wednesday until late thursday. because wind will be gusting out of the northeast at 45 to 55 miles per hour with dangerously low relative humidity. and unde these conditions, fires can startnd spread easily. i'll have the complete forecast a little later. dan and ama? >> spencer, thanks very much. pg&e says it may cut off power to a large part of the bay area later this week buzz of that dry windy weather. >> yeah, the utility says power could be shut off in parts of nearly 30 counties. that's a huge impact. seven of the nine bay area counties are included. the warning has prompted a strong statement of c from sonoma county government and also from locals who remember dealing with another possible outage two weeks ago. >> abc7 news reporter wayne freedman joins me live from santa rosa. wayne? >> good evening. first of all, there is a -- on this week, of all weeks, the anniversary of that fire two years ago. but it really can be summarized with two words. they're saying not again. as you said, this could be a widespread outrage.

it could affect all kinds of areas, even here in downtown santa rosa. it is a no win for anybody. imagine owning a family grocery store for 60 years and not knowing whether all your cold items on your shelves will turn into uninsured losses. now you're walking in the shoes of joe musclesbury. >> if they shut us down, it could kill a small company like. >> wearing as pg&e contemplates another public safety shutoff, or psps as anacronym, and all to prevent sparking wildfires. >> have i colleagues in mono county who say psps? i'm pspsed off. >> after the firestorm two years ago, supervisor james gore vowed to make this region more responsive shutoff possessed their own set of problems. they will send notice to the governor about it. >> you cannot mitigate one

days. they lost half a million dollars worth of groceries. the difference between then and now after the fire, they had insurance to cover that kind of loss. >> i see. wayne, thanks very much. the american fire burning in napa county is 80% contained. the fire has destroyed 562 acres since it started yesterday afternoon just west of interstate 80. all evacuation orders, warnings and road closures have now been lifted. >> four people, including a firefighter were hurt as flames engulfed a san francisco home late this morning. this video from a neighbor shows you just how thick that black smoke was. now the fire started a at home on vienna street in the excelsior neighborhood. flames and smoke could be seen from our sutro camera. the fire department called a second alarm. they took this video on the ground after the flames were put out. you see the damage to the front window as well as the garage. sky 7 flew over the scene and showed us firefighters on the roof near the back of the house which they say essentially collapsed.

abc7 news reporter luz pena is live at the scene with the latest. luz? >> ama, there were at least three people who were rescued from this home this morning from 266 vienna street. now between 266 and 270 vienna street, a total of 13 people were displaced. it was a close call for two families in this neighborhood. >> i hear a terrible noise, and then i look up to the window. i see the fire. >> tien lee woke up to see flames burning outside of his window. he ran upstairs to make sure his parents were safe. his neighbor's house and his bedroom were both on fire. >> how close were the flames to your room? >> how close? this so much close. maybe 1.5 meters. >> this image shows the smoke coming out of 266 vienna street. at least seven people lived in this property, and three of them were home. >> our units arrived on scene four minutes from the initial dispatch and had reports of individuals potentially trapped

inside this building. >> for hours, approximately 70 firefighters fought the flames andcued the residents inside 266 vienna street and evacuated the neighbors inside the two other homes next to it. >> we were very successful in getting three individuals out, all i'm told are adults. two suffered burns and smoke inhalation. they have been transported to the trauma center. >> inside the burnt home, not every family member was rescued. twof o three cats were found dead, and a 7-month-old puppy named star still missing. search dogs were called to the scene while the family went through what's left of their home. pictures that survived the fire. now the question that lingers around this fire is what caused it. and that's still under investigation. in san francisco, luz pena, abc7 news. >> okay, luz, thank you. there was also thick black smoke on the bay bridge. look at this. at leastne portable toilet near the bike trail caught fire this morning. this is where drivers come off the bridge in oakland. no word on how it started, but

no one was hurt we are glad to say. here at abc7 news we are committed to building a better bay area. that includes building housing to address the region's growing needs. >> bart has made a commitment to building as many as 20,000 new units of housing on its property over the next 20 years. and today the agency broke ground on the first phase of a 600-unit transit center at the walnut creek bart station. >> laura anthony is there. she joins us with this live report. laura? >> hi, ama. this is a project that has been 25 years in the making. it's been a long time coming. some folks here in walnut creek very happy to see it finally get off the ground. others, though, are wondering if this is the right fit for this bart station. >> three, two, one. >> finally, the first ground has been broken at the walnut creek transit village, which will eventually house nearly 600 new market-rate rental units. >> and after more than 15 years of planning, design, redesign,

and redesign, traffic circulation debates, questions about where will we put the buses. >> the transit village will also include about 26,000 square feet of ground floor retail space. >> the value set of the millennials is completely changing. today housing is seen more of a service. it's more transitionary in terms of a commodity in their eyes. we truly believe that this project will be one of the finest tods built in the bay area. >> in its transit oriented development, or tod plan, bart pledges to build 7,000 affordable housing units on its property by 2040. at least 20% of the units at any given station must be affordable. 35% overall. but the walnut creek project was approved before bart adopted its tod plan. in walnut creek there is no affordable housing on the bart side. however, the developer has paid about $7 million in fees toward

building affordable units at another location in town. >> what we ended up with here is not exactly what was promised to the residents of walnut creek and to the bart riders even over the last several years. >> now bart director debra allen there is especially upset that some of that low cost $3 a day parking that used to be here has been replaced. but in some cases, with a private garage that charges up to $18 a day. live in walnut creek, laura anthony, abc7 news. >> laura, how many affordable units will there be ultimately? and will they be built at the same time as the main project >> well, dan, as we said in our report, the affordable units will not be built here at this site. there is actually that $7 million set aside. the city will then get matching funds from the state and the federal government to build about 100 units they're estimating somewhere else in town. there is a whole bunch of processes that have to happen.

so that development, those units probably won't be available for many more years after this one is finished. >> okay, great, laura, thank you. in the eastba five people are under arrest in connection to a grab and run theft at a lululemon in walnut creek. it happened september 13th at the location in broadway. police recovered thousands of dollars worth of merchandise. an eyewitness gave authorities information that led to the arrests. you're looking at several of those mug shots. new details on the push to put a $15 billion funding measure for california's schools on next year's ballot. governor newsom signed legislation that puts it on to a vote in march of 2020. if approved, nine billion would go to various modernization projects for schools serving students in preschool through 12th grade. the uc system, california state university system, and community colleges would receive $2 billion each. this is a live look at levi's stadium where in about an hour

all right. here is another live look at levi's stadium where the 49ers are going to take on the cleveland browns at the top of the hour right here on abc7. the niners enter the game undefeated, and a win tonight would make them 4-0 for the first time since 1990. we have a live report from the stadium coming up for you in just a few minutes at 4:30. a flight that left san francisco on its way to amsterdam had to make an emergency landing after the plane quickly descended and the oxygen masks drop. a united airlines spokesperson says there was a cabin pressure issue, and the flight had to be diverted to bangor, maine overnight. there were 197 passengers and 13 crew on board. no one was hurt. >> something from near 40,000 feet to down to 10,000 feet in ten minutes. >> all you can do is laugh about. people were initially scared but at least you have some fun with it. >> the passengers were put up in a hotel and then on a flight to newark, new jersey to continue on to amsterdam. >> everybody is okay at least.

fleet week is getting under way in san francisco to honor the contributions, of course, of the men and women of the u.s. armed forces. mayor london breed kicked things off today on pier 27. there is a lot going on this week and weekend, including free concerts and an art exhibit. ship tours begin wednesday and the parade of ships is on friday. >> san francisco fleet week, it's big. this is in a league of its own, this fleet week. 39 years the city has graciously opened its doors to our navy and marine corps an our coast guard team. >> 39 years. there will be three days of air shows starting on friday at noon. >> a lot of fun. >> yeah. >> while the air shows are a big draw, there is also a serious side to fleet week. >> true. abc7 reporter amy hollyfield has more on today's response to disaster exercise. >> the city of san francisco is in a good mood. the navy band from san diego is playing. the weather is perfect. fleet week is here. but there is a serious issue to

address too, an emergency and how all of these agencies would work together. >> you don't want to be in a situation where you're learning when the disaster happens. >> an emergency response drill at pier 27. the exercise also involves representatives fromeral a state agencies. the topic this year? how to work together to remove debris after a major earthquake. >> several days after a 7.9 earthquake, we're expecting 10 million tons of debris. we're talking about 280 football fields, or 54 salesforce towers equivalent in volume of debris. >> one simulation will beow to haul debris off of market street so the city's major arteries can stay open. since the military is here visiting for fleet week, officials decided to use this opportunity to discuss resources and come up with a plan. >> these are great exercises. so it's great to have everybody here in the same room, talking to each other and sharing information.

change shows we have a warm-up and a cooldown depending on where you live over the last 24 hours. 4 degrees warmer at novato and conco concord, but 5 degrees cooler in san francisco and one degree cooler in napa. let's move on and take a look at wide shots here. here is the view from sutro tower looking over san francisco where it is 77 degrees right now. 82 in oakland. san jose 87. 92 in gilroy, and 72 at half moon bay. blue skies over the golden gate right now and freely flowing traffic. it's 90 degrees at santa rosa. 86 at napa. plume that 90. 94 at fairfield. 89 at livermore. and a crystal clear view from the east bay hills. low clouds returning to the coast overnight. cooler pattern begins tomorrow. but along with the cooldown, we're going get strong, dry gusty wind. thursday and friday resulting in a fire weather watch. and here is a look at that watch. it will go into effect 5:00 a.m. wednesday and continue into 5:00

p.m. thursday for the north bay, the east bay, all of the north bay expect the immediate coastline. all of the east bay except that area right around the bay shoreline, and much of the santa cruz mountain regions. so that's because winds will be gusting 45 to 55 miles per hour at times with dangerously low relative humidity. now back to overnight conditions. low clouds will return to the coast and push locally out over the bay. it will be clear inland, and over most of the locations around the bay shoreline. overnight lows will be generally in the low to mid-50s. a little cooler in the north bay valleys where lows will drop into the upper 40s in some spots. the forecast animation starting at 5:00 tomorrow morning as the morning commute gets under way. it doesn't look like the low clouds will pose any problems or visibility for morning commuters. it will be mainly right along the coastline, and we'll see going into the midmorning hours, the low clouds pulling way from the coastline giving us partly to mostly sunny skies even on the coast later in the daytime. so speaking of later in day, let's take a look at high temperatures for tomorrow. we expect highs of about 66 at

half moon bay. it will still be relatively mild in many coastal locations. breezy, though, right around the bay shoreline look for mid 70s to about 80 degrees. up in the north bay, low to m mid-80s. mid-80s inland. inland east bay and low 80s in the south bay as well. here is the accuweather seven-day forecast. notice we're going have mainly sunny skies all the way through the seven-day period. the warmest days will be thursday through saturday. and even though days won't be very warm. just about 80, 82 degrees inland. upper 70s around the bay. mid-60s on the coast. wednesday and thursday, despite the beautiful blue skies, we're going have a strong gusty wind. very, very dry conditions resulting in high fire danger, high fire concerns, especially in the hills, but actually for all of the bay area. >> okay. good to know. thanks, encer. well, if you had to guess which drink would be the most hydrating, you might say water. well, you'd be wrong. the best drinks to keep you hydrated. that's coming up.

now news to build a better bay area, from abc7. >> the 49ers return to action tonight at levi's stadium in a primetime showdown with the cleveland browns, and we are just half an hour away from kickoff. >> it's going to be great. we hope for a super game. we have team coverage this afternoon. abc7 news reporter chris nguyen is with fans, but we begin with sports anchor chris alvarez live at lee vvi's with a preview tonight. >> hi, guys. this atmosphere, as we get closer and closer to kickoff, you can feel the energy on the field. i'll take you on the field right now as we stand here at levi's stadium. the patriots and the niners are the only teams that have unbeaten records. after tonight 49ers hoping to extend that to 4-0. san francisco coming off a bye week. they beat the steelers two weeks ago here at levi's.

they're playing the cleveland browns 2-2. cleveland was a favorite to make some noise, maybe a play-off team and maybe even a super bowl sleeper contender. but you won't hear the niners hyping this game too much. >> i feel like there is one game left in the season, and i know that's very cliche talk, but that's what is very important that you get your mind to that. so that's something that you if you don't, you usually get humbled very fast. so it's always more fun to play on monday night, because you know everyone is watching. the guys get excited for that. that's where it is different. but you also got to tell them besides that it doesn't mean anything. if you start making stuff up, because the day it's on and everything, you're not going to do the stuff that you have to do to win. >> it's going to be exciting. a lot of juice. levi's was rocking last time when the steelers game and i wouldn't expect anything less from the faithful. it will be a fun atmosphere, that's for sure.

have been distributed for tonight's game. we're live in the south bay, chris nguyen, abc7 news. >> okay, chris, thanks. anyone driving or taking public transit anywhere near levi's stadium should give themselves plenty of time to get home or wherever they're headed. vta light rail vehicles will run every 15 minutes, then as often as needed from the fourth quarter on to serve the crowds. if you're not going the game, you can watch the niners and the browns right here on abc7. that's the best seat in the house. our monday night football coverage begins today right at 5:00 p.m. a special push will be made at the game tonight to find a bone marrow donor for a 5-year-old albany boy. zapfian hamilton will make an appearance on the field before the game. we've been following the effort to find a donor for sabean who has a rare type of cancer called peripheral t-cell lymphoma. he was diagnosed in august. a special booth will be set up for fans to stop by and get swabbed to see if they're what match. >> wishing him well, of course. we know that affordable

housing is one of the region's most pressing needs and issues these days. >> as we work to build a better bay area, tech companies, foundations and local government agencies are stepping up their efforts to help developers fill the need. >> david louie looks at encouraging news now from silicon valley. >> it's projects like villas on the park that is nearing completion that shows progress is happening in creating affordable housing in the bay area. the housing trust has raised one $12 million from tech companies and foundations to loan to mostly nonprofit developers to start these projects. >> companies like netapp, cisco, linked in and most recently google, they've been able to provide us the capital we need in order to help start up affordable housing developments throughout the bay area. >> that fund has gone to more than 20 developers to create more than 2300 units of affordable housing. some are still empty lots awaiting groundbreaking. many sites are near public transit and jobs. a big challenge for affordable

housing developers is finding land, especially in the area where there is so much competing interests for commercial development. this site is going to be the site of 130 affordable housing units. >> because every piece of land they're competing for so is a luxury housing developer or so is an office developer. sometimes so is, you know, a city or county looking to site another hospital or office building. >> and you can see how many commercial projects are under way for high-rise office towers as silicon valley continues to grow jobs. but the need for housing continues to grow too. the housing trust silicon valley has had a banner year, lending over $73 million in 2019, an increase of $36 million from last year's $37 million. another one of its programs is also helping individuals with down payments to buy homes. a family recently was able to buy an $800,000 house to come uu with the 20% down payment, it contributed 3% while the housing tust was able to lend $136,000,

or 17%. in san jose, david louie, abc7 news. >> and remember, we want to hear your ideas about building a better bay area. share them by joining our building a better bay area group on facebook. new developments in the effort to get president trump to turn over his returns. today a federal judge ruled that president trump's long-time accounting firm must turn over eight years of tax returns as part of a criminal probe of his business dealings by the manhattan district attorney. the president's personal attorneys immediately filed an appeal, which was granted. request for tax returns are quite common, but kentucky senator rand paul says no one should be forced to hand over their returns. >> this is bigger than just the president. everyone's tax returns are supposed to be anonymous. and while they go and get processed for accuracy, no one is calling up your friends, people in charge saying oh, he makes this amount of money and these were his deductions. that's a private thing. >> the manhattan d.a. is investigating whether any state laws were broken when hush money

the spokesperson for pancreatic cancer. it's tough sometimes trying to be as optimistic as you can, and i don't know if i'm strong enough or intelligent enough to help alleviate some of that despair. >> the 79-year-old announced his cancer diagnosis earlier this year. then doctors later described him as near remission. but when i sat down with trebek just last month, he revealed how all of that changed. >> i lost about 12 pounds in a week. and my numbers went sky-high. much higher than they were when i was first diagnosed. so the doctors have decided that i have to undergo chemo again. >> despite the setback, frequent pain, and at times what he calls overwhelming sadness, trebek hasn't missed a day of work. >> i can be sitting in my dressing room, and i get up, and i'm not able to move, but always

and lipton tea is making a play today. unilever plans to cut the use of new plastic packaging it uses in half by 2025. the company says it will sell more unwrapped products and use more recycled plastics. according to unilever, its products are used daily by 2.5 llion umers d more than 190 countries. market researchers say they have found the term airlines should use for carbon tax. it ain't tax. the survey sponsored by the environmental defense fund examined how people respond to different carbon tax pricing strategies. studies showed consumers were willing to pay more for an airline ticket if it was described as having a carbon offset instead of a carbon tax. carbon tax focuses consumers on the cost while the phrase "carbon offset" draws attention to the environmental impact of the purchase. wow. >> that's interesting.
