carolinas including charleston tomorrow followed by the outer banks of north carolina. in addition to heavy rain, coastal areas are bracing for a storm surge that could reach seven feet. up to 10 inches of rain could fall in some areas. >> the first effect are the heavy winds, gusts could top 70 miles per hour as it crawls along the covera i new smyrna d we canlr that wind and rain starting to pick un. >> reporter: janai, kenneth, the conditions have deteriorated. in just the past few hours, you mentioned the wind and rain. emergency evacuation orders remain in effect from here all the way up to the outer banks. now, overnight the president did sign another emergency declaration, this one for north carolina. overnight, the conditions worsening in florida as hurricane dorian begins its trek north. the storm's outer banding lashing the coast packing wind

gusts near 60 miles per hour. already knocking out power to thousands. >> right now you can see it just in front of this light how bad the conditions are getting and we're seeing that wind, we're feeling the rain and we're expecting more. >> reporter: the hurricane is expected to hug dangerously close to the coastline where flood-prone areas could be inundated with several feet of storm surge. >> the proximity gets so much closer to charleston, south carolina, up through the outer banks. that's our next real area to be worried about. >> reporter: this morning millions of americans from florida to north carolina are under evacuation orders that includes the outer banks where only one highway lets people on and off the barrier islands. in virginia, the navy is now moving ships from its norfolk station to safer waters and warplanes relocating to its naval station in pensacolpensac. in low-lying charleston, they're trying to move as many patients

as they k the mayor warning the time to evacuate is now. >> if you live in a residence that flooded over the last four years you should evacuate your residence and move to higher ground. >> reporter: in savannah, georgia, families with little children and little means had to wait in the heat and long lines for a bus ride to safety. >> not everybody could pick up and leave. i'm one of those. i don't have the finance to go out of town and rent a motel or anything like that. >> i guess she's eating the grass. >> reporter: in florida the high tide from the storm brought this unusual sight. a manatee in someone's front yard. >> the tide is so high, they have a manatee swimming in the yard right now. you see him? wow. she's a big girl. >> you guys, in some ways this feels like a typical storm but you get intense wind gusts and sideway rain and reminds you it is a hurricane. as those orders remain in effect

we've seen price gouging become a major problem. thousands of complaints coming in. people charging double the price for cases of water and increased prices on gas as they're trying to heed evacuation orders. >> the state attorney there promising to prosecute any price gouging claims there. now to the humanitarian crisis in the bahamas. at least seven deaths confirmed but that number is expected to rise. an estimated 45% of all homes on the hardest hit island are damaged or destroyed. from high above you can see the scope of the destruction in the bahamas. islands in utter ruin. buildings obliterated. roofs ripped off. cars and boats tossed around. a warehouse roof blown away. the same at this school. an airport runway under water. hurricane dorian was parked over these islands for a day and a half with winds up to 185 miles

an hour. at the height of the storm, the storm surge coming ashore covering everything in sight. a family braving the high water fleeing their home in chest deep water carrying their two dogs. now that the storm has passed, the humanitarian disaster is emerging. >> this is the clinic where a lot of the injured have been treated but also a lot of family members and just people here just occupying the hallways. i mean, i don't know how many people are here but there's a number outside and every hallway is full. >> reporter: neighbors in freeport using small boats and jet skis to evacuate people surrounded by water. among the dozens rescued here one man telling cnn of the horror he faced during a 21-foot storm surge. >> we were doing all right until the water kept coming up and all the appliances were going around the house like a washer machine. that's probably i got hit with something in there and my poor little wife got hypothermia and

she was standing on top of the kitchen cabinets until they disintegrated and then i kept with her and then she just drowned on me. >> i'm so sorry. >> i know. >> reporter: rescuers still have not recovered her body. their priority right now is the living. facilities are overflowing. this hospital clinic has become a makeshift shelter. officials don't know how much longer they can stay open. the red cross estimates 60,000 people here will need clean re half homes in marsh harbour are destroyed. by one estimate 13,000 homes across grand bahama and the abaco islands are destroyed. the u.s. coast guard has planes delivering aid helping with search and rescue missions. >> you can see a united states coast guard helicopter behind me. another military aircraft helicopter. they've been running patients in and out.

they've been rescuing them from the abacos. >> reporter: the prime minister realistic but determined. >> we are in the midst of one of the greatest national crises in our country's history, bahamians especially abaconians are resilient. >> they need water, food, tarps and generators. >> let's take a closer look at where accuweather is headed. adam del rosso is tracking the storm. we're continue to track hurricane dorian with maximum sustained winds of about 110 miles per hour as it slowly moves to the north at about seven miles per hour. heavy rainfall, strong winds already along the florida coastline. those conditions are going to extend northward into the georgia coastline as well as the carolina coast into the day tomorrow. by the time we head into friday evening, it will be sitting off the virginia coastline before moving into the canadian

was taking a nap on the bathroom sink. crews tranquilized the bear and removed it. we turn now to the fallout from the recent string of mass shootings including the latest one in texas this weekend. walmart announced it will limit the sale of ammunition and handguns. >> meanwhile, we're learning how the texas shooter got his weapon and it's sparking calls for change in washington. this morning after a month of mass shootings, the announcement from walmart's ceo to employees to, quote, make the country safer by ending sales of all handgun ammunition and ammunition used in assault-style rifles. the retailer sells one in every five bullets in the u.s. this morning the nra calling the move shameful. but others praising it. >> i think the steps they're taking really show the need for corporate america to step up and make a difference. >> reporter: walmart which stopped selling military-style weapons in 2015 says it will also stop all handgun sales in alaska, the last place in the

runsing rifles and shotguns but is asking people in open carry states not to carry them into stores after the shootings in el paso, dayton and odessa, texas. the gunman in that rampage who murdered 7 and wounded 25 was banned from having a weapon due to mental illness but abc news has learned he used a loophole buying his ar-style rifle in a private sale which is now the majority of guns in america are sold. and where background checks are not required. a bill to close that background checks loophole passed the u.s. house this year, but remains stalled in the senate. mitch mcconnell said in order for the senate to vote, he wants president trump to support it first. >> if the president took a position on a bill so that we knew we would actually be making a law anno

would be which is unfortunate because we were thinking it was going to be pretty bad. we'll talk about dorian in a couple minutes. first let's get off to a start of cooler conditions today with low 50s up in the north bay to near 60 around vallejo. fairfield and antioch and view, san jose, morgan hill and livermore in the low to mid 60s. mid 60s at the coast today. 70s around the bay and mainly 80s inland until you get to the east bay. 90s there. high clouds on the increase today. a slight chance of a thunderstorm with a better chance in the mountains. i'll talk about that coming up. here is frances. an early morning fatal accident in menlo park southbound 101 past marsh. they're waiting for the coroner to arrive at the scene. there's also road work in the area between woodside and marsh. at this point we are seeing

mostly green, but we'll let you know if delays grow through the ar area. we'll check out the ride, westbound 580 tracy to the castro valley is still green at 40 minutes. northbound 101 looking good as well to the hay airport. this morning 34 people are presumed to be dead after that dive boat off the southern california coast caught fire and sank. the remains of 20 victims have been recovered. the other bodies have been spotted in the water but haven't been retrieved just yet. identifying the victims may require dna analysis. the ntsb says it will release preliminary findings within seven to ten days. >> i'm 100% confident that our investigators will determine the cause of this fire, why it occurred, and what is needed to keep it from happening again. >> investigators believe the 34
