>> announcer: now, news to build a better bay area from abc7. >> hot, windy weather this week is creating high fire danger. pg&e says they're not taking any chances. tonight they have issued a new warning for north bay residents about potential power shut offs. good evening. thanks for joining us. i'm eric thomas. >> and i'm dion lim. right away let's get to meteorologist drew tuma for the forecast. hey, drew. >> we are anticipating hot weather the next couple of days. and tomorrow night especially the winds in our hills will begin to crank rapidly to 40 miles an hour. it is for that fact a red-flag warning will go into effect tomorrow evening lasting through wednesday morning for the strong wind gusts bringing not only warm but also very dry air causing low humidity. so fires can easily start and easily spread. here are the communities under that red-flag warning.

in the north bay you can see from clear lake, down to fairfield. over to san anselmo, clover dale, east bay hills is part of the red-flag warning. orinda, sunol, close to san jose. we'll take a closer look, not only the hot temperatures coming our way, but the wind as well and when this fire danger will lessen in the accuweather seven-day forecast, guys, in a little bit. >> all right, drew, thank you very much. as a result of the high fire danger, tonight pg&e is notifying thousands of its customers here in northern california, including some in the north bay, that their power may be shut off as a safety precaution. >> abc7 news reporter cornell barnard is live for us in the north bay where some customers could be impacted. cornell. >> reporter: yeah, dion, eric, we learned some could have their power cut in the next 24 hours due to high fire danger. some folks tell us they can't afford to lose power at all. >> we are monitoring the hot and

windy weather in the north bay and in the sierra foothills. >> reporter: pg&e is notifying more than 33,000 customers in sonoma county, 10 now in napa county, and 12,000 customers in lake county that their power would likely be shut off starting late monday afternoon to prevent the ignition of wildfires. 68,000 customers across six counties in the sierra foothills are getting the same alerts. the utility admits it is an extreme move. >> we understand and appreciate how turning off the power affects people and may create hardships. but this is for safety during a heightened fire risk. >> reporter: but maria higgins says she can't lose her power. >> my husband has copd and we can't not have the power. we have to have -- he has to have it. he needs oxygen. >> reporter: but others remember how a fierce firestorm devastated sonoma county two years ago >> i'm for it. i'm willing to have my power shut off. several friends lost their homes.

>> in the south bay a string of wildfires in the hills above milpitas are keeping a road closed near the calaveras reservoir. there are a total of six fires cal fire is dealing with. they have burned 128 acres and are 70% contained. those fires all started at about noontime yesterday and forced the closure of calaveras road. cal fire says rocks are rolling onto the road and it is not sure when it will reopen. there is no word on what caused those fires. >> in video, you'll see only on abc7 news, a man was caught jumping from roof to roof in the outer mission. >> witnesses say he refused to get down for several hours as san francisco police negotiators talked to him. abc7 news reporter luz pena has this story. >> reporter: holding onto the molding of the walls of this house after being caught jumping from one roof to the next for approximately four hours, this man had many in the mission neighborhood concerned. >> he seemed like he was -- that

he had problems. no shoes, nothing. >> reporter: he and his family had to evacuate their house where the unidentified man broke a window and tried to get into one of the side windows while the police surrounded him. >> my wife was going to take a shower and that's when we found out he was already on the roofs, you know. >> reporter: you could hear his steps? >> he was running all over the tree houses from that house all the way to my house. >> reporter: from 7:10:00 a.m. until close to 11:00 a.m., officers and crisis negotiators tried to speak to the man who refused to get down. in this video, the man can be seen on a tree. chris said he was in that tree for two hours. >> with bands around his wrist and ankle as if he had been -- previously in a hospital or an institution. >> reporter: after hours of negotiations, the man jumped down. was he asking for ? no, water. >> reporter: we showed the last

minutes of the ordeal to a retired san francisco police commander and usf professor. >> the big key is time and distance. that's really it. and options. you see, that's an option for him. they're not trying to grab him or anything. >> reporter: he says officers followed de-escalation protocol. >> the first responders there gave this person the space that he needed to get through this crisis. >> reporter: san francisco police say the man was detained and admitted for medical evaluation. in san francisco, luz pena, abc7 news. >> the group against a homeless navigation center that is being built along san francisco's waterfront says a judge will rule on their lawsuit to block construction tomorrow. the group safe embarcadero contends the city did not get approval from the state land commission for the center and rshed the project by bypassing the environmental quality act. the 200 bed center is being built on the embarcadero at beal street. a judge two weeks ago denied

another claim from the opponents. lawyers said the center would do irreparable harm and cited the high-profile attack on a woman in her south beach condo. >> a sad update to a car crash tht left a mother and her two children badly hurt along 101 in san rafael. a 3-year-old boy who was critically injured in last wednesday's crash has died. his 6-year-old sister and mother are recovering. that is according to the highway patrol. good samaritans rushed to help the victims after the white toyota suv the three were in hit the center divider and crossed over northbound lanes of traffic. >> developing news. the person of interest involved in last week's shooting at the san jose state campus has turned himself in. police say he is the shooter. 21-year-old santa clara resident joseph vicencio voluntarily met with detectives. he was booked this morning. police believe he shot at the mlk library shattering windows

at the top floors. students narrowly missed by the g gunfire, a parking garage also hit. >> we are hearing from chanel miller, the woman assaulted by swimmer brock turner. we have to warn you her interview is at times graphic. she talked about the night she attended a party in 2015. admittedly got drunk, blacked out and woke up in a hospital. miller said she was kept in the dark about what happened that night, including how two swedish grad students witnessed the assault and held turner down until police arrived. she didn't know she had the details -- she didn't know the details of the investigation until she read a news article online. >> i was alone, sitting at my desk surrounded by coworkers, reading about how i was stripped and then penetrated and discarded in a bed of pine needles behind a dumpster. >> miller then known only as

sexual allegation continues. patriots say they can withhold the money because he violated terms of the contracts. >> wasn't helping himself with the tweets. >> he wasn't. >> chris, thank you. >> announcer: now your accuweather forecast with drew tuma. >> we will be watching the winds closely the next couple of days combined with hot temperatures making a comeback. high fire danger, we'll issue a red-flag warning tomorrow evening. especially in the north bay mountains and east bay hills. it can start and spread rapidly. satellite tonight showing you coastal cloud cover. in fact, our east bay hills camera now showing you a little bit of fog in san francisco. mainly clear skies elsewhere overnight tonight. the accuweather forecast highlights, what to expect the next couple of days, you'll wake up tomorrow to a new season. fall officially arrives early tomorrow morning at 12:50 in the morning, but it will feel like summer the next couple of days. warmer temperatures in the afternoon, downright hot everywhere tuesday and

wednesday. combine that with increasing winds over the next couple of days. our fire danger will be running high both tuesday and wednesday. that's why we have the red-flag warning. that will go into effect starting tomorrow night. temperatures right now not too bad. 61 in san francisco. 64 in oakland. 65 in san jose. 73 in brentwood. and right now santa rosa coming in at 62 degrees. so, overnight tonight what you will find are temperatures in the 50s right now. we have some coastal cloud cover building, some coastal cloud cover and patchy fog in and around the bay shoreline. that's about it. plenty of stars out there. we'll cool off into the 50s out the door tomorrow morning. fall officially arrives, again, the autumn equinox at 12:50. the rays are over the equator ushering in the new season. let's show you the cloud cover at 6:00 a.m., waking up to patchy cloud cover on the bay and coast line. otherwise that fog is going to move out of here really quickly in the morning. that means a lot of sunshine in

the afternoon. and temperatures warmer than we were today. so highs on your monday, take a look at this. 76 in the city. 80 in oakland. about 86 in san jose. pretty hot in the north bay tomorrow. 91 in santa rosa. 85 in vallejo. 92 in concord. and antioch up to 92 degrees. what will usher in not only that warmer weather the next couple days, but the strong winds. you have two systems in the making. high pressure off the coast line and low pressure over southern calfornia. these two are really just opposing forces. what will happen, it will create that wind tunnel effect over northern california and that wind is aimed right at the bay area. so starting tomorrow night, that red-flag warning will go into effect really for the north bay mountains and east bay hills along our ridge stops. that's where we could see gusts close to 40 miles per hour. not going to drag in warm air and lower our humidity to bone dry level. this time of year, that combination means many fires can easily start and easily spread. we will track all those conditions for you over the next couple of days.

what will you find? >> announcer: live where you live, this is abc7 news. >> good evening. i'm eric thomas. >> and i'm dion lim. in tonight's headlines now, pg&e says it anticipates shutting off power in nine counties in the bay area and sierra foothills starting tomorrow night because of the high fire danger. those counties include parts of lake, napa and sonoma countys in the north bay. the shut off is expected to affect 124,000 customers across the state. >> san francisco police were engaged in a four-hour standoff today with a man who led them on a chase from rooftop to rooftop in the city's mission district. officers say the man was in crisis. he came down and was tackled eventually by police officers. >> a rail safety ad campaign from the santa clara valley transportation authority is catching a lot of attention. it shows dashcam video from light rail vehicles involved in

accidents. vta wants people to pay attention when they're around train tracks. there have been 20 accidents so far this year. >> house speaker nancy pelosi is threatening president trump with, quote, a whole new stage of investigation unless his administration shares with congress a whistleblower complaint. congress wants to know what was said between mr. trump and the leader of ukraine during a july phone call. the administration has refused request for the transcript to be released to congress. the "wall street journal" reported president trump repeatedly pressured eight times, rather, ukraine's president to investigate democratic presidential candidate joe biden's son for his business dealings in ukraine. today the president appeared to acknowledge that conversation. ely congratulatory, was s largely corruption, all of the corruption taking place. was largely the fact that we don't want our people like vice-president biden and his son creating to the corruption

answer which would have been a million times yes. >> one of the world's oldest and largest tour operators has collapsed potentially stranding 600,000 travelers. thomas cook has canceled all of its bookings. last-minute negotiations to keep the financially strapped british company afloat failed. it is said to undergo the largest repatriation in its peace time history. it is shelling out millions to bring 150,000 british customers home starting tomorrow. two southern california women have been arrested on suspicion of scamming people nationwide by posing as irs agents over the phone and demanding victims pay them in target gift cards. 25-year-old l.a. resident lu and lee from gardena were arrested after detectives caught them buying thousands of dollars worth of electronics and other mrchandise from an l.a. county target. when investigators searched their homes, they found $900,000 in new goods. detectives believe there are more victims out there. they also believe more people are involved in the crime ring.

>> a woman is under arrest for stealing $6,000 worth of quarters. she made her get away in a stroller. bakersfield police tweeted the photo you see here. officers noticed the woman friday struggling to push the stroller. they went to check on her but realized it wasn't a baby she was pushing. investigators believe the quarters were taken during a home burglary. the woman was arrested and is facing several charges. >> with it the math. six grand in quarters should way about 300 pounds. that's why she was having trouble. a computer virus has brought down union city's computer infrastructure bringing a halt to essential services like licensing and permitting. the city's servers were infected with a virus yesterday. it disabled much of the city's technology, including email. emergency services from police and fire were not affected. union city says it will delay opening city hall until noon tomorrow so it can brief employees about the outage. officials say they are working with cyber security experts to restore i.t. services.

>> santa rosa resident and celebrity chef guy fieri says he is heartbroken over food network star carl ruiz's death. the 44-year-old appeared several times. he owned la cubana which confirmed his death on social media but didn't specify how he died. he called him a great friend and said he will forever live on in my heart and in all those who loved him. >> cable cars will be back in action in san francisco tomorrow. the cars were put out of service for ten days for maintenance. s.f.m.t.a. needed to fix their gearboxes which propel cable cars up hills. this is the final step in a three-year $6 million restoration project. >> in the east bay, a celebration of women and aviation and free airplane rides for kids. >> abc7 news was in hayward for the hayward executive airport's open house in honor of women in the industry. guests got to check out vintage
