after midnight. >> preparing for the unknown. residents in san jose admit they aren't exactly sure how to handle anticipated power shutoffs. >> i'm meteorologist sand huh patel. fire danger on the rise. i'll show you the areas at greatest risk of extreme fire behavior. >> the utility finally gave specifics as to when they finally plan to cut power to counties throughout california. abc 7 news starts right now. >> everybody's like grabbing water, grabbing ice and doing all this and that. so we're hoping for the best. >> and that breaking news is a mad scramble around the bay area tonight. in less than an hour pg&e will start shutting off power to nearly 8,000 customers across the state. 34 counties will be affected. >> and that includes nine here in the bay area impacting around 300,000 customers locally. only san francisco isig

hour look when those strongest winds will be hitting. >> tonight pg&e explained in detail why it's pulling the plug on power. >> abc 7 news reporter kate larson. this is unprecedented. >> reporter: it is unprecedented dan and ama, but because of extreme fire weather pg&e has been planning these extreme power safety shutoffs for years. there's been a lot of unexpected consequences this week which pg&e addressed tonight. >> this is forecast to be the trau strongest offshore wind event since 2017. >> reporter: and with that pg&e announced they'll begin their power shutoff wednesday including parts of morin, napa, and sonoma counties. pg&e says they'll initiate a second de-energizing phase between noon and 5:00 p.m. to

another 100,000 customers. >> we very much understand the inconvenience and difficulties such a power outage would cause. >> reporter: on monday pg&e doubled their bandwidth which still did not accommodate an 800% increase to their website which crashed. now pg&e is working to double the capacity again. late tuesday pg&e said they will provide backup generators to power the tunnel so that it can remain open if and when they cut power to the east bay commuter artery. >> we believe in backups. >> reporter: whichor f east bay began with generators. since much of our water supply relies on energy, too. > this is not a good contingency plan for their customers. >> reporter: like many people in

the bay area she checked in the howhich she found out her home was in an outage area. >> i just think there's going to be some tragedies because of that. >> reporter: and of course that's what pg&e is trying to avoid. they do say they hope restoration will begin on thursday in the afternoon. however, that depends on the wind and how much damage there is to their power lines and infrastructure. they say it's possible some areas could be without power until monday or even tuesday. and of course they say all of this time line for the shutoff and the restoration is subject to the weather. live in san francisco i'm kate larson, abc 7 news. >> all right, kate, thank you. here's the latest list of schools that will be closed tomorrow due to the power disruption. napa valley unified says its schools will close both tomorrow and thursday. skyline high school in oakland. uc berkeley, mills college, and sonoma state university all closed. you can see the list of school

their cars up, and if i can't have the lights on, how am i supposed to fuel my business and get customers in. >>cuomers will be in the dark in the county. >> they want to jack us around with all this power outage and all this other crap they've got. >> so you're frustrated? >> yeah, i am. doesn't do any good. >> reporter: this napa resident is fuming as he waits in line. the lines to fill up are out to the street here. >> i need gas and i know that there's going to be a power outage and the pumps aren't going to be working supposedly after midnight, so that's why i'm sitting here. >> reporter: thousands of students will also be affected by the power outage. napa unified school district has decided to close all of its schools wednesday and thursday. working parents are scrambling to find child care coverage for those days. >> that's going to be tough because all of a sudden my schedule can change and as you can see with my schedule being

hectic now, it's going to be difficult. >> it is going to be stressful but fortunately my address is not affected. we were already affected by the shutoff so at home we'll be fine. it's just the school thing that's a big problem. >> and parents who have the option of taking their kids over to the boys and girls club in american canyon. there will be activities and supervision from 8:00 to 6:00. abc 7 news. >> lisa, thank you. sky 7 always found long lines of cars waiting to get gas in the city of sonoma. we checked three locations. all had people trying to fill up before the outage starts. having a full tank of gas is one of the ways to be prepared for a power shutoff. >> all officers have had their overtime canceled. today the city also said firefighters will be conducting fire patrols in the oakland hills. >> we take this red flag warning extremely seriously. we all know the devastation that fires can cause, and so this is

a time to be extremely vigilant. >> oakland is urging people to call 311 for any service request that's not an emergency. the city says it's adding staff and expanding the call center's. pg&e says it doesn't anticipate any power outages in san jose tonight, but that's expected to change at noon tomorrow. amanda decastillo live at san jose where residents are getting prepared tomorrow. >> reporter: residents should wake up with power to prepare for that shutoff by noon. professionally paranoid, one a deringheir aroach to the looming power shutoffs. 38,000 pg&e customers across santa clara county could impacted. >> we should be prepared as soon as midnight tonight for the

power shutoffs in the area to take place. >> reporter: but how to prepare is the big question. >> i don't even know what to expect because i've never experienced anything like this before. so we'll see how it goes. >> reporter: residents rushed to an area under the potential zone. at one point much of its water cleared from its shelve, bags of ice and ramen. >> i have no idea whether we have enough or not. >> reporter: on the road the city of transportation estimates there are nearly 100 intersections that could lose signal in the shutoff. san jose sees more than 30,000 vehicles a day, meaning any shutoff could make for dangerous travel. pg&e plans to open a communicate resource centerrrrr >> in some level this is just a power outage so this is not a big deal. but as people come in or as the

let's recap the latest on pg&e's planned outage which is scheduled to start in less than 45 minutes. the utility says it's shutting off power to 800,000 customers in 24 counties from northern to central california. at least 300,000 homes and businesses would be affected in the bay area. pg&e will provide generators to keep both -- tunnels open during the outage. >> governor newsom says we should be outraged about pg&e's decision to turn off the power. ratepayer advocates of the utility reform network tell the abc 7 news i-team show the forced outages shows pg&e doesn't have confidence in its own work. >> we've had huge rate increases just so pg&e can fix their system, and i think people all upset it's not done yet.

>> late today pg&e defended the outages saying this is measure of last resort given the extreme nature of the wind events that is expected. now, our website is also where you can find maps of the area sufted by the public safety shutoff, and pg&e's website has been down most of today. our website has been working just fine so just go to abc7news.com. >> pg&e's planned power outages are supposed to start in about 40 minutes or less than that. stock up on water. the red cross recommends 1 gallon per person per day. use an external battery charger for your phone. and at intersections where lights are not working treat them as a four way stop. >> i spoke with cynthia shah of the american red cross today and she had some pretty good advice how to get ready. >> charge all your devices. charge your cars. know how to operate your garage

doors. so many of us don't know how to the manually open or close our garage doors. and if you have medications that need electricity or need refrigeration, you need to talk to your health care provider what to do in these certain cases or depot to an area with electricity. >> you should have nonperishable foods and three gallons of water per person per day. so if the water is out for seven days that's 21 gallons per person. >> we need to detail this weather coming our way. >> meteorologist sandhya patel tracking it very closely. >> there's a reason for it as we go into tomorrow, take a look at the areas in the north bay under very high or extreme fire danger. that expands as we go into thursday, wednesday night into thursday. you can see parts of the east bay, also now in that high to very high. and it will remain extreme for parts of the north bay for thursday 6:00 a.m. live doppler

7 showing you just a few system pacific northwest, it's a dry cold front that's going to drop southward and then high pressure builds in behind it, and what we're going to get is a change in the wind direction that's going to come off those mountains down towards the valleys out of the north-northeast. and as the winds speed up, dry out the air and that's why the concern is so high. temperatures right now anywhere from the 50s to the 70s. here's a bouncy view from our east bay camera. over the higher elevations we're starting to see those winds increasing. critical fire weather conditions in the next two days. dry gusty winds especially over the hills and our cooling trend will continue for tomorrow. hour by hour forecast, 5:00 a.m. tomorrow morning a little breezy, but watch those winds:0t miles an hour.

and get stronger. and by the time we head into thursday morning over 40 mile an hour winds expected. even stronger at the higher elevations. what is this going to do? that wind is going to drop the humidity. it is going to plunge into the single digits and as that happens our fire danger will be high as the vegetation is so dry out there. so first thing in the morning, windy. temperatures in the 40s, 50s, clear skies expected tomorrow afternoon. it is going to be sunny and windy over the higher terrain. anywhere from 67 in the half moon bay, 69 in san francisco, 73 in oakland, 77 in livermore and 74 in vallejo. rising fire danger tomorrow, high fire danger remains in place for thursday. by friday the winds are lighter and the temperatures will come up a few degrees. we do have warmer weather going into the first half of the weekend and then cooler and breezier for sunday.

new at 11:00, eight san francisco sheriffs deputies and four if mates were taken to a hospital after a chemical exposure at the county jail today. investigators suspect that chemical is fentanyl. it happened around 5:30 p.m. at the hall of justice. deputies found an inmate unconscious from an overdose and administered narcan and cpr. all of the patients were taken to a general hospital and in stable condition. good news for renters. governor newsom signed a bill today capping rent increases. it hike tuday rs tos to year plusuilt within the last 15 years and does not cover privately owned single family homes. all right, time to get to sports. >> yeah, chris is here. >> got to love hockey.
