francisco. hardly strictly festival kicks off today at golden state park. this year security should be tighter. >> jobina fortson is live at the park this morning with what we should know if we plan to check it out. good morning. >> good morning. in its 19th year, hardly strictly is changing. it's still free and attracting some of the biggest names in bluegrass, but it is also adapting to the world around that means what you can see behind me here. gates, security, it really has to change because of what has happened in our world lately. this year's shooting at the gilroy garlic festival showed many bay area event organizers that no event is immune to tragedy. the alleged shooter bypass security by cutting a fence. at hardly strictly three fences will be patrolled by park rangers, private security and police.

sfpd say they increased deployment. visitors will have to come through one of four entrances to go through a security check. yesterday crews were filling up safety water barriers and removable hiydraulic plates wer brought in. here's what you need to know. >> please don't bring coolers. we want people to bring their goods the same way you would go to a sporting event, clear plastic backpack or bag so people can see what you got. >> the same kind of security will be present during fleet week next weekend and gates will open here at 9:00 a.m. for now, reporting live from golden state park, jobina fortson abc7 news. >> thank you. happening today, the woman accused of running two people over in the south bay will be in court, now charged with murder. prosecutors say mireya orta randomly drove and hit two different men killing one of them in separate areas of an open space trail near cupertino.

sky 7 was up as investigators began investigating tuesday. they say orta also smashed into a deputy's patrol car as she tried driving away. today we should find out how orta pleads to her charges. augustine hunia is scheduled to be sentenced today in the college admission scandal. he faces 15 months. his attorneys asked for a two-month sense, about half as long as the sentence given to two other parents last week. he paid $300,000 to help his daughter cheat on her s.a.t. and falsify a water polo profile. however she was not accepted into usc because of his arrest. new details this morning as pg&e scrambles to pay wildfire victims. its bankruptcy case is getting pricey. attorney fees topped the 1$140 million mark since filing the bankruptcy plan at the start of this year.

this is on westbound 580 past 680 near shaffer ranch road. two right lanes are blocked. traffic is low from the dublin interchange. westbound 580 before 680 there's an injury accident. that's not blocking lanes, but i think once emergency crews get there we'll see more slowing. motorcycle crash on westbound 580 at grant line. that is causing slowing. the drive time from tracy to castro valley is 49minute minut. elsewhere it's pretty quiet. the u.s. and north korea are set to begin working level nuclear talks in sweden. north korea says it test fired a new type of submarine launched ballistic missile on wednesday. the launch is a departure from the shorter range missiles that the country has done in recent months. sources tell cnn that the north sees an opportunity with president trump being

5:24 this morning. looking at the next three days, we'll find a warming trend, especially saturday into sunday. saturday night what will happen is winds will turn gusty in the north bay hills. we'll have a red flag warning going into effect for much of the north bay hills starting tomorrow at 8:00 p.m. that will last until sunday. winds will increase out of the northeast gusting 35 miles per hour. combine that with low humidity, this time of the year we know that combination, any fires that start can easily spread under those conditions. we'll watch the winds closely. instagram is making shopping on the app more interactive with augmented reality. several companies including ray-ban and mac can let you virtually try on the products by using a filter on their ads. facebook has a similar feature on its ads. >> what if it gets there and it does not look like that on you? who's at fault? >> you drag them on instagram.

by 4:00, 70s around the bay shoreline. we have some issues on 580. >> we do. a new problem just came up heading into san francisco. you can see here with this live shot, traffic is backing up on the bay bridge. an accident near the fremont street off-ramp right now with a big rig and possibly a truck blocking a lane. so that means traffic has backed up. from our east bay hills camera, you can see all those brake lights on the upper deck of the bay bridge. that means they turned on the metering lights. right now at the toll plaza the backup will grow. the one drew was talking about, westbound 580, this earlier car fire still blocking lanes causing slowing from the dublin interchange. new details on the four people who were killed in the horrific head-on crash between a taxi and a wrong-way driver on highway 101 in san francisco. >> two of the victims were a

husband and wife. amy hollyfield is live at sfo. >> yeah. they just arrived here to san francisco. they just landed at foe. he is the ceo of a chicago company, he was here with his wife. they caught a cab here from the airport and headed out and were going northbound on 101. that's where the accident happened. they have been identified. 62-year-old judd bergman, ceo of chicago-based company invest net. and his wife, 57-year-old mary miller bergman. their cab driver was also killed. he was identified as berkant ahmed of san carlos. the wrong-way driver also died, 34-year-old emilie ross. cab drivers who knew ahmed say they had seen wrong-way drivers before, and scary. >> i used to drive at nighttime but i don't anymore.

because it's getting scary. it's really scary. you never know. >> invest net released a statement late last night saying we extend our deepest sympathies to jud and mary's family as invest net's founder jud was a remarkable leader whose vision, brilliance and drive built the foundation for invest net's success. investigators say ross, the wrong-way driver, was driving and was impaired but they have not released more specifics. live at sfo, amy hollyfield, abc7 news. happening today, a judge is expected to decide whether to reduce bail for the man facing a possible retrial in the ghost ship fire case. the judge may also consider dates for a potential new trial for derek almena. he remains in jail on $750,000 bail. a judge declared a mistrial after a jury deadlocked on involuntary manslaughter charges last month.

a san francisco shelter for homeless women and children has been forced to shut down. that's after a 1-year-old boy living in the building in the richmond district tested positive for lead. catholic charities says they were shutting down star community home and moving out all residents after failing three lead tests with the department of public health. >> one of the staff told me, this is an old building. all of the paint in here has lead. my thinking is if you knew that and this is a place for women and children, that should have been all addressed. >> we went through lead cleaning phases with the specialized company that does this work. yesterday was the final test, dph was going to come back and check and everything. unfortunately it failed for the third time. that's when we decided that we needed to move all the clients out of the facility. >> other children staying at the facility have been tested for

lead, they're still waiting for results. dianne feinstein andg the e watchdog to see if the agency abused powers when it accused the city of san francisco of improperly dumping waste into the pacific. the chronicle reports the two senators are asking the epa's inspector general to see if the white house was involved in the decision. on wednesday a notification of violation was issued accusing the city of sending waste into the ocean and bay. happening today, two protest protests will be held in oakland calling for making the streets safer. she was crossing the street with her 4-year-old niece when they were both hit tuesday morning. the garfield elementary school community will hold a protest before and after school today. she just picked up her niece and they were walking home when they were hit. the young girl had injuries to her head and stomach. some east bay high schoolers are waking up without a friday

might football game to look forward to. safety concerns forced a local district to officially call off kickoff. west contra costa unified was worried since a shooting last week disrupted a high school football game in richmond. the district considered making kickoff earlier for the game, but they decided to just postpone the whole game. not everyone agrees with this. >> we're just erring on the side of caution, trying to put as much distance between these events. >> the changes in place don't stop people who will be shooting at people to come by the neighborhood. that's the thing. >> right now there's no word yet on when that game will be rescheduled. attorney general bill barr is expected to ask mark zuckerberg to stop plans for end to end encryption across facebook's apps. the justice department doesn't want facebook to encrypt messages on whatsapp and other messaging services until it can guarantee the added privacy it

doesn't reduce public safety. the department wants facebook to give law enforcement access to such conversations. the goal is to stop child pornographers, terrorists and foreign adversaries. also today the annual hardly strictly bluegrass festival is kicking off in golden state park. there will be a lot of new security measures in plates. thousands of people who attend will have to use one of four entrances to go through a security check. officers wearing full tactical gear will patrol the fences along with park rangers and private security teams. another added security measure is you can only bring in clear bags and back tacks or small purses or fannie packs. you can't bring large bags or coolers inside. fleet week gets under way this sunday in san francisco. the annual event draws hundreds of thousands of people to check out the ships and the aerial shows. as always the star attraction will be the blue angels. they won't perform until next weekend. city officials are reminding people to be prepared for the

another person was hurt. police say they responded to a shot spotter call near 32nd street and esmond avenue. neighbors say that area is normally quiet. >> it was like, bap, bap, bap, bap. pause, then bap, bap, bap, bap. probably ten shots. >> police say the two people killed were in a car when they were shot. family members came to the scene after the shooting. polce are still searching for those suspects. two women are suing james franco for sexual exploitatio the two women filed the suit in los angeles yesterday. the pair were students at franco's now closed acting school. franco's attorney denied the allegations.
