drugs. >> reporter: gill and his sister marianne started the market 16 years ago but times have changed. a lot. >> i found people in bathroom here with needles in their legs. >> reporter: marianne said she's been attacked many times. the most recent -- >> with both hands he pushed me up against this thing here. >> right here? this ice cream container? >> yes. >> reporter: on friday she was bitten on the arm by a violent homeless man and sustained bite marks in june by a homeless woman. >> a girl came in trying to get her to exit the store and she grabbed my arm and jut bit me. we're not even running our business any more. we're dealing with street people. >> reporter: they're everywhere in the south market neighborhood living on the street and in the numerous alleys intersectioning eighth street. also here police and public works clean-up crews. the homeless are told to pack and leave but they come back

hours later. many to the supermarket. >> about every 15, 20 minutes somebody from the street comes in the store and tries to do something. >> reporter: the thefts, the attacks have become so bad the owners are considering closing their family store. >> it is just not worth it. we pay taxes to the city, the police can't do anything. the laws have changed. >> reporter: mayor london breed sent mental health reform and help for the homeless are her priorities and once they're achieved they could help beleaguered store owners. >> i would say to people who have had enough to just hold on. we are working towards trying to resolve the issue. it will take us some time but we ask for patience. >> reporter: well actually in the short time that we've been here, we've seen four police patrols and public works crews cleaning up the streets here. the problem is, as the store owner explained to me, that they're back on the streets living here in the alleyways and

as much federal support to provide opportunities for affordable housing. >> while the player was focused on creating affordable housing, that may not be part of the federal government plan. two officials tell "the washington post" that some possible ideas include a tent camp to create temporary shelters or renovating existing government facilities. in the north bay, sky 7 drew over the damage after a nine-acre brush fire broke out in novato causing the evacuation of homes near highway 37. take a look. see firefighters protecting this house with fire retardant on the roof. no homes were damaged by flames and all residents have been allowed to return. the fire broke out just before 2:00 this afternoon near hampton lane. westbound highway 37 just reopened moments ago. another day of cancellations and delays at sfo today sadly. more than 100 flights were canceled today which is still better than over the weekend. it was much worse then. it is due to a runway

construction project, you could see the effected runway. 28-left closed on saturday and is not scheduled to reopen until september 27th. luz pena is live at sfo where she talked with passengers affected by the closure. luz? >> reporter: do you hear the engines? that is a good sign. planes have landed here at sfo but not with many passengers who were upset of being delayed for several minutes and even up to two hours. it is day four of the cancellations and delays at sfo. inside of the airport passengers landed confused and upset. outside of the airport we met scottie mcdonald and judy jagger. they just got here and when we say here, we don't mean sfo. >> we got on the plane and they told us we're going to the plane that the san francisco runway was closed. the one we were supposed to land on. so they were moving us over to oakland. >> reporter: their flight from seattle was among hundreds delayed today and once they

landed at oakland international airport, their airline paid for them to take an uber to the destination of sfo. >> you would think that san francisco of all airports would be at least the second or third best airport in the country. well, today's experience is probably one of the worst. >> reporter: but scottie and judy are not alone. since saturday approximately a 1075 flights have been delayed. nearly 500 canceled affecting many passengers who had rental car reservations. ray and brittany landed from denver to this. >> they said that they don't have any more cars for us and our reservation is canceled. and then because we didn't call -- our flight got delayed from all of the construction going on here, so then they wanted us to pay for a 15-passenger van and there is only four of us. >> reporter: they avoided the fee and able to work with a different company that off camera confirmed to us being effected about my cancellations themselves. >> we miss our flight and come

told any of the businesses around the area that could be something that could effect them as well. we'll have more tonight at 6:00. live at sfo, luz pena, abc7 news. >> luz, thank you. in the east bay, b.a.r.t. has ended a program of modified fair gates at the fruitvale station. they are discouraging fare evision by 17% but when people jump the gates they kick the plates that pop up and b.a.r.t. said it requires too much maintenance to fix those gates. the agency is still testing another type of fare gate at the rich monday station. b.a.r.t. estimates it loses between $15 and $25 million a year because of fare evaders. lyft plans to make changes to improve safety for riders. after a group of women sued claiming they have been attacked by drivers. the changes include mandatory driver education provided by the rape, abuse an incest national network. passengers will be notified of potentially dangerous off-track rides and will be called and

san francisco. it is 65 degrees here in the city. oakland 72. 71 at redwood city. mid-70s at san jose and gilroy. and a nice view from emeryville looking westward you could see a few clouds but most of the coast line is bright and sunny. it is 85 in santa rosa. napa 78 and 76 in petaluma and 85 fairfield and concord 71 and 75 in livermore. mt. diablo and mainly clear skies but a few puffs of cumulus traveling through the sky. these are the forecast features. we see patchy fog near the coast overnight. warmer tomorrow and it is going to be hot inland. thursday through saturday. overnight, though, just a little patch or two of coastal fog. mainly clear over the bay and inland. low temperatures will drop into the low 50s in the north bay valleys and mid to upper 50s everywhere else. low to mid-50s along the coast. and here is what is happening in the atmosphere. low pressure system to our north is triggering some rain up in

the pacific northwest but it is this high pressure system that is going to slide up into our area from the desert southwest that will bring us sunny skies over the next several days and quite a significant warm-up. in fact, it is hot in our in land areas by thursday. overnight again seeing a patch or two of fog at the coast but it will disappear before the morning commute is over. so we'll have mainly sunny skies tomorrow from coast to inland and the warming begins tomorrow. not in high gear but it will be nice and mild to warm to high temperatures ranging from upper 60s at the coast to upper 70s and low 80s around the bay shoreline. mainly upper 80s inland. one or two locations will top out at 90, 91. but then on thursday we'll see inland highs climbing into the upper 90s. up to about 98 at concord, 97 at antioch and 99 at fairfield. on friday even hotter with numerous locations inland. likely to top out at 100 degrees or higher. around the bay shore, 90 at

>> announcer: now news to build a better bay area from7 hllth wn ownersbe unprecedented difficul with their insurance companies. >> so much so some companies are dropping homeowners who live in the berkeley hills. wayne freedman has the story live in the east bay today. wayne? >> reporter: well we're in the highlands. this is one of the areas that burned in the 1991 fire storm. pretty much every home around here to the ground. and residents are now paying for that. in fact, residents across california are paying for california's wildfires. when sue of berkeley received a letter from allstate saying they would not renew her homeowner's policy it left her angry.

>> they said because of the fire danger. >> reporter: and for a woman who paid insurance premiums for 17 years and cut back trees around her home, allstate appears to have made a digs based on location. in the oakland hills. nine others on the same street received similar letters. it is happening in fire zones across the state and more insurance companies have made similar moves. >> it doesn't seem like the insurance companies are operating in good faith in a way. because if they're going to ensure wenneorodbut le ma o homes innde iustry calls a urban interface. as the climate changes insurance companies do not like what they're seeing. >> insurance companies are taking a good look at their portfolios. the last few years the risk of wildfires have gone up. >> sue knows the problem intimately.

they lost they are home in the 1991 east bay fire storm and now she's on the board of united policy holders which helps with insurance carriers. the system must change sue said. >> the fact remains that homeowners need to have insurance. if they have a mortgage, they need homeowner but it doesn't cover her as well. she hoped they'll come out and see her work on the property and improve coverage but in the meantime this consequence of california new normal leaves many of us not sleeping well at night and angry with the companies who we thought had us in good hands. >> allstate said we have to raise our rates, would you have done that? >> yes. >> you would have understood that. >> yes. >> but when they just said we're not renewing you? >> that is wrong. >> reporter: abc news did reach out to allstate insurance today. they didn't call us back.

but in the past an insurance industry person has said for them and on they're behalf they're doing this to minimize risk and to better serve customers. meantime this practice of not renewing has been so common that california 's insurance commissioner has put a moratorium on it for the time being. live in the oakland hills, wayne freedman, abc7 news. >> thank you. so let's talk about the wildfires burning across the state. there are nearlyhrtegwaterhed u rammina pugga. >> the biggest is the walker fire in the sierra nevada covering more than 44,000 acres and only 10% contained. >> when the cannon -- the canyons create a faster moving fire. >> reporter: mandatory evacuations remain in effect. monday afternoon a flare-up north of santa barbara closed roads and prompted evacuations. about 200 acres are scorched.

600 personnel batmed from the air and ground. the fire is 20% contained and most evacuations have been lifted. >> as of now the fires have burned into one fire. we know that on the other side ofhe population, significant population of people and we wanted to ensure that we have plenty of resources to knock this fire down as quickly as possible. >> reporter: and in utah growing concerns over a wildfire that expanded overnight. authorities say high winds and dry conditions fueled the meadow creek fire in millard county which they believe was sparked by a lightning strike on sunday afternoon. more than 4,000 acres have been burned. >> the wind is driving this fire and it is what drove it from the very beginning. >> reporter: the big issue now, the threat to an irrigation water shed used for crops. the good news is that there aren't any red flag warnings in effect for all three wildfires. but shifting winds could always change that. abc news, los angeles,

california. well divers off the coast of santa barbara have resumed the search for the last missing victim of the labor day weekend dive boat fire. 34 people were killed. a number of them were from the bay area. as we've reported, crews are hoping to raise conception, that is the name of the boat, out of the water tomorrow or thursday. when it is towed to shore, authorities could examine the vessel more closely to find out what caused the fire. federal authorities have opened a criminal investigation and the fbi wants to hear from people who had previously saled on conception. iran is taking dup -- that john bolton is out. president trump cited disagreements with him over policy issues including the canceled meeting at camp david with the taliban. officials claim the move is a sign the administration's pressure campaign failed. a silicon valley start-up set to make fast food even faster. >> and another big test tonight for the new chase center. not one but two big events in

with us. mobile 11. >> good to be mobile. okay. we have mainy sunny skies across the bay area and overnight we'll have mainly clear skies. although there may be patchy fog in the coastline. overnight lows will be mainly in the mid to upper 50s so relatively cool to mild overnight. then tomorrow the warming begins under sunny skies. look for high temperatures on the coast. rising to almost 70 degrees. right around the bay shoreline, upper 70 toss low 80s. inland areas mainly upper 80s, one or two locations top out at 90 degrees. but then the heat on thursday, friday and saturday. we'll see highs inland in the upper 90s in many locations on thursday, above 100 in several locations likely on friday. dropping off just a little bit to upper 90s again on saturday. and then here is the accuweather seven-day forecast. looks like the cooling will sort of kick into high gear on sunday. as temperatures drop sharply from saturday's levels. so we'll have a much cooler pattern after this little three-day heat spike. next week will feel like autumn. like an autumn -- oughta feel.

story and save people's lives. >> reporter: officials across the country say they're -- they're battling a vaping epidemic. >> this is a new outbreak across the nations and we want parents to pay close attention to what their children are doing. >> and the young people are the most in danger. >> the cdc is working to further refine what may be behind this and causing it. but the message to take home is that currently something has changed about vaping. >> reporter: the fda under pressure from congress has issued a warning letter to jewel accusing them of illegally marketing their product as a safer alternative to cigarettes. >> there is a lot we don't know about the short-term and long-term consequences of vaping. >> reporter: health officials haven't identified any particular product or device as the source of the illnesses. the majority of patients have reported vaping marijuana products or e-cigarette devices purchased on the street. the cdc reporting six deaths and is investigating more than 450 vaping-related illnesses.

they're now urging people to stop vaping or using e-cigarette products. maggie rulli, abc news, new york. this should be interesting discussion. really pleased to have with us dr. ja with sutter health. doctor, thank you for coming in. >> thanks for having me. >> what is the deal with vaping? it has just exploded so rapidly particularly among teenagers? why? >> well, a lot of that has to do with the marketing practices of the manufacturers. now you have one out of five high school students smoking or vaping. >> one out of five? >> yeah. and that is more than a double from the year earlier. so this is skyrocketing. >> what is vaping? i know what smoke is like. cigarette or cigar smoke. what is the vaping process? what is it. >> sure. in an i -- in an e-cigarette there is a cartridge that contains dissolved nicotine and

some flavors and then a base which is made of chemicals, propylene or vegetable glifterrine that don't sound great to inhale into your lungs. so when the vapor or user inhales or presses a button on the cigarette then the battery activates a heating element which vaporizes the liquid and that vapor is in hailed. >> simulating smoke to some degree. >> that's right. >> what are you seeing in the san francisco population? a lot of young people, one in five trying it or vaping. who else is doing this? >> well thankfully in my hospital we haven't seen one of these acute severely ill in patients from vaping illness. but i'm not a pediatrician but we see reports of teenagers getting addicted and having to see addiction specialists -- >> it does have nicotine. >> it does.

and nicotine is addictive. one of the most addictive substances known. and that was never the intent of these e-cigarettes and it is disappointing that teenagers are getting addicted. >> sure. tell me about tobacco-free rx. why did you start it and how does it tie into vaping? what are you up to with this? >> sure. as a critical care doc and pull onology and i see people with tobacco heff rye lated illness. copd, lung cancer, stroke and heart attack and these things are preventible if people hadn't smoked. so i felt that it is important to try to good to the cause. and actually san francisco and boston led the country in 2008 in getting pharmacies to stop selling cigarettes. and i agree with that 100%. so tobacco free rx is an organization i founded in 2010 to support that effort and i think as a doctor, as a medical professional, it's so important

for us to also be advocates when we see a corporation, corporations doing something that is evil. like philip morris making cigarettes, walgreens selling cigarettes and then a juul representative in schools -- >> you feel that is just your obligation as a physician and healer to get involved in this way. >> i think that it is worthwhile if we could make a difference. >> last question before we run out of time. it seems ironic that just as it seemed smoking rates in general and maybe teenage smoking rates were declining, here comes vaping and it changed the game. what would you tell the teen -- say to teenagers quickly thinking about vaping or who are vaping? >> i would say it's changing your brain and not in a good way. it is changing your brain not in a good way. don't start. and if i could slip in something to parents of even younger kids, message them earlier.

i tell our 2-year-old walking on the street, hey cigarettes are bad and she's not even potty trained but she could say cigarettes are bad. >> never to early. doctor, thank you so much for coming in. >> thank you. today in san francisco people gathered to discuss the impact of alzheimer's disease on the workplace. the panel was put on by the alzheimer's organization. saying 16 million americans provide unpaid care for people living with alzheimer's or other dementia. in the past year more than half of employed caregivers had to go to work late or leave early or take time off because of care-giving demands. >> the message of today's panel is to work with your employees, try to find out if they have issues and try to support them so that they could balance that work and life. >> 5.8 million americans are living with alzheimer's disease and that is projected to rise to nearly 14 million by 2050. >> that is incredible.
