>> good morning, everyone. it is saturday, august 31st. i'm kumasi aaron. we are starting with a quick look at the forecast. here is meteorologist lisa argen. >> good morning to you. we just have sparse fog out here. here is live doppler 7, so pretty good visibility if you are headed into the city or around the bay, even the coastline looking okay. temperatures are pretty mild. we have plenty of 60s in our east bay, but also some 50s up in the north bay. so temperatures today will be fairly similar to what we had yesterday, but we will warm it up inland. in fact, as we are looking at the next several hours, notice with some patchy fog early. we have full sunshine and 70s and 80s around the bay by noon time. the coast stays mild in the 60s,

but inland into the mid 90s by about 4:00. it looks like we will hold this forecast for much of the holiday. we have a cooling trend to talk about for september coming up, kumasi. >> thanks, lisa. developing news this morning, hurricane dorian a category 4 storm, packing winds up to 145 miles per hour. it continues to threaten florida's east coast. officials are not taking chances and ordered the first round of mandatory evacuations. abc news reporter elizabeth hurr is live in daytona beach with the latest. good morning. >> good morning to you, kumasi. yes, everyone here across florida are still waiting and watching with the track of the storm seemingly changing every day, but what remains unchanged is the message from officials warning residents do not let your guard down. overnight hurricane dorian growing stronger, prompting officials in florida to announce mandatory evacuations beginning tomorrow morning for residents in low-lying communities including brevard and martin counties.

this morning the governor urging everyone to prepare for the worst. >> there is a danger to your life if you remain in these evacuation zones. >> reporter: in the bahamas the locals are racing to be ready for anything with dorian set to barrel through that island before reaching the u.s. >> you never really are ready for a hurricane, but god is in control so we will do the best we can to be prepared and be ready. >> reporter: back in florida, the frantic rush also continuing with residents boarding up shops and homes and scrambling to stock up and gas up, leaving some stations at times running dry. >> came early because last year when we came over, we came for matthew, it was backed right up, the traffic was. >> reporter: the reason why this time eileen white and her husband headed out of town for georgia early. while help from across the country is heading toward florida, from first responders

to utility crews and these truck drivers already in position, ready to begin distributing supplies. well, president trump has already declared an emergency here in florida and now he is set to meet with fema officials tomorrow, saying a lot of decisions will be made then when hopefully we know more about where dorian is headed. we're live in daytona beach, i'm elizabeth hur for "abc 7 news." >> thank you, elizabeth. of course, that's the big question, where is dorian headed. lisa has been tracking the latest track, it looks like it is curving up a litte bit, lisa? >> that's right, kumasi. in fact if you look at the radar image you will notice it has got a very dramatic eye, and with winds of 145 miles per hour, moving to the west, we are waiting for the jog to move to the north. as it does we will have the carolinas and georgia come into play here where we could see definitely the storm surge, and looking at some flooding rains,

anywhere from one to two feet of rain. this will continue to move to the west, and then it is going to stall a little bit. as it stalls over the bahamas, certainly not good news because that's when the rainfall and the storm surge will continue to inundate the area. we are looking at anywhere from 10 to 15 inches of rain for the bahamas, isolated 20 inches, and the storm surge where the water comes above the land and we are looking at serious flooding, large as well as. and then not only for the bahamas, but looking tuesday or wednesday at the eess i impacts the u.s. coastline. kumasi. >> thanks, lisa. so far dorian has not caused flight cancellations to or from san francisco international. here is a live look this morning. you can expect it to change as the hurricane gets closer. now, orlando international airport has already announced it is closing on monday. most airlines are waving the change fees for travelers impacted by the storm. two members of the california urban search and rescue task force, three out of menlo park are already in florida. remaining team members are prepared to go if they need to

for potential search and rescue missions. you can keep track of hurricane dorian with the "abc 7 news" app. just download the app and make sure you enable the push alerts to get breaking news and updates as they happen. this morning the man who assassinated robert f. kennedy is hospitalized in stable condition after being stabbed in a california prison. sirhan sirhan was found with stab wounds at the richard j. donovan correction facility in san diego county. he has been placed in isolation. he assassinated kennedy during a campaign stop in california in is it 68. he is serving a life sentence. now to the kate steinle case. the gun conviction for the person who shot and killed her has been overturned. chris reyes has the details. >> reporter: the mistake was failing to instruct the jury on a specific defense theory which is that he was only in possession of the weapon for a moment.

in a statement public defender matt gonzalez said it wasn't a close call. we were entitled to the instruction and we should have had it. we thought that mr. garcia zarte would have been acquitted had the jury been instructed this way so it is gratifying for us. he was a repeat offender and undocumented immigrant who had been deported five times when the gun he fired shot and killed kate steinle in 2015. we called the steinle family but they did not want to comment on the court ruling. >> where was the sanctuary for kate steinle? >> reporter: in 2016 president trump took issue with san francisco's sanctuary city policy that kept local law enforcement from telling i.c.e. he had been released from their custody a few weeks before the killing. he was acquitted of steinle's murder in 2017. in a tweet the head of citizenship and immigration services said, how many more innocents will die before sanctuary cities stop harboring violent criminals? >> so it is not as if he is going to get off free and clear,

that he will be walking the streets of san francisco again. that's just not going to happen. but nevertheless, yeah, i'm sure the steinle's are finding this to be yet another disappointment. >> he is currently in custody awaiting trial on federal gun charges. in the newsroom, kris reyes for "abc 7 news". adl atn seastopol sent a carou. stande in the hot ton in tub in the backy. when that happened the debris went flying wherever. it left a lot of damage at the house. the driver of the suv died at the scene. one resident was at home when it happened but was luckily on the other side of the house and was not hurt. san jose police are releasing details about a major bust of a burglary crew. the group is linked to nearly 20 break-ins in more than a dozen cities across the bay area. "abc 7 news" reporter amanda del castillo has more on operation kick stand.

>> reporter: san jose police say while they've seen a drop in residential burglaries they've noticed a spike in commercial theft. on thursday a multi agency effort put this crew in cuffs, people who now face charges of commercial burglary, possession of stolen property, conspiracy and more. >> 100 different burglaries are not committed by 100 different people. they're committed by crews such as this. taking down one crew like this will clear a lot of burglary cases up and prevent many more from occurring. >> reporter: the burglary prevention effort led the month's long effort, the investigation that uncovered guns, ammo and stolen property. the chief said the crew had been at it since january focusing on construction sites, school districts and bike shops. >> we have had two that really fit this case. >> reporter: a bicycle shop owner, robert mardel, shared this footage of a 2018 hit. the crook is seen carrying out the first of two $4,000 bikes, that amount plus the cost of

repairs meant more money out of his pocket. >> if i am hit three, four times of a year, that's my salary. i'm done, i'm over. >> reporter: thursday's arrests offered relief to businesses across the region as they are tied to burglaries in over nine other cities. >> when we hear news like this, i'm like, thank you. >> reporter: one of the guns seized was an ar-15 type ghost gun. he said this outcome is exactly why the department established a burglary prevention unit. in san jose, i'm amanda del castillo, "abc 7 news." if you plan on riding b.a.r.t this weekend you have to be prepared. just give yourself a little extra time if you are traveling between arenda and antioch. trains will not run between the stations today, tomorrow and monday. b.a.r.t and county connection will provide buses that will serve arenda and walnut creek. the buses will stop at the lafayette station b.a.r.t is

and brain cancer since 2013. then you probably remember this. at the age of 74, still in the throes of the disease, she appeared on "dancing with the stars", pushing through to week four. her bravery reduced everybody to tears. valerie harper was 80 years old. in the east bay a pleasanton mom wants to know how her 5-year-old son was able to squeeze through his school's fence and walk off campus. "abc 7 news" reporter luz pena spoke with the school district about the changes they plan to make. >> reporter: this padlock was from this chain and instead of being linked here, it was hooked on here. >> reporter: a gap that was big enough for christina's 5-year-old son to fit through, and according to her end up on the other side. this all happened on thursday during recess at the elementary school. >> i found out about this from another parent, and my concern is if she hadn't told me i wonder if the school would have even disclosed this to me. >> reporter: according to

"abc 7 news" is committed to building a better bay area and one of the issues we focused on is housing, including rent. governor gavin newsom announced yesterday a deal was reached with apartment owners and developers that would limit rent increases. if it is approved rents would be capped by 5% plus inflation every year for the next decade. the law would include a provision to prevent ee vixs without landlords providing a reason. one of the issues that affects all of us mere in the bay area's housing crisis, and that's why we decided to dedicate a week of coverage to that topic. you can find all of those stories online at abc7news.com/betterbayarea. in the meantime, a bill that would have ended those long paper receipts, it was voted down in committee. assembly member phil ting, who authored the proposal, said it would save a lot of paper waste, but the restaurants and retail

groups were against this, claiming it would limit customer's access to coupons. tink said he plans to reintroduce the bill next year. the mavericks' big wave surf competition may be done for good. the world surf league announced yesterday they are pulling their sponsorship, blaming various logistical issues. founder jeff clark agrees with the league's decision. >> not various. a huge amount of logistical challenges. finally the red tape is not worth cutting. >> the cost alone of permitting this event grew to $80,000. the invitation-only competition that started in 1998 but hasn't been held for the last four years. there's a bright side for surfers. the big waves still will be out there this winter for everybody to enjoy. two long-time surfers got too close for comfort to a great white shark near land's end in san francisco yesterday morning. they're friends, jake and edward

taylor, they surf big waves together and sometimes train by paddling around the city's coastline. that's where they saw a great white breach the water with a seal in its mouth. >> we were paddling along mile rock beach and we saw a couple of seals on the rocks. we were talking, ah, they're so cute. we were stoked. >> the shark came up, macked the seal in front of us and we looked at each other and started sprinting for the shore. >> okay. well, the two men estimate that the shark was about 14 feet long. noaa experts say the sighting fits the great white's seasonal migratory pattern. the sharks are known to breed near the faralons islands in september and october. lisa, you did not tell me this. i did not know we should expect sharks out and about along the coastline, not that i will be in the water but you never know. >> you never know, and you're right. there are many shark sighting in

fact around stenson and they like the cold water and you have to get close to the coast with our upwelling to enjoy the cold water for the sharks. yes, it will be a nice beach day today. tomorrow, monday, with some sunshine and mild temperatures. here is a look at live doppler 7 where we are looking at a little bit of haze and some fog. a live look from the emeryville camera where it is 58 degrees in redwood city. 61, san jose and oakland. 60, san francisco. so kind of mild from the peninsula where we have some fog, the san mateo coast, and then looking at cooler conditions around gilroy, 56. half moon bay, 59. our roof camera, things are still and quiet here, but 55 degrees in santa rosa. keeping it cool, but you get towards napa and you are in the 60s, as well as the delta. 63, 58 livermore. with less wind out there, we are going to warm up. it will be a hot day inland. finally, this vantage point, you can make out a little bit of fog there. warmer weather for the labor day

weekend. looking at a mild coastline. hot inland for the next three days and cooler weather arrives as we get into september. back to work tuesday and wednesday. an area of low pressure will bring cooler air, a stronger sea breeze and maybe a few high and mid level clouds down to the south of us. we will be looking at not only some sunshine in parts of santa cruz, but also around bodega bay and ocean beach. looks like the fog has pulled back from the marin county coast. patchy fog here around half moon bay. temperatures in the mid to upper 60s, so pretty mild, and looking at numbers in the 70s down towards monterey. as we go into the weekend, mid and upper 90s for you sunday and 80s around the bay. look at the changes. very little as you get into monday, the holiday with mild weather at the coast, hot weather inland. eventually as we get into middle of next week, more pronounced cooling. tuesday, we are hanging on to 90s inland and cooler around the coast and around the bay. if you like it warm, we have a couple of days of warmth for you

tomorrow san francisco's mission pie will be serving up its last slices. the 12-year-old restaurant and re isy atsind th to becau oising staed cost ofbay area. unlike other closures, mission pie is not being evicted. one of the co-owners owns the building where the restaurant is located. this was the ultimate girl's trip for a great cause. yesterday a yacht called "maiden" left san francisco bay with all its female crew resuming the trip around the world. these crew members, they're on a mission. they want to show that women can do anything they set their mind to and bring attention to a worldwide problem. >> sailing around the world and

argen. >> good morning to you. from our east bay hills camera you can see a pretty good view here. this is sutro, and you will be able to notice there's not much fog out there. that will bode well for a quick warm-up in the city. looking at numbers right now, 60 in san francisco. 61, san jose. 59 at the coast. some patchy stratus there. from the exploratorium camera, we will see a lot of sunshine across the bay area. we are in the upper 50s in livermore. 55 in santa rosa. for the next several hours we are cool, but the fog stays at the coast. by 11:00 we are in the upper 70s around san ramon. those reds coming into play in the inland valleys. we're warm, in the 90s there. as we go through the 7:00 hour, we are looking at temperatures dropping, but not that much. it will stay pretty mild throughout the evening hours. kumasi. >> thanks, lisa. among the firestorm suiv cc

from insurance companies are set to expire. now he is showing us only a few have returned to their homes. >> reporter: in sonoma county the rebuilding process has become a race against time. houses go up, the clock winds down. >> it is going to be real close. >> reporter: larry kieser of coffey park owns one of 5400 homes that burned in the tubbs fire. he is not one of the 831 completed. he is one case among 2,100 facing and insurance deadline for additional living expenses provided by his homeowner's insurance policy. those checks will stop coming in october. >> i think the right thing to do is to take care of the people that have been paying their bills for the past over 20 years. >> reporter: that's allen williams of fountain grove. when we first met him in october' 17 -- >> we raised our two kids here. >> reporter: allen could never have imagined then that two years later the house still would be several months from being finished. those additional living expenses cover some $5,000 a month.

liberty mutual safe co declined to extend his benefits. >> humanity is gone. they don't treat us like human beings. they treat us like a dollar sign. >> they are retraumatizing our fire survivors right at the time when we're coming up on the second anniversary. >> reporter: since the fire, california has passed new legislation requiring three years of additional living expenses, not two, after disasters. but that measure is not retroactive. >> this was our house. it was a two-story. >> reporter: lisa freezey has filed a petition with companies that have not extended. work on her house has not begun due to county restraints. state farm denied her request and delayed rebuilding by cycling her through nine different adjustors. >> this is a state of emergency. we should not have to prove i lost my home due to a state of emergency. we should not have to prove we have good cause. >> reporter: but there's no more money after october, as larry

says, at least he is cutting it close. then again -- >> close only counts in -- >> reporter: hand grenades? we did hear from state farm insurance. it says that oftentimes the company does need more than one adjustor to look at a case and they say they cannot comment on individual cases, especially not at this time. it is also worth noting some companies have extended payments. they include chubb, farmer's insurance and csaa. in santa rosa, coffey park, wayne freedman, "abc 7 news". well, one of the biggest concerns after a big earthquake is whether we will still have water. a critical concern when building a better bay area. an east bay water district is getting ready for a rupture on the hayward fault by installing new flexible water mains. "abc 7 news" reporter leslie brinkley has the details. >> reporter: we are in the middle of the hayward fault zone. we could be standing on the hayward fault right now. >> reporter: east bay senior civil engineer overseeing pipe

replacement is really excited about the new materials they're using. >> right now we're putting in pieces of pipe that are ten-feet long. at every joint, the joint can move three inches back and forth. so when you add that up over 1,000 feet, you get quite a bit of movement that the pipe can withstand during a seismic event. >> reporter: it is laborious and expensive. there are 4,000 miles of water pipes this year. they're tackling 17 1/2 miles of it, using money from july's 6.5% rate hike. >> those rate dollars make infrastructure improvements like this possible, so that we can strengthen our system and make it more reliable. we are prepping our water system for the big one. >> it is definitely a hassle, but i want it to be done so we're safe in future earthquakes. we've had problems with pipe leakage as it is. >> reporter: 11 crews are fanned out across the east bay mud service area, replacing the old pipe with the flexible pipe mile

by mile. east bay mud says the new pipes should be able to withstand the seismic pressure of a major earthquake with a life stapan o 120 years. that means they won't need to be replaced until 2140. pipeline is being replaced across the east bay, richmond, orinda, oakland, castro valley, and east bay mud says that next year they're amping it up a bit, aiming for 20 miles of new pipe. in the berkley hills, i'm leslie brinkley, "abc 7 news". a fight broke out in san francisco's union square last night and sent two men to the hospital. wos w one was stabbed, the other had a head injury. it happened just before 5:00. police were dispatched to the fight in the park. it is not clear what started the fight. on the peninsula sheriff's deputies are looking for this bank robber seen wearing a long, dark wig and medical mask to hide his face. he went into the bank last

monday before 2:positive in the afternoon, handed the teller a note demanding money. the teller gave him cash and he left in a blue sedan with a stolen license plate. a central high school senior spent his last week of summer vacation installing markers at a cemetery. the people buried there ae indigent and unclaimed by family when they died. one boy scout wanted to make sure others knew they still mattered. >> a lot of people forget about the dead, but we're here still remembering them. >> william, make sure they're lined up. >> i'm jacob phillips, and i am with the kingsburg boy scout troop 392. this is part of my eagle project. >> my pastor suggested that i come out and do something for the graves at the cemetery.

so i decided to make metal crosses to place at each of the grave sites out here. these are unclaimed bodies, and i'm here to honor them. potters field, traver serks cemetery, a lot of names for it. this is where those individuals that are indigent or possibly don't have family or family haven't been identified or made themselves known to us. this is where they're laid to rest. >> i had driven past travares cemetery. it is a basic place. there really isn't anything here. there really isn't grass. so i felt like when i saw it that it should -- something should be done there. >> so earlier this year we did a

mass interment and several weeks later i was approached by jacob who was a senior at kingsburg high school, he's also a boy scout. he asked that if part of his eagles scout requirement could be filling -- making these crosses and permanently marking these sites that traditionally were marked just by a wooden cross. he wanted to make new crosses, make them out of metal so they would last for years to come. >> well, i designed the crosses. i had scouts, family and friends help primer the crosses and paint the crosses. now we're out here placing them today. >> this is the outside of this one. >> yes. >> the inside of this one is from center to center. >> yes. >> the peoples here, they do have names and this is what makes this so special. every single kid that's participating out here are well aware of what they're doing, the importance of what they're

happening today, a french swimmer who swam through the great pacific garbage patch will pass under the golden gate bridge and return to shore. he left hawaii in june. he and his crew say during their journey they've seen how the patch is changing the ecosystem. he says one day they collected 3,000 pieces of micro plastic in just 30 minutes. he is expected to arrive at crissy field beach at 11:00 this morning. on the peninsula, celebrate the last unofficial weekend of summer at the millbrae art and wine festival. organizers trans forred the city into a mardi gras style celebration just for this weekend, and you can listen to live music, shop from artists, eat and drink of course. for the kids there will be carnival rides and games, face painting and a zipline. the festival runs today and

a little bit above average. for the rest of us, well, we will have that typical summer spread where temperatures are comfortable at the coast and then we will see that warm-up as we get inland. so temperatures really climbing into the 90s well east of 680. we are talking walnut creek, livermore, antioch, but mild temperatures at the shoreline. cooler days arrive after we get back to work on tuesday. wednesday and thursday, some stronger on-shore flow, and that's going to allow for a cooldown. here is another look at san jose. the airport, where temperatures are in the 60s right now. so some of you, pretty mild. the patchy fog from the san mateo coast, and looking at just a little bit of fog along the north coast. really not too much out there. it is sparse and it is going to clear quickly. i want to get you updated on the hurricane. major hurricane. this is dorian with winds of 145 miles per hour. only eight hurricanes have hit the florida peninsula with winds over 140 miles per hour. this one is on track for the

bahamas right now. we are looking at the next couple of days it stalling out a little bit as it moves to the west, unleashing lots of furry here in the bahamas. looking at about 25-foot waves right now, one to two feet of rain. here is the interesting part. the forecast is changing. it is pushing to the north. looks like it is going to make a jog along the floridacotline, impacting georgia and the carolinas into tuesday and wednesday. so looking at that 10 to 15 foot storm surge and potentially serious flooding for the bahamas and impacting now it looks like the carolinas and georgia. so by labor day, evacuations probably getting under way along the southeast coast. so it is still going to be a couple of days before we can pinpoint exactly where that goes. 60 in san jose. 56, gilroy. 59, half moon bay. from the east bay hills camera, lots of clouds in the sky. how about 86 in santa clara. 90 today, a warm day in los

county fair grounds in pleasanton. community journalist melissa pixar has the preview. >> reporter: this weekend is the 154th scottish highland games happening at the alameda county fair grounds. it is a two-day event you don't want to miss. >> the scottish games held annually at the add immediate au county fair grounds in pleasanton. the oldest west of the mississippi. the highlights are the pipe bands and what is called heavy events, which includes probably the most famous, the caber. >> it is a long log cut from a tree. the caber is 17 1/2 feet, about 75 to 85 pounds. the caber is very -- they can be anywhere from 18 feet to 120 or 130 pounds. the scots made anything you can think about out of the game. >> this is heavy. >> you feel it? >> oh, cool. whoa. >> it is so monumental because it is very unique. where else? you don't see any other sport
