congresswoman spear who was instrumental in having members of congress read statements back on the floor of the house. >> i'm sure it's going to be a powerful example of how we can overcome adversity. let's never forget that brock turner almost got off scott free. >> reporter: facing up to 14 years in prison, turner was convicted of three felony sexual assault charges. he was sentenced to six months, but only served half of that time. the trial judge later became the first california judge to be recalled in more than 80 years. >> we support survivors and we stand behind them and we think that they're all brave. >> reporter: lindsey with the ywca says the me too movement continues to be empowering for many. >> it may be stepping forward and sharing something. for others it may mean listening to other stories or receiving

support around their assault. >> reporter: late this afternoon stanford university released a statement saying we applaud ms. miller's bravery in talking publicly about the ordeal she has experienced and the horrible act she suffered on our campus. we are continuing our efforts to prevent and respond effectively to sexual violence with the ultimate goal of removing it from our community. >> i am not just a drunk victim at a frat party found behind a dumpster. >> reporter: emily doe no more. the book is due out on september 24th. reporting in san jose, abc 7 news. >> we have a timeline of the entire brock turner case. it starts with his arrest and explains how his trial unfolded. the investigation continues into the dive fire that took the

lives of 34 people. >> reporter: authorities say 33 of the 34 people who died aboard the boat have been recovered from the water as video shows smoke billowing from the vessel moments before it sank. >> there was a stairwell to get down the main entryway and there was an escape hatch and it would appear as though both of those were blocked by fire. >> reporter: the captain of the ship vision which is nearly identical to the conception. he says the captain is stringent about safety. >> both of those vessels have two entries and exits. one is considered the emergency exit. it is a small exit, but it is more than enough room for any human being to pass through. >> reporter: an inspection of the conception by the coast guard this past february found no issues. >> it has been compliant with

regulations. >> reporter: dominic lost his mother, stepfather and threes in the tragedy. >> it is very difficult to think about being burned alive or burning while drowning. >> reporter: kristy helped to lead the excursion which chartered the boat. >> if there was a 1% window of opportunity for her to make it out, that she would have. >> reporter: the entire community in mourning. 34 church bells tolled, one for each life lost. the question now, what sparked this fire. authorities speaking to the surviving crew members for answers. >> tonight we're getting a new look inside the conception. this cell phone video was taken by a pennsylvania diver who took a trip on the boat back in 2017. >>s by all accounts the conception was currently up to date with all safety rules and regulations, but in light of this tragedy one architect

predicts those standards will face scrutiny. >> stronger federal regulations could come and told abc news that they haven't investigated one accident that wasn't preventible. >> reporter: good afternoon. all these boats behind me like any other vessel must meet strict regulations before they can be legally on the water. it seems the tragedy has revealed a weak spot in those rules. >> there's a very long standing standard, which has the force of law that on a vessel of this size, any space on the boat that's accessible to passengers has to have two separate escape routes. >> reporter: conception met all safety regulations, including those two exits. this is a look inside the sleeping quarters. a veteran diver has been on the boat and in that same room at least five to six times. he confirmed to us earlier this

week the vessel had an emergency exit and an escape hatch. that hatch was right above this ro room, well lit even at night. but those rules will likely face a lot of scrutiny for this reason. >> both the escape routes led to the same compartment. i would expect to see reevaluation of this requirement. >> reporter: he says he doesn't believe crowding was the issue, that at least 30 people sleeping on the dive boat is common. the only problem these divers seemed to have no way out. >> leaving the space and getting into the emergenngine room spac going up to the deck to the dive platform would be a much more useful escape route than what they had available. this is so rare that an accident of this scale is going to make

everybody stop and take a very close look at how we're interpreting the statutes that are on the books. >> reporter: as you can imagine even if the rules were to change, it would take time to take effect. what we can expect is more recommendations from experts in the field as details of the investigation comes out. in san francisco, abc 7 news. >> thanks. this tragedy has certainly hit home in many work places, neighbors and schools across the bay area. at freemont high school the students are mourning scott chan. scott was an experienced diver and his death has sent shock waves throughout the diving community. >> it's a small community. it is a lot of cross talk between the shops and divers and everybody knows everybody else. >> a diving store told us that divers usually face the greatest

medical exemptions per year and schools that have vaccinations rates less than 20%. the governor tweeted he wants to strengthen the appeal process. lawmakers rallied in san francisco to defend the ban on the sale of e-cigarettes. the measure which is supported by the vaping company jule would rewrite the law to allow sales with added restrictions. lawmakers today characterized vaping as a growing crisis in schools and a threat to a generation of young people. >> mila just turned 1 years old and in 10 years she becomes the next target. every one in five high school students have used e cigarettes. it is an epidemic. >> jule said in a statement it

would enact the strictest regulations in the entire country. a federal grant was awarded to finish critical projects on main roads. the $4.4 million will be used to widen bay road adding bike lanes and medians that will divert storm water. the project is key to revitalizing the business direct opening up over 100 acres of real estate for housing and business projects. we are committed to building a better bay area and one area of urgent need is the response to homelessness. there are nearly 18,000 people facing some degree of homelessness in san francisco. that's according to the department of homelessness and supportive housing. of those a new report finds

4,000 people suffer from severe mental illness and addiction. 41% of those are frequent users of urgent care services. nearly 95% suffer from alcohol addiction. just to give you a thumbnail of the problem, abc 7 news is live to talk about what the city is really up against here. it is daunting. >> reporter: i think this is something that people in san francisco really wanted to know. of course, the mayor, no longer are we now saying, well, i think that perhaps this is the number of homeless people with mental illnesses. we now have clarity and the city says now their work will be more focused. at first i was apprehensive about approaching this homeless woman after she was removed from a city agency. i saw that you were kicked out of there. >> does that excite you in some

way? get out of here. >> reporter: she is someo many of you encounter every day, someone that the city says is vulnerable. >> we're going to do whatever it takes to reach these people, to engage them in services and to make sure they can achieve stability and wellness. >> reporter: that's the promise made by the director of mental health reform. six months ago he was told to identify who among the 18,000 adults who are homeless suffer from mental health issues and addiction. the final tally is 4,000, people like eddie who moved out of san francisco three months ago to live with his sister in new jersey, but after being told to leave her home, he's back. it must be tough living in a shelter. >> yeah, i don't like it. >> reporter: what are you doing? >> i'm waiting to get an apartment. >> reporter: here are other things we know about the 4,000. 95% have alcohol use disorder and 35% are african-americans.

blacks represent only 5% of the city's population. the city will begin connecting the first 230 people with highest needs to services and housing. >> to center in on those most in need in that population and to really target them with individualized coordination. >> reporter: a word of caution, many will reject the help and it won't happen overnight. it is possible. she was once homeless and suffering from depression and drug abuse. could you have done this by yourself alone? >> no, i couldn't have done it alone. i needed help. >> reporter: she took the help when it was offered. just to give you an idea, it took her between three and five years to get to where she is today. now, that service attention, those services will be expanded next year from 40 hours a week to 65 hours a week.

back to them. >> we have today's developments. >> it's a note that indicates that they're still in the midst of significant deliberations. >> reporter: the jury wants to rehear testimony from the fire captain who was inside the warehouse after a 2014 arson fire and testified at that time he was told no one lived there. >> they asked for the direct and the cross. the witness was put on as a prosecution witness. >> reporter: he also testified he wrote a report about fire dangers inside the warehouse, a report that has never been located. the jury is deciding if each man is guilty of 36 counts of involuntary manslaughter. deliberations resume tomorrow morning. federal investigators found
