disaster in 13 counties. some people have been stranded since early yesterday. >> even guests at this hotel had to escape water pouring into the lobby. abc's elizabeth hur has more on the historic conditions. elizabeth, good morning. od morning to you.th and mona, yes, more than 9 inches of rain has fallen in one day in houston setting a new record there and as you mentioned, in other parts of texas, they're measuring the rainfall not in inches but in feet and it's not over yet. first responders racing to save lives in texas where today more rain could drench areas already underwater. >> these people have been standing around for hours now. it looks like it's going to be a while longer. >> reporter: torrential rain from what was tropical storm imelda overtaking roads and highways trapping and stranding so many drivers. >> i'm stuck in the beaumont area for 15, 16 hours. >> everybody was like get out the car, it's about to get higher. you can't do nothing about it.

>> reporter: in harris county officials say mourire theopl have nsere so treacherous authorities confirming one driver did not survive. >> we always tell folks turn around, don't drown. in this case it seems like he didn't heed that warning and continued to drive through it according to witnesses. water up to mailboxes and others forced to wade through chest high water to get to higher ground. >> it's been relentless and we can't escape. it's like we're on an island. >> the deluge a devastating blow for homeowners hit hard by hurricane harvey two years ago and now their homes flooded again. some with four to five feet of water. >> two years ago everyone on this street did. do you have the energy to do it again? >> no. >> this weather event was so severe it is being called a thousand year flood and the last time texas saw one of these monster storms it was two years ago with hurricane harvey.

kenneth. >> both storms devastating. elizabeth, thank you. we turn now to washington and new details about the mysterious complaint from a whistle-blower triggered by a promise president trump allegedly made to a foreign leader. sources now say the call involved ukraine. details of the conversation remain unclear but the director of national intelligence has refused to allow the inspector general to share the complaint with congress as required by law. house democrats are already looking into reports that the president's attorney, rudy giuliani, was trying to pressure ukraine to investigate a possible business dealing related to former vice president joe biden and his son in that country. last night giuliani offered conflicting answers on cnn. >> you did ask ukraine to look into joe biden. >> of course, i did. >> you just said you didn't. >> no, i didn't ask him to look into joe biden. i asked him to look into the allegations which related to my client which tangential tally involve joe biden. >> but just be careful about what you say. >> i am careful. >> you said no.

>> i didn't -- >> then you went on to say you did. >> the director of national intelligence is set to testify at a public hearing next week. democrats are demanding answers. a new jersey man is charged with helping a terror group backed by iran. investigators say he scouted dozens of high-profile locations for possible attacks including sites in new york, washington and boston. this morning, an american man is under arrest accused of working with an iranian-backed terror group scouting locates in the u.s. to attack. authorities say his targets were crowded and iconic landmarks including times square and major airports and brilgs. 42-year-old alexei saab has been arrested on terrorism charges for allegedly supporting hezbollah. >> hezbollah is a terrorist organization that is controlled and funded by iran. they're across the world. they've been associated or involved in a number of attacks. >> reporter: investigators say saab was living in new jersey and entered the u.s. in 2000.

applied for citizenship in 2005 and became a naturalized citizen three years later. authorities say he made ten trips to lebanon in the past two decades receiving extensive weapons training on ak-47s and m-16s and learning to make explosives. court documents show drawings allegedly he made of bombs. the fbi recovered photos and videos from his devices that agents say depict his potential targets including fenway park and the u.s. capitol in washington. >> this strikes me as somebody that's firmly in place, committed to hezbollah and providing them specific information to potentially launch an attack, perhaps in the near future. >> prosecutors say the suspect confessed that he was paid $20,000 to marry someone he hardly knew and gain her citizenship. officials say that fraudulent marriage is what led to his initial arrest. president trump's expected to hold a national security meeting today to discuss iran and how to respond to the recent attack on saudi arabia's oil

just days after filing for bankruptcy purdue pharma reportedly wants to shell out $34 million in bonuses company. the drug company is facing thousands of lawsuits in connection with the opioid crisis. "the washington post" reports despite the legal trouble purdue has asked a judge for permission to pay the bonuses to certain employees. critics say the $34 million should go to victims of the opioid crisis instead. time for a look at your weather for this friday morning. >> good morning. as we go through friday eastern texas will still be dealing with some rainfall. spotty showers and thunderstorms will still be numerous out there and some spots could pick up another one to two inches of rain. things will die down in the weekend but this is not good news because we've had more than 40 inches of rain, especially for areas just to the east of houston. and in the tropics there's still a lot more activity. we're also following hurricane jerry as it works through the atlantic. for accuweather i'm meteorologist melissa constanzer.

we're back with a plane crash at a busy shopping plaza in southern california. that cessna crashed into the roof of the building less than a mile from the torrance airport. one man on board was killed. the cause of the crash is under investigation. and we're learning more about that terrifying moment on

a delta air lines flight that plummeted 30,000 feet in just 8 minutes. the flight was headed from atlanta to ft. lauderdale when the plane started using altitude. the oxygen masks then deployed. some passengers started texting their loved ones fearing the worst. >> i was losing it because you really just didn't understand what was going on. it was so scary. >> it's very scary in the cabin but the pilots just don't have time at that initial point. each of those oxygen masks provides about ten minutes of useful oxygen meaning that the pilots have a very short amount of time to get the airplane down to a lower altitude. >> delta says the flight crew got a warning about something irregular with cabin pressure. they had to quickly lower the plane to 10,000 feet where oxygen masks are no longer needed. the airline is now investigating the problem. a big announcement from one of the nation's biggest gunmakers. colt is suspending production of

its ar-15 rifle and other rifles for the general public and says it's committed to the second amendment but says there are enough rifles already on the market. the ar-15 has been used in several recent mass shootings. colt will still make them for the military and for police. students around the world are skipping classes today to demand action on climate change. hundreds of thousands of students are expected to participate in the so-called climate strikes. it comes three days before the united nations climate change summit. some dire news about the bird population. a new study warns the united states and canada have lost 29% of their bird population since 1970. that includes some of the most common birds like sparrows and finches. scientists say human development, pesticides and climate change have played a role. domestic cats get the blame as well. they kill an estimated 2.4 billion birds every year. speaking of cats, coming up, a wild sight. a black panther lurking on a rooftop. also it's finally arrived. we take you to area 51 for the big internet joke turned festival. what authorities are expecting

information, any other person, any other car, any other description of anyone. >> so where did they get the story about the red van? there's no red van and there's no man, who is it? find some kind of resolution to this problem because this is a real serious problem. >> investigators returned to the family's home yesterday to question relatives. a $20,000 reward is being offered in the case. now in sports, pittsburgh pirate star felipe vazquez could be deported if he's convicted on sex crime charges. authorities say the 28-year-old pitcher admitted to a sexual encounter with a 13-year-old. immigration officials say if vazquez ends up going to prison, he could be sent to his native venezuela when he's released. football star antonio brown did not address the sexual assault allegations against him while speaking out for the first time since joining the patriots. brown met with reporters and declined to say if he's heard from the nfl about his former trainer's assault claims. brown denies her allegations but he limited his comments thursday

in a minute. >> thanks. >> developing news in san jose, police are still searching for the gunman who opened fire at san jose state almost hitting a student. >> it left the library and a parking garage riddled with bullet holes. jobina fortson joins us with more. good morning. >> good morning. bullets were going through the seventh and eighth floors through the windows. garrett bruner, a freshman was studying on the eighth floor and had a bullet pass over his head. he shared this photo of the damage inside the library. he said he head several gunshots but didn't stick around to see where they came from. san jose police say multiple rounds were fired hitting the library and the garage across the street. it he had been a little further down, he believes he would have
