million in cocaine inside this submarine. president trump's commerce secretary taking a snooze during the president's speech. or was he? the denial from wilbur ross. good wednesday morning, thank you for joining us. we begin with several developments overnight from the impeachment drama that's unfolding in washington. >> one day after house speaker nancy pelosi announced an impeachment inquiry into president trump, here's what we can expect. the president has authorized the transcript of his phone call with the president of ukraine to be released. that call is the subject of a whistle-blower complaint that started this whole scandal. the president is accused of withholding military aid and asking ukraine's president to investigate former vice president joe biden. >> president trump will meet with the ukrainian president at the united nations today. he's expected to address the media after that meeting. >> and this could be the biggest

headline today. sources say the white house is considering whether to release the whistle-blower's complaint to congress. abc's ines de la cuetara is sorting through all of this and she joins us from washington. ines, good morning. >> reporter: good morning, janai and kenneth. it's a historic moment in washington. democrats had been demanding action against president trump for months. house speaker nancy pelosi had been on the fence but she is now making her move. a stunning turn by house speaker nancy pelosi announcing the first step toward impeachment. >> the actions of the trump presidency revealed a dishonorable fact of the president's betrayal of his oath of office, betrayal of our national security and betrayal of the integrity of our elections. >> reporter: the historic move comes after president trump admitted to asking the president of ukraine to investigate his political rival joe biden and his son hunter who had business interests in ukraine. days before the phone call, the president ordered his chief of staff to halt nearly $400

million in foreign aid to ukraine. >> and there was never any quid pro quo. >> reporter: trump insisted at first that he withheld the money because he wanted ukraine to address corruption but a day later the president seemed to change his explanation saying the aid was withheld for a different reason. >> i want other countries to put up money. i think it's unfair that we put up the money. then people called me and said, oh, let it go and i let it go but we paid the money. the money was paid. >> reporter: now more than two-thirds of house democrats are saying it's time to impeach. >> this isn't relitigating the past. this isn't relitigating the election with hillary clinton. this is about the president abusing his office in seeking political dirt about an election that's upcoming and i think the national security concerns is really what weighed on these members. >> reporter: trump has now authorized the transcripts of his phone call with ukraine's president to be released and president to be released and overnight he called the

impeachment inquiry more breaking news witch-hunt garbage and presidential harassment. >> when you see the call, when you see the readout of the call, which i assume you'll see at some point, you'll understand. that call was perfect. there was no pressure put on them whatsoever. >> reporter: top republicans say the inquiry is a political ploy by democrats based on a still unseen whistle-blower complaint about the phone call with the ukrainian president. >> they're going to be embarrassed when the transcripts come out and i hope the american public wakes up. >> reporter: the trump administration blocked congress from seeing that whistle-blower's complaint which the intelligence community's inspector general called credible and of urgent concern. but this morning, sources say the complaint is undergoing a declassification process by the white house for its possible release and in another twist, house intelligence committee chairman adam schiff says the whistle-blower now wants to speak to house investigators. schiff has requested an interview tomorrow in a secure location. meanwhile, abc's terry moran explains an impeachment inquiry is only the beginning of a long

process, which does not mean the house will charge the president. >> here's how it will go down. facts and evidence, speaker pelosi has instructed the six committees that are already investigating president trump to, quote, proceed under that umbrella of an impeachment inquiry. depending on the facts in evidence they develop, articles of impeachment could be drafted then. >> reporter: so what's next? well, the white house says it will release a transcript of that phone call between president trump and the president of ukraine. the white house says the transcript will be unredacted but critics are wondering if they'll actually get to see the full conversation, janai a ines, thank you. we know the politics of impeachment are tricky. back in the late '90s president clinton emerged from the impeachment process more popular. >> but it was republicans who then won the white house in 2000. most of the democrats now running for president support this impeachment investigation but not all of them. congresswoman tulsi gabbard says

it could tear apart an already divided country. we asked our political director rick klein for his thoughts on what this process could mean for democrats. >> janai and ken knit, a historic a monumental announcement by house speaker nancy pelosi calling for this impeachment inquiry. this kicks off what could be months of investigating of the most serious types of charges of a president. it freezes the 2020 candidates essentially in place and it puts house democrats on report in saying that they are going to pursue the leads, pursue all of the different tips that come through and pursue the information around this particular episode with all of the vigor, all of the constitutional muscle they can muster, perhaps the biggest change to the political dynamic, it has democrats acting and president donald trump who is so used to dominating the political narrative, he is now going to be in the position of reacting to what the democrats offer. janai and kenneth. >> all right, our thanks to rick. and you can stay with abc news and the abc news app for

continuing coverage of the impeachment investigation with live updates every hour. we turn now to the college admissions cheating scandal and a new sentence that has just been handed down. a california executive is heading to prison for bribing his son's way usc. legal experts say the sentence should send a message to other parents charged in the scandal including actress lori loughlin. this morning a los angeles businessman is preparing to spend months behind bars for his role in the college admissions bribery scandal. devin sloane is only the second person to be sentenced in the scheme where wealthy parents are accused of paying large sums of money to get their kids into prestigious colleges. sloane admitted to paying $250,000 to get his son into the university of southern california as a water polo player, even though his son did not play the sport. court documents say sloane purchased water polo gear on amazon, got his son to pose in the backyard pool with the gear. then hired a graphic designer to photo shop the images. his lawyers requested no jail time arguing a fine and community service would be adequate punishment but the

judge took a tougher stand sentencing him to four months in prison. like sloane actress lori felicity huffman pleaded guilty in her case admitting she paid $15,000 to have her procter change her daughter's s.a.t. scores. she was given a two-week against. >> there is a possibility they might keep her local in los angeles in more of a detention center which could mean she would be in a population that would include violent criminals as well as white collar criminals. >> reporter: prosecutors say sloane's conduct was far more egregious than huffman's because sloane paid 17 times the bribe amount and did not accept responsibility the same way huffman did. sloane's sentence could signal trouble for the others in the scandal, most notably lori loughlin and her husband who pleaded not guilty accused of paying $500,000 to get their daughters into usc. if their legal gamble fails and they're convicted some say a prison sentence sees more likely. devin sloane must report in december and also has to pay a

$95,000 fine. turning to the weather now we just received video of a reported tornado that touched down in western wisconsin. knocking over trucks on the highway like this one. at least one home in a nearby town was badly damaged in that storm. meanwhile, in puerto rico tropical storm karen could dump up to 14 inches of rain. check out this video that already shows one river already overflowing its banks there. well, coming up, should pit bulls be allowed on planes? one airline takes a stand. but first a major drug bust at sea. how the coast guard tracked down $165 million worth of cocaine. later, is the new joker movie too violent? the pare

drug bust in minnesota. police have seized nearly 77,000 vaping cartridges containing illegal thc oil. the estimated street value is nearly $4 million. and authorities in two more states are cracking down on vaping. massachusetts has announced a four-month ban on the sale of all vaping products. during the ban state officials will work on possible new regulations to address the vaping health crisis. and in california, a ban on flavored e-cigarettes and tobacco products in los angeles county could be approved by next week. four suspected drug smugglers are under arrest after being caught in the pacific ocean in a submarine. the coast guard says the sub was packed with 12,000 pounds of cocaine worth $165 million. officials say the operation at sea and the weight of the drugs put everyone in danger. >> most of the vessel is underwater and just the smallest leak or the smallest tip of stability would cause the whole thing to go under including our crew members and anyone else that's on board.

>> so far this year homeland security has seized more than $4 billion worth of cocaine heading into the u.s. and federal agents also say they foiled a smuggling operation in the air. $5 million worth of gold bars were allegedly found inside the nose of a private plane that landed in ft. lauderdale. agents say they noticed some rivets on the plane that were loose and found the gold. the venezuelan pilot was arrested. delta air lines is standing by its ban on pit bulls even if a pit bull serves as an emotional support animal. new guidelines from the government say airlines should allow any dog to serve as an emotional support animal on flights longer than eight hours. but delta says pit bulls have proven to be more dangerous. animal advocates say a specific breed should not be targeted. coming up, an 11-year-old boy steals a car and drives for three hours. the person he was trying to meet. also a coyote charges after this 5-year-old girl. she describes how she escaped. and the dramatic video from the murder trial of a former

we are back now with breaking news in california. it's concerning this attack on a real estate agent. police say a person of interest is now in custody. the surveillance video shows that man shoving and then allegedly groping the real estate agent during an open house near los angeles. well, now to dallas and the former police officer on trial for murder. amber guyger shot a man in his own apartment. she says she entered the wrong home and thought he was a burglar. >> today more neighbors are expected to testify, but as abc's marcus moore reports, video from that night is raising several new questions. for the first time we are seeing the chaos and confusion from multiple viewpoints the night dallas police responded to amber guyger's frantic 911 call. she had just shot and killed 26-year-old botham jean inside his own home. the powerful and sometimes

graphic images show the desperate race to reach the fourth floor and that sprint down a long hallway where they encounter their former colleague. >> i thought it was my apartment. i thought it was my apartment. >> where'd you shoot him? >> the top left. >> reporter: several officers taking turns performing cpr on jean. prosecutors highlighting this video to suggest guyger received preferential treatment not isolated initially and here seen hugging a fellow officer. even allowed to sit in a patrol car looking at her phone while jean was rushed to the hospital. guyger claims after an almost 14-hour workday she mistakenly went to the wrong floor of her apartment building. when she walked into what she thought was her home and saw someone in inside, she assumed it was an intruder and opened fire. but prosecutors pressed one responding officer about the protocol when an officer believes that a burglary is in progress. >> what do you do?

collided in the dark with a boat that had no lights on. two people were killed. a lawyer has denied rumors that kevin o'leary was driving. in central new jersey a small plane crash landed in these trees. the pilot of the rented plane was not hurt and waited four hours to be rescued. an 11-year-old boy from south carolina is back home after driving across the state. police say he stole his mother's car and used the gps from his father's tablet. he drove 200 miles in the middle of the night to charleston then he lost the gps signal and asked a police officer for directions. he was reportedly trying to meet up with a stranger he met on snapchat. >> i would love tonight right now anybody who is watching this who is a parent of a child especially an 11-year-old and have a conversation about what you're doing on social media, the dangers, the benefits, and things that as a parent, we need to talk about every day. >> that 11-year-old boy was reportedly planning to move in

castro valley is 40 minutes. happening now, pg&e is getting ready to shut off power to hundreds of customers in the north bay because of the increased risk of fire. >> amy hollyfield is on the way to calistoga right now and joins us live. good morning. >> good morning. they opened a resource center to help people possibly impacted who may need help during this power outage. we're on our way now. let's look at the maps, you can see the impacted areas of sonoma counties. 708 customers set to lose power near calistoga, napa and the northern end. and in sonoma county, 711 customers near santa rosa along porter creek road will be affected. businesses in the wine country have been preparing for this. they rented huge generators to
