high fire danger across the bay area. thousands are already in the dark. thousands more are waiting for that power to go off. we'll show you specific areas impacted by the power outages in a moment. about 186,000 people do not have power this morning. that number will go up to more than that afternoon. about 140,000 more customers will be affected. >> while we follow the outages, we're covering breaking news in the south bay. there was earthquake there overnight. it was a magnitude 3.4 quake. it hid around 2:15 this morning. it was centered in the alum rock area of san jose. a lot of you felt this apparently. twitter shows a lot of people were jolted out of bed this

morning. >> and there are also school closures this morning. those will be listed at the bomb of the screen and abc7news.com. >> let's check in with mik nio. >> the r fg warning is for all of us except for the santa cruz mountains, that begins at 5:00 this evening. now the wind event just begins. just now at 6:00, the wind advisory went into affect for those north to northeast winds of 35 to 55 miles per hour. that could down some trees, power lines, that could help spark and spread fires if they do develop. here's a look at some of the winds in the higher elevations. still very manageable. the fastest is mount diablo, 3,800 feet at 36 miles per hour. let's look at the humidity. still manageable. just in the initial infant stages of this fire threat. we're doing well there. let me tell that you things will

get worse especially tonight. but during the day today if you're going to be out and eoy temperatures. mainly in the 60s at noon. 60s at the coast. mid 70s for the rest of us at 4:00. not as warm as yesterday. i'll pinpoint the areas and the exact time when i think the fire threat will be the greatest comingup. here is frances. >> we know about the power outages in the north bay. so treat some of those street lights that are out as four way stops especially along highway 29 and highway 12. word of a new crash now in the mountain view area. westbound 237 near 101. you can see it's slow as you make your way towards the intersection. here's a live shot of the oakland maze. what you'll notice is the carpool lanes are backed up heading to the bay bridge toll plaza, which is backed up now into the maze. there was an earlier accident on the upper deck and an accident in the backup.

i've been monitoring the w. they are supposed to have a map that shows us where all the customers are affected. earlier this morning it was working, which was an improvement over yesterday. so many people had gone to this website that it continues to crash. i never got it yesterday afternoon. some of you finally made it on. this morning, though, as i go on it at 6:03 this morning, they are showing no power outages, which i know not to be the case. we do know because we've been in contact with them over the phone, that about 180,000 people are without power. most of that is in the north bay. that's what you will find if you try and refresh the page. actually that just happened. so, now i can't see anything. this is very frustrating for me. i'm sure if you are trying at home to look to see if your neighborhood or where in your neighborhood the power might be off or on, that you're also experiencing that frustration. all i can say is i wish they

would have been more prepared for this. it appears they're not. i've been trying to contact them on social media to see when they'll get this back up. so far no response. i'll continue looking at this. rt b bearing the brunt of the pg&e outages this morning. amy hollyfield county with more on that. what are you seeing out there? >> it's dark here in sonoma county. let me flip the camera so you can see the road as we're driving along. very dark. no lights here. the power is out n. sonoma county. this is as far north as we've gotten. we did start our day in sausalito. i want to show you an area there as well where lights have been turned off. power outages in marin county. different sections the lights

would be out. at the marin gateway shopping center, no lights there. that includes a target, cvs, a ross e. a section did have lights, a few intersections down did not. a gas station there, no power. the marin county sheriff's department put out a tweet warning people that some traffic lights are out and you need to treat them as four-way stops. so, to be aware, if you come across one, don't just plow through it. you need to stop, look both ways and proceed cautiously through the intersection. we're pulling through downtown sonoma. no lights here. power outage in effect up here in sonoma county. amy hollyfield, abc7 news. >> thank you for that update. it appears despite the blackout it's business as usual at one bakery today.

they baked their bread before the power outage. this morning their delivery trucks loaded up their baked goods. >> caltrans tweeted last night that drivers can expect the caldecott and devil slide tunnels to remain open during the power shutdown. caltrans has installed four power generators for the caldecott. a similar fix is in place for the tom lantos tunnel. officials initially said the cold the cocould clo caldecott could close for five days. b.a.r.t. trains will continue to operate thanks to b.a.r.t.'s power distribution system. if any b.a.r.t. station loses power, there are generators. the escalators may stop working but lights should still be on.

out outages doesn't think their light rail service will be impacted because of the power disruption. >> here's a list of schools that are closed today because of this power disruption. all the schools in alum rock school district and all san leandro schools are closed. napa valley says they will close today and tomorrow. also closed is skyline high school, uc berkeley, mills college and sonoma state university. the oakland unified school district says 12 schools will likely close. the list includes six elementary schools, also on the list to close, bay tech charter, brett harte, elmhurst united. if you go to our webpage, it is filled with all the information that you need to know.

still pretty quiet on the weather front. the potential for a big weather event still out there. for yucaipa, santa rosa, fairfield, mountain view, mid to upper 40s. oakland, 49. low to mid 50s in some other neighborhoods. 60 in brentwood. let's look at the winds at the surface. still variable. the cold front has pushed through. the fastest winds and the coolest and driest air is lagging behind by a couple hundred miles. our fastest wind at sfo, 14 miles per hour. our driest air around vacaville and brentwood.

the moment. as you can see, most of it still has power. as i pan left, you can see that this is 101 that you're looking at here. those are the ribbon of cars going through. to the top, and to the west of 101, it's completely dark. normally you can see lights from houses and from street lights, but, yes, as you can tell the power outage definitely affecting this area going into sausalito and panning more to the left we'll take you to sausalito and there you can see that one gap right there, that is the one major area of sus being aft sausalito being affected by this power outage. >> i'm trying to see how many people are out in sausalito, and that's tough do this morning because their residential map is not working. it looks like the small business map is working.

i'm seeing at least hundreds of small businesses are out. we know many more people are out of power in the residential area. >> it look like it can change quickly from area to area areas down here, then just a few streets over, people are totally in the dark. >> look how it goes from light to dark right there. that's the line in sausalito this morning. please be careful when driving. treat those lights that are out as four-way stops. look out this morning. greg, we thank you. it is lights out in the north bay as we've seen. but this is cordelia village in fairfield where the 7-eleven convenience store and gas station is in the dark. that entire area does not have power. the photographer who took this video said there is no gas west of fairfield. all 24 hour stations are in the dark. this is a popular stop for people who are going from the

bay area east to sacramento. that outage is also impacting traffic lights including this one near the interstate 80 freeway entrance. we've been telling you all morning, treat this one as a four-way stop as well as lights out that you may find. more than power could be affected by these outages. >> east bay mud is asking customers to be ready to reduce water use. you can check out their website to see if you are in a zone where water pressure could be affected. people are rushing to stock up on supplies as you can imagine. check out this. this is last night at a costco in san jose. there is not much bottled water left. workers do expect a new shipment today. and in pleasant hills, shoppers loaded up on bottled water in target. most of the regular-sized bottles of water were gone. as of last night large gallons of water and mini-sized bottles

of water were still there. i have a feeling that won't last long. >> we are talking about it happening now, we don't know how long the outages will last. >> that's the thing. that's a good point. we have to reiterate that the best case scenario is some will be without jouout power for a d. some could take 24 hours, 48 hours. they have to visually examine every power line in person, and they can't do it at night. one day equals possibly two to three days. >> it's important you stock up on the food and the water and everything you need. >> and you keep your refrigerators and freezers closed. they can survive a couple days without electricity because they're that well built. if you open it, you lose 25% of the cooling every time you open the door. so just opening it once time could be detrimental. make sure you have your food somewhere where you can get to it. the water also. once you lose power, so much of

our lives goes out the door. 6:20 this morning. san rafael, we have power looking south on 101. about about 53 degrees. high fire danger peaking tonight. it will be warm without the danger on friday and saturday. the front end of the seven-day forecast is wherell the activity is. let's get the temperatures out of the way. 80 in santa rosa for the warm spot. most of us in the mid to upper 70s. upper 60s half moon bay into san francisco. some parts of san francisco will warm into the low 70s. tonight, low to mid 50s. in the deepest valleys, the north bay, low to mid 40s. up in the hills and mountains, upper 50s to mid 60s. as promised, the fire index, we're already high at 7:00 this morning near napa, atlas and fairfield. look what happens as we head towards noon. it hits, it pegs our extreme, our highest napa

and fairfield. it doesn't stay there. look as we head towards midnight. lake, mendocino and sonoma counties. it stays red. the altamont pass and the diablo range will be high. that will continue through the morning. notice as the winds start to move towards the north bay at 4:00 tomorrow, that's where the extreme fire danger will linger. by 5:00 it will be over. the difference between the pressure, the high pressure and low pressure and how close they are to each other, that's why we're getting such a rush of wind coming down from the north. now, tomorrow, couple of degrees warmer. warmest friday and saturday, still dry air lingering. everything is back to fall,t n carpoanes if you're heading to the bay bridge toll plaza. apparently there's some electrical issues at the toll plaza not related to the power

outage, but it has the carpool lanes at red. so there's flashing red lights there. that's why the carpool lanes are more backed up than the regular lanes and the fastrak lanes. we had an earlier crash on the upper deck and an accident in the backup. here's a live shot of 101 in san rafael, southbound traffic on the right-hand side. it looks good here. making your way towards the robin williams tunnel lights are out due to the power outage. no accidents so far reported there. lots of delays through napa with the traffic lights out. you'll need to treat the intersections as a four-way stop. it is impacting highway 29 and 12. we're keeping an eye on the caldecott tunnel. right now it's open. there are signs saying it might close at noon. sunnyvale, westbound 237, a crash blocking the connector ramp. another new injury crash north 101

we're sleeping. that's when the winds could reach 45 to 55 miles per hour. >> thanks. pg&e has set up resource centers across the bay area to help people who do not have power. one of them is located at merit college in oakland at parking lot "b." people can go through to use the porta-potties to charge phones, charge anything that you need and to fill up on water. the resource center will open in about an hour and a half. at 8:00 this morning. we have a full list of resource centers in every bay area county posted on abc7news.com. one of the biggest lifelines in a power outage can be your cell phone. if you plan ahead you can store up electricity while you still have it. first thing do is charge your cell phone to the max while you can. also charge up your laptops and tablets. get external batteries for your phone and charge those fully as well. also you can charge up old laptops and use them as extra charge for your cell phone. and don't forget to turn down the brightness on your cell phone because that will help to extend the battery life.

. sky7 live this morning as thousands of bay area residents tens of thousands are in the dark. many more could be without power in hours. >> we have live team coverage. our crews are spread out across the region from the north bay to the south bay. and in the studio, frances is tracking issues you may have with your commute. we're starting with abc7 news meteorologist mike nicco with details on the high fire danger. >> we'll talk about what happened at 5:00, that's when the red flag warning began.

that was for all the areas but the santa cruz mountains, that begins at 5:00 this evening. it fogoes through 5:00 tomorrow evening. they have a shorter duration of critical fire conditions. those north and northeast gusts are not here yet of 45 to 5555 miles per hour, but the beginning of the wind advisory started at 6:00. expect increasing winds today and tonight. downed power lines could create fires and spread them rapidly. mount tam, about 17 to 22. that's about as comfortable as it will get. temperatures in the 40s to 50s through 7:00. kind of chilly. most of us in the 60s at noon. 60s at the coast. mid 70s for the rest of us. it will feel comfortable today until the breezes kick in. we'll talk about what happens tonight while you're sleeping. that's when the danger is the highest. >> technical problems at the bay bridge toll plaza. apparently metering lights are

cycling on for the carpool lanes as well, that's why the carpool lanes are backed up more so than the regular lanes as you make your way towards the bay bridge toll plaza. you can see the backup here. they have electricians at the scene to fix it and a crash on the upper deck as well. 101 in san rafael, southbound traffic on the right. watch out for lights out in the robin williams tunnel making your way towards the golden gate bridge. lights out in napa and causing heavy traffic on highway 12, 221 and highway 29. we have more accidents. i'll have an update on those as well. >> thanks. this planned outage is happening in two stages today. the first stage was shortly after midnight. the second stage will happen at noon and later on throughout the afternoon. the midnight outages that continue on throughout this morning are happening primarily in the north bay. i would show you where on this map that pg&e provided, right now it's not working. it has not been working for at least an hour. so unfortunately i'm not going to be able to show you the

specific numbers. but we do know that about 186,000 people are currently without power this morning. we think 140,000 more people will be without power starting at noon. that will be in the east bay and the south bay. we do know that more than 20,000 customers in napa are without power. that number is a little old because again this map has not been updating for quite awhile. we hope pg&e is able to get this going again. i heard nothing back. if you're watching pg&e, help. >> all right. thousands of people are waking up without power. we do know this in the north bay. sonoma county is one county where the planned outages started at midnight. amy hollyfield is live good morning. >> good morning. we are in sonoma, no lights at way, there are

some lights. so maybe this store is open. but when you get closer to the door, you do see the sign that r notice. peak inside, th peek inside they do have some lights. this won't be catastrophic for this store. one example of what many businesses are facing with this shutoff. we do see employees here working, so that is a bonus for them. they were allowed to come in and at least clock those hours that they were expecting and hoping for. some people have locked the doors. they are not en working. and the word is to treat those

as a four-way stop and to be cautious as you get there. one employee out here working on the sidewalk did make the comment that there is no wind here at all. it is not windy. so the question is on the mind of some people on whether it was necessary to turn the power off at this hour when people could use their electricity to get their day going. reporting live from sonoma, amy hollyfield. the power outage will have an affect on people going to work this morning. >> the napa valley unified school district has closed schools today. laura is there looking at conditions there. >> the main condition we encountered so far is at the freeways. at the highwayswa is tacd up

p is tryingafthsoajor thoughfare here. the traffic signals are supposed to keep working even when the power is out. there's a battery backup system. that backup system is not working. so, the chp has had to stand out here and try to get cars to make it through the intersection. the issue is the traffic is backed up for miles. let's show you what's going on over here. this is highway 29 coming up from the fairfield area of vacavil vacaville. i'm told by chp, this is a major thoroughfare and major commute area for folks, especially this time of year. this is harvest season. there are a number of workers, many more actually than normal going through this area in the morning trying to get up valley to work in the wineries. there's 200 wineries up the road

here. these folks are backed up for miles. y across the street. that's an electrician trying to get the battery backup system back up so that these traffic signals will work as they are supposed to even when there is not power at the very worst i'm told by the chp what is supposed to happen is that the lights will flash red and so folks will know that they need to stop. i'm asked to remind everyone if they remember from driver training that they are supposed to stop any way when there are no lights. treat this as a four-way stop. they said earlier this morning around 3:00 in the morning before there was a lot of traffic people were blowing through this intersection at freeway speed. so it was an incredibly dangerous situation. so the chp said they will be out here for hours if necessary to try to keep this traffic moving even while the power is out. live in napa, laura anthony, abc7 news.

>> that is a mess. appreciate it. the backup not working is on brand for this whole event. hopefully there will be better days ahead. power outages in the south bay are set to begin at noon. >> we'll show you this map of santa clara county. san jose official also give us an update in about a half hour or so. jobina fortson is live at san jose city hall with that. jobina? >> good morning. we are expecting that outage to hit here in san jose at noon today. about 38,000 pg&e customers across santa clara county could be impacted. we're talking about some far reaching effects. everything from schools, businesses closing and traffic issues as well. a press conference will begin at city hall at 7:00 a.m. to address that. pg&e forecasts indicate shutoffs will happen in east san jose along theoothil sth sajose.city

the campus could lose power. by the way, we have a full list of school closures at the bottom of your screen and by going to abc7news.com. in san mateo county caltrans is working with pg&e to install generators to keep tom lantos tunnel up. >> caltrans tweeted last night that motorists can expect the devils slide tunnels along highway 1 to be open during the power shutdown. previously caltrans said that tunnel would be closed until thursday afternoon. >> back now live to sky7 in marin county where the power is out for some folks. that is our sky7 image. you can see there is a lot of -- there are a lot of lights out. there the backup is working. >> they do have those red flashing lights. people are treating this -- this is a three-way stop. just being cautious and careful. the power is out.

but luckily the backups are working for people and things are moving smoothly. >> we want to check in with mike nicco. a couple minutes ago we heard from amy hollyfield live in the north bay, she said some people are frustrated because they're not seeing or feeling the winds up there, and they're wondering so why is the power out? >> i agree totally. i think it was a little too early. we talked even yesterday and the day before that this is going to peak tonight while we're sleeping. if they wanted to turn power off later on today, that would probably be a better move. they have different meteorologists than myself, and that's what theirs told them to do. that's the way you can look at that. i agree with them. when you walk outside this morning, you're like what's the big deal. there's not one just quite yet. it will change rapidly as we head into the afternoon. right now winds are less than 32 miles per hour. that's on diablo. 3,800 feet. above 1,000 feet, we're as low as 6 miles per hour in the

oakland hills. so the event is not here yet. the humidity levels, while getting drier in the north bay, below 30%. everybody else is above that heading deeper into the bay area. our surface winds wither we live, about 12 to 14. again, manageable. that 12 is in novato, that 14 is at sfo. our 450u7humidity levels are no. we're just barely getting into this system. so we have a long way to go. another 35, 36 hours until this is over let's talk about your commute. four-way stops, if you come to an area without power. check first. i have not heard about mass transit, but you never know. it will be windy north of the bay bridge, 9:00 this evening to 9:00 tomorrow morning. that's when it will be most dangerous to be out on the water. when we come back, we'll look at some other areas of california that are under a higher fire

danger and i'll pinpoint where and what time i think the highest fire dangers will hit our bay area neighborhoods. first wanted to bring frances in here. what are you seeing? >> because of those power outages, it's a mess already in the north bay commute for folks heading through napa. >> it's just the north bay that doesn't have power now. >> tomorrow will be a nightmare. >> this is a microcosm of what could happen on a bigger scale when more people lose power. >> especially if we talk about power outages in the east bay d the south bay.ldecottne >> so many people go through there. if you shut that down, you have highway 4 or 580. those are a nightmare already. >> exactly. so we'll be monitoring that as well tomorrow. right now i want to take you to the golden gate bridge. they just changed the lane configuration. and that's why traffic was heavy from tinliams theraic or tunnel lights are out to the golden gate bridge. that's just due to the lane configuration. we're having technical issues at

restoring power for people? >> yes. we expect to shut power off to additional customers around noon today, eies in our service area. we expect this severe wind event to last until about thursday midday, at that point we can go out to the infrastructure inspect all of the lines, make sure everything is safe, make repairs if necessary before we shut the power back on -- turn the power back on. >> is turn the power back on or does it happen quickly. >> our crews go out on the field andcaype oraruur da pac on, because we want to make sure everything is safe. i do want to note that does take some time. so, we appreciate the public's patience as we move forward through the process.

>> i'm curious why this morning we are just talking to our meteorologist, mike nicco, and he was saying that the winds are not going to really be high until this evening. people that we've talked to on the ground in the north bay and napa and sonoma counties are saying they're barely feeling wind at all. why wouldncouldn't this have be delayed past this morning. >> our meteorologists did forecast a widespread severe wind event. th national weather services also issued warnings. we worked off those details and turned power off when we deemed appropriate for safety. >> the governor called this mass outage plan by pg&e outrageous. what is the from pg&e? >> we understand this is impactful to customers. we understand that, you know, it's not a thing we take lightly. we want our customers to know

that we have resources available. we are planning on opening community resource centers around 8:00 a.m. this morning in some parts of our service area where customers can go and have access to charging for their electric devices, electronic devices. have bottled water. have a place to sit. have restrooms. >> but is the governor wrong? he is telling -- he's telling the residents of california that we should be outraged by your action actions. >> we understand this is impactful. >> i understand you understand this is impactful, but i'm asking a direct question. shoot governor be outraged? >> we respect the governor's opinion. we do see high fire risk in our service area. we want to be responsive to that. the safety of our customers and the community is our highest priority right now. >> all right. thank you for your time.

definitely different than what pg&e had for this morning. look at the east bay hills, winds are 4 to 9 miles per hour was 25 to 26 miles per hour, which is not out of the ordinary. but that's their meteorologist, that's what they pay them, that's why they shut the power off. that's the best i can give you. this is what i think will happen. we have a high fire danger today. it peaks tonight. it linkers in the north bay tomorrow afternoon. after that we have warm weather, without the threat of fire for friday and saturday, back to average sunday, monday, tuesday. as promised, our fire inge dex. look at our code right here. we're already seeing it, 7:00 this morning, very high around fairfield and napa. let's zoom down here. by noon, look at that, red, extreme, our highest fire danger around atlas, napa, heading over towards cordelia, fairfield. look at it spread through clear lake, lake county, mendocino county, sonoma county.

kellogg and sonoma in the part of the extreme fire danger at midnight tonight. 3:00, when i think the winds will be fastest, the humidity will be low enough and our most extreme fire conditions will develop, that's when we have the altamont pass and the diablo range at very high conditions. again, it's tonight it wasn't last night, it's tonight when we're going to have the most dangerous conditions. so be prepared to act if you are suddenly woken up by the sirens or your phone telling you you need to do something because fire is on the way. frances? >> problems at the bay bridge toll plaza. metering lights are cycling on for carpool lanes. the carpool lanes are backed up through the maze. the bigger backup than some of the cash paying lanes right now. there was also an earlier crash on the upper deck and one in the backup. a live shot of the golden gate bridge. so there's some delays here in the southbound direction from the robin williams tunnel where the lights are out due to the outage, but also they just
