housing bond to create more badly needed housing. a lawsuit has been filed by a crew member of the dive boat involved in that deadly labor day fire that killed 34 people. the employee broke his leg jumping from the top deck of the dive boat. the lawsuit claims truth aquatics which operates the boat didn't maintain it or train the employees. it also says there was not adequate safety equipment or an evacuation plan. happening today, a preliminary hearing is set for a lyft driver accused of sexually assaulting a passenger last month. 46-year-old tonye kolokolo pleaded not guilty. a woman said he picked her up outside of a bar and took her to his home where he raped her. lyft says his access has been permanently removed. in richmond police released this surveillance video of a man chasing a lyft driver and firing

shots at the vehicle as it is speeding off. the suspect pulled a gun on the driver last thursday night. the suspect told him to stop at a gas station to get snacks. the suspect opened fire and hit the vehicle. the driver wasn't hurt. later that night richmond police arrested marcus dean. he's charged with attempted murder and kidnapping. a new study is under way on sp integrating fares among transit agencies. officials say improving discounts and transfers could help give commuters incentives to travel by bus and train. the study aims to develop goals for the regional fare system as well as identify barriers related to those th wl reopening that runway that's been closed. it's caused hundreds of flight delays and cancellations. here's a live look at the

soon. a newontroversial bill to give gig economy workers protection is now law. governor newsom signed the bill yesterday. the legislation makes it tougher for companies doing business in california to classify workers as independent contractors instead of employees. companies like uber, lyft and door dash will be forced to offer benefits like minimum wage, paid sick days and health insurance. uber, lyft, doordash and other companies say they will be putting $90 millionin indl towa ballot initiative to overturn that bill. san jose is adopting a new privacy principles, which including connecting only what we need and sharing only what we need and to be open and transparent. join us later this morning, we have a special edition of

happening this morning, you're looking live at our nation's capital. that's where the washington monument will reopen today after being closed for the past three years. washington, d.c.'s tallest structure closed in 2016. to it's elevator and security systems could it upgraded. before that an earthquake damaged the monument in 2011. it was closed for repairs until 2014. first lady melania trump will attend the reopening celebration. i partially grew up in baltimore, so we went to the washington monument a ton. not once did i go up it. >> really? >> yeah. the line is wrapped around that thing multiple times. >> is it first come first serve? >> when i was a kid, you just had to get in line. >> i grew up in st. louis, if you ask people if they went up in the arch, same thing. >> i did that. that's a claustrophobic whole
