notice where you live. sometimes the answer isn't obvious and sometimes first attempt doesn't work out. >> that's right. in clinton park residents put boulders out to stop homeless people from setting up tents. today they took them away. luz pena explains what's changed. >> reporter: boulders are gone. >> people were getting harassed, out here on the streets in middle of the night sometimes harassing people living on the street. >> reporter: concerned for their safety, neighbors decided not to give names and remained off camera. after weeks of leaving boulders out, threatened online by people who disagreed with solution. over the weekend the threats were different. unidentified group pushed boulders on the street and today asked the city to remove them.

>> this is video of governor newsom signing the bill on lebron james's hbo show. some of the top athletes play in the bay area. why we have team coverage on this story tonight. anser hassan, what will this new law change? and when. >> reporter: good evening. new law doesn't arrow universities or colleges to share revenue with athletes but allows the athlete to use his or her name or image for profit without penalty. some say will have big impact on female athletes and student athletes of color. when a student athlete signs with the ncaa they sign away rights to make money using name and image. that's now illegal in california. >> to give student athletes a piece of the pie, to bring equity back into college sports.

trendy fashion retailer forever 21 is going chapter 11. planning to close nearly 200 of 800 stores as part of the bankruptcy. there are 12 in the bay area. but so far the company hasn't said which if any might close. abc7 news reporter chris reyes is live with what retailers and consumers are saying tonight. >> reporter: likely hear more about closing stores as company rolls out restructuring plan. but now inside the mall at forever 21 it's business as usual. however did talk to shoppers who
