minutes. also take a look at this. this is in the danville area. there's a water main break on the 200 block of franciscan drive. this is near calistoga court. no word yet on how many homes are without water right now. authorities say east bay mud is responding and we'll update you if we get any new information. >> frances, thank you. it is 6:01. there will be more police patrols at a pacifica high school after suspicious graffiti was found. the principal of tara nova high school accident a letter to families. the principal says it's been reported to police. as a precaution, there will be an increased police presence at the school for the rest of the week. the federal government is stepping in thole to help build a better bay area. this map shows new stations in b.a.r.t.'s expansion. abc 7 news reporter jobina fortson is live in san jose.

good morning, jobina. >> reporter: good kumasi. the federal government is putting up $125 million to help the vta speed up its approval process for major infrastructure projects. in this case thatfour-station b extension. you can see the map on your screen here. that would take riders through downtown san jose into santa clara. the berryessa station will be the new end of the line. in the meantime the vta is working to finish the formal application with the federal government to get phase two on the fast track as well. >> the second extension going from north san jose to downtown san jose and on to santa clara, 2026 can't come soon enough, but it will be here in many ways before we know it. >> reporter: the vta is the first transit agency in the nation to be considered for this new program. hopefully it will take cars off the road. if anything, this is great news

for commuters. live in san jose this morning, jobina fortson, abc 7 news. >> thanks jobina. as part of building a better bay area, we're focused on homelessness and possible solutions to the housing crisis. in san francisco there's a short-term fix up for a vote today. the city is considering converting a parking lot near balboa park to overnight parking for people living in their vehicles, 33 spots for up to 90 days. it's only for residents vetted by the city's department of homelessness. according to a new report there are more than 8,000 homeless people in san francisco, up 17% since 2017. about 7% live in their car or rv. >> people need to understand that those living in their vehicles aren't the hard, hard core homeless that people think of, drug addicted, mental health issues. >> the proposal goes before the planning commission today and to the board of supervisors if it

passes. in the east bay the son of a former police chief is once again facing criminal charges, this time for a deadly shooting and robbery in oakland. 19-year-old tyrone mccallister and another man are accused of killing 32 injured man last tuesday. you may remember abc 7 news reported on mccallister last august when he was arrested in connection with an attack on a 71-year-old 71-year-old-year-old man. a woman attacked and bit an uber driver in atlanta. we want to warn you this video and the photo after it is graphic. >> oh my god! >> the uber driver says he was attacked while dropping off a passenger. he said a random deranged woman jumped on his car, tried to pry off the windshield wipers. he says he hasn't seen a doctor because he doesn't have

long. it's going to be humid. do your yard work today when it's cooler. hotter this weekend. try to beat the humidity this weekend. north bay in the 60s through 9:00. total sunshine. low 70s at 11:00, on the way to upper 70s this afternoon. east bay in the cloud cover through 11:00. sunshine this afternoon and mid 70s. for san francisco, we never completely get rid of the sunshine. we start in the mid 60s and hang out in the upper 60s to near 70 this afternoon. how about the commute right now? here is frances? >> a new crash in hayward, eastbound 92 past 880. that's going to slow things down in the area. here is a look at the map, southbound 880 already slow and go from 238 through hayward. we have not one, not two, but three accidents on that westbound 80 stretch. they have been cleared. traffic is recovering, but still pretty slow through the area.

so westbound 80 highway 4 to the maze is 34 minutes. it's not bad considering there are three accidents. the bay bridge toll plaza backing up towards the 880 over crossing and southbound 680 has been a possible alternate to avoid the 80 traffic accident stretch with lots of brake lights there. you can see it's slow here through walnut creek approaching highway 24 on the southbound side which is the right-hand side. a rude awakening for this couple's dream proposal. >> someone stole their engagement ring during a car break-in in san francisco. alan and helen were going for a walk in del lover res park to kill some time. it's been a big problem in san francisco for years now. there have been more than 13,000 reported automobile break-ins just this year. but this couple had no idea and they had a pretty rough start to their vacation

we have new developments on the deadly boat crash involving shark tank judge kevin o'leary. unfortunately a second victim has died. the crash happened on saturday night on lake joseph in ontario. police say o'leary's boat rammed into a larger boat killing 64-year-old man and a 48-year-old woman who died in the hospital on tuesday. three others were hurt. o'leary released a statement saying he was a passenger on the boat. he says the other boat had no navigation lights and left the scene. the woman known as the fastest woman on four wheels has died. jessi combs died in a crash in oregon while trying to break a

speed record. the 36-year-old broke a record in 2013 with a record of 393 miles an hour. combs lived in southern california. people in the bay area may remember her appearance on the san francisco-based "myth busters" on discovery. it is your voice, your vote. only ten democratic candidates qualified for the partity's debate last month. >> here they are. senator corey booker, joe biden, mayor pete buttigieg, julian castro, senator kamala harris, senator amy klobuchar, beto o'rourke, senator bernie sanders, senator elizabeth warren and andrew yang. now, among the candidates who were cut, bay area billionaire tom steyer, governor steve bullock, senator kirsten gillibrand and marianne williamson. >> this is a major blow to any candidate who doesn't make the stage. another debate only a month away. you have an opportunityo qualify. >> to qualify the dnc rules state that candidates have to register at least 2% for

bridge. even some clouds clinging down to the dumbarton bridge. clear hours. the coast will remain cloudy for the better part of the day. you can see by 7:00 the march to the east is starting to begin. temperatures today, low to mid 80s in the south bay. there are exceptions. milpitas, sunnyvale, cupertino, mid to upper 70s. more comfort there. low to mid 70s dominate the peninsula today with around 62 to 65 degrees along the peninsula coast. upper 60s for downtown south san francisco, sausalito where we'll see more sunshine. north bay coast 62 to 64. you head into the valleys, around the san pablo bay, upper 70s. low to mid 80s just about everywhere else. along the east bayshore, low to mid 70s with 72 in oakland. we will be a little cooler, 69 in richmond. as you head into the east bay valleys, 82 to 86. expect tours in the 60s again tonight. a few upper 50s closer to the coast. a degree or two warmer tomorrow.

we'll be in the mid 60s to near 80 to near 90 from coast to bay to inland with the humidity this weekend. frances. heading into san francisco we have slow traffic on northbound 101 because of an accident at 3rd. apparently it was in the middle lanes and people were out of their cars. they have cleared the accident. we're just hearing now, off to the hnd shoulder. traffic is backed up northbound 101 slow from brisbane. in fact, it affected the traffic on the other side of the freeway, southbound 101 also slow approaching the scene. there's an injury crash in tco 880. westbound 80 has been a slow drive as you come off the carquinez bridge down to richmond because of several accidents. here is a live shot at the bay bridge toll plaza, backed up almost to the 880 overcrossing. across the san mateo bridge, westbound traffic, i've seen a lot of brake lights on the right-hand side. but major pbl

humid. but air quality will be fine friday through the holiday monday. if you thought you may have accidentally left the stove top on, you might is not have done that, may not have been your fault. >> such a nightmare. a recall saying certain glass stove tops can actually turn themselves on. the u.s. consumer product safety commission issued a recall for some whirlpool, kitchenaid and genair brands made between december 2016 and july of this year. the commission says the recalled appliances are fire hazards. about 26,000 of these stove tops were sold in the u.s. we've posting a full list on abc7news.com. governor knew some proposed a new billimgo crack down on charter schools by changing how they're approved. charter school enrollment has more than doubled in the last ten years and are mostly now common in low income areas. anyone can apply and state law requires school districts to

also north 101 recovering through brisbane into san francisco because of an earlier accident east bay 92 past 880. the eastshore freeway is slow. we've had several accidents along the stretch but they have all been cleared. >> thanks, frances. happening today, a judge is expected to decide whether the man accused of attacking a woman as she tried to enter her san francisco building will stay in jail. >> austin vincent remains at the hall of justice this morning. abc 7 news reporter amy hollyfield is live outside the building with details. good morning, amy. >> reporter: good morning natasha. remember, when this man was out of jail, some people were very upset, saying he did not belong out on the street. austin vincent's attorneys will say today he should be free. the charges he is in jail for are going to be dropped today. prosecutors want him to stay in jail saying other charges he faces are serious. when his mugshot made the news

because of an attack earlier this month, a woman came forward and said he was the man who attacked her in february. vincent was charged with that crime and was put in jail for those charges. he can now prove, though, he was in southern california at the time of that crime. >> this is an example of how misidentifications occur often from eyewitnesss. at the end of the day, he's been in custody for nine days based on something he didn't do. >> that's why we have on going investigations. that's why we maintain investigations even after a case is charged in order to ensure that no one is convicted for crimes they did not commit. this case sparked public outrage. when he was arrested for this attack at the condo building at the embarcadero but not jailed. the judge set him free. he is in jail for the second round of allegations which will be dropped today. it will be interesting to see

salvation arm is planning to build affordable housing units after a $1.5 million donation from google. the salvation arm plans to use the gift to develop a complex of affordable homes at the silicon valley community center in downtown san jose. that means 225 affordable housing units and 75 transitional housing units. a 13-year-old boy is in custody in connection with the brazen daytime shooting on market street in san francisco. [ gunshots ]. >> one person was wounded in last week's gunfire. police arrested two suspects on monday. oakland police detained the teenager yesterday. one of the adult suspects pleaded not guilty yesterday. he will be back in court for a bail hea today. new developments involving the millennium tower. the luxury san francisco skyscraper is leaning and sinking. a lawyer says a tentative agreement has been reached to stabilize the building and compensated residents for the tower's defect.

the deal includes $100 million to drill 52 new perimeter piles to stabilize the foundation. they'll be drilled three times deeper than the piles currently used on the building. details on the settlement is still confidential but will be compensated for the loss in value to their homes. >> the claim we made in the lawsuit is the difference between what the millennium tower units are worth today and what they should be worth. you measure that by looking at all the other similar buildings in the area and the appreciation levels they have had which the millennium has not had. >> the judge has 90 days to approve the deal. president trump is coming to the bay area for the first time he took office for a re-election fund-raiser. the president's campaign has not revealed the location of the september 17th event. the website shows tickets are available for 2,800 and $5,600. he was last year in 2016 running for the republican nomination. even then his appearance drew

of the peninsula approaching the oregon expressway. looks like this is an injury accident and traffic is slowing. they have everything off to the right-hand side. any time there's an injury and emergency crews arrive at the scene, it slows traffic down. there's an injury crash in hayward, east bay 92 past 880. the problem now reported southbound 880 at industrial. some debris in possibly the lanes. a motorcycle crash also reported westbound 4 at bailey. luckily no injuries on this one. although the westbound 4 ride is slow through pittsburgh. the drive time westbound 4 antioch to concord is 37 minutes. lots of brake lights on westbound 580. a new stall just reported westbound at the san mateo bridge -- past the san mateo bridge toll plaza. you can see it's in the center divide. it's a crowded ride in the westbound direction out of hayward. do you know the difference between a credit freeze and a credit lock? i'm michael finney. this is a "7 on your side" quick tip. credit freezes and credit locks

it is 6:42. happening right now people preparing for the worst as hurricane dorian heads for florida. a state of emergency has been declared ahead of dorian's arrival. people from jacksonville down to miami are filling up water bottles and buying canned goods to prepare. others buying generators, batteries and flashlights. dorian las already slammed the u.s. virgin islands knocking out power to thousands of people. i want to bring in mike now. it seems dorian spared or at least the worst of it spared puerto rico. >> id did. >> how are things looking for florida? >> not as lucky. it would have to take a major jog to the right to miss puerto rico and miss florida. that would put it into georgia and the carolinas. it's good to see those folks are preparing. 175 miles and moving away from san juan is where we see it on live doppler 7. 85-mile-per-hour winds. you can see it just to the east

of the bahamas as it ramps up to a category 3 by saturday night, 120-mile-per-hour winds. then it slices right across nassau and tries to head for -- looks like ft. lauderdale monday night with 125-mile-per-hour winds. the fact it's coming in at night is doubly dangerous as a major hurricane category 3, up to 16 inches of rain. flooding possible. dangerous storm surge, rip currents, inland flooding, coastal erosion, power outages and structural damage all possible from florida to the carolinas in case this track does change. hopefully people will be ready if it makes a little bit of a swerve. frances. the federal government is stepping in to build a better bay area. >> abc 7 news reporter jobina fortson is live in san jose. good morning, jobina. >> reporter: good morning, kumasi and natasha.
