charges we filed against him include attempted robbery, false imprisonment and two counts of battery. those are serious charges. given the totality of thebeliev strongly the appropriate way to proceed with this case is to keep him in. >> reporter: the victim in the

attack on the embarcadero says vincent told her he was trying to save her from robots. his attorney says he has spent nine days in jail for a crime he did not commit, and he should be set free today. that hearing is set to start at 8:45 this morning. live in san francisco, amy hollyfield, abc 7 news. >> thanks, amy. that vincent case is now at the center of the battle over a navigation center for the homeless. >> we've been tracking this story. it's been very contentious. it's going up on the embarcadero right next to the condo where this attack happened. last night officials held a meeting to tell concerned neighbors how the city plans to keep them safe. extra police will be patrolling the area around the center. many neighbors say that just is not enough. >> i know that everyone here seems very committed to the idea that you're going to help establish a safe and sane navigation center. as you see, none of us believe you.

>> one neighbor warned the advisory board he is drafting a ballot initiative that would make it harder for the city to build and renews he plans to mod with it if the new center proves to be unsafe. in the south bay, the al investigation army is planning to build 340 residential units after receiving a $1.5 million gift from google, past of their $1 billion investment to create new homes around the bay area. the salvation army plans to use the gift to develop a come bleks of affordable homes at its silicon valley community center in downtown san jose. that means 225 affordable housing units and 75 transitional units. a 13-year-old boy is in custody in connection with the brazen shooting on market street in san francisco. [ gunshots ]. >> that gunfire last week hurt one person. police arrested two suspects on monday. oakland police detained a teenageryeerday, and onef guilty yesterday.

that suspect will be back in court for a bail hearing today. is a sheriff in los angeles county has fired the deputy who falsely reported he had been shot by a sniper. now the former deputy could face criminal charges. angel reinosa's phony report triggered this massive police response last week. he claimed he was shot in the shoulder. investigators later discovered he cut holes in his uniform so it would look like he had been wounded. doorbell camera company ring is teaming up with police departments nationwide to fight neighborhood crime. according to "the washington post," ring has agreed with 400 departments including sclera, foster city and hercules. it will allow police to request doorbell footage within a specific time in certain areas. it excludes live video access and homeowners can decline the requests. new developments involving the millennium tower. the luxury san francisco

skyscraper that's leaning and sinking. a tentative agreement has been reached to stabilize the building and compensated residents for the tower's defect. the deal includes $100 million to drill 52 new perimeter piles to stabilize the foundation. they'll be drilled three times deeper than the piles currently used on the building. details of the settlement is still confidential, but they will be compensated for the loss in value to their homes. >> the claim we made in the lawsuit is the difference between what the millennium tower units are borgt today and what they should be worth. you measure that by looking at all the other similar buildings in the area and the appreciation levels they have which the millennium has not had. >> a judge has to approve the deal in 90 days. 5:36 now. president trump is coming to the bay area for the first time since he took office. this is for a re-election fund-raiser. the president's campaign has not revealed the location of the september 17th event. the website shows tickets are available for 2,800 or 5,600.

grown. highway 4 to the maze is 43 minutes. we have two accidents along the stretch. we'll be keeping an eye on that drive time. at the bay bridge toll plaza, metering lights are on, traffic not badly backed up, just towards the end of the parking lot. the san mateo bridge looking great still at there point. the dumbarton bridge has recovered from an earlier problem. >> frances, thank you. on the peninsula, menlo park could become one of the first cities in the countries to ban natural gas in almost all new buildings to fight climb climate change. that measure would require all commercial, industrial buildings to rely completely on electricity by the first of 2020. one and two-story homes will be required to be built with the proper wiring to be all electric in the future. it will go to a vote in two weeks. berkeley became the first city in the nation that passed a similar measure earlier this month. we know housing prices are high in the bay area. if you are in the market to buy a pricey home, we've got a doozy for you.
