development, breaking new development in the ukraine controversy, raising new questions about whether or not the president pressured a foreign leader to investigate a political rival. abc news has confirmed reports that days before he talked to the president of ukraine about investigating joe biden, president trump himself ordered his chief of staff to withhold some $400 million in military aid to ukraine. this revelation comes as pressure to begin impeachment hearings grows from previously reluctant democrats. >> i don't know how i live in a country, i help lead a country that allows a president of the united states to openly admit to this kind of corruption and get away with it. >> reporter: now, seven more house democrats are joining the call to impeach, writing in an op-ed in "the washington post" that, quote, these new allegations are a threat to all we have sworn to protect. the president still insists that there was no quid pro quo. >> i did not make a statement

that, you have to do this or i'm not going to give you "a." i wouldn't do that. i wouldn't do that. >> reporter: but earlier in the day the president seemed to acknowledge he did consider withholding aid unless the investigation went forward. >> we're supporting a country, r we want toy is why would you give money to a country that you think is corrupt? >> reporter: the president also suggested it wouldn't have been wrong if he did do it. >> i think it would probably, possibly have been okay if i did, but i didn't. i didn't put any pressure on them whatsoever. >> reporter: on the eve of his u.n. speech the president dispatched vice president pence to fox news to defend his actions. >> he mentioned vice president biden and his son in the context of us wanting to see honest government. >> reporter: while there has been no evidence of any wrongdoing, joe biden's son hunter did make tens of thousands of dollars a month working for a ukrainian company while his father was vice president. biden on twitter is urging the president to release the transcript of his call with the ukrainian president.

among the world leaders the president will meet with tomorrow here in new york is the president of ukraine, president zelensky, who has not yet talked about any of this, george. meanwhile, i am told there is white house of going forward and releasing the transcript of the president's conversations with president zelensky. >> so they might release the transcript but still holding the line on releasing the whistle-blower complaint? >> reporter: it sure seems -- i see absolutely no indication that they are going to budge at all on that and, of course, that is the demand from speaker of the house nancy pelosi. >> okay, jon karl, thanks very much. let's bring in our senior congressional correspondent, mary bruce, for more on that right now. mary, this development that jon reported on overnight, seven house freshman democrats now say it's time to go forward on impeachment. >> reporter: this is a very big deal. this is a group of freshmen democrats from swing districts who could be vulnerable if

impeachment backfires politically on democrats. pelosi has been reluctant to go down this road in part because she wants to protect these seats. these are her so-called majority makers. now these members are telling the speaker to go for it and that this cannot stand and if these allegations are true we believe these actions represent an impeachable offense. george, they are clearly giving the speaker political cover here to consider impeachment and they are not alone. we are now seeing some of pelosi's closest allies saying this is a turning point. >> and she is really taking charge of this issue today in the house. >> reporter: george, this is going to be a pivotal day. the speaker is going to be sitting down with the chairman of the committees who are investigating this matter and then she's going to huddle with all of her members, every single democrat in the house to try to chart a path forward. the big question for the speaker now is, can she stem this rising tide? we now have 60%, more than 60% of her members, who support impeachment. now, pelosi all along has been saying she needs two things in order to go down this road,

she needs republican support and buy-in from the public. right now she has neither. this is a matter of national security and the more that we learn about these revelations, the more the speaker is opening the door to consider impeachment. >> seems to be in something of a new place. mary bruce, thanks very much. michael? >> all right, thank you, george. now to breaking news overseas. there's chaos in the uk this morning over a new ruling that prime minister boris johnson broke the law when he advised the queen to suspend parliament. ian pannell is there outside parliament with the latest. good morning, ian. >> reporter: yeah, good morning, michael. wow, what an explosive ruling politically, constitutionally and legally unprecedented and today one of america's closest allies is in a state of chaos and the future of one of president trump's favorite leaders is thrown into doubt. now, what's just happened is that britain's supreme court has ruled that boris johnson's advice to the queen to suspend parliament behind me was unlawful. now, he said it was to allow time to develop new policies, but with the brexit deadline looming his opponent said it was just to stop debate. now technically the houses of parliament can get back to

army infantry soldier trained in combat and tactical operations. >> cnn was the major news network. >> reporter: jarrett william smith stationed at fort riley, kansas, was arrested on saturday after he allegedly talked to a confidential fbi source about placing a vehicle full of various explosive materials at the headquarters of a major news network. and smith allegedly said 30 minutes later, boom. >> anybody that talks on social media or to an undercover source about harming people, it's an immediate red light for the fbi to aggressively investigate it. >> reporter: the fbi says it locked on to the 24-year-old smith last march after receiving a tip he was allegedly using facebook to distribute information about how to build improvised explosive devices and he also had allegedly been discussing joining an ultra right-wing paramilitary group. according to the charge, the fbi
