traffic is running normal according to this evening's commute. but we have learned according to chp that the driver ms. ross was impaired. four people are dead after a head-on collision that happened just after midnight involving a wrong way driver. >> a traffic collision occurred at this time of night, this time of morning, any wrong way collision we do look into drugs and/or alcohol. >> according to chp, the crash happened on northbound 101 after candle stick. chp has confirmed that the wrong way driver was impaired but didn't elaborate. she has been identified as a 35-year-old woman from hillsboro, the passengers two adults from the chicago area. chp officer burt diaz says it's possible the taxi may not have seen the wrong way driver. >> it does go up on a crest and a slight right turn, so even if

that vehicle was traveling at highway speeds, they would have been hard to see. >> reporter: the chp says this is the 25th accident involving a wrong way driver in the bay area. ten were fatal resulting in 19 deaths. 18 of the 25 accidents involved dui drivers. >> it's very sad to here. >> reporter: solomon knew the driver who was killed. he said the night shift is tough, drivers on the road can be tired or drunk which is a big concern for taxi drivers. this is the second wrong way accident in which he knew the taxi driver. >> it's not safe. it's not the first time. we see a lot of that. >> reporter: chp is also investigating whether the passengers in the taxicab were wearing their seat belts because on tofe he p was ejected. reporting live, abc 7 news. >> abc 7 news is admitted building a better bay area. some b.a.r.t. riders are worried the system's vision or the future will undermine their needs for today.

as part of the long-term plan, b.a.r.t. is converting many of the parking lots at its east bay station to high density housing calling it a transit oriented development. quite a few are in the early stages with public hearings, presentations being conducted, b.a.r.t. is soliciting developers proposals for its north concord project. here's a map showing projects that are underway or in the planning stage. it is extensive covering large portions of the east bay corridor, as well as sfan francisco. those who live near el cerrito worry that means hundreds of parking spaces will disappear. laura anthony live in el cerrito where a big community meeting is planned. >> reporter: that's right. tonight at 6:30 here at the hana senior center on san pablo avenue. b.a.r.t. will meet with community members. they want to assure these folks that this process is just beginning, that no decisions have been made, but some people are clearly skeptical.

some b.a.r.t. riders worry that allcerrito' plaza station s >> dodi concerned that b.a.r.t.'s plan, transit oriented development, which calls for will essentially wipe out most if not all of this station's 750 spaces. the idea is to move away from parking and transit oriented development, meaning they want to get you out of your cars. >> we are out of our cars by taking b.a.r.t., so for many of us, this is a small distance we're driving and we're off of 80 and going into the city. >> b.a.r.t. director, rebecca saltsman told abc 7 news, the concerns are premature. >> no decision has been made about how much parking to

replace at the station. we know that not everybody can walk and bike to the station. >> reporter: b.a.r.t. has ruled out a plan that calls for the construction of 7,000 affordable housing units on b.a.r.t. property by 2040. at least 20% of the units must be affordable, 35% overall. demolition of the surface lot is underway. there b.a.r.t. committed to replacing 100% of the spaces. at the plaza station, b.a.r.t. has made no such promise. >> i think that it would definitely cause a lot more cars to park on the neighborhood streets, which wouldn't be ideal for most of the residents here. >> now, b.a.r.t. is hoping to solicit for a developer by the end of this year. there would be more community outreach, then a design phase and hopefully all of that would happen sometime next year. in el cerrito, laura anthony, abc 7 news. >> parking in many b.a.r.t.

machine. >> and interestingly the same poll shows warren doing better in the bay area than biden, biden doing better in l.a. another interesting piece of information that we got in within the hour, biden's third quarter fundraising numbers, he raised $15.2 million last quarter, that is $10 million less than bernie sanders, $4 million less than pete buttigieg. he does seem to be lagging behind. abc 7 news. >> biden has yet to hold a public campaign event in the bay area. what's the strategy behind that? >> reporter: that's something we're trying to figure out. he has been here twice for fundraisers, held no public campaign events. he skipped out on two big democratic events that his counter parts have showed up to. it might have to do with california's primary is not a winner take all state so in the primary delegates get split up among all the top candidates, so he might see a poll like the one
