"gma" weekend anchor eva pilgrim here with us this morning. >> good to be here. >> so glad you're here. it is a very busy friday. we want to get right to the news, hurricane dorian now a category 2 storm strengthening this morning, threatening to hit florida as a major category 4 hurricane. >> yeah, let's take a look at the satellite showing dorian on the move. you see it making its way through the atlantic and here's what the storm looks like from space. you can see the storm is just getting bigger and bigger. >> hurricane hunters flying right into the storm capturing this video and here's what we know right now. dorian could be a category 4 storm when it hits the east coast of florida sometime on tuesday. more than 17 million americans are on alert. the state of emergency in florida has been expanded to include every county in that state and a dozen counties in georgia. >> of course, our team is spread out all across the storm zone. our rob marciano starts us off right there from melbourne beach, florida, where they are now bracing for a possible hit. good morning, rob. >> reporter: good morning, cecilia.

hurricane dorian now about 800 miles that way in the open ocean.hurricane watches posted for the bahamas and advisories and watches may very well be posted along the florida peninsula later today or certainly tomorrow. it's getting more organized and those warm waters, here's a satellite picture. it's a category 2 storm now and on the verge of becoming a category 3 storm, just north of the turks and caicos islands. 85, 86-degree water temperatures, so plenty of fuel to fire it, maybe a cat 3 later today, cat 4 late tomorrow, sunday. the timing has slowed down so monday night into tuesday morning, cat 4 between ft. lauderdale or cape canaveral but this is going to be a powerful storm, and there is still a fair amount of uncertainty in this forecast. the setup is the same. high pressure will nudge it toward the west and our computer models, last night we launched more balloons and had more recon. so in better agreement and more confidence that central or south florida will get hit hard but will probably go north toward the coastline.

high impacts, big wind, big rain and storm surge. so to highlight that, we want to show you our drone shot. in this part of florida we have big dunes that protect the atlantic side but we are not too far from the intercoastal waterway and many parts of florida are surrounded by water on both sides and you can get surge on the other side of this in the intercoastal so that's an issue as you know, tom, being from this area as we go through time over the weekend. a lot of water, a lot of problems. >> yeah, a very wet summer as well. rob, we'll be checking in with you throughout the show. florida is bracing for the worst. people are scrambling to stock up on supplies or get out of town before the hurricane hits. take a look at these long lines forming at a gas station in miami-dade. get this, this was 2:00 this morning. dorian could be the strongest hurricane there since andrew made landfall in 1992. let's go right to gio benitez who is miami with more on the preps under way. gio, good morning. >> reporter: hey, tom, good morning. we are surrounded by three gas stations right now. take a look at this one right here. the lines are long.

this one is just wrapped around this station. take a look at that one across the street. the line goes all the way down the road and over there on the other end, that gas station doesn't have any gas at all and it's only going to get worse from here. all across the state of florida, it's a race against time for more than 17 million people in the path of hurricane dorian. residents rushing to stores and gas stations overnight loading up on food, bottled water and gas. >> hard to get gas right now. water, just everywhere is just packed. there's cars everywhere. >> i already went to like five different stores. nobody have water nowhere. >> i was here like three hours ago and there was no way to come in. >> reporter: residents in davey waiting in a line that wraps around the store hoping to scoop up the last of the precious goods. outside the supply store in south florida long lines forming for propane. inside this home depot, materials dwindling. many met with empty shelves. this is what we're seeing all across south florida.

people preparingor t srm loinhat plood tooard up their homes. we met jose buying 26 sandbags. >> i'm preparing for the worst possible, but hoping for the best. >> reporter: this traffic jam in orlando caused by residents hoping to purchase the few remaining sandbags. this morning, families hunkering down. and businesses too who are hiring contractors to protect their stores. florida's governor issuing a state of emergency for all 67 counties. >> all floridians really need to monitor hurricane dorian and make the necessary preparations. >> reporter: people already packing up to get up and get out. watch this mega-yacht migration in ft. lauderdale. the monster storm intensifying now expected to approach land as a category 4 with noaa pilots flying missions to survey its strength, nasa even capturing this view from space. residents in the caribbean watched as dorian barreled through. flooding streets and bringing

winds up to 110 miles per hour. now the storm has its sights set on florida, officials aren't taking any chances because so many are in the cone of uncertainty. >> we are preparing for the worst and hoping for the best. >> reporter: and if prepping for a hurricane wasn't hard enough, now you've got a very rainy day here in south florida. that's going to make boarding up homes a lot tougher and it's going to make going out and getting supplies a lot tougher. that's why florida officials are saying that everyone in this state needs to prepare today. it's just so important, eva. >> all right. good advice there, gio. and this morning, we're getting a new look at the storm from the sky. the hurricane hunters flying through the clouds near dorian's eye, and check this out. noaa sending its first all female three-pilot flight crew on a reconnaissance mission taking off from lakeland and flying around hurricane dorian to collect data, returning about seven hours later. the crew covering more than 3,600 miles. cecilia? >> okay, eva.

thank you. joining us now from washington is the acting administrator of fema, peter gaynor. good morning to you. thank you for joining us. >> good morning. >> i know you're familiar with the predictions we are talking about right now. if these models stick, florida won't have seen a storm like this hit since hurricane andrew. what are your biggest concerns right now? >> well, we are planning for a category 4 here in washington, d.c. that's our planning assumption and our biggest concerns now is that the clock is ticking and now is the time for residents of florida, south georgia to make preparations. if you're seeing some of those tracks, it could make landfall anywhere between key west and jacksonville and, again, even into south georgia, don't waste time today. make preparations and make sure you and your family are safe. >> given the scope of this storm and the potential impact i imagine it is hard to prepare for it because it is potentially so large. so your specific message to the residents of florida right now who may not have been out to the stores to buy boards or things like that, what is your message

for them this morning? >> i think there's growing concern that no matter where the hurricane makes landfall, it could impact the majority of florida so if you've seen some of the tracks this morning, central florida, and that could make a turn up the 95 corridor into georgia. that impacts everyone, so just because you're not in that impact zone, it could affect you. it's going to be a big storm. wind, rain surge, don't take this storm lightly. >> what preparations has fema made on the ground in anticipation of dorian hitting? >> well, we've been moving our supply staff and equipment into florida. a lot of our planning teams are already embedded with florida emergency management in tallahassee. we'll continue to move our commodities like generators in and around the state to make sure the state has no unmet needs so we'll continue to do that over the weekend and so like the federal family is preparing, we encourage family, individuals to take preparations seriously. the clock is ticking.

>> so fema has come under fire for its handling of those back-to-back storms back in 2017. can you promise this morning that fema is ready there in florida for what's to come? >> for us as a nation to have a successful response to disaster, all those things have to be working. florida has seen its share of hurricanes. they're well familiar with how to prepare as is counties and the federal government and, again, don't let time slip by. preparedness is the key to make sure we're ready for what dorian brings. >> okay, fema's peter gaynor, thank you very much. tom? all right, cecilia. thank you. we're already seeing the effects of hurricane dorian on holiday travel. more airline waivers are being issued as the storm closes in. steve osunsami is at the world's busiest airport, hartsfield-jackson in atlanta, with the latest this morning. steve, good morning. >> reporter: good morning to you, tom. it is a busy morning of travel behind me here at the airport. we are not seeing any flight cancellations due to the storm at this moment but i can guarantee you that is going to

change. six airlines are now offering travel waivers, southwest, delta, american, spirit, jetblue and united, and for flights in and out of the caribbean and now florida, the florida list is getting especially long. nearly every major airport on the east coast of florida, ft. lauderdale, melbourne, west palm beach, jacksonville, just to name a few, and most of these are for flights starting tomorrow. 17 cruise ships have now rerouted their schedules to avoid the storm impacting tens of thousands of travelers. florida's three largest airports are now preparing for high winds. in miami they're asking the airlines to tie down large pieces of equipment or remove on a holiday tairfield.a. ig, me >>of the mt seous concerns from this hurricane, life-threatening storm surge. the hurricane force wind pushing ocean water on shore washing

away everything in its path. kaylee hartung is in jacksonville where they face this just two years ago with hurricane irma. good morning to you, kaylee. >> reporter: yeah, good morning, eva. jacksonville is a city built on wetlands. it doesn't take a hurricane and powerful storm surge to flood the area. residents here know all too well a bad rainstorm can lead to the st. john's river here raising several feet. hurricane irma made landfall 70 miles from here and yet the damage the storm surge did here, that led jacksonville's mayor to call it the storm of the century. i want you to see -- compare, rather, the view we have here this morning with what the storm surge did here two years ago as the water toppled the embankment. we've go i-95 running above our heads. water flowed through the streets here downtown. as the hurricane storm surge, it forced water up the ocean's mouth. the ocean water up the river's

mouth rather and that water, well, it had nowhere to go. hurricane michael a year ago, that was another storm you'll remember with very powerful storm surge. ginger zee watching a house get carried away right before her. jacksonville's mayor now saying this is not a time to panic. rather it's a time to prepare. cecilia? >> yeah, we all remember those images. kaylee, thank you. in washington, president trump closely monitoring dorian this morning. on twitter he made some dire predictions of his own about that storm's path. take a listen. >> it really began to form and form big and now it's looking like it could be an absolute monster. somebody said bigger or at least as big as andrew. >> okay so let's bring in our senior national correspondent terry moran there at the white house. and, terry, the president was supposed to be in poland this weekend. he ended up canceling that trip to stay and keep a close eye on this storm. >> reporter: that's it exactly, cecilia. he was supposed to go to poland for a solemn commemoration for the beginning of world war ii 80 years ago next week, but he decided to stay here and track developments. first from the white house he

had an oval office briefing on hurricane dorian yesterday and he's heading to camp david this afternoon in order to take the labor day weekend there but he'll be tracking developments. the president sees these things as an opportunity for presidential leadership. as you say, he's on twitter quite a bit. i'm sure we'll see him again. he has a personal stake in this one. he's got four properties along the eastern coast of florida including mar-a-lago which has become basically the southern white house and that doral, trump doral golf club where he proposed to have the g7 next year, and so he is looking not just as president but as property owner at this hurricane as it comes barreling in and he will be tracking developments first from here and then from camp david. >> terry, let's shift gears while we can to the election. former vice president joe biden coming under fire for an emotional war story that he's told on the campaign trail. it's about a navy captain who heroically tried to save a fellow service member. the man telling the former vice president not to pin a medal on him because his friend died in combat, but terry, it turns out

a lot of the details in this story are wrong, and now biden is being forced to respond. >> reporter: right, "the washington post" dug into the story. this is a story of american heroism and heartbreak on the front lines that as you say biden has been telling for a long time. it seems like he's conflated a few stories. he did pin a medal on a soldier, not a navy captain but an army staff sergeant in afghanistan. that man tried to reject the medal. he said i don't deserve it because the man he tried to save died. biden conflated that with other stories. "the washington post" put this out yesterday, a bit of a kerfuffle around it. biden is standing by it, and he says he got the central point accurate. i want to read you the quote he said to reporters in south carolina where he is campaigning. i was making the point how courageous these people are. how incredible they are. this generation of warriors, these fallen angels we've lost. so for biden, he is saying it's not so much about the details as it is about that heroism and heartbreak.

courage and a whole lot of focus and much more to be a nascar driver under the best of circumstances. dale earnhardt jr. is getting overnight, dale earnhardt jr. speaking out ahead of his only race in 2019. >> i had some bad bruising on my back, but i went and got some excellent advice and care and treatment for that. >> reporter: his first since recovering from a terrifying plane crash he and his family survived earlier this month. sharing an update on his health just days before his race with sirius xm nascar radio. >> i think once you get in the car you won't even think about it. race car drivers get a lot of credit for driving with severe flu and bad knees and sore backs, but once you're in the car and you're in the middle of the action you don't even think about those things. >> reporter: in dramatic video, obtained by abc affiliate wsoc, earnhardt's plane engulfed in flames. he and his family escaping just

we're going to show you how you can get a front row seat from your couch in just a little bit. first, a lot to get to this morning starting with the latest on hurricane dorian. the storm threatening to hit florida as a major cat 4 hurricane. let's go back out to rob marciano on the ground in melbourne beach, florida. rob, every morning we wake up this storm changes a little bit. >> it does, and now it's strengthened again, tom. we have an update from the national hurricane center. winds to 110 miles an hour. hasn't dealt with perfect conditions so slow to go but we are getting into that zone where we're expecting more in the way of strengthening. cat 3 today, cat 4 late tomorrow. here's the forecast slowing down a little for the timing looking at monday night, tuesday morning at this point. somewhere from miami up towards cape canaveral as a damaging category 4 storm and the setup remains the same, high pressure nudging it to the south and keeping it -- kicking it towards the west, and the models are a little more in agreement.

there will be wind and rainfall impact, and it's going to be storm surge as well. let's talk about the water here. we're coming up on a new moon which means high tides will be a couple of feet higher than normal so that's not good timing for this weekend. you see the drone. we're looking at hotels and condos that line almost the entire coastline of florida. lots of the coast on this side at least have these protective dunes, but that's not the case across the entire florida coastline, so a storm surge that will be significant with a category 4 storm or higher is going to be problematic for sure. going to have to listen to authorities over the weekend as they'll no doubt be giving instructions to evacuate. cecilia? >> you'll be keeping us posted all weekend. earlier this morning i spoke to acting fema administrator peter gaynor. i asked him about the biggest dangers of the storm. here's what he had to say. >> the surge is the deadliest part of a hurricane, not necessarily the winds. 90% of all deaths resulting from a natural disaster are from water, and 50% of those deaths are from people in automobiles

driving through flooded roads or flooded areas. don't put yourself or your family at risk. >> we can't emphasize this enough, people in florida, they have to take these warnings. so serious. eva. cecilia, florida is bracing for the worst. people stocking up on supplies are getting out of town before the hurricane hits. let's go to gio benitez who is in miami with more on the preparations under way right now. good morning, gio. >> reporter: hey, eva, good morning again. this is why officials are saying to start preparing right now because we are seeing these long gas lines. many gas stations across the state have already run out of gas. take a look at this video right now. it was shot at 2:00 in the morning. we saw those long gas lines. people are very concerned as they look at a possible category 4 making landfall in this area. also, people are concerned about plywood. they are going to home depot and trying to empty out those shelves taking that plywood to board up their homes and they are also standing in line

you're a board certified ob/gyn and know this comes up in your practice. i was surprised at the tone. he did not mince words and said marijuana can be harmful to developing brains and it can be passed on to babies in utero. >> i was surprised by the tone as well. we have to distinguish in this conversation and this topic in general about use during pregnancy and use any other time. they are not equivalent. so what the surgeon general said is we have to err on the side of caution this obstetrics. we don't have enough data to say it's safe. there is some data that suggests marijuana use can affect brain development and crosses the placenta so it can be transmitted to the fetus, and in breast milk. he is crystal clear, and acog supports this, there is zero amount that is tolerated or to be considered safe in pregnant

women or breast-feeding women. >> so important because as more and more states legalize it we need to know more about the effects of this on pregnant women, right? >> yeah, that's where i think there was a little bit of a disconnect because there is major exciting intense research on the use of cannabis for a variety of medical conditions. we've seen research supporting its use suggesting its use in epilepsy, chronic pain, anxiety, insomnia, various bowel conditions, pregnant women may go to it to help with nausea, morning sickness, chronic pain and again legalized for recreational use in 11 states and washington, d.c. and medicinal use in 33 states and a little nitpicky terminology. marijuana is a street term. cannabis is the plant and we can be talking about thc, cbd or a combination of both, as well as various components. >> the surgeon general said this is not your mother's marijuana. what does it mean? >> it's more potent than 25 years ago, three times more potent, the access is increased. it's much more mainstream so the potential for addiction, dependence and abuse is greater

now to our series ultimate debt diet, helping you get debt-free at any age this morning. we have got a couple in their 40s who faced so much debt they had to think twice before taking their kids out for ice cream. that's so tough. rebecca jarvis joins us with more go we've been getting such a huge response to this series. so many of you out there with huge amounts of debt and no idea where to start. well, this is how you take control. ♪

>> reporter: brian brando knows what it's like to live paycheck to paycheck. >> we managed money by using credit, managing minimum payments. if we could afford the minimum payment we thought we were doing okay. >> reporter: then nine years ago his family hit rock bottom. >> we were actually planning a summer vacation. i realized that we didn't have any available cash and/or credit. my family and i were in $109,000 worth of debt, all consumer debt on five credit cards. >> reporter: by examining how they spent their money, they started by making small, simple changes. >> i said i understand you like ice cream. if we take that same amount we're spending one night we can go to the grocery store and buy ice cream for the week. >> reporter: using the debt snowball method, they started to chip away at their pile of debt. >> it's a technique that builds momentum. you attack the smallest debt that you have first and once that debt is paid off, you roll that payment from that first debt to your next debt. >> reporter: slowly but surely

in less than five years, their debt had melted away. >> it was an amazing feeling. kind of like a big exhale we were able to cross the finish line. >> all right. now we have a question from carrie in our audience from sound beach, new york, facing some debt with her family, and she has some questions for you, rebecca. hey, carrie. >> hi. as a parent with a child who has autism, i've accumulated debt for therapies and services, and i was wondering if the snowball method would be appropriate for me or was there something better. >> a great question, carrie. so many families dealing with the health care issue that becomes such a strain on the family budget. let's talk about the two methods you could be using. the snowball method what we talked about here. it's where you put money towards your smallest debt so let's say your smallest debt is $1,000. you pay that off. once you pay it off you go to the next size debt. so if you've got a $2,000 debt you pay that off. now you want to make the minimum payments on all your debts the whole time.

the reason the snowball method that has been shown to be effective over time, carrie, is because it's psychologically helpful. you can really target those debts by getting to the small ones first. the other method and this is the method that's going to save you more money over time is the avalanche method. instead of paying the smallest debt first you target the highest interest rate debt first. this is going to be that credit card debt so make the payments to get that 17% interest rate payment down and done and once you've paid that off you really target the 14% and the 11% interest rate debt but, again, you want to keep making those minimum payments so you don't incur additional fees along the way. that's the avalanche method. it will save you the most money over time. feel better, carrie? okay, good. >> thanks for being so brave and all the families during debt week and t.j. holmes will show brown fre ground the new hey, t.j.
