but he is defending his actions. >> abc's ines de la cuetara has the new details from washington. ines, good morning. >> reporter: good morning, janai and kenneth. well, the president has until thursday to hand that over whistle-blower's complaint, and some are calling for a transcript to be released. overnight president trump still playing defense tweeting "the wall street journal" report saying he pressured the ukrainian president eight times to investigate biden is, quote, a democrat/crooked media con. trump also taking aim at the whistle-blower who made a formal complaint about that call writing here, she doesn't even have a firsthand account of what was said. trump's pushback coming as he seemed to acknowledge he did discuss biden during a july phone call with the ukrainian president. >> the conversation i had was largely congratulatory, was largely the fact that we don't want our people like vice president biden and his son creating the corruption already

in the ukraine and ukraine. >> reporter: ukraine's foreign minister is now backing up trump's assertion. so far the administration has refused to allow the whistle-blower's complaint to be released to congress even after the inspector general determined the complaint was credible and of urgent concern. now the administration faces a thursday deadline to hand over the complaint for congressional review, otherwise, house speaker nancy pelosi threatening a whole new stage of investigation. republican senator mitt romney weighing in saying, it's critical for the facts to come out and some democrats now suggesting -- >> why doesn't the president simply release the transcript of that call? >> reporter: something the president has not ruled out. >> we'll make a determination about how to release it. >> reporter: and the acting director of national intelligence joseph maguire will face the house intelligence committee on thursday. he is expected to be asked why that whistle-blower's complaint wasn't handed over to congress

as required by law. janai and kenneth. >> and we will be watching this one closely. ines, thanks for joining us this morning. the u.n. general assembly kicks off today and the president is not expected to meet with iran's president who just this weekend called on western powers to leave the persian gulf. but secretary of state mike pompeo is defending the decision to send more u.s. troops to saudi arabia after that massive attack on a saudi oil facility. >> apparently they're bloodthirsty and looking for war. president trump and i are looking for a diplomatic resolution to this. we had a nation state attack another nation state, the largest on the global energy supply in all of recorded history. we're prepared to do the things we need to do to try to deter iran from this kind of behavior. >> overnight british prime minister boris johnson said the uk has concluded that iran was responsible for the saudi attack and he says the uk would consider joining a u.s.-led

military effort in the gulf. we turn to the murder trial of an ex-cop who shot and killed her neighbor. the former dallas police officer says she mistakenly entered the man's apartment thinking it was her own apartment and that he was a burglar. a jury will now decide whether amber guyger committed murder, a lesser offense or no crime at all. this morning the city of dallas is bracing for a former cop's murder trial. >> hi, this is an off-duty officer. can i get -- i need ems. >> reporter: amber guyger admits she shot and killed botham jeann and in the 911 call obtained by wfaa she tells the officer 19 times that she thought jean was in her apartment. >> i thought it was my apartment. hey, man. >> what's his name? [ crowd chanting ] >> reporter: amid protests, a grand jury indicted guyger three days after the shooting. critics and jean's mother questioned why it took so long

for the officer to be arrested. >> give me justice for my son. >> reporter: according to the arrest warrant, guyger had just finished a 13-hour shift and says she mistakenly parked on the wrong floor, walked down the wrong hall and went into the wrong apartment. while still in uniform court documents show the door was slightly open when guyger arrived, and she opened fire when jean disobeyed her commands. legal experts say a murder conviction will be difficult because a decision will likely hang on whether the jury believes the shooting was a reasonable mistake. in this video taken four days before his death, jean is seen leading worship in church where he was a bible study leader. jean's mom was one of the last people to talk to him, and she's now prepared to take the stand. >> it's a struggle, but i'm happy that it's finally -- the time is finally here so that we could get some closure. >> in addition to murder, the jury could find guyger guilty of manslaughter or negligent

homicide, which also carry long prison sentences. that trial is expected to last about two weeks. the mosquito-borne virus eee is now blamed for at least seven deaths in the u.s. the newest deaths from eastern equine encephalitis were in massachusetts and connecticut. meanwhile, a teenager in michigan was recently diagnosed. savannah's mother says her daughter's symptoms started with a headache and now she is fighting for her life. >> our whole lives have been flipped upside down. the tears flow whenever they flow. they come out whenever they want at this point. >> eee will be a threat until colder weather arrives. people in risk areas are being urged to use insect repellent with deet and remove standing water from their yards. in the race for the white house a new poll shows elizabeth warren surging in ohio and it finds warren taking the lead over joe biden for the first time with bernie sanders in a distant third place but that poll also shows only one in five voters in iowa have made up their minds. turning to the weather,

puerto rico is bracing for tropical storm karen. heavy winds are expected on the island by tomorrow. let's check your monday forecast. good monday morning. the tropics remaining very active. we've got tropical storms jerry and karen as well as this tropical wave moving off the coast of africa, which has a high likelihood of development into a tropical depression over the next several days. jerry is going to pass to the west of bermuda late tuesday into west bringing gusts up to 80 miles per hour and heavy rainfall. similar impacts across puerto rico as we head into the day tomorrow as karen lifts northward. i'm accuweather meteorologist adam del rosso. coming up, a mini crime spree at trump tower. also ahead, the sudden death of a celebrity chef and star from the food network who was only 44 years old. and a surprise from "downton

come on, buddy. you almost got it. >> we are back with rescue crews in oregon literally throwing a life line to a deer. it was trapped in a 25-foot-deep water tank -- water treatment tank near portland. that deer was in the only spot where it was above water. crews were able to coax it into walking up a ladder there to freedom. new york city police are looking for a criminal in trump tower. detectives say someone stole $350,000 worth of jewelry from two tenants in thes say the cri earlier this month and the burglaries are believed to be inside jobs. the president is staying in the building this week during the u.n. general assembly. a vacation nightmare for tens of thousands of people.

the british tour company and airline thomas cook has suddenly shut down leaving tourists stranded. the british government is promising to bring home more than 150,000 travelers from overseas destinations. it's being called the biggest ever peacetime airlift. one analyst says after 178 years thomas cook just wasn't ready for the 21st century. the strike at general motors enters day eight today. a spokesperson for the united autoworkers says the two are still talking. union members say they aren't being honored for the sacrifice they made when gm was bailed out ten years ago. >> there were promises made that have not been fulfilled, and it's like they forgot about what happened. they forgot about us, the ones that stood them back up when they fell down. >> gm is looking to lower labor costs.

analysts say the strike could cost the company $75 million per day. at the movies this weekend, "downton abbey" brought brad pitt's sci-fi movie down to earth. "downton" the movie royally beat both "ad astra" and "rambo: last blood" at the weekend box office. >> will you have enoughically slays to get you through the visit? >> if not, i'll come to you. >> here we go. >> "downton" beat expectations and ticket sales earning $31 million easily beating the other two movies. three-fourths of the ticket buyers were women. more than half were older than 35. >> all right. >> we had that breakdown. >> i don't know why we needed it. there's new fallout this morning after police in florida arrested a 6-year-old girl. >> she was handcuffed and fingerprinted all after a temper tantrum. her grandmother explains what happened next. but first a shocking tragedy. a man drowns while proposing to his girlfriend. she's speaking out next.

>> we are back with a marriage proposal that turned tragic. a louisiana man died after asking his girlfriend to marry him. he popped the question underwater. >> his fiancee is now sharing video of the proposal and the moment it went horribly wrong. this morning the chance for a lifelong memory. >> what does that say? ah. >> steven weber and his girlfriend kenesha antoine were on vacation off the coast of east africa staying at this resort that features an underwater room. >> and the underwater room. >> reporter: video shared by antoine who was inside at the time shows weber outside one of the room's windows 30 feet underwater holding a handwritten sign that read, i can't hold my breath long enough to tell you everything i love about you. will you please be my wife? that's when something went wrong. weber swims away and he never resurfaces, presumably drowning. antoine writing in a post, you never emerged from those depths

so you never got to hear my answer, yes, yes, a million times yes, i will marry you. >> super bright, intelligent. loving, wise. >> friends and family say weber was a selfless, giving person. >> that smile never stops, but he's the kind of guy that when he walks into a room, he's glowing, and it's like the ripple effect. it makes you feel very happy to be around him. >> reporter: the resort calls weber's death a tragic accident saying authorities in tanzania are now investigating. so sad there. the state department confirmed a u.s. tourist died in tanzania but gave no further details. a florida woman is speaking out about the arrest of her 6-year-old granddaughter for throwing a tantrum in school. the girl was one of two students under the age of 10 taken into custody at a school in orlando. the officer identified as dennis turner has been suspended. investigators say the 6-year-old was handcuffed after she kicked a staff member.

her grandmother says the child was visibly shaking when she picked her up from a juvenile center. >> was arrested, transported in a police car, fingerprinted when she arrived, mug shots taken. when i got there and they sent her to me, her eyes were red. she was trembling like a leaf. >> the other child arrested just 8 years old. details on his case aren't available. orlando police say officer dennis was supposed to get approval before arresting a child under 12. fans are mourning the loss of a celebrity chef who appeared on the food network. carl ruiz died of a suspected heart attack. he appeared as a judge on guy fieri's program, "guy's grocery games." his restaurant announced his death. stars from the foot network are honoring the late chef. guy fieri tweeted, his ability to make me laugh and smile under any circumstances was only outshined by his talent as a chef. carl ruiz was only 44 years old. we'll lighten it up with

some sports and a sunday night nail-biter between the rams and the browns. los angeles took the lead for good with a touchdown early in the fourth quarter, but they needed an interception in the end zone to put the game away. the rams won, 20-13. and espn reports antonio brown plans to file a grievance against the patriots in hopes of securing his $9 million signing bonus. the team cut him last week after he allegedly threatened a woman accusing him of sexual misconduct. brown lashed out at patriots owner bob kraft sunday implying a double standard compared to kraft's arrest at a massage parlor. brown tweeted, kraft got caught in the parlor. different strokes, different folks. he has since deleted that post. new details on the joke that turned into a fund-raiser. that beer money sign that college football carson king held up on espn this month has now brought in $1 million. king plans to give that cash to a children's hospital. pretty cool.

"game of thrones" won the night with 12 emmys and amazon cleaned up with the comic categories with three going to "fleabag." >> one of the biggest moments came from billy porter. porter yelled "the category is love, y'all" after he won best actor in a drama for his role in "pose." >> porter is the first openly gay black man to win an emmy for best actor. and harry bradbeer proudly won the directing role for "fleabag" and thanked everyone except his wife. >> when "fleabag" won again for best comedy series, he redeemed himself. >> i forgot to thank my wife when i was up here. she hasn't been -- we've had a very difficult hour. it shut down the southbound 101 lawrence expressway off-ramp. we'll follow this most of the morning. >> thank you. developing this morning, a warning from pg&e to thousands of customers in the bay area, your power could be shut off today. >> it's a safety precaution because of high fire danger. amy hollyfield is live in napa county with how many people could be potentially impacted. good morning. good morning. pg&e says it is monitoring the weather. 10,000 customers here in napa county alone could be impacted by this. pg&e officials say they know a power outage would be extreme, but they say they would do it in the name of safety. the shutoffs would likely start this afternoon. this has some residents feeling nervous about what they would do without power. >> we understand and appreciate how turning off the power affects people and may create hardships, but this is for
