but that does not mean people are in the clear. the fire danger remains high for the next few days. thanks for joining us. i'm kristen sze. >> and i'm ama daetz. a red flag warning is about to go into effect for large swaths of the north bay, east bay. >> here's a look at what communities are impacted and when. >> absolutely. we do have the critical fire weather conditions that we are facing, red flag warning for the north bay mountains, east bay hills and diablo range 9:00 p.m. tonight until 11:00 wednesday. winds out of the north-northeast gusting 30 to 40 miles an hour, humidities in the teens to 20s. you can see much of the north bay with the exception of parts of the valleys in the east bay. you will see what areas are under that red flag warning all the way down to the south bay. same general areas with the exception of the coast under a heat advisory. a larger portion of the bay area, 11:00 a.m. to 7:00 p.m. tomorrow so heat-related illnesses are possible. here's what you need to know, drink plenty of fluids before

you get thirsty. find some shade or ac. i know not homes are equipped with ac. wear lightweight clothing and don't forget about kids or pets inside vehicles. it can get much hotter. i'll be back to let you know how hot it's going to get. pg&e customers in the north bay were spared the threat of power outages tonight after a utility rescinded an earlier warning. late sunday pg&e notified sonoma and napa counties power could be shut off because of fire danger. residents lined up to fill their cars with gas just in case the power did go down and sonoma county opened its emergency operations center. >> we've been told these can last up to days. you know, it's a whole new world so we need to make sure we're ready for it. >> reporter: but by none pg&e decided a shutoff would not be necessary, at least for today. the company says it will reassess the fire conditions tomorrow. right now pg&e is turning off the power to three counties in the sierra foothills, butte,

yuba and nevada. about 21,000 customers will be without electricity. pg&e may have given the all clear for today but the utility says it will monitor weather and could decide to shut off power tomorrow to certain areas of the north bay and that includes parts of the napa valley. >> that's where laura anthony is for us tonight. laura. >> reporter: hi. it is getting a little bit windier. it is warmer here. i'm in the napa valley here at the silverado neighborhood. very much still in a rebuilding mode after the 2017 fires. now they're also faced here with the unsettling prospect of waves of power shutoffs. >> my son looked out the window and saw the ridge on fire. >> reporter: barbara mooney's home survived the 2017 fires but she's skeptical of pg&e's plan to shut off power as a proactive step to prevent the next big calamity. >> i'm kind of curious as to how they feel that's going to help

us and if that's really maybe more for their benefit. >> reporter: more than 10,000 pg&e customers face a possible shutoff in napa county, mostly in the hills to the east and west of downtown. >> we do maintain a list of our medically fragile residents here in the community and we do check in with them when we do know that we're going to experience a potential public safety power shutoff. >> reporter: the possible outage includes a number of wineries and tasting rooms, including whetstone. >> our building was built in 1985. we have had power shutoffs before due to the oldness of the building and the electricity so we will do tastings by candlelight. honestly we make it work either way. >> reporter: inside silverado country club where homes are being rebuilt, a power outage could bring things to a standstill. >> we've got to round up generates and try to keep things

moving. currently it will be stop work if that happens. >> reporter: now, the napa valley did have a test run of sorts back in june when pg&e did shut off power to about 1,500 customers. that only lasted about 12 hours. if it happens again for any length of time, i'm told by the county that pg&e will actually come into the affected neighborhoods and set up device generators or device chargers for the homeowners and residents who are affected. in napa, laura anthony, abc 7 news. >> you can stay on top of the weather any time and get the forecast for your neighborhood with the abc 7 news app. just enable those push alerts. in the south bay cal fire is still at the scene of six wildfires that started over the weekend in the hills above milpitas. these fires have charred 128 acres and are 70% contained now. they're all near the calaveras reservoir and calaveras road. they remain closed. no structures are threatened or have burned. cal fire says it is going to be

a few days before it can determine a cause. abc 7 news is committed to building a better bay area. one of the central issues we're focusing on is homelessness. san francisco currently has six navigation centers that give immediate attention to the homeless with all sorts of resources from health care to finding work. there are plans to add a seventh one near the embarcadero and it has been a contentious issue. lyanne melendez joins us live from san francisco where a hearing is being held. >> reporter: well, neighbors are worried that crime will increase once this navigation center opens, but the judge in this case said hold on a minute. basically he said if you get these people off the street and into a navigation center, then they will transition out of homelessness and hopefully away from drugs and crime. neighbors didn't buy that. the number of homeless people along the embarcadero just south of the bay bridge fluctuates on

any given day at any given time. >> how long have you been homeless? >> only for a second. >> for a second? >> yeah. >> you haven't been homeless -- it seems like you carry a pillow. >> yeah. >> and a few items? >> yeah. i carry -- that's pretty much it. >> reporter: crime in this dense area also rises and falls, just like in many san francisco neighborhoods. when a woman was caught on camera being attacked by a homeless man, neighbors increased their efforts to try to stop this proposed navigation center next door from going forward. >> we don't have any confidence that the city will be able to run this one well without any negative consequences for the neighborhood. >> reporter: through their attorney, the group save embarcadero for all argued that the land has to be used for the good of the public. until now it's been a parking lot. the city said the navigation center is not a permanent structure and would stay in place for a maximum of four years. the city is charging itself $400,000 a year to lease the property. meaning taxpayer dollars are being used. today the judge in the case did

not grant a stay, instead agreed with the city's position, allowing the project to be completed. >> if san francisco is unable to open the navigation center or the opening is delayed, the city wrote, hundreds of unsheltered people whom the navigation center would serve will instead remain on the streets. >> reporter: the group safe embarcadero for all will decide whether or not to appeal the judge's ruling. and again, this new center would open as early as november. more likely december. neighbors say they are being treated unfairly because there is already another navigation center nearby about a mile away. i'm live in san francisco, lyanne melendez, abc 7 news. >> thank you. in the east bay union city has shut down its entire computer system after being affected by a virus over the weekend. city officials say this has never happened before and is having a direct impact on the

public. anser is live with the story. >> reporter: yeah, good evening. anybody who's looking to make a payment or apply for a permit here at union city, you have to wait. residents concerned that their personal information may have been compromised, you have to wait as well. the city says it will take several days before they can sort this whole thing out. reggie waited several hours for city hall to open, hoping to apply for a building permit, only to find out that he can't. >> normally construction has a time frame, so most probably will ths one. it will be a delay. >> reporter: that virus was discovered over the weekend, forcing union city to shut down its entire computer system and online services. >> online services will be out indefinitely. any online services like payments, licensing, permitting, all of those are impacted. >> reporter: lauren, a city spokesperson, says the city is working with the fbi and

cybersecurity experts to investigate the virus and its impact. she couldn't discuss the type of virus or its origin but repeated several times that it was not a rans ransomware attack. she said they're still trying to determine if any residents' personal information was compromised. >> that's not something we quite know yet in terms of whether people's personal information that's in our system is exposed or not. >> reporter: this man was also denied a permit but he says at least city staff was helpful, even offering him suggestions for what to do as he waits for his permit. he says as hackers evolve, it leaves cities vulnerable, which means they have to do more to tackle cybersecurity threats. >> always getting hacked, everybody has to worry about these things nowadays. >> reporter: now, as for fire and police services, the city officials say the city of fremont handles those so there's no concern there. as for late payments and penalties, those will be waived. some deadlines have also been

extended. reporting live in union city, anser hassan. the trial of a woman accused of plotting the killing of the father of her two children began today. tiffany li faces murder charges along with her boyfriend. prosecutors revoked a plea bargain for her trainer and bodyguard olivier adella.adella. kris. >> reporter: good evening. it was a full day in the courtroom. we already heard a lot just in the opening statements, but programs the most dramatic turn came in the form of one line delivered by the defense, and that is the wrong people are on trial for this murder. >> who they should be pursuing is mr. olivier adella and that's been clear from day one. how they're pursuing him will be up to the d.a.'s office. >> reporter: adella was arrested when the body of keith green was

found in may 2016. he later pled guilty to dumping green's body and made a plea deal to testify against li and bayette. just last week the d.a.'s office revoked a deal accusing adella of breaking conditions of that deal. he will no longer be testifying. tiffany's lawyer said she delivered one of the longest opening statements of her 29-year career in order to make the case that -- that in fa in a li's custody battle was not as contentious as the prosecution alleged. a settlement had been reached between li and green ten days before he disappeared. >> at the end of the day, that's the other takeaway, which is tiffany li absolutely wanted keith green in her life and her children's lives. >> reporter: now, tiffany li

also will be -- it will be argued that tiffany li plotted to kill green and that he was shot in the garage of her hillsborough mansion. tomorrow keith green's girlfriend at the time of his murder is expected to testify. this trial is expected to last until mid-november. kris reyes for abc 7 news. new developments in the feud between the 49ers and the city of santa clara over the control of events at levi's stadium. the 49ers filed a lawsuit on friday after the city moved to ending the team's agreement when it comes to concerts and other nonfootball events. today santa clara responded, saying it was looking forward to settling the dispute in court rather than going through private arbitration. abc 7 news is committed to building a better bay area and that means finding solutions that protect the environment. there could be one right here in the bay area that could help clear our air. a car dealership finds itself in hot water with the state of california. the accusations being made and what it means if you bought a

abc 7 is committed to building a better bay area. to do that we are committing more time and resources to the issues that impact the region. >> that includes ways we can address climate change locally. one way we might be able to make our air cleaner is to restore more of the delta's marshes. >> eric thomas shows us how research and bay area wetlands may help us all breathe a little easier. >> reporter: the sacramento san joaquin delta was once one of the lushest marshlands in the state. the soil made it an ideal place for some of the first farms to pop up. today scientists are hacking their way through thick brush to see if restoring these marshes is a way to reduce carbon

dioxide in the air. co2 is what scientists believe is responsible for global warming. sensitive instruments monitor the wetland as it breathes and absorbs carbon dioxide. >> we're at unprecedented levels of co2 based on fossil fuel combustion since the industrial revolution. >> dennis baldacke says the delta could hold clues on how to reduce those carbon dioxide levels locally. a post doc fellow is looking for answers. >> we are trying to measure how much builds up in the soil. >> reporter: this plot of marsh was once farmland. it was restored back to marshlands by the california department of water resources in 1997. ariana and her team hike in and set up a ladder to take samples from the earth. hammering through decades of

sediment to remove valuable evidence. >> the goal is to measure the t carbon sequestration rates in the soil. >> reporter: that's taking carbon dioxide out of the atmosphere and storing it in the ground. according to a study last year, wetlands effectively sequester carbon. in her land, arianna is building on that study. she's going deep into the marsh's past. she takes her sample from a freezer and cuts them into one centimeter slices so she can analyze the amount of carbon that's been sequestered underground. >> we have 30 greenhouse gas exchange data and also i'm going to look at the soils and the carbon capture so i can integrate short-time scales with longer time scales. >> reporter: scientists believe restoring more wetlands could result in less carbon dioxide. >> so we can bury carbon very effectively.

and so we feel that restoring marshes in the bay area can be a very effective natural carbon solution to this problem we're facing. >> reporter: eric thomas, abc 7 news. >> we want to hear your ideas for building a better bay area. you can share them by joining our better bay area group on facebook. if you recently bought a car, the state attorney general may want to hear from you. today the attorney general announced a civil lawsuit against paul blanco's good car company. the company focuses on customers with credit problems and has a total of seven dealerships including this one in oakland. the lawsuit claims the dealerships falsified credit applications and charged customers for unauthorized add-ons. >> people were told that they had to buy service contracts, that they were required by law, that their lending elender requ or they were included in the price of the vehicle, which is false. >> paul blanco's good car company did not respond to our request for comment.

the attorney general says there may be more victims out there and encourages paul blanco customers to contact his office. >> customers probably have a lot of questions. in fact i hear paul blanco a lot. i don't know if they do ads but they have a lot of business. >> seven dealerships all over the state. very big out in the valley and kind of creeping into sacramento and here in the bay area. so here's the main question. if the suit is successful, watch in it -- what's in it for the consumer? potentially a great deal. the lawsuit asks for restitution for consumers who did business with this group. the attorney general's office wants to hear from those who feel like they could have been ripped off. now, if you've had any dealing with paul blanco's good car company or affiliated companies, there's a bunch of them, and feel like something was not right, you need to contact the a.g.'s office. this will be the first step in getting any restitution. that could come by way of this lawsuit. if you need help please contact me here at the station. we don't know how things will

petaluma, low 90s for places like concord and fairfield. so the heat is really going to be on as we head towards the next couple of days. you will have to be prepared because temperatures are going to be well above average for this time of year. let's take a look at what you're facing. fire danger elevated through midweek. temperatures will soar tomorrow and it's still going to be warm to hot on wednesday. so we are not going to get any relief until later on in the workweek. here's a live picture from our santa cruz camera where this might be a good way to beat the heat by heading to the coast and taking a dip into the water. here is a live picture from our mt. tam cam and you can see the air quality beginning to suffer. spare the air alert has been issued to tomorrow, moderate to poor air quality for the entire bay area. first thing tomorrow morning with the winds, temperatures are not going to drop much. mid-50s to the low 60s under clear excuse. look at the hour-by-hour wind forecast. while you're sleeping 1:00 a.m., those winds beginning to pick up out of the north. you will notice that that wind

will continue to increase going into 4:00 a.m., 26 miles an hour. calistoga, fairfield 24 miles an hour. going into tomorrow morning that is the same wind direction that will raise our fire danger. let's talk about the fire danger. highest concentration of the fire danger will be in the north bay. you will notice the fire danger index going from high to very high at times. the shades of yellows and oranges there, so definitely be careful outside the next few days. now, high temperatures for your tuesday, in the south bay it's going to be sizzling. gilroy 101, 100 in morgan hill, 96 degrees san jose, 95 in sunnyvale. on the peninsula you're going to feel the heat, 96 palo alto, redwood city 81. warm day in daly city, 87 in downtown san francisco. north bay plenty of triple digits from santa rosa to napa. 99 degrees -- excuse me, 100 in novato, san rafael 98. in the east bay 91 oakland, 93

in the north bay the russian river has a problem. the human waste problem is so

bad signs will be put up at several locations. this problem tends to get worse following weekends and at overnight camping locations. it's cost the county about $60,000 to clean up after people who have relieved themselves in waterways. by the way, there is a county ordinance prohibiting public your nation and defacation. california might be about to go to war with nutria. the huge rodents can do significant damage to waterways and wetlands. they eat about 25% of their body weight every day and officials say if they aren't controlled, the population could explode to 250,000. a california congressman is pushing forward with a bill to get funding to revive a program to eradicate them in the delta. he plans to bring a stuffed one to a hearing tomorrow at capitol hill to get his point across. pokemon go is still a thing. august was the best month since
