names of the 343 mf firefightes who lost their lives on 9/11. the fire chief said those who raced to the seen show the true means of service before self. the chief says they keep all of those who died in their hearts. the ceremony will play out at every fire station in the city this morning. and the public is welcome to attend. the chief says just go to your local fire station if you would like to pause this morning to remember the victims of 9/11 and throughout the day you'll notice the flags will be at half staff at all fire stations all day today. reporting live in san francisco, amy hollyfield, abc 7 news. >> thank you for that report. also here's another live look at new york city. abc new also have a special report on the commemorations there today. that's coming up in about 40 minutes. a driver is under arrest after a crash that left a

12-year-old boy with life threatening injuries. this happened in the tenderloin neighborhood around 5:00 yesterday afternoon. lisa amin gulezian talked to the district supervise babout what' being done. >> reporter: moments after crashing into the boy the man bewhib behind the wheel of an suv took a field sobriety test. he went from a cooperative driver to a suspect after failing the test. >> that person ran the little kid over. he didn't just hit him, he ran him over. look where his clothes is and the front of the vehicle. he ran him over. >> reporter: tenderloin residents are upset another person has been seriously injured. the neighborhood has seen several fatal crashes involving pedestrians. vision zero was meant to stop this. it launched in san francisco in 2014 and aims to drastically lower pedestrian and bicycle injuries and fatalities by the year 2024. supervisor matt hapney insists

the program is not doing enough. our neighborhoods are not freeways. people are driving too fast. taking fast turns from one-way streets on to other one-way streets. i've been fighting as hard as i can to slow down traffic. >> reporter: the boy is being treated at san francisco general hospital. lisa amin gulezian, abc 7 news. richmond's police chief stepped down days after the police union's no confidence vote. the city manager announced allwyn brown's resignation. last week it was only said he was out of the office. critics say brown is responsible for a surge of departures. and now a story the iteam has been covering since july. te case of two teens from the bay area accused of killing police officer in rome.

the two are charged in the stabbing of an undercover officer after a drug deal gone wrong. the officer died. the officer's partner told authorities they identified themselves as police before the attack, but now authorities say neither officer was carrying his weapon while they were on duty. elder's lawyer is talking about the case to "good morning america." he says the police are to blame for this. >> their main witness is an admitted liar. he said that both of them said they were police and showed their badges. we know one did not have his bam that night because all of his items were inventoried. >> both teens have admitted their involvement in the attack. happening today, a 24-year-old guatemalan woman will testify before the house oversight committee. isabel bueso moved here in 2003 to take part in a clinical trial for a rare genetic disorder.

peninsula. we had an earlier crash northbound 101 at marsh. it is slowing traffic down in the northbound direction through menlo park. chp is at the scene. no injuries have been reported. hopefully this will clear up. also it's been slow on the southbound 880 ride through oakland because of road work blocking lanes at 29th. that's scheduled until 6:00. northbound traffic slow through the area. here's a live shot of 680, the southbound traffic on the right-hand side. better news through the 680 and highway 4 interchange, the connection ramps have been reopened. you will find lanes closed at 242 due to road work. things are filling in at the bay bridge toll las sa. 48 minutes on southbound 101. police in london are calling it a moment of unexplained rage.

now they're trying to track down this bicyclist after a camera caught him violently headbutting a pedestrian. police say the cycle ran a red light and almost hit a man. the cyclist got off his bike and headbutted the man. he fell and hurt his arm and also needed stitches near his eye. police are not sure why the cyclist was so violent. marin transit hopes to give free rides to senior citizens and those with disabilities. our media partner the marin ij reports marin transit hopes to ease the process to apply for access to dial a ride and paratransit services. mariah carey's daughter makes a relatable decision. the store she picked when mom offered up a shopping spree. and j. lo's next big gig. when you could see her on tv. a live look outside at the bridge.

oakland plans to tear down a homeless encampment under b.a.r.t. tracks today. 21 self-built homes at the encampment on san leandro boulevard between 81st and 85th avenue will be removed for fire code violations. the homeless people will be allowed to stay there, but they'll have to downgrade to tents. the protesters plan to demonstrate starting at 8:00 a.m. this morning to show support for the encampment residents. president trump ordered a sweeping effort to stop homelessness in the area. there are questions on whether he has the authority to order the move. many california lawmakers say the idea is a political stunt. the president criticized democratic leaders for doing nothing to improve the homeless crisis. this morning california is a step closer to giving new wage and benefit protections to rideshare drivers and other so-called gig workers. the state senate passed a law last night that would turn most independent contractors into employees. companies would have to

designate workers as employes if their work is part of the company's regular business. uber, lyft, door dash, instacart and taxi companies would be affected. the measure heads back to assembly for final approval and governor newsom says he will sign the measure. today the nation pauses to remember the 9/11 terrorist attacks. it's been 18 years since the twin towers fell in new york city. here is a live look at the freedom tower. it was built at the site where the towers once stood. the 9/11 memorial and reflecting pool honers the victims and first responders who died. hijackers on a suicide mission gained control of several planes on september 11, 2001, two of them were flown into the world trade center complex. a third plane crashed into the pentagon in virginia. flight 93, which was supposed to land at sfo crashed in pennsylvania after hijackers gained control of that plane. it's believed they wanted to divert the flight to washington, d.c.

a group of passengers including mark bingham, a bay area native, stormed into the cockpit to stop the hijackers. abc news will have a special report on the commemorations in new york city. that's coming up in a few minutes. expect more flight cancellations and delays at sfo because of runway construction. here's a live look at the airport. this morning at least 62 flights are canceled, and so far 12 are delayed. i'm sure that number will go up. since the main runway closed on saturday, more than 1,000 flights have been delayed. nearly 500 canceled. >> of all airports, it's the second or third best airport, today's experience is one of the worst. >> the flight cancellations hurt some hotels and shuttle businesses. the runway is scheduled to reopen september 27th. and if you're stuck overnight, the airlines will not pay for
