tough topics of life in the bay area. lyanne melendez. they're designed to get homeless people off the streets. would you want one in your backyard. we asked neighbors what it's really like. >> wayne freedman, he's in the north bay. the narrows of highway 101 has been a problem spot for years. crews have been working on a fix for years. today a milestone in the progress report. also today a new tool in the bay area's biggest city to pinpoint what resources are needed the most and where. abc 7 news reporter chris nguyen has the story and joins us live. chris? >> reporter: dan, this is all about using a data and technology to improve the lives of people in san jose. it's called the social progress index. take a look. i've put it on this computer screen behind me. you can see here that it identifies trends and gaps throughout the city down to the census track. >> tonight, san jose takes another step to innovate.

but in a different way. >> whether it's around safety, around health, education. to show that zip code does not determine destiny. >> in partnership with the national nonprofit social imperative, america's tem plar -- has become the first to launch social progress index. from crime to educational attainmentment rates, it's the economic and social well-being of residents centered on basic human needs. foundations of well-being and overall opportunity. >> this part of willow glen neighborhood ranks number one in the social progress index. but a half mile away, this area is 167th. in total, there are 213 census tracks in san jose. those are small areas defined by the u.s. census bureau, each one with an average population of 4,000 people. >> this is a reminder that data can be used tore good. >> san jose state political

science professor melinda jackson says it can be used as a tool for community organizing. >> people in the community can compare themselves to other neighborhoods and be able to see where they stand and say, hey, how come we don't have access to these resources that other neighborhoods have? >> the index aims to support san jose's smart city vision. the goal to be more data driven and evidence-based in reacting to challenges. >> it's important to really spur the creative conversations within the community about how we can do better. i think this tool is going to be helpful in many ways, but it's going to require all of us to be engaged. >> reporter: the tool is available for anyone who would like to use it. we'll put a link on our website, abc7news.com. we're live in san jose, chris nguyen, abc 7 news. >> thank you, chris. today at san jose state a rally to draw attention to the issues facing homeless students. the student homeless alliance hosted the event. they say the school isn't doing must have to help spartans in need.

>> we're trying to speak up and capitalize on the opportunity just to house the students here at san jose state. >> earlier this year, san jose state's president said the issue was one of her top priorities. in a statement today, campus officials said 100% of students who requested assistance through the sjsu cares program and remained engaged with the organization received aid of some sort. homelessness affects all nine bay area counties and is on the rise in almost all of them. more and more cities are turning to the idea of navigation centers as a possible solution. not just a place to sleep. these are designed as one stop shops with the explicit goal of getting people off the streets after a short stay. san francisco has five of them. there are plans to build a sixth along the embarcadero. neighbors have been fighting the idea for months. they don't want one in their backyard. to find out what it's really

like to have a navigation center in your backyard, we've toured the one at 25th abc 7 news reporter lyanne melendez saw firsthand what it's like. she's live in the newsroom with the story. lyanne? >> you've heard of the term winning hearts and minds, right? well, at first neighbors and businesses were reluctant to have a navigation center in their backyard. that changed. >> the central waterfront navigation center is quietly nestled in an industrial area in the dog patch neighborhood on the east side of the city. because it's isolated, a few people don't seem to know it's there. >> it's right over there. >> it's right over there? >> first time i know. >> frank lawson, a business owner, had positive things to say about the center. he instead blames a 24-hour gas station with a mini market for a attracting homeless people outside his establishment. >> we've had homeless people set up tents at nighttime. >> like the one over there? >> yeah. exactly. that just came up thimorning. >> why hashi navigation

center been successful? let's be fair and realistic. it's a distance away from homes. unlike the navigation center that will soon open along the embarcadero. it's also the smallest with just over 60 beds. the embarcadero one will have 200. the central waterfront navigation center is operated by episcopal community services which has experience with shelters in the city. the people who live at the center can come and go as they please but they too are members of the community. >> this community has been an incredible example of what we can accomplish. >> just as important is the relationship between the center and neighbors. >> it takes our staff working hand in hand with leadership in the dog patch neighborhood to hear their concerns, to understand their concerns, to respond as quickly as we possibly can. >> that relationship has grown. in this letter written by the dog patch neighborhood

association, the dna would welcome a second three-year lease term. the next paragraph said they've been a good neighbor, well-maintained and ininvaluable resource in addressing encampments in the neighborhoods. neighbors realize that this center is a viable way to keep people off the streets. >> that center opened in may 2017. residents have a case manager, psychiatric services twice a week if they need it. there is a clinic and so neighbors have seen the value of this center. in the newsroom, lyanne melendez, abc 7 news. >> lyanne, how successful is the center in getting people to transition into permanent housing? >> i asked that. 24% who moved out moved into permanent housing. that doesn't mean that the other 76% failed. there isn't enough housing in

the city even if they are ready to make that transition. i asked how do residents and staff feel about that? they said, disappointed. >> lyanne melendez, thank you the. our effort to build a better bay area focuses on solutions. today there's a milestone to celebrate on the solution to north bay traffic. cal trans broke ground on the last sonoma county segment of marin sonoma narrows project. this project on highway 101 from petaluma to novato is designed to add new carpool lanes. reporter wayne freedman is live with a progress report tonight. wayne? >> reporter: greechk good evening, dan. the narrows. this has been a project 30 years in the planning. 18 years in construction. today it started the last phase. it's roughly a $121 million project. yes, when they broke groupd, it was symbolically. >> massive delays along the 101

narrows expansion even at the river wetlands dog park in petaluma, you won't have to wait long. >> do you believe anything cal trans says at this point? >> no. >> they may have noted the irony as cal trans kicked off another round of highway construction in a cul-de-sac. >> does that strike you at all? >> i think it's very fitting. >> when the senior engineer graduated from nearby high school, he never imagined supervising the last stage of this billion dollar project expanding 16 miles of highway to six lanes and completing a modern highway in the place of one built to 1950s standards. it has taken 18 years. cal trans told us today they could have finished this project in five years if the money had come in at once. >> we're working on a highway system that has traffic. so it's not like we're working in an area that has no traffic. we can build the lands and go. >> this last section will install sound walls between the

highway and neighborhoods, elevate the freeway and add four bridges, includingne here above rainier avenue allowing traffic to pass from east to west in petaluma. while environmentalists don't like it, regulars in the deer creek dog park see progress even though the extended road will pass close to them. >> we really need it. there's only two roads that go over to the other side of town. >> cal trans optimistically estimates one or two years until completion. after that -- >> when the project is complete, i will retire with about 34 years in the state of california. >> and he'll have left his mark in his hometown. >> reporter: residents around here are hoping he leaves that mark sooner than later. jeff has one extra motivation. he lives about a mile away from the project. so he wants to get it done. everybody in this town, he says, has his phone number. when things go wrong, he says they call him and sometimes in the middle of the night. live petaluma, wayn ien freedman, abc 7.

tense moments on camera. only abc 7 news was overhead as menlo park police approached a man guns drawn. a standoff that could have had deadly consequences. abc 7 news reporter kris reyes wax you through the individual -- walks you through the video you'll only see here. kris? >> reporter: good evening. well, this situation could have had a violent ending. this video shows what a difference a split second decision can make. take a look. >> as a team of officers are approaching one of the lean-tos, a subject approached them with a stick in his hand, a very large piece of lumber and started to threaten the officers and order them to leave the area. >> police identified this man as 33-year-old zev rinna diaz. our sky 7 cameras were overhead as he faced off with at least four officers. in a few dramatic seconds, diaz

appears to lunge on the officer holding the rifle who then drops his gun and tackles the man to the ground. this happened before noon on the bay front near willow road in men row park. police were looking for another suspect who was allegedly threatening workers with a knife and machete. >> one of our other officers deployed a taser device. it was not effective because they were on the ground fighting. >> diaz was charged with assault with a deadly weapon an on officer. he was taken to the hospital with minor officers. the officer struck with a branch was treated for minor scratches to his face. he had every reason to use deadly force. >> we're making deescalation a priority. this is a perfect example. kudos to that officer and all my officers. it speaks to the training and the actual -- the heart that my officers have for society. >> as for the man who threatened cal trans workers, that subject

i still at large. police released a description on our website. in menlo park, kris reyes for abc 7 news. >> thank you kris. the search continues for a person who stole a mother's car with her baby in the back seat. she has been reunited with her child. anser hassan joins us live from emeryville with the search. ancer? >>. >> reporter: ama, good evening. the mom left the car running and the baby i the back seat. she went to get food to go. the suspect saw the car running, jumped in and took off. sergeant with the emeryville police department says the car stolen this morning was the perfect crime of opportunity. >> i don't know what the thought process was, if it was the baby was sleeping and she didn't want to interrupt the baby's sleep or if it was just a run in there real quick and it's not a big deal. >> the sergeant says the mother left her 4-month-old daughter inside the car with the engine running and went to pick up a

dan noyes has the story. >> there's a dangerous defect on the door the family contends. the automaker says it operated correctly in this case. >> we have an -- >> when tesla founder elon musk debuted the model x, the power automatic doors drew cheers. to this day, many model x owners and many salespeople don't know about one function called the icebreaker. if it senses the front door having difficulty opening, this black cube pops out to -- it's supposed to retract. the issue brought up in the lawsuit, the icebreaker has a hole in the middle large enough to fit a human finger. that's what happen to this little girl. the 5-year-old got her finger stuck in her father's tesla.

lorenzo who lived to be 102 years old. still she received that early termination fee from directv for or at least her family did. here's what you need to know. if someone dies, a family is not responsible for outstanding debts. the deceased person's estate pays all those bills. if the estate goes broke, tough luck for those who are owed money. now, in the case of isabel albrig albright, directv said the family had to pay because the contract was in the daughter's name. she did that to make bill paying easy. the directv says because her name was on the account, she was legally obligated to pay. directv backed off but let this be a lesson. what seems like an easy way to pay an elderly person's bill can come back to bite you. instead, use a power of attorney or cons toreshowe conservator s. we have a lot going on.

procrastination. a common human condition that causes us to put off what we'd rather not do. 25 years later, procrastinating has come back to haunt a south san francisco man. >> this 1993 saturn has a body only a mom and dad would love. with its faded paint job and moldy looking interior, this car isn't likely to win any contests. but to ricky and his wife of 29 years, it was a thing of beauty. >> because it was our first new car together. it would have been kind of nice to keep. >> a storm left an inch of rain in the vehicle. it's also been in a recent accident. not to mention the car being as old as it is, it is a big polluter. ricky reluctantly decided to sell the vehicle under the bay area air quality management's vehicle buyback program. the program, however, refused to take his car. >> there was a lien on the

vehicle that i never took the time to take care of in the past. >> he doesn't know why there's a lien on his car. he paid it off in 1994 and thought everything was free and clear. in fact, despite the lien, nobody ever brought it up to him. >> never been hassled. i guess, just as long as we pay for the registration of the car, dmv was happy. >> before he could qualify for the buyback program, he had to get rid of it. that wouldn't be easy since the credit union that gave him his car loan had shut down years ago. to prove the credit union no longer existed, the dmv asked him to send a lien satisfied form to the credit union via certified mail. then he had to wait for the letter to be returned to sender and send that proof to the dmv. a month later, the dmv requested more forms and documentation along with a $37 fee. the dmv, a month later rejected
