area. the trip was organized by worldwide diving adventureadven. >> our sister station in los angeles has the latest. she's gone. she's not going to come back. i texted her yesterday even though i knew she wasn't going to respond hoping there was a slight chance she would. >> reporter: claire, who didn't want to give her last name, says her older sister was a member of the crew and didn't survive. >> she, unfortunately, left this earth doing something she loved. she was an amazing person. she had the biggest heart. she was myole model, my big sister. she was everything to me, and she's just gone now. >> reporter: today overlooking the water, 34 candles placed on the pier, one for each person on the boat. >> it's hard, yeah. i don't know. i just learned this morning that my friend was on the boat and it's hard to know how to feel about it. >> reporter: officials confirmed they recovered 20 victims, 11

women and 9 men. >> it is never an easy decision to suspend search efforts. we know that this is a very difficult time for families and friends of the victims. we have suspended the search efforts due to none witnessed entering the water. >> reporter: the 75-foot conception was anchored about 25 yards off santa cruz island when it caught fire. passengers in the bottom of the ship were likely sound asleep at the time of the fire. >> since many, if not all, of the victims recovered will need to be identified through dna analysis investigators will commence with family members to collect dna samples for comparison purposes. >> reporter: investigators are trying to figure out the cause of the fire. people on the dock say there are stoves on these boats, and that could be a possibility. reporting from santa barbara,

abc 7 news. a 16-member team from the national transportation safety board arrived on scene today leading the cause into what cause this had tragedy. >> i am 100% confident that our investigators will determine the cause of this fire, why it occurred, how it occurred, and what is needed to prevent it from happening again. absolutely. >> ntsb investigators plan to speak with survivors and first responders. they'll analyze the vessel and the crew's training procedures and try to determine if there were life jackets, life boats, and fire extinguishers onboard. they will issue a preliminary investigation in ten days and a final report in months. >> the bay area victims of the tragedy, we begin with reyes.

>> reporter: several dive shops did not want to go on camera. they are still in shock and will reach out as soon as they begin to organize events to support those affected by the tragedy. however, there are some who are deeply connected to those onboard conception who made public statements today. >> i expect today is going to be a difficult day. i think that young people in particular have a variety of ways to respond to go crisis situations, and so we're prepared for whatever they bring to school this morning. >> reporter: the head of the school confirmed her students were onboard the conception that burned and sank off the coast of santa barbara. >> we're a small school. we're very tight knit. i anticipate that everyone -- students, staff, families -- will be deeply affected. >> reporter: also kristy finstad. >> she had a skill set many don't have, a survivor's skill set. i know what happened if there was even a 1% window of opportunity for her to make it e

out she would have somehow made that opportunity become a reality. >> reporter: a veteran diver from gilroy and an active member of the diving community in california has start this had go fund me page to raise money for those affected. the mayor of santa cruz also issued this statement. the horrific incident is being felt deeply by our community. we are in disbelief at what has happened, and our hearts go out to the families of all those who are waiting for news on their loved ones. the mayor also telling us they're just in the process of reaching out to the community to figure out what kind of support they need, and they will begin to rally once they have more information. in santa cruz, kris reyes for abc 7 news. >> all right, kris, thank you. we're also learning that five members of one family were lost. abc 7 news reporter wayne freedman will have more on the tragic story coming up at 5:00. all right.

let's go to vic lee with more on the story now. >> reporter: sunnyvale's pacific scuba divers is one of three dive shops in the south bay. it's a tight knit, small community. divers know one another. they share their experiences. chars manage this is store and knows three of the divers on the boat conception. scott, a teacher from american high school, his wife, and son. >> he would come in here or a regular basis, rent equipment, filling up his tanks and things like that. talk about diving. and he would frequent the boats down in the channel islands on a regular basis. >> reporter: he says they were certified divers. like everyone, he was shocked. it was, he says, like a freak accident a diver would never imagine happening. >> most divers are aware of the risks diving, and it has to do with decompression issues and not holding your breath, things like that. >> reporter: fatal accidents do happen in the deep sea.

but one like this, a 75-foot boat bursting into flames in the middle of the night with close to 3 dozen people onboard. >> typically it's involved in a single individual. to hear about 30-plus divers at one time on a boat, i don't think i've ever heard of anything like that happening in california or the states. >> reporter: a diving instructor for some two decades says he's been on sister boats of the conception, possibly that vessel itself. he says it's crowded below deck where the passengers . >> there's an emergency hatch up towards the front, but it's over the top ofne of the bunks from what i remember. >> reporter: and then there's a story of one of the owners of this store, who must be counting his lucky stars today. >> one of the owners was actually supposed to be on the boat this weekend and two of his friends who frequent the store here were actually the ones that had been texting him trying to get him onto that boat.

right now deer creek road is closed between skyline boulevard and no evacuations are under way. a man suspected of driving onto the tarmac at oakland international airport has been identified. the body of 42-year-old was discovered near the oakland estuary about five miles from where his car was found sunday. authorities say the man ran through a gate at 50 miles an hour after they tried to pull him over at the airport. they chased him for two miles before he jumped into san frncisco bay. coming up on abc 7 news at 5:00 we'll hear from the victim's mother. happening now hurricane dorian is now moving dangerously close to the united states after leaving utter devastation in the bahamas. look at this. the hurricane is being blamed for at least five deaths. hundreds of homes are under water which is also making rescues difficult. the freeport airport and hospital are inundated with water. meteorologists say dorian is tied as the strongest atlantic hurricane to ever made landfall. >> i want to show you a live

shot from lake worth pier in florida. you can see a reporter live in jupiter with the latest on the situation. josh? >> reporter: larry, we're here on jupiter beach. i want to show you that mesmerizing surf that's been pounding here for really the last 24 to 36 hours. we have had rain bands where you'll get sudden downpours with some gusty winds and the is ysu causing erosion. by and large florida definitely dodged this bullet. the sunshine state took a pounding today. in a matter of hours the ocean consumed broad stretches of prime beach front. >> it's crazy it came clean off. that's out of this world. >> reporter: ran this sailboat aground. and the storm surge flooded out low lying roads though some counties have started to lift evacuation orders. the governor is warning people to stay prepared for anything.

>> this is going to be riding florida's coast for the next day, day and a half. while we think this is a much better track than we were looking at 72 hours ago we just asked people to stay safe, remain vigilant. >> reporter: it's undeniable florida was spared. while in the bahamas it's like a bomb went off. aerial images of marsh harbor show the extent of the destruction. >> swim, swim. >> reporter: after an epic fight for life, the water rose so fast people had no place to go. already government officials estimate five deaths in the bahamas and fears there could be many, many more. and now the u.s. is mobilizing to help. by late last night the coast guard evacuated 19 people from a medical clinic in marsh harbor and the city of miami is deploying its own first responders to help in a massive recovery. >> put boots on the ground and have paramedic firefight weerser

backpacks providing medical attention and other resources would follow thereafter. >> reporter: and back live an angry sky over palm beach county hre in florida as those rain bands continue to fly by as the storm crawls up the coast. but the good news is the worst here istainly behind us. palm beach county, several others up and down the atlantic coast, have already now discontinued their evacuation orders. the rain starts to pelt us again. >> josh, thank you. more than 3,000 flights have been canceled because of the hurricane. orlando international airport saw the most cancellations with over 1,000 including three out of san francisco. 11 airports were closed today including orlando international, jacksonville, daytona beach, and palm beach. >> so let's get right to spencer christian for a closer look at where dorian is currently. the storm is finally beginning to pull arom the bahamas along t eas coast as

a category 2 hurricane. still a strong, powerful and dangerous storm with gusts up to 130 miles an hour moving slowly northward at 6 miles an hour, expected to remain a category 2 into tomorrow morning as it moves slowly up near the florida coastline and then up along the georgia coastline and along the carolinas still as a category 2 going into late tomorrow. finally it's expected to make a turn -- sharp turn to the northeast moving into the cooler north atlantic waters on friday still as a category 1 hurricane and maintaining hurricane strength as it approaches halifax, nova scotia. numerous watches and warnings, mainly hurricane watches and warnings, posted along the florida coast as well as the coast of florida, the carolinas, and even virginia. and, of course, we'll keep tracking the storm and update you on any new developments. larry? >> thank you, spencer. vision zero, the effort to make san francisco streets safer, may not be working as planned. what city officials are saying. vaping dangers, a deadly

it has literally been years in the making as you look at the time lapse here after the initial announcement in 2012, the groundbreaking in 2017, the warriors' new home at chase center in san francisco is officially open. >> it feels like those years have just flown by. well, for some of us. >> not if you were building it. >> good point. today the ribbon cutting ceremonies were held. local and state officials were there to help kick off the ceremony. >> or paying for it. chris alvarez joining us live with a look at all the events. >> reporter: what a great event this was. you were with me lath week. we had those tours. we met with some of the top warriors brass. in a couple days metallica and the san francisco symphony will have an event here.

the ribbon cutting kicked things off. nearly a decade of planning has now become a reality, chase center is open. ♪ oh, happy day >> i'm having trouble imagining just how incredible it's going to be, because this is going to be a lot of concerts. san francisco hasn't had an arena or building like this. >> reporter: the new 18,000-seat sports and entertainment arena was privately financed building in california and san francisco didn't come without challenges. >> the length of the journey i thought would be like a strong sprint, instead an enduring marathon. i didn't know the difficulty of executing in san francisco, the challenge of executing in san francisco. >> ed lee always saw chase center as more than a building. >> reporter: the late ed lee called this his legacy project, and was honored during the ceremony for his contributions. >> all that had to get done in order to make this a reality

every step of the way mayor ed lee pushed for this project to happen, and i know we would not be here today had it not been for his incredible leadership. >> reporter: from the warriors to the world's top entertainers, the fan experience is at the forefront of everything that happens at chase center. >> these things are about creating memories, family memories, generational memories, and, to me, that's the most important function of what chase center will be to the bay area. >> reporter: on the theme of fan friendly, this is a big deal. you talk about transportation and getting people here, encouraging people to use public transportation, the mayor announced today that if you have a ticket to an event at chase center you'll be able to ride muni free. there's incentive to use public transportation. back to you. >> chris, one of the things we

much of the coast is clear. here is a view of the advancing clouds looking out over the coastline. 68 here in san francisco, 72 in oakland. gilroy, 64, we have blue sky over the golden gate. the fog is not there yet. it's 89 degrees. 85 in petaluma. low 90s at fairfield, concord and here is a view from mt. tam looking down onto ocean beach. you can see a few clouds developing. our forecast features. high clouds passing overnight and low clouds developing or increasing. hazy sunshine with the passage of those high clouds. it will be mild and we'll have this steady, mild pattern going into the weekend. this is how it's going to look overnight with more low clouds forming near the coast and passing high clouds. overnight lows, a very mild range mainly upper 50s to low 60s. and here is what's happening in the atmosphere that's dominating our weather picture. high pressure had been in

control. that's moving away now. low pressure offshore is moving in our direction and the circulation around that low will bring an onshore flow and a cooler ptern after tomorrow. a forecast animation, low cloudiness developing at the coast. high clouds moving up from the south. and we won't see much of the low cloudiness moving beyond the bay. so morning commuters shouldn't encounter any visibility problems with low clouds. we'll have hazy sunshine with high clouds tomorrow and high temperatures in the south bay, mainly in the mid-80s although down in morgan hill, 91. 92 at gilroy. on the peninsula, highs of 80. 79 at menlo park. on the coast, downtown san francisco will top out at 70 degrees tomorrow. in the north bay, again, under hazy skies. we'll see 84 degrees at san rafael. 84 at sonoma. over on the east bay highs of 76 at oakland. san leandro, 79 castro valley and the inland east bay

hurricane dorian moving dangerously close to florida right now threatening a storm surge that could reach seven feet. you see here just how massive and powerful this storm is. the hurricane has already devastated the bahamas. it's tied for the strongest hurricane to ever make landfall the storm hovered over the bahamas nearly two days causing unprecedented destruction, submerged an airport, leveled buildings, killed at least five people. the consul general says the greatest need is for water,

nonperishable food, generators and tents. the u.s. is providing humanitarian assistance. check out dorian from the international space station. nasa sharing the footage this morning. you could see a huge storm dominating the view of earth from the iss. >> and at times dorian has been a very slow moving storm. it took hours at one point to travel the distance of the bay bridge. >> meteorologist drew tuma has more. >> reporter: hurricane dorian not only an incredibly big storm, an incredibly slow moving storm at times. there was a period of 19 hours where the storm only moved the length of the bay bridge. we'll show what you we mean. back to monday morning at 9:00 a.m. dorian, a category 4 storm. we'll place that starting point right here over the bay bridge tollplaza. at the time dorian just crawling west at 1 mile per hour. five hours later dorian just completely stops moving. in that time period it only moved five miles.

that will get to you the harrison street exit side on san francisco. what's even worse it sat there for 14 hours. dorian does not even move at all. so in a 19-hour period dorian traveled the length of the bay bridge from the toll plaza over to the harrison street exit side in san francisco. this is not the slowest moving storm in history. the record for that hurricane betsy back in 1965. >> florida's attorney general's office says it's received more than 2,000 complaints of price gouging as it threatens much of the state. take a look at these gas prices. $4 a gallon may not seem extreme for bay area drivers but gas in florida last week cost $2.79. one store is reportedly selling a 24-count case of water for $9. it usually sells for $4. some 145 businesses reported to lower prices and issue refunds. >> that's the worst of some

people coming out right there. the park where the gilroy garlic festival is held is now back open more than a month after the deadly shooting there. >> three people died on july 28th including a 6-year-old boy and 13-year-old girl. more than a dozen people were injured. abc 7 news reporter chris nguyen is live with the reopening. chris? >> reporter: ama, as larry mentioned, it has been more than a month since that tragic shooting but for many the pain is still very fresh. behind me is the memorial that has been set up here at christmas hill park. that is now open to the public. the community now trying to recapture some of the joy it previously had. in the wake of tragedy, a south bay community comes together to heel. >> the community is tender but it's a strong community and always has been. it's resilient. >> reporter: a milestone this morning as gilroy city officials reopened christmas hill park to the public. >> the evil act that was

committed doesn't define what this park represents. i think people are ready to move forward and take back what is theirs. >> reporter: home to the world famous gilroy garlic festival the park had been closed more than a month after the gunman opened fire on the crowd before turning the gun on himself. >> i turned and i'll never forget the stampeding of people and screaming i saw. >> reporter: her family barely made it out alive. >> to be able to come back and have such support and the community together makes me feel a little bit better. >> reporter: new to the park a small garden where residents can come and pay their respects. three large stones honor the three people killed and are surrounded by a fence with 17 posts, one for each of the people hurt. a chance here for many to reflect. >> it gives us something positive to focus on and brings people together to want to do good in their community and good in the world. >> reporter: the city plans to add more to the memorial next

year. for now they wanted to reopen the park and have something in place to honor the victims. we're live in gilroy, i'm chris nguyen, abc 7 news. >> chris, thank you. hardly, strictly, new measures following what happened in gilroy. the free concert is from october 4th through the 6th and they will have limited entry points, a clear bag policy as well as a cooler ban. the 19th annual event will have a fenced perimeter for the first time. today senate majority leader mitch mcconnell said he's waiting for the white house to chart a path forward on gun violence legislation following texas. the house has already passed legislation for background checks, but mcconnell hasn't yet brought it to the senate floor for a vote. he said the trump administration is in the process of studying what it's prepared to support, if anything, and expects an answer next week. and walmart announced it will discontinue the sale of

handgun ammunition, also asking customers to not carry firearms in stores even in states that allow it in response to the mass shootings in recent weeks including at one of its stores in el paso. walmart is discontinuing handgun sales in alaska but will still sell hunting rifles and related ammunition. a sad return to school today for kids at one oakland school. thieves stole dozens of computers over the holiday weekend. abc 7 news was at markham elementary as they replaced the glass thieves broke. they pried open lockers and stole chrome books. >> the computers were attached and they had to break through that security as well. they made off with 60 of them and broke at least a couple. this is one of them here. can you see how shattered the screen is. >> school officials alerted pawn shops to be on the lookout for

we're not there yet. now here are some things that caught my attention. here are some alarming statistics i want to share with you. in 2018 22% of fatalities were people who were homeless. here is another. in the past five years, 27% of all traffic fatalities were due to left turning vehicles. despite changing our streets by adding any number of safety measures to protect pedestrians and bicyclists, people are still dying. that's the reality. they haven't kept up with enforcement because they haven't had enough people. well, that is changing. additional traffic officers have been assigned to patrol those so-called problematic areas. now here is captain luke martin who in june was appointed to head that division. >> right now we're prioritizing

and focusing on the areas we see the most. the most affected areas. but we could certainly use more staffing. >> reporter: now here is what the city says will help. more enforcement, as you just heard, calming left turn traffic, meaning adding features that would force drivers to reduce speed when making a left turn. the city is also looking into limiting right turns on red, another feature extending the time of walk signals especially for the elderly and, of course, continue to make crosswalks more visib visible. now there are few things working against us. police say people are speeding more. you also have more people living in san francisco, more cars because of the lyft and uber factor and, of course, as i mentioned you have more homeless people in san francisco. again, the reality is that so far this year 22 people have died on our streets.
