we have the heat advisory from 11:00 to 7:00 this evening and again tomorrow. so heightened -- or an increased risk of heat related illness everywhere except the east bay hills and mountains and right along the coast. a look at the day planner today, already 75 in the east bay hills. down where we live, 54 to 62 at 7:00. mid-70s at the coast. we'll hit to mid-to upper 80s and 90s away from the coast by 4:00. frances? mike, we're going to take a look at the altamont pass because that's where we have an injury crash at grant line road. all vehicles are reportedly in the center divide but with injuries reported i think we'll see even more slowing for folks heading out of tracy this morning. it's pretty jammed westbound 205. the drive time along that stretch, tracy to dublin, is 41 minutes. westbound 4 looking good, antioch to concord, 15 minutes.

southbound 101 san rafael to san francisco, 16 minutes. all right, thank you. developing news, a red flag warning is still in effect for heightened wildfire danger across the north bay. >> pg&e could still shut off power to certain areas to lower the risk of wildfire. a napa county more than 10,000 pg&e customers face a potential fire shutoff that includes people living and working in the hills east and west of downtown napa. and possible power outages worry business owners and others who rely on tourists to make a living. >> tourism fuels napa valley. the wineries are here, the restaurants. closing all of that will affect our business and all the businesses here in napa valley which we're still recovering from in 2017. >> power shutoffs could slow down efforts to rebuild hundreds of homes lost when the 2017 firestorm swept through the silverado country club. happening today you might notice something a little bit different.

>> vta and transit patrol officers will be there cracking down on commuters all in an effort to prevent people from being injured or killed by trains. jobina fortson joins us live in san jose with details on the new effort. good morning, jobina. >> reporter: good morning. the santa clara county sheriff's transit patrol unit will be doing a commute crackdown this morning starting at 7:00 and will be targeting cars and people on their bicycles as well as pedestrians that are ignoring these signs here as well as the lights and continuing to cross at the light rail crossing. the crackdown is in conjunction with the launch of vta's annual safety campaign during rail safety month. this year's campaign is rather urgent and in direct response to two incidents over the summer. a delmar high student was critically injured after she went under the safety gate. another student was killed doing the same thing about five years ago. the second incident involved a

bicyclist in downtown san jose. vta is also trying to make a statement with something they call ghost bikes. >> these ghost bikes represent people who have lost their lives and we want people to pay attention to make sure that doesn't happen to them. >> reporter: there have been 20 vta-related accidents so far this year. light rail operators continue to notice pedestrians and bicyclists distracted by their phones or deliberately ignoring safety measures. for now reporting live in san jose this morning, jobina fortson, abc 7 news. >> jobina, thank you. all right, new developments. two women now face charges in connection with this crime. elderly woman. a camera in walnut creek captured it last week t. sparked outrage and did go viral. police arrested the women saturday. they face several charges including elder abuse and credit

card fraud. supervisors are discussing a proposal to ban styrofoam food and beverage containers to reduce waste f. approved the law would apply to unincorporated parts that prohibits restaurants, food trucks from using the containers starting in may of next year. certain types of containers would be exempt including trays that are used to package raw meat and prepackaged food items. a new navigation center that officials hope will help build a better bay area is moving forward. the latest attempt to stop -- was stopped by a judge to the disappointment of neighbors who went to court to fight it. abc 7 news reporter lyanne melendez with what's next for the neighborhood. >> reporter: he told me his name was kendall. he frequents this area along the embarcadero just south of the bay bridge. neighbors are concerned that once this navigation center eventually opens, the area will be flooded with homeless people. so you are homeless? >> yeah, yeah, yeah, pretty

much. >> reporter: so do you understand people don't want this center sometimes? >> i don't think so. >> reporter: crime in this dense area also rises and falls just like in many san francisco neighborhoods. when a woman was caught on camera being attacked by a homeless man, neighbors increased their efforts to try to stop this proposed navigation center next door from going forward. >> i think the state wants to run a navigation center without negative effects but haven't found they're capable of doing that. >> reporter: the land has to be used for the good of the public. until now it's been a parking lot. the city said it's not a permanent structure and would stay in place for a maximum of four years. the city is charging itself $400,000 a year to lease the property meaning taxpayer dollars are being used. today the judge in the case did not grant a stay with the city's position allowing the project to be completed. >> if san francisco is unable to

open the navigation center or the opening is delayed, hundreds of unsheltered people whom the navigation center would serve will instead remain on the streets. >> reporter: the group safe embarcadero for all will decide whether or not to appeal the judge's ruling. happening today president trump is set to deliver a speech at the united nations general assembly. the president said he'll discuss iran in his address. he said the country is under more pressure than it, quote, ever had as a result of his economic sanctions. he said a lot of things are happening and that more would be discussed during his speech. iran is blamed for the attack on saudi arabia's oil facilities that has prompted deployment of u.s. troops to the persian gulf. new developments out of the uk this morning. the united kingdom supreme court has declared british parliament's suspension is void. this means british parliament is technically still sitting. the speaker has welcomed the

ruling saying the convene. the ruling has several lawmakers and leadings calling f johnson's regulars. a vote on extending muni metro service through a tunnel in the southwestern part of the city. three lines exit the twin peaks tunnel. a proposal calls for connecting the k and m lines into a tunnel beneath west portal avenue. that tunnel would run about two miles. you can see it here on the map towards san francisco state university and park merced. backers say it would allow for a redesign of 17th avenue. all right, mike, let's get a check of the weather. how are you doing? >> it's nice to be in air conditioning this morning. let's look at what's going on temperature wise. we have temperatures from 58 and castro valley, 56 to 63 in alameda right now. go across the bay and low to upper 60s from mountain view at

so many facets to it. it's already 75 degrees in the east bay hills. we're on our way to temperatures 17 to 21 degrees above average with mainly 90s and 100s. we have a spare the air day and we still have a high fire danger to talk about. number two, people are bracing for another day of possible power shutoffs across the north bay. pg&e is monitoring the weather and will warn customers before they turn off electricity to reduce the risk of wildfires. house speaker nancy pelosi will meet with members of her caucus after a report the president froze aid to ukraine days before the phone call with the country's president. vta is cracking down on those who break the law. deputies will be at the rail station near delmar high school after several accidents there. the crackdown starts at 7:00 this morning. number five, the barkley station switches to clipper card only sales. you can still use paper tickets but you can't buy them at the

station. and number six, lots of slow traffic on westbound 580 because of an accident at grant line road. number seven, mountain view's city council is set to vote on new restrictions for rv parking on city streets today. opponents including the aclu says the ban is unconstitutional. happening today another parent involved in the college admissions scandal will be sentenced. deny sloan paid $250,000 to have his son admitted to usc as a water polo player. his attorneys are asking for no prison time but prosecutors want a year in prison. sloan is the second parent to be sentenced. last week felicity huffman was sentenced to 14 days in prison. thousands of workers now have a new way to make sure they get paid in santa clara county. the county can now suspend permits from business that is refuse to pay employees what they are owed and that includes the health permits restaurants are required to have. backers of this law say it

provides a voice to a lot of people who feelhe bosses or taking on their bosses especially in places like nursing homes. >> there are a lot of ways caregivers are abused, they're exploited by employers. but most of the caregivers don't have any voice. >> santa clara county shockingly has the highest number of wage theft judgments per capita in the state. it's a very serious and significant problem here. >> it starts in mountain view, sunnyvale and parts of san jose and then will go countywide. a judge has ordered tesla's board of directors to face a trial over elon musk compensation package stemming from a lawsuit filed by a shareholder that alleges the committee that set musk's pay wasn't entirely independent of musk. over the next decade he would have made more than $50 billion. the lawsuit claims the board breached its duties in approving the package and amounts to unjust enrichment for musk.

it will ramp up again as we head to the next couple of hours and then again tonight. let's look at what we're dealing with air quality wise. it's our inland and east bay, areas in green, the south central bay, the areas in pink ad the santa clara valley blue that could have poor air quality today. >> thanks, mike. so there are about 200,000 fewer pounds of trash on bay area beaches and streets all thanks to a cleanup competition. >> the final numbers are out for the 35th annual california coastal cleanup day that happened over the weekend. they turned it into a friendly cmpetition. check out these numbers, 6,400 volunteers took part in saturday's event that is a record high. the most trash was picked up by volunteers from oakland, nearly 109,500 pounds. san francisco had the most estimated coastline cleaned at 46 miles.

north of puerto rico is the mona passage and this is where over the last 24 hours we've had nearly 57 reports of earthquakes. the biggest one about a 6.3 and then look at all this rain starting to wrap towards puerto rico as tropical storm karen. it's not the winds that will be an issue. it's moving rather slowly but it is moving north straight to the island and it's going to dump about 8 inches of rain which will cause some flash flooding, some mud and debris flows. they're going from earthquakes to flooding. not a good time to be in puerto rico. frances? mike, we'll start off with a traffic alert right now this is still in san jose, northbound 101. we just got an update, only the right lane is blocked. here is a live shot of the scene. it's moving better for these headlights right now with only one lane blocked instead of a couple. that's 880 right across your screen. a traffic alert has been issued.
