coast up to 15 inches of rain could fall. >> abc's megan tevrizian is in south carolina where the wins are picking up. police are asking residents to shelter in place as we can see conditions are beginning to deteriorate. >> reporter: oh, yes, kenneth and janai, it's definitely getting stronger here. we've experienced heavy rain and wind overnight and in this flood-prone city of charleston, the biggest concern here is that storm surge. as you said officials now asking all residents here to shelter in place. dorian restrategiening to a category 3 hurricane overnight and might make landfall as it inches closer to georgia and the carolinas. >> boarded up and packed so i'm on my way. >> reporter: a hurricane warning in effect for the entire south carolina and north carolina coastline which is set to face the brunt of the storm and a dangerous storm surge of up to eight feet. south carolina's governor asking anyone who lives in the evacuation zone to get out.

>> it is the water that kills people. it is the water that is the real danger. >> reporter: fema setting up operations at ft. bragg, collecting more than 250 trailers filled with food and water. and the coast guard moving operations inland ready for potential rescues once the storm passes. >> the preparedness part is pretty much over. we're in the wait and see what kind of complexity we're going to be dealing with. >> reporter: dorian passing through florida toppling trees at its peak knocking out power to some but the sunshine state for the most part was spared. pictures of the utter devastation and witnesses say it's like a bomb went off at the abaco islands. homes ripped apart left in pieces. plane, even this yacht left scattered like toys. on neighboring grand bahama island 70% was under water. the death toll at 20 but exo rise with more than 200 people reported missing.

abc's marcus moore is there. >> people have been filling out these missing persons reports, more than 80 pages just today. those family members desperate to find their relatives as this crisis unfolds. >> reporter: 70,000 in dire near of clean water and food. >> i got on top of the kitchen counter and just watched my whole house like come apart. >> reporter: members of the u.s. coast guard carrying the injured one by one to a waiting helicopter. one bright spot in all the heartache. this emotional family reunion. health and financial assistance is beginning to arrive from around the world. >> our response will be day and night, day after day, week after week, month after month. >> reporter: and here in south carolina we're already getting reports of power outages. here at this hotel the lights have been flicker on and off all

morning. charleston is known as a tourist town where a lot are typically walking around but the last few days it's been a ghost town. the city already experiencing a pect several feet of flooding qualify this is all over. kenneth, janai. >> megan, we will watch as dorian moves up the coast. thanks for joining us. more from the coast coming up and team coverage later in morning on "good morning america." investigator may have new causes into what caused that dive boat fire. the fbi has now pulled pieces of the wreckage from the water. the boat's operator tells the ntsb it had functioning fire extinguishers and smoke alarms on board. a claim investigators plan to verify. investigators also say four of the five crew members tested negative for alcohol. the fifth is injured and could not be tested and drug tests are pending. searchers recovered 33 bodies and suspended the search for one

victim still missing. now to a developing story. a man in organize began has become the second person in the country to die from a vaping-related illness. unlike the first case, doctors say this patient used products from a legal marijuana shop. this morning a second death now linked to vaping. doctors in oregon say the middle-aged man smoked marijuana through a vape pen developed breathing problems and then died at the hospital. the cdc is now investigating 215 cases of pulmonary illness in 25 states most involving teens and young adults. >> not all our patients are having or express pulmonary symptoms. typically the fevers are 101 to 104. similar to a flu. >> reporter: last month health officials in illinois announced the country's first death related to e-cigarettes. this latest death in oregon is the first linked to a vaping product purchased at a legal marijuana dispensary.

>> so far there is no specific link to a certain device, a certain drug, a certain additive that links the cases. >> reporter: doctors say it's unclear what exactly is sending people to the hospital. but a new study in mice found inhaling the vapor from an e-cigarette raised the risk for viral infections. now, michigan is banning the sale of flavored e-cigarettes in stores and online. the first state to take such a sweeping action. the governor accuses companies of using candy flavoring such a beenle gum and froot loops to hook children on nicotine. >> this is a health crisis we're confronting and would never be permitted if it was cigarettes but we're letting these companies target our kid, appeal to our kids and deceive our children. >> reporter: in morning the american vaping association is calling michigan's ban a shameless attempt at a back door prohibition that they say would send thousands of ex-smokers back to smoking cigarettes and store managers are criticizing the ban saying it prevents

anyone from getting their hands on flavored vaping products. >> to jump in and say the whole vaping industry needs to shut down because of this is a little farfetched. >> reporter: the name of the dispensary connected to that death in oregon has not been named. under oregon law dispensaries cannot sell products not tested by state labs. joe biden is addressing some of his gaffes. he was asked about his verbal missteps during an appearance on stephen colbert's show. he says they have not been substantive. >> you confused new hampshire for vermont. said bobby kennedy mlk aas stated in the late 70s. assured us, i'm not going nuts. the follow up question, are you going nuts? >> look, the reason i came on the jimmy kimmel show is because i am not. not about a substantive issue, been about other -- i'm trying to talk about what other people have done. >> biden joked he might nominate former president barack obama to the supreme court. breaking news from southern california where a wildfire explode in size. nearly 1,000 acres burned. a woman posted this of flames on beth sides of the highway as she escaped. time now for a look at your weather for this thursday morning. >> good thursday morning. very powerful major hurricane dorian continuing to track its way closer to the southeast coast. we've already seen some serious impacts around charleston. that's going to continue to be the case as the storm makes its way closer to myrtle beach and eventually the outer banks of north carolina potentially could have a landfall late tonight into early tomorrow morning around cape lookout, north carolina. it will continue its track north

and eastward and eventually exit into the canadian maritime as we head later into this weekend. wind gusts 80 to 100 miles an hour from the outer banks to the south carolina/north carolina border. there's going to be storm surge flooding and in some cases more than six feet of a storm surge but very heavy rainfall up to a foot, locally more along the coast. i'm accuweather meteorologist adam del rosso. coming up, the couple that won big money in the lottery and just got busted in a crime spree. also ahead, president trump makes a decision about the kind of lightbulbs we can use.

leaving the hospital. officer zack owens was wounded several times during saturday's shooting spree in west texas. he still needs eye surgery but he is expected to be okay. more than a dozen women are suing the car sharing service lyft claiming the company is allowing sexual predators to stay on the road. the 14 women say they were raped or sexually assaulted in incidents dating back to 2015. one woman says she was attacked in salt lake city. she said she reported it the same day but the suspect was allowed to keep driving. >> my safety was violated and the consequences affect me every day mentally, emotionally and physically. i'm overwhelmed with grief by lyft's negligence to keep its riders safe. >> they knew about this issue but they've done nothing about it. they chose to do nothing about it. >> lyft released a statement calling the incidents terrifying and said it's committed to the safest possible experience. the trump administration has announced plans to roll back regulations that would have

required the use of energy efficient lightbulbs. the president told reporters that he phase the out incandescent lightbulbs because the energy saved is not worth it and could lead to an increase of greenhouse gas emissions. a couple who won $500,000 on a lottery ticket in jail charged in a series of burglaries. stephanie harvell and mitchell arnswald cashed in their ticket just three years ago but now they're accused of breaking into several homes in recent months. it's unclear what they did with all their winnings. well, coming up, the battle over bud light and corn syrup takes a major new turn. but first the husband of a missing mother from connecticut is arrested for the second time in connection with her disappearance. how he allegedly tampered with evidence. and later the bizarre crash at this house. how it happened. the husband of a missing mother from connecticut is free this morning after his second arrest for evidence tampering. fotis dulos walked out of jail wednesday after posting $500,000 bond. his arrest warrant claims dulos tried to have car seats replaced shortly after his wife's disappearance back in may. her blood was later found on those seats. dulos spoke briefly after his release. >> it's an exhausting fight. i love my children. >> we wish we knew. not much here that we hadn't heard before and i question the wisdom of these charges. >> fotis dulos has already pleaded not guilty to separate evidence temperature tampering charges. what started as a fairly review job to remove a tree ended in a major mess thanks to heavy winds. a strong wind gust which sent a limb crashing down that sent it smashing into a nearby garage which upended the tree removal truck. no one hurt but crews will be cleaning up for days. in sport, the nfl opens its 100th season tonight with da

making news right now at 4:27. developing news, a fast-moving fire is spreading to thousands of acres in southern california, and it's still growing. homes are being threatened. flames and smoke pour out of a condo in the east bay. firefighters battle to keep the fire from spreading. crews recover all but one of the victims of the diving boat fire. investigators say it may take years to determine what really happened. good morning everyone. it's thursday, september 5th. thank you for joining us this morning. >> we're following blaking news in the east bay where a big rig fire is blocking all lanes of interstate 80. frances will tell you about in just a second. first we check with meteorologist mike nicco. >> a little damp this morning. humidity in the air. temperatures running in the mid 50s to low 60s. let's see where we end up this

afternoon. temperatures in the mid to upper 60s the coast and the san francisco. half moon bay and san francisco, 65 and 68. 73 today in oakland. 82 in san jose and san rafael. upper 80s like concord and livermore 88 degrees each. we'll take a look at cooler weekend weather coming up. first let's get over to frances and talk more about the accident. >> it happened earlier this morning. an overturned big rig blocking all lanes of westbound 80 at san pablo dam road. the chp issued a sig alert. they means they don't know when lanes will be reopened. right now all traffic is being diverted off of san pablo dam road, apparently right at the exit because they can get right back at the freeway, but this is going to cause big delays through the area. if you're traveling through later on this morning, you may want to consider 680 as an alternate. if you're coming in from solano county, i expect the backup to grow on westbound 80. here is a live shot of web 80

once you get past the scene. headlights are westbound moving through emeryville and berkeley. of course, we'll keep an eye on the drive times for you. right now highway 4 to the maze is 15 minutes. we also have abc 7 reporter amy hollyfield who is live at the scene. amy. >> reporter: we're making our way to the scene right now. i'm going to flip the camera so you can see what we're dealing with. we're seeing a lot of red taillights as we sit in this traffic on westbound 80, approaching san pablo dam road exit. that is where i believe we're going to be forced to exit to get around this accident. it is a big rig that caught on fire. the chp says the call game in about 3:45 this morning. as of right now, they don't have an estimated time of reopening. this big rig that got in an accident was hauling live chickens. it was fully engulfed in flames. we could see the smoke for a while. there was a lot of it.

we don't see smoke right now. that could be a good sign that they at least got theoing to ha mess to deal with. no estimated time on when they're going to reopen. let me check my -- give me one second. i did set my stop watch. we've been in this anti 18 minutes and made it almost the distance between one on-ramp and one exit. it's definitely a crawl pace right now. if you can avoid this area, it i worth it. if you've got an extra 20 minutes, 25 minutes, you should be able to get around it. as we sit here and talk, the backup is building. keep this in mind as you're planning your morning. we'll keep you posted on your cleanup efforts and when they'll get all this reopened. live from san pablo, amy hollyfield, abc 7 news. the ntsb says it could take up to two years to determine what caused the boat fire off the coast of southern california
