headlights stacked up underneath 880. you wt to consider an alternate. i have another sig alert for you, this one just in. a live shot of westbound 80 through emeryville. westbound 80 as you make your way through vacaville there might be an entire free throwway shut down at cherry glenn because of a possible truck fire. we'll keep you posted. developing news, the red flag warning in effect in the north bay could mean that pg&e could turn off power in some areas today to lower the risk of a wildfire. >> in napa county more than 10,000 pg&e customers face a potential power shutoff. business owners who rely on tourists to make a living are concerned. >> tourism is what fuels napa valley. closing all of that will affect our business and all the businesses in napa valley which we're still recovering from in 2017. >> power shutoffs could slow down efforts to rebuild hundreds of homes lost when the 2017 fire swept through the silverado

san jose. the transit patrol will be doing a morning commute crackdown starting at 7:00 a.m. they'll be targeting cars, cyclists and even pedestrians who ignore the warning lights and safety signs at the light rail crossing. listen to what one commuter told us he sees regularly at the train safety gate. >> ducking underneath and running. and the train is already going. it's just nonsense. >> reporter: light rail operators notice pedestrians and bicyclists distracted by phones or deliberately ignoring safety measures. there have been 20 vta-related accidents so far this year. reporting live in san jose this morning, jobina fortson, abcne. thank you, jobina, for that update. president trump is set to address the united nations general assembly just over an hour from now. the president said he will discuss iran in his address.

he said the country is under more pressure than it's, quote, ever had as a result of his economic sanctions. iran is blamed for the attack on saudi arabia's oil facilities that has prompted deployment of u.s. troops to the persian gulf. president trump's address is set to start at 7:15. we will be streaming that live on our news app and you can catch it on abc7news.com. major chaos in britain this morning. the country's supreme court ruled prime minister boris johnson's suspension of parliament was illegal and void. that ruling means parliament is still technically in session. johnson suspended parliament as part of his effort to force britain out of the european union on october 31st. however, he's faced a fight from some lawmakers who are trying to delay that exit until there's a deal with the eu. johnson says he disagrees with the decision and is considering suspending parliament again. new developments in an amber alert issued by chp over the weekend. a young boy and his father from

merced county have both been found dead. 2-year-old john weir and 32-year-old steven weir were found dead in a car. the sheriff's office said he appeared to have abducted his son over the weekend from his estranged wife. a controversial homeless navigation center in san francisco is moving forward it. >> the center is under construction along the embarcadero and will open some time in november or december. safe embarcadero for all said it has to be used for the good of the public. they worry neighbors' safety will be put at risk. but a judge denied the petition to prevent the center from opening. >> if san francisco is unable to open the navigation center or if the opening is delayed, the city wrote, hundreds of people whom the navigation center would serve will instead remain on the streets. >> the group safe embarcadero for all will decide whether or not to appeal the judge's ruling. still ahead, the big

what is it with ocean beach? 57 degrees while everybody else is in the 60s, even some upper 60s, lake merced, sunny side, potrero hills and the financial 67 degrees. it will be even harder to sleep tonight in san francisco. daly city, pittsburg, fairfield 76. american canyon, 57 along with palo alto. a look at what's going on today. beaches in the 80s. be creative trying to stay cool. it will be too hot this afternoon especially for walking the pets as the asphalt will get up to 120, 130 degrees. 90s from noon through 6:00, near 100 during the afternoon hours.

the peninsula, in the mid-90s from about, say, 3:00 to 5:00. our last stop will be the south bay. mid-90s from about 2:00 to at least 6:00. even hotter tomorrow. i'll show that you coming up. first, frances, major issues on the roads. a possible full freeway closure. traffic alert has been issued in vacaville for interstate 80. they're going to shut down both sides of the freeway near the cherry glenn area. one of the vehicles is highly flammable, they think it might explode. traffic is already a crawl through vacaville. alternate routes, may be some of the city streets and that will get jammed as well. san jose northbound 101, the right lane has been blocked but we also had major problems earlier and major damage. northbound 101 heavy as headlights here also still slow past 880. you may wan to consider

northbound 87 with this live shot for taillights as an alternate. thank you, frances. new at 6:00, a san francisco landlord has decided to waive fees for tenants who accused the company of trying to force them out. veritas investments was the subject of an investigation last year and dozens of tenants filed a lawsuit. the waiver applies to tenants living on a fixed income. they say veritas has continued to charge fees for repairs and debt service despite the city closing that loophole last year. here is something i want to learn more about. a hangover is considered an illness in one european country. imagine not getting paid for the work that you've done. this is a problem in santa clara

me, number one, and would have killed me. i said no matter what i will scream until i get help. >> she says she thinks the attacker may have had a partner. police are investigating and so far they haven't arrested anybody. >> wow. new at 6:00, the days of free parking might be coming to an end at one south bay mom. it sits along the border between san jose and santa clara. our media partner ""the mercury news"" reports a statement issued sunday saying shoppers may have to pay to park but it won't start until next year. westfield began charging to park at a mall in san diego. they wanted to stop people from parking on its lot and walking to other places. thousands of workers now have a new way to make sure they get paid. the county can suspend permits from business that is refuse to pay employees what they're owed and that includes the health peits that restaurants have to obtain. backers of the law say it gives a voice to people who feel powerless taking on their bosses. enforcement will start in mountain view, sunnyvale and

parts of san jose before going countywide. happening today san francisco's transportation authority will vote on extending muni metro service to the southwestern part of the city. right now three metro lines exit the twin peaks tunnel at west portal. it calls for connecting the k&m lines. that tunnel, which we're going to show you on the map here, would run about two miles to san francisco state university and park merced. backers say it would reduce commute times and allow for a redesign of 19th avenue. new this morning, apparently hangovers are an illness. this is according to a german ruling in a case of making illegal health claims of hangover cures. food products cannot be marketed as being able to treat or prevent illnesses. earlier this year a survey found american workers take an average of two sicke hangovers.

that's the biggest thing. 100 in morgan hill, even santa cruz getting in on the mid-90s. so is the peninsula. 94 to 96. even the coast with that offshore breeze reaches the low to mid-90s. look at daly city, 84 degrees. san francisco will flirt with 90. 92 in south san francisco. only 86, though,sausalito. upper 70s along the north bay. but then you go into the upper 90s to low 100s, 20 to 25 degrees warmer in your valleys and at your coast. along the east bay shore, no break. 90 to 94 degrees. you break out into the valleys and we're at 99 to 102 degrees. tonight 70s and 80s, hills and mountains. the rest of us in the 60s with the fire danger continuing. more of the same tomorrow. maybe even a degree or two warmer. look at the drop that reaches

inland and we're below average, 60s and 70s. saturday, sunday and monday. here is frances. mike, we have a traffic alert in the vacaville area. full freeway is being shut down in both directions of interstate 80, and this is because of a possible vehicle explosion at cherry glen road. traffic is jammed for folks heading out of vacaville. waze is saying delays are already an hour and a half. it's just a crawl. they're detouring traffic off the freeway and we're picking up slowing in the east bay. really think of alternate routes this morning. we're also tracking another sig alert, an accident in san jose northbound 101. only the right lane blocked. traffic is starting to recover moving at 30 miles an hour. you can see in this live shot, it's still jammed. northbound 101 from 85 to the san jose airport is about 20 minutes. i want to give you an update at

to vote. there are about 200,000 fewer pounds of trash on bay area beaches and streets thanks to a cleanup competition. >> final numbers are out for the 35th annual california coastal cleanup day that happened over francisco and oakland turned it into a friendly competition. 6,400 volunteers took part in saturday's event. that is a record high. the most trash was picked up by volunteers from oakland, nearly 109,500 pounds. san francisco had the most estimated coastline cleaned at 46 miles. it's hard to say who exactly won. it was a battle of the mayors, it sounds like everyone kind of won. we all won, right? >> earth won. >> we did. a top knee specialist -- this is not good news. he might be right, he might not be right. he's saying klay thompson should not play basketball this season or next season. >> thompson suffered a torn acl

that was definitely -- you felt that. >> she was powerful. >> everyone was sharing that on my facebook feed yesterday, that moment. i know locally we're following big traffic this morning and some fire danger. >> let's jump right in. critical fire conditions, one of three things we're watching weatherwise that are dangerous today. unfortunately it's been extended an extra six hours from when we talked yesterday. this continues, this red flag warning, through 11:00 tomorrow. you can see some of the cities like vallejo and fairfield and head down to lafayette and blackhawk. we have the heat advisory. 11:00 this morning to 7:00 this evening not only today but also tomorrow. absent from that will be the coast and the east bay hills. right now they're blowing around 22 miles per hour so the critical fire conditions aren't as bad as they could be. the potential is still out there on the spare the air day as we hit the 80s at the coast, 90s to 100s around our bay and inland

neighborhoods. frances, major issues going on. tell us more. we have a full freeway shutdown in vacaville, both directions of interstate 80. so if you're getting to and from sacramento, it will be a rough ride ahead. a sig alert issued because they don't know when this will clear up. they've shut down the freeway because they're worried one of the vehicles carrying a highly explosive gas will explode. so traffic is being detoured off on to surface streets. right now waze is calculating 2:20 minute delays in the westbound direction. traffic very heavy in the eastbound direction and surface streets like peabody road will be your alternate. better news in san jose, the earlier sig alert has been canceled and an earlier crash cleared. >> frances, thank you. i know you'll keep us posted. developing now pg&e has turned off power in three counties in the sierra foothills due to high fire risk. >> in the north bay thousands of people are still on standby waiting to hear if today it could happen to them.

abc 7 news reporter amy hollyfield is live in napa with more. good morning, amy. >> reporter: hi, good morning. napa county has power right now but could lose it today. sonoma and lake county also face the same threat. it is going to be hot again. pg&e will be watching the weather. sonoma county activated its emergency operations center yesterday. officials say they need to be ready for issues that a power outage could create. pg&e says the weather is expected today to be hot and dry and windy and it could force them to shut off the power to try and prevent fires from starting. >> tuesday morning we'll take a look at the weather conditions and we'll make a decision whether we will need to shut off the power in those areas for safety. >> if pg&e decides to do it, we're looking at 33,000 residents without power. that will obviously create an increased call for servic it could impact traffic, increase those people that have access and functional needs.

xplo traffic concerns as the grows. happening today another parent involved in the college admissions scandal will be sentenced. devin sloan paid $250,000 to have his son admitted to usc as a water polo player. his attorneys are asking for no prison time, but prosecutors want a year in prison. sloan is now the second parent to be sentenced. last week actress felicity huffman was sentenced to 14 days in prison. president trump is set to address world leaders as questions mount. >> "the washington post" reports president trump ordered aides to freeze millions of dollars of aid to ukraine a few days before the phone call with the ukrainian president. president trump denies there was any quid pro quo. >> i put no pressure on them whatsoever. i could have. possibly, have been okay if i did. but i didn't put any pressure on

them whatsoever. >> house speaker nancy pelosi will meet with members of her caucus today about this. there are reports she's been quietly discussing with allies whether it's time to impeach. former raider antonio brown will head back to college now that he's been released from the new england patriots and has quit the nfl. brown announced on instagram he's enrolled at central michigan university where he went to school and played football before being drafted by the steelers in 2010. two of his classes are online courses. the nfl network reports central michigan has confirmed brown has enrolled. happening today, mountain view city council is set to vet on no restrictions for rv parking on city streets. the proposal would ban oversized vehicles on streets that are 40 feet wide or less, the typical width of residential streets and streets with bicycle lanes. opponents, including the aclu, says this ban is unconstitutional. the city has established safe parking programs for campers but those spots are limited.

tonight's city council meeting starts at 5:00 p.m. developing news, schools in puerto rico are closed as people brace for the impacts of tropical storm karen. this comes after two earthquakes hit the country yesterday including a 5.1 magnitude jolt followed by at least three aftershocks. there are no immediate reports of any damage, though. emergency management offices are already open around the clock preparing for karen. the storm is expected to bring flash flooding and up to 8 inches of rain. still ahead, a vta crackdown. the effort to keep people safe during a dangerous crossing. and at 6:37 you are taking a live look at the big board at the new york stock exchange. we are starting up this morning. another update next. plus, the product apple will soon begin to make not in china >> i'm sure people might be lined up for that, too. as always. >> yep, they will. >> all right, mike, we're going

upper 80s to low 90s from 1:00 to 5:00 along the east bay. and look at this in san francisco. our average high is 70. we'll be there at 9:00 this morning. we'll be in the low 80s to mid-80s by 1:00. mid to upper 80s the rest of the afternoon hours and still 78 at 7:00. potentially even hotter tomorrow. i'll show that you coming up. first, there's a potential full freeway closure? >> yeah, they'v actually shut down the freeway in vacaville. >> the entire freeway? >> for a possible vehicle explosion. one is carrying a highly flammable gas so they're thinking it might explode and that's why they've shut down the freeway in both directions of interstate 80 at cherry glen road. in the westbound direction traffic is jammed for miles. they're even putting up signs as far as davis and waze right now is already calculating two hours and 40 minute delays in the westbound direction.

58 with showers saturday. 48 with more showers sunday. and sunday night some snow is possible. >> thanks, mike. happening today a major crackdown in the south bay. vta and transit patrol will be looking for people breaking the law. abc 7 news reporter jobina fortson is live in san jose with the details. good morning, jobina. >> reporter: good morning. the santa clara county sheriff's transit patrol will be conducting that crackdown right here starting at 7:00 a.m. they'll be targeting cars, pedestrians, and people on bicycles who ignore the warning lights and safety warnings at the crossing. the crackdown is in conjunction with the launch of vta's annual safety campaign during rail safety month. this year's campaign is rather urgent and in direct response to two incidents over the summer. a summer school student was critically injured after she went under the safety gate. another student was killed doing that same thing about five years ago. the second incident this summer involved a bicyclist in downtown
