ees,nchange. has it gotten worse? better? more? less? >> less. less than before. >> reporter: it appears he may be right. numbers from the health department show that in 2018 more than 3,825,000 needles were collected. this year through april 30th nearly 1,083,000 needles were disposed of. again, those are only partial numbers. the co-chairman of the san francisco republican party says it's a strategy mr. trump is using before the 2020 election. >> i think he's trying to show that cities run by very extreme left wingers like san francisco are very inefficient and have problems. >> reporter: larry and ama, i know you are thinking right now, that's a lot of needles. and, remember, san francisco has been giving them out for a very long time, and their argument health officials have always

crashed in san luis obispo county. the bus plunged 80 feet off an embankment near shandon. turner was riding in a different bus at the time. the singer and a band had just finished a show. authorities identified the man killed as david turner. he was a sound engineer not related to the singer. for the first time we're hearing from the woman who was seriously injured when the driver of a tesla hit her and her spouse in san francisco. that crash killed kelly dean's husband. she spoke to reporter cory james from our sister station in fresno about the accident and memories of her husband. two months ago seemed like two minutes as kelly dean talks about the devastating loss she suffered on a san francisco street. raw emotions are fresh from the crash involving a tesla that killed her husband while they were celebrating their wedding anniversary. the car seemed to come out of nowhere. >> it's been really hard.

how do you go on day-to-day life when your world has basically ended. >> reporter: ben died from his injuries and kelly was hospitalized for over a week. it was only when she was released the harsh reality set in of living without the love of her life. >> he was my best friend and i just don't have my friend anymore. >> reporter: kelly and ben raise add blended family of four children. the four of them worked at social services, a job kelly says was fitting for her kind hearted husband who lived his life to help people. >> he would help anybody he possibly could. i mean, he was just such a giving person. he's legitimately one of the best people i've ever known. >> reporter: now she is left with memories, many at disneyland where they got engaged. the deans had annual passes to the park. kelly would not get her fairy tale ending. >> that's probably what i will always think of when -- it's my

favorite place in the world, and now it's hard to go there now. >> reporter: and it's hard to fully comes to terms with the void in her heart. she hopes if ben is listening he can help her find peace as she navigates the emotional pain of heartache and loss. >> i miss you and i love you. please help me through this time because i feel like i'm drowning. >> heartbreaking. kelly says she's so thankful for everybody in the community who has helped her and her family during this very difficult time. an update for travelers flying in and out of sfo. the runway construction project that's held up thousands of people with flight delays and cancellations is wrapping up tonight. >> jobina fortson with the details. they canceled two flights consecutively. >> reporter: that was the story last week at sfo. thousands of people stressed, frustrated over delayed and canceled flights because of a repaving and painting project on the busiest runway. today delays be gone.

sort of. >> we prepared with contingencies that ultimately were not required. >> reporter: the construction work is wrapping up a whole week ahead of schedule. airport officials say crews worked 24 hours a day to create new base layer for 28-l. the previous base layer hadn't been touched since the 1960s and was showing signs of fatigue cracking which is a safety hazard. >> the communication was amazing and getting the text alerts and letting us know to coordinate our ride earlier. >> reporter: when the airport put the project together they took the approach of hope for the best and plan for the worst. >> we don't see the need to do this type of work anywhere else in our runway system. esently what we revert back to is the periodic maintenance we've been doing over the decade. >> reporter: the repaving of the top surface level and that happens every eight to ten years. airport officials tell me travelers should expect the construction to wrap up by 9:00 tonight. and anyone that is flying in the afternoon or early evening should follow up with our airline to check on those

developers to build here in san jose. we're standing in front of one of the projects under construction. opponents say the program gives up too much without getting much in return for the city. in downtown san jose it's easy to see the transformation that's under way. the possible exploration of the housing fee reduction program threatens to halt some of the progress made. the program has been in place since 2014 but is set to expire in 2021. it currently offers breaks to residential high rise developers, money that's supposed to go into a fund to help build affordable housing in the city. thursday among protesters gathered in front of city hall urging the city council to cancel the program saying the city stands to lose nearly $57 million in development fees. >> if you're subdiesing housing and not producing affordable housing or transportation infrastructure and you're not producing good, quality jobs, it's not a good deal.

>> reporter: if the program isn't extended, those who support it say the city runs the risk of losing out on 3,500 housing units currently in the works downtown. out of the nine high rise projects being planned just two have broken ground including this communal living property west of the sjsu campus. >> san jose has dealt with the house, jobs and balance. this is the place to intensify the production into downtown. >> you see a lot of big development going all over, public, private, all kinds, right? because of the labor shortage, the production tifductiovity ha. >> reporter: mayor sam liccardo said to reduce fees and get housing built or sit on our hands and hope for a miracle to solve the housing crisis for us. the city council will meet on tuesday to consider extending that program until 2023. we're live in san jose. at city hall, i'm chris nguyen,

ago. we are joined live from the king wood community of houston. what is the situation there now? >> reporter: well, larry, we're seeing truly horrible scenes really around the houston area. i'm in kingwood like you mentioned which is a community about 45 minutes away from downtown houston. water here has just started to recede. take a look at what we're seeing showing up in its place. trash cans that have been strewn around. there's a mattress over there you can see. this just really shows how high the water was and how quickly it came up and how quickly it then receded. of course that water is still going up in other parts of our area. i want to show you some video we just shot a couple hours ago. we went along with the houston police department as officers there performed rescues. there were many people out in these areas with feet of water inside of their homes.

obviously a very dangerous situation and, of course, some of them are still recovering from hurricane harvey. we have spoken to people out here who say they just got back inside their homes and now this happened. obviously two years, not long enough for them to fully recover. object industrioviously a terri situation. firefighters say there have been well over 1,000 rescues. that is how serious the situation is out here. >> let me ask you this because in the city of houston they're used to dealing with flooding conditions. how does this compare with the damage we saw during hurricane harvey? and what's the forecast going forward? my understanding is that more rain is likely. >> reporter: right. you can see it actually just started raining again just a couple moments ago so, yes, more and more rain is coming. i know there has been a warning extended until friday morning. so obviously a lot of residents keeping a close eye on that.

one thing i can say about both of these storms is that the damage really was widespread. some people got it worse than others. there wasn't any part of the area that was just left untouched and that's what we're seeing out here, also. >> hopefully the rain lets up and the waters will recede. thank you. iners a ereingtrersial whistleblower complaint. "the washington post" says a whistleblower in the intelligence community was so concerned over a white house promise they report it had ed i inspector general. someone is trying to manipulate the system to keep information about an urgent matter from congress. >> reporter: a member felt so strongly about they went to the inspector general.

the specifics still a mystery but in a series of letters between the office of the director of national intelligence and congress, the exchanges confirm the inspector general deemed that complaint as, quote, of urgent concern and one that might require notification to congress. the justice department, though, advised otherwise. an administration official confirms to abc news the department's legal counsel said that complaint did not need to be passed on to congress in the week after it was filed. but a chairman of the house intel committee outraged issuing a subpoena to the director for the information. >> the director of national intelligence has made the unprecedented decision not to share the complaint with congress. >> reporter: next week the acting director of national intelligence will brief congress. but today behind closed doors the inspector general meeting with lawmakers did not provide any additional details. a report by "the washington post," not confirmed by abc news, says president trump is at the center of the complaint. >> we found out it involves the

president and a conversation he had with a foreign leader and some promise that was troubling enough and disturbing enough to make this official tell higher authorities. >> reporter: the president taking to twitter to deny that report calling it all fake news. rachel scott, abc news, washington. two developments today in the effort to get president trump to release his tax returns. first, a federal judge blocked a new california law requiring presidential candidates to reas de to a californs lik toppeal on ruling is announced next month. also today, the president's lawyers filed suit in new york attempting to block prosecutors there from getting his tax returns. canadian prime minister justin trudeau apologized for wearing black face on at least three separate occasions. the incident came to light after "time" magazine posted this photo from 2001. trudeau work as a teacher. you can see he's wearing a robe, a tour bturban.

temperatures at 7:00 p.m., 50s to 70s. watch what happens by morning. then the temperatures are going to rise pretty quickly by noontime. most of you will be in the 70s and 80s right around that lunch hour so just be aware of the fact it's going to be warmer than today. in the afternoon temperatures will peak in the low 90s. antioch, fairfield, 78 in oakland. 75 in richmond. 84 degrees san rafael. santa rosa, 87. san francisco, 74. 72 in half moon bay. it's up to 80 in santa cruz tomorrow afternoon. accuweather seven-day forecast, temperatures will go up more on saturday as you will notice. by sunday it briefly cools off only to see that reversal as we head towards next week which is the first week of fall. autumn arrives monday night and we are expecting temperatures to soar well above average with mid-70s to mid-90s. at least through wednesday before we get the numbers

flight hub. herrera's office says they unlawfully and deceptively. the suit lays out a litany of complains including useless travel offers and bait and switch advertising. the lawsuit failure to disclose policies and conditions as required by california and federal law. abc 7 news reached out to the companies today but we have not yet made contact. authorities are advising consumers for being cautious when using venmo because of new scams that exploit the mobile payment service. scammers have been targeting users with text messages that direct users to fake websites closely resembling venmo's appearance. it asks useers to logon to dispute an unusual charge. that's pretty normal for these sams. the fake website reportedly allows users to access their accounts but requests additional information in order to, quote, confirm the user's identity.

>> reporter: john burris says he sued the pd many times and, in fact, has 14 active lawsuits going against them right now alleging racial profiling, unlawful arrest or, in this case and in many others, racial profiling. with those words attorney burris announced he's filing suit on behalf of three people who say they were racially profiled, then roughed up during their arrest. first adrian burrell. you may remember the former pa reason was on his own porch using his cell phone to take video of an officer who made a traffic stop of his cousin at gunpoint, something he had the legal right to do. >> it's my understanding what happened to us was a crime. it was illegal what he did. >> reporter: he says he suffered a concussion. that officer is back patrolling vallejo's streets. thurston says
