highest homeless population in alameda county behind berkeley and oakland. fremont is considering two locations for navigation center. >> the parking lot behind city hall or surplus city property in the northern part of the city. the center could house up to 45 people while helping them get back on their feet. it is been a divisive issue. even sparking a rally to recall the city's mayor. >> abc7 news reporter chris nguyen is where the meeting is about to begin. chris? >> reporter: we're live at fremont city hall where you could see behind me officials have set up an overflow viewing area in the parking lot. a big crowd gathered here. we're still about an hour away. or about 30 minutes away from that meeting. that special city council meeting. there is room for about 300 people in the building and the city is expecting much more than that. a lot of people coming out tonight to make sure that their voices are heard. after months of debate, the fremont city council could vote tonight on where to place a

homeless navigation center. the topic has split the community. >> nothing is a good option because they're here. they're here. so we need to try something and give it the best chance. >> reporter: this summer city staff narrowed the list of potential sites down to two. one in north fremont off dakota and the other on capital avenue. >> you don't divide your people to fight each other. this is totally wrong. >> reporter: the center would house 45 people up to six months at a time. those urging the council to vote no say the center should be located closer to public transit and essential services. >> things need to happen here that will cost more money and then the risk from highway 84 which is a major commute artery. >> reporter: some believe the center shouldn't be built at all saying the nearly $2.3 million cost for construction alone should be spent on programs to prevent homelessness.

"the washington post" tote reports that federal housing officials are in los angeles on a fact-finding mission. some possible ideas include tearing down tent camps, creating temporary shelters or renovating existing government facilities. the president as criticized l.a. and san francisco for their homeless populations. now this may put the homeless crisis into perspective. california has the second highest poverty rate in the nation. according to the census bureau. coming in at 18.2%. only washington, d.c. is higher at 18.4%. the state's poverty rate is about 5 percentage points higher than the national average and accounts for the cost of living in each state. we want to hear your ideas for building a better bay area. share them by joining our better bay area group on facebook. concord may take a step toward finding a housing solution. the city is planning to turn part of the old concord naval station into a development.

flights canceled today because of planned construction at sfo. let's give you a live look at the airplane from the sfo cam. more than 100 flights were canceled today which is better than over the weekend. it is due to a construction project on 28-left. since it closed saturday, approximately 1075 flights have been delayed. nearly 500 have been canceled. the closure is affecting shorter hops into the airport. the changes are also impacting car rentals. >> they said they don't have any more cars for us and that our reservation is canceled. so they wanted us to pay for a 15-passenger van and there is only four of us. >> the runway is not scheduled to reopen until september 27th. happening tonight, there is another concert going on at the chase center and there is also a giants game not far away as well. >> so the arena and oracle park are folt far away from each other. as you know it could put drivers' patience to the test. this is the first time we've seen dualing events at the two

venues. >> lisa amin gulezian is on the road getting a taste. hw is the drive so far, lisa? r: so far so good. we're on the bay bridge and coming up on the harrison street, fremont street exit and planning to take the fifth street exit and less than a mile away. we left emeryville at 4:42 p.m. so not that long ago and made it all the way here. take a look at traffic ahead of me. and you could see it is flowing pretty well. in fact, it was flowing great up until we got to treasure island and since then there has been a stop and go but not that bad considering the fact that it is rush hour now and coming up in just a few hours we'll be a lot of traffic in and around the city because of the two events as you mentioned. dave matthew's band is playing at the chase center at 8:00 p.m. and at oracle the giants are going to be playing at 6:45.

of the cases by wildfire claimants. attorney mary alexander represents some of the wildfire victims. >> some people are still living in tents from the campfire and people have lost loved ones need to be compensated and the judge seems to want move fast. >> reporter: the judge suggested experts come in and the middle ground might be to take an average claim and multiply it by the total number of people who have a claim against pg&e. >> trying toest pate the value of the cases so the people could get paid through the bankruptcy and the amount of money that set is side for those victims. >> reporter: san francisco has offered $2.5 billion to buy pg&e wires in the city. the mayor london breed. >> we are just focused on taking advantage of this opportunity to really provide clean power and to provide public power through our resources here in san

artificial intelligence. a patent document shows that the device would track the baby's eyes and body movements and warn parents five to ten minutes before they wake up. this device would use video streaming and audio recordings i to monitor the behavior against the data base of normal patterns. it is not clear if this idea will ever come to fruition. fans of the show jeopardy will be able to play along while you drive. the show is releasing a hands-free voice-based app hosted of course by alex trebek. it will test your knowledge. questions from real jeopardy episodes over the past 35 seasons. there is a free game every week day but you need a subscription to access past games on demand. and talking about jeopardy, alex trebek has officially returned to the show. as you probably know this year the long-time host revealed he has been treated for stage four pancreatic cancer. this is the 36th season of that

popular show. taping wrapped up just a few days ago for the new season. watch jeopardy tonight on abc 7 at 7:00 p.m. immediately following abc 7 news at 6:00. >> happy to see him back. ruthless flames are gaining ground as a wildfire whipped through the plumas national forest. take a look. the fire scorched 74 square miles north of tahoe since it started five days ago. this is the largest wildfire so far this year and is 12% contained. one sign of progress, some evacuation orders have been downgraded to warnings. nearly 1100 people from various agencies are working on this fire. new developments with the forecasting of hurricane dorian. you may recall president trump said alabama to get hit. the noaa office in birmingham weighed in and said the storm would not hit the state touching off a dispute and now there is a question over whether jobs were threatened. abc news

update. >> reporter: noaa now defending the trump administration even after the president falsely claimed repeatedly that hurricane dorian was projected to hit alabama. dr. fleel jacobs telling the national weather association, this administration is committed to the important mission of weather forecasting. there is no pressure to change the way you communicate or forecast risk in the future. this is as the "new york times" reports -- commerce secretary wilbur ross threatened to fire officials after the birmingham office contradicted the president tweeting alabama will not see any impacted from dorian. noaa issued a rare statement saying that tweet was wrong. ross denied the "times" report but a source whn the commerce department tells abc news there is an open investigation into the threatened noaa firings. some were concerned the trump administration is politicizing the weather service. >> we make forecasts, we don't deal with politics.

we have breaking news in san francisco. sad to say a young boy has been hit by a car at leavenworth and golden gate. the child has been rushed to san francisco general hospital. the driver tayed at the scene. police have cordoned off the streets to begin their investigation. we'll keep you updated on the boy's condition. if you watched last night's raiders game you probably heard the fans directing some chants toward former wide receiver antonio brown.
