her bay to brend wood. that driver kept going. it happened at sunset road and trail side drive near edna hill middle school. officers arrested the driver and believe she was under the influence. eric thomas joins us live from bent road with more. eric? >> reporter: this was the destination, the edna hill middle school. the young girl was still walking quite a ways to get here. our gps measured it at just under two miles from where the accident happened to the school here. kids were told about it and offered counseling today. these are the pictures parents dread at the start of every school year. in this case, a 12-year-old girl hit by an suv at the intersection of sunset road and trail side drive in brentwood this morning. >> officers administered first aid until paramedics could arrive. and they subsequently stabilized her at the scene and airlifted her to uc davis medical center.

>> police say the driver left the scene but wauz caught a short time later. >> one of our officers being super alert and doing great old-fashioned police work was able to locate the vehicle and the suspect inside the vehicle. >> the female suspect was booked on felony hit-and-run and driving under the influence. the victim was making the long walk to edna hill middle school where superintendent eaton says they broke the news to classmates and offered counseling. officials couldn't hide their disgust at what happened. >> i think it's unfathomable someone would leave the scene after injuring a child. it's not representative of the family and the community we have here in brentwood. >> parents lined up to pick up their own kids say the accident adds to the fears they already have about children and traffic. >> i see a lot of stuff and i think it would be safe to have police every morning, at least one police close by to the school.

>> if you don't have eye contact with the driver, just don't walk out in front of the car. >> reporter: if this all sounds terrifyingly familiar, it's because last september an 11-year-old middle school student also here at edna hill middle school was hit by a car while walking and had to be airlifted to uc davis medical center with head injuries. back here live at the school, the victim today also suffered head injuries and that's why she was flown to uc davis medical center. don't know if the sun might have played a role in this. the vehicle was headed east bay which would have been into the sun at 7:00 this morning. the young victim is in stable condition. live in brentwood, eric thomas, abc 7 news. the oakland fire department is taking action to make sure crews can access neighborhoods in the hills. they'll soon begin putting up no parking signs along heather ridgeway, a street too narrow for fire trucks to get through if cars are parked on the

street. while you might think residents would support this, some don't. laura anthony is live in the montclair hills tonight with the story. >> reporter: hi, dan. this is all part of what's called the hills fire safety parking project. this road, heather ridgeway is one of about two dozen earmarked in oakland for greater parking restrictions. the fire department says this road from pine haven to thornhill is simply too narrow for any street parking. some residents say a complete ban is a total overreaction. like many streets in oakland, heather ridgeway can be a tight squeeze for a car, much less a fire engine. that's why last month the city of oakland sent notices to residents that soon there will be no street parking a allowed on either side of heather ridge. >> the community of heather ridge approached the city of oakland several months ago, drooef fire engines down the stleet, took measurements on the

street and agreed with the request it was creating issues with emergency access. >> reporter: a recent city survey of heather ridge found in some spots it's barely 14 feet wide and less than 20 feet in most places. >> i think it's a bad idea- >> reporter: still some residents say banning street parking entirely is overkill. >> you see there's areas where i think a fire truck could pass. it's kind of going a nuclear option where i think there's probably a middle ground. >> there are several houses here that have no parking at all. it's just the way this street was developed. they have no parking. so if you say no one can park on the street, then i don't know what they're doing. >> reporter: others site the disastrous oakland hills fire of 1991 where fire equipment had a hard time getting in and more recent infernos in places like paradise where people had a hard time getting out.

in some cases abandoning their cars to run for their lives. >> clearly the paradise fire made it very important that we have the ability to get out from where we are. >> reporter: the city initially noticed the residents here, that the new signs and red curbs would go in by the end of july. that has not happened yet. some residents are hoping for exceptions like here where i'm standing where this road is nearly 20 feet wide. city officials and the fire department told me today this was an ongoing discussion, enforcement will not start in the immediate future. but they are hoping to get it done by the end of the sum never, certainly as we head into the most serious part of the fire season. in oakland, laura anthony, abc 7 news. thank you. a sunnyvale-based tech company settled charges that its russian and chinese subsidiaries bribed government officials. the "wall street journal"

reports june ter niper networks to pay the charges. it admits no wrongdoing. the sec claimed sales employees in russia syphoned money to a slush fund used to pay for customer leisure trips including some for government officials. a bay area teachers union treasurer pleaded not guilty on eight felony counts of theft and bank fraud. the u.s. attorney says kenneth morris received union dues in san francisco and san jose and deposited those checks into his own bank account. it also claims between november of 2017 and january 2018 morris took additional union property totaling a little under $19,000. a conviction today for the owners of a saratoga three people face years in

prison for labor addresses. it happened in a hair salon called utopic. victims say they were lured from spain with promise of good pay and promise of work. one victim worked for just under $5 an hour. also convicted of fraud for buying a house using stolen social security numbers. after 40 years in business, a beloved bay area bakery chain is closing doors for good. the owners say a labor shortage is mainly to blame. the cost of doing business has made it tough to build a better bay area, something we're focused on every day. abc 7 news reporter chris nguyen is live in sunnyvale with the story. chris. >> reporter: dan, good evening to you. the bakery is closing its doors this weekend. if you take a look, you can see these near empty cases. this has become a familiar scene over the past couple of weeks, especially late in the day as many come into the bakery for a final time to get their hands on

a cake. taking home your favorite dessert can be a wonderful feeling. >> the fudge on the chocolate chocolate is to die for flr the south bay the taste of these iconic cakes will soon become a distant memory. >> i heard they were going out of business. i ordered three chocolate chocolates and one of the carrot cakes. we're just going to end up freezing them. >> reporter: after four decades in business, the prolific oven bakery chains will close its doors on saturday. the family-owned business has helped this community celebrate in so many ways. >> my wedding cake came from here. >> reporter: co-owner regina chan loves hearing those stories. she says it's been tough to fill open positions because many talent had been choosing to work for in-house katering departments at nearby tech companies that can pay a higher wage. >> everything is done by hand,

intersections could increase the death rate. uber and lyft say they'll commit $60 million to fund a ballot measure if a state senate vote expanding workers rights don't go their way. it would reclassify uber and lyft drivers as employees and make them eligible for benefits. it would make uber and lyft exempt from state law. they say it would lead to thousands fewer drivers and longer wait times. governor newsom designing a bill to crack down on charter shools. enrollment has more than doubled and most common in low income areas. anyone can apply and state law requires school districts to okay them if they meet basic requirements. under the new bill, only school districts and county governments could authorize them. charter schools would be judged by test scores as well as graduation and suspension rates.

for the first time, apple is loosening its grip on repairs for older iphones. the new policy will allow thousands of independent phone repair shops to buy more tools and parts to fix out of warrantee iphones as long as an apple certified technician is doing the repairs. basic repairs like replacing a cracked screen will be easier for consumers with older products. consumers with products under war teen still have to get products repaired at an apple store. meanwhile, new iphones are expected september 10th. that's the date apple set for its new special event in which apple is expected to show off the latest iterations of several products including new iphones. >> market your calendars. now to consumer news about repairing or adding a deck to your home. >> "7 on your side's" michael finney has more on that. >> whether you're considering building a new deck or replacing an older one, consumer reports

homelessness. the city is one step closer in san francio to a new short-term fix. the san francisco planning commission approved a plan for a parking lot near the balboa park b.a.r.t. station into overnight parking for people who live in their vehicles. 33 spots will be made available for people to park for up to 90 days. the plan still needs approval from the board of supervisors. a restaurant manager in southern california is telling his story after a woman captured him reaching out to a homeless man. reporter alice martinez has more on a special moment. >> hey, how are you doing? >> how are you doing? >> reporter: at this ihop, customers told general manager kelly erk hart about a homeless man sitting outside the restaurant. he went to check on him. >> he looked up at me and got real nervous -- i'm leaving, i'm leaving. i said calm down. it's okay. i just want to make sure you're okay. are you hurt? do you need an ambulance?
