ready to block the move in court. >> it's about the oil industry, period. full stop. it's not about the car manufacturers. it's not about consumers. it's not about the health. it's not about our economy. >> rter: b in a series of tweets the president wrote, lifting the waiver would produce far less expensive cars for the consumer while at the same time making the cars substantially safer. safer because, according to mr. trump, it will encourage drivers to buy newer cars at a lower price. the chairman of the san francisco republican party told me it makes sense to him. >> it's funny, i had a car, an older car. i got a newer one with all the new safety features and you feel safer to drive. >> reporter: california will eventually see more tailpipe pollution. the bay area air quality management district says this would also have an impact on our health. >> we could see more spare the air days, see smoggy air skies and, you know, most devastating is the health impacts we see

from our bay area residents from this. >> reporter: and we just heard that the environmental protection agency, the epa, will make an important announcement tomorrow morning at 5:00 a.m. california time. we expect the epa will revoke the state's waiver. lyanne melendez, abc 7 news. >> what about car dealerships in the bay area? how are they reacting? >> reporter: i talked to a few of them. they say customers in the bay area have always been sensitive to two things, the environment and fuel economy. now one of the big dealerships in san francisco also told me that 45% of what they sell are hybrids, so if people demand it, if they want it, the dealerships are going to deliver regardless. i want to say one more thing, we are not alone. 13 states including d.c. have adopted our standards. >> lyanne melendez, thank you for that live report. the university of california is dumping its fossil fuel

investments from its nearly $84 billion pension and endowment funds. uc will make its endowment fund fossil free and pension fund will soon follow. the decision was made for financial not political reasons. uc is placing bets that clean energy will fuel the world's future. new developments, governor newsom has signed the highly controversial piece of legislation to give wage and benefit protection to ride share drivers and other so-called gig economy workers. the governor's office tweeted this photo of newsom signing the bill today. the legislation makes it tougher for companies doing business in california to classify workers as independent contractors instead of employees. companies like uber, lyft, trucking firms and other industries lobbied intensely against it. ride share companies and truckers aren't the only ones affected by the bill. the bill could impact janitors, newspaper carriers, and people in the adult entertainment industry. the california forestry association says the bill would

hamper landowners the ability to manage lands and prevent wildfires. >> vic lee tweet this had photo of a young woman and her father sadly killed in a house fire in san francisco this morning. the father has been identified as ricardo ron. neighbors say his 23-year-old daughter had just started law school. the fire started just after 2:00 a.m. at a home on delano avenue near 280 in balboa park. a neighbor says he and a son grabbed hoses. they tried to spray the flames before firefighters arrived. investigators say it does not appear the fire was intentionally set. they are still looking for the cause. a man was seriously injured after he was hit by a redwood city police car this morning. sky 7 was over the scene. police say an officer was responding to a call about an armed home invasion when he lost control on the wet roadway and hit a man who was standing on the center median. the sad car hit two other cars going in the other direction. the officer was taken to the

hospital to be examined. the other drivers were not hurt. a frightening and fiery crash this morning in the north bay. >> the collision involved two cars just after 8:00 a.m. on northbound 101 near st. vincent's drive. wayne freedman is live there with the latest. wayne? >> reporter: good afternoon. this is a story still developing. we still do not know the names of the victims yet. there was a woman driver and two adolescents in the back of the car presumably her children went to two separate hospitals. we also know those two kids in the car may owe their lives at this point to three good samaritans who pulled them from the burning wreckage. it remains a miracle mystery even now how the suv stopped rolling and caught fire at the bottom of a ravine and the driver was on top of the hill 80 feet above. >> as best we can tell as the vehicle was rolling she was ejected from the vehicle. she was conscious. she was able to talk to our

paramedics on our helicopter. definitely major. >> reporter: there were two kids in the car, presumably her children. one was unconscious. it appears that somebody rescued the kids from inside the burning vehicle but the chp is not saying who. >> anytime you have children involved it brings a different level to the crash. it's a tough one. >> witnesses say it all happened around 8:30 this morning when the suv rear-ended a car ahead of it, bounced off the center divide, crossed all lanes and tumbled into the ravine. it remained there for almost three hours based partly on worries there might be another person inside or perhaps beneath it. only after confirming there were three victims and not four did a wrecking crew haul up the suv d take it away. by then the traffic jam extended two miles. >> and we're going to be leading right into our afternoon commute anyway. i would anticipate anybody going 101 should expect delays.

>> reporter: the good news out of that if you look over my shoulder you can see those expected delays. they're not very bad. this is the time when traffic begins to build on highway 101 north but thus far it has not been a factor. the woman went by helicopter to the john muir trauma center. the children to oakland children's hospital. we do not at this point know their conditions. the chp says while there was some drizzle this morning it doesn't appear that water on the roadway had anything to do with this collision. live live, wayne freedman, abc 7 news. southbound lanes of 101 in san jose back open after this wreck involving a car and a big rig. this happened at 9:00 a.m. it careened off the highway and into a ditch. chp tells us there were only minor injuries. a wet commute this morning. can we expect more rain? >> good question.

meteorologist sandhya there's still quite a bit of cloud cover. i will take you in closer to where i'm seeing a few sprinkles. street level radar across 128 right now as we look back at what happened this morning. yes, we did see some scattered showers across the region. most of those were the light variety. take a look at the rainfall amounts so far. .03 in san francisco. .07 in oakland. nothing measurable in livermore and san jose and .07 of an inch of rain in half moon bay. we'll take any drop we can get. i'll let you know about some changes coming as we hit the weekend. ama? former president obama addressed innovation and big data during an invitation only event in san francisco today. he was the featured speaker at what was labelled the beginning of everything conference.

it focused on how big tech companies can responsibly collect and manage information across the internet. >> i thought having presidet obama here was extraordinarily inspirational to talk about how he tried to solve problems while he was in the white house, how he used trying to get the right data and not listening to the noise. >> the event was hosted by splunk, a company that produces software for searching and analyzing big data sets. a suspect in the shooting death of a popular san leandro man appeared in court today. prosecutors charged 34-year-old peter trevina. he opened fire outside an oakland bar during a dispute with another man. four people were hit including mario perez sr. who was trying to defuse the situation. perez died on the way to the hospital. an educational go fund me has

been established for perez's two sons. we have a link on our website, abc7news.com. north bay congressman mike tompson led a house forum calling for the senate to vote on several bills to prevent gun violence. thompson is the chair of the house gun violence prevention task force. he's introdu legislation that would require background checks for all firearms sales. a companion bill would lengthen those checks from three to up to ten days. they have stalled in the senate. >> the idea in your back-to-school shopping your buy bulletproof backpacks is ludicrous. we need to take action. senator mcconnell needs to take action. >> the task force members talked about how mass shootings have impacted children. they heard from law enforcement, gun violence survivors, and students. organizers of the gilroy garlic festival say the event will be back next year. they're not letting this year's mass shooting deter them. >> the outpouring of support and

officers through their workout and fremont police officers are on the clock getting paid to work out. >> during your 11-hour work day you get a one-hour paid lunch and a one-hour workout where you get to work out at the police facility. >> reporter: training and paid lunches are just some of the perks for working at the fremont police department. >> it's hard to hire. applications not just with us but as an industry are down. for us it's about two-thirds lower than normal. >> reporter: another perk they're trying is a $10,000 signing bonus hoping that will be enough incentive to get more people to apply. >> it's important for to us get to full stfing. so we're trying to incentivize on the front end and make it easy to start their career with us. >> reporter: the department is trying to offer competitive salaries as well. aside from the $10,000 signing bonus, cadets make $8,000 a month while going through the academy. the highest ranking officers can

make over $10,000 a month. >> we gave wage increases to be more commensurate with the cost of living we see here in the bay area. >> reporter: along with the signing bonus. fremont's mayor says going after new recruits means trying something new. it's designed to attract a younger generation to law enforcement. >> it is a different approach. i think when you look at the hiring and some of the people that we're approaching as millennials and other peep it's important for us to be able to have flexible and a sense of humor. >> reporter: another issue, it's a tough application process. a rigorous background check. only a small percentage move on. reporting live in fremont, anser hassan, abc 7 news. other bay area police agencies are offiering big buck. san francisco offers a $5,000 bonus for lateral transfers. that's an officer coming from another police department.

you can start buying seats for warriors games at chase center. tickets went on sale to the general public a few hours ago. the first regular season home game is october the 24th against the l.a. clippers. there are there preseason games includin lebron james and the l.a. lakers visiting on october the 5th. warriors superstar steph curry wants to be an olympian. he definitely wants to play for team usa. it would be the first olympic appearance. he did play in the championships twice before winning the gold both times. they finished seventh at the world championships. team usa's worst ever.

guys like steph curry are on the court. an investigation is now complete into last year's controversial haircutting incident involving a high school wrestler. today new jersey officials suspended a referee for two years for ordering 16-year-old andrew johnson to wear a hair cover or risk forfeiting his match. a hair cover couldn't be found so the teenager agreed to cut his hair. it sparked allegations of racial bias. in addition to the suspension officials and staff members involved in high school athletics in new jersey were ordered to attend implicit bias training. the next store app is trying to promote kindness. the san francisco-based app is rolling out what they're calling a kindness reminder. encouraging positivity among neighbor who is connect on the platform. essentially a prompt to reconsider their post or maybe hurtful.

a former santa rosa resident i president trump's pick to head the national security agency. trump announced the selection of robert o'brien replacing john bolton who was fired last week >> it's a privilege to serve with the president and to look forward to another year and a half of strength. i expect those to continue. >> o'brien most recently served as special presidential envoy for hostage affairs at the state department. he grew up in santa rosa, attended cardinal newman high school, graduated from ucla and bolt school of law at uc berkeley. the president had two events in san diego. first he attended a fund-raiser at the u.s. grant hotel. tickets going up to $100,000 apiece.

an inspection of a section of border wall. abc news reporter joining us live with details. trevor? >> reporter: good evening. in the past few years there have been several incidents with direct ties to these online. they grilled executives about how they're trying to fix the problem. today representatives from some of the internet's largest companies, facebook, twitter, and google sitting down for a joint senate hearing facing questions about mass violence and extremism spread through their sites. >> i think this is an area where it's an evolving challenge. >> reporter: experts say hate groups have been exploiting social media sites to radical

iradicalize people. a mosque was live streamed on facebook. the video left for anyone to view for an hour. the tools didn't spot violence in that video. >> that's so we can stop the new at the time of upload. >> reporter: since 2015 twitter suspended more than 1.5 million accounts for violations of company rules related to terrorism public policy director said that doesn't fix everything. >> we acknowledge technology companies have a role to play. it's important to recognize content removal alone cannot solve the issues.

in the south bay the ongoing saga involving the city of santa clara and the san francisco 49ers has hit a new low with the city voting to strip the team of its managerial duties over non-nfl events at levi's stadium. >> reporter chris nguyen live in santa clara with the latest. chris? >> reporter: yeah, the 49ers now have until mid-november to turn over those management responsibilities, but at this point it appears both sides appear to be gearing up for a legal fight. in santa clara a long feud

between the city and the san francisco 49ers has now come to this. >> they've reneged on almost every promise and they're not giving us the financial information. at this point we have no benefit to the city of santa clara. >> reporter: the city moving forward with plans to terminate an agreement that currently allows the 49ers to manage nonfootball related events at levi's stadium. officials sent this letter to the president al guido citing mismanagement and misrepresentations among other allegations including the failure to comply with prevailing wage loss. they say the stadium manager underpaid at least one contractor by $85,000. representatives from the south bay labor council submitted public record requests but to no ava avail. >> we've gotten stonewalling which raises a big red flag for us. there is a lot more wage theft than we've discovered.

>> reporter: the city owns the staum b stadium but leases to the 49ers. the city has received roughly $2.5 million annually. but this year that number is expected to be zero. documents show the 49ers reported just under $19,000 in non-nfl net revenue for the last fiscal year, a big drop compared to the $6 million reported in 2015-2016. >> this is a public asset and it should be run in a straightforward and transparent manner. we've not been able to do that with these folks. >> reporter: in a statement the 49ers wrote, the city's latest announcement is just another step in a self-destructive process they began years ago as part of a petty political vendetta. all of those efforts failed just as this latest attempt will also fail. on the topic of wage theft, the team says it has corrected the issue with the contractor

involved. however, the labor council is calling on the attorney general to vestigate. we're live in the south bay. i'm chris nguyen, abc 7 news. >> chris, you could just sense this would be a legal bat that will will n for evernt. the 49ers will continue to manage football activities. what is the likelihood of giving up control of the non-nfl events, and could the city have the administration to take over to run all these events? >> reporter: good questions, larry. the 49ers believe they're doing a good job. they point to the city's 10:00 p.m. week night curfew as an issue they can't book the big events. here is where it gets interesting. in order to move forward the city and the 49ers have to jointly agree to a new third party provider. so, in the meantime, this is

looking like it will go to a confidential arbitration situation, so we'll have to wait and see what unfolds. back to you. >> thank you. chris nguyen reporting. this is going to take a while to sort out, i have a feeling. thank you, chris. mystery solved at the winchester mystery house. historians now know who made the glass window panes and it's not tiffany. they were made by a glass artist in the late 1800s. the winchester house historian had a suspicion the windows were not made by tiffany, and was only able to prove that. workers found an envelope tucked inside a wall. it contained a stamp for the pacific american decorative company. normally they don't open up the walls at the mystery house but in this case they did. >> i wonder what else they could find. i will be interesting to look

scared a lot of parents. i would believe they may not be all saving at the highest amount but i believe they're saving, yes. >> can you save enough now? is it even possible? >> today it's about $100,000 to put a kid through public school for college. if you have a baby today it's double that. in the future. they don't have a choice. they have to be doing something unless they're going to rely on student loans which is a mess for both parents and students. >> and we report on it all the time. 529 savings plan, not deferred tax -- >> it's tax deferred, yes. the contributions are tax deferred. >> so explain that. how does this work? >> you make a contribution. all states have different limits. they're all around $200,000, which would cover our student that's born today. and it grows tax deferred and

friends, relatives, parents, can make contributions to it. you can set it up for child number one. if he doesn't use it all, then you can recode it to the next child so you never really lose the money you're putting away. and when it comes out, it's tax free for education use. >> i pay taxes and once there then it grows tax free. >> tax deferred. >> tax deferred, i should say. so it goes -- if i put money in when the child is 2 years old, 16 years later they're heading off to college, every dime in there can go towards education, nothing goes to the government? >> yes. >> great deal. >> it's a great deal. >> what's the catch? >> the down side is if you don't use all of that money -- say you only have one child and put away $200,000 and halfway through they decide this isn't what they want to do, right now it's used for college expenses only.

there are some requirements with the new tax law that have said you can use it for elementary or secondary school expenses up to a certain limit, but you have to check the state because every state is different. so the fear is you've put $200,000 away and sophomore year college isn't the right thing for your child. >> that was my concern when i was saving for my children, how do i know for sure which state i'm going to be in, what the rules are,'ll just put it in my savings and take care of it. was that a good plan or not? >> there's a couple ways to do it. you never want to use retirement savings to pay for college education. you can't fund your retirement any other way than through your own contributions. there's other ways through custodial accounts that are a little bit looser. ifan account, say the example earlier happens, those custodial funds will not go away. they are not collected by the

we are closing in on fall and that means it's time for a little spider romance. it's mating season for tarantulas and mt. diablo is the spot. we went in search of tarantulas. we're about to walk up mitchell canyon looking f tarantulas. >> reporter: right now we're looking for burrows, more tarantulas. >> come late summer or early autumn they can mate. they have one thing to do before they die, find a female. >> reporter: there's one. there he goes. he's moving. >> he never goes home again, he'll go out looking for another female all the while getting thinner and thinner. he's not going to find any food once he's out. around halloween that's the end

of the line for the males. the tarantulas are here all year. we don't see them usually. number one, they're nocturnal and live underground. they don't see well. they have eight eyes. which are on a little cluster on top of their head. they can only see light and dark. they sense the world through their hairs. it's another one. and scientists have long puzzled how they ever find the females, some think it's blind luck. others think the female send out pheromones to help them. if he's lucky enough, he taps at the top. lady spider down there -- when it's something walking by, it's dinner time. she walks out and he has to hook her, tip her back so they can mate.

dead after a fire tore through their san francisco home early this morning. investigators say the fire was not set on purpose but they have yet to determine the cause. good evening. thanks for joining us. i'm larry beil. >> and i'm kristen sze. the fire broke out around 2:00 this morning at the home on delano and san juan avenue near the city college campus in balboa park. abc 7 news reporter vic lee is live with more and what we've learned about this traged vieporr: kristen, we're told that the fire was contained mostly to the front portion of the house. the two residents, the father and the daughter, had to be taken by firefighters through the back of the home. we are told that they died from smoke inhalation. >> the young woman arrived at the hospital.she s pronounced dead. and about 30 minutes ago we found out that the father had just passed away as well. >> reporter: that sad news came this afternoon. ricardo ron and his
