power. that's phase 1. another 141,000 are set to have their power cut off later on tonight. >> we have team coverage on the pg&e power outage. we have our crews across the bay area bringing you the latest. let's begin with spencer christian and tonight's forecast. >> we have breezy conditions around much of the bay ara right now. the wind gusting at the surface. we have 22-mile-per-hour gusts at livermore. 20 at san francisco bay and san francisco. the winds are a bit stronger and they're more widespread above 2,000 feet. the winds will continue to intensify in the overnight hours. we have a red fire daifrmger until tomorrow at 5:00. at peaks they'll range between

535 and 65 miles an hour. under those conditions fires could start and spread easily. there's a wind advisory until 3:00 p.m. tomorrow. there's a possibility of downed trees and branches and power lines. here's our wind gust animation taking us to 9:00 p.m. and midnight. we expect a significant increase in the intensity of the wind and the gusts to become more widespread. it looks like the gusts may peak from 3:00 p.m. to 5:00 a.m. we'll see gusts up to 45 miles an hour especially in the higher elevations. so we'll keep monitoring this for you and give you a look at changes as they develop. dan and ama? >> thanks so much. >> power starting going out in sonoma county just after midnight. >> a b bc 7's wayne freedman ha

more. >> reporter: behind me, hell on wheels blackout style. farmer's lane where the traffic lights are out, so people are having to work through the intersection. let's show you this backup. it's two miles long, farther than we can see. it's been this way since 11:00 a.m. all because of that power outage, and in the midst of it a lot of questions as we wait still for a high wind that has yet to materialize. >> this is the calmest day i have seen in a mon or so. >> calm in the air so far, but not calm for people who own businesses or worse those wasting time. this is the mall. here's one struggle. that's chris snyder working on a battery light working on a freezer, hoping to keep hundreds of gallons of baskin robbins ice cream cold. >> this is my second time.

crap. we're going to be losing money. we've got stuff that's going to go bad that we're having to transfer to another store. >> and a as we come back live, now we're showing you some leaves and some branches. while we were away, we felt the first wisps of wind. it's not dangerous. it might be the beginning of the wind they're talking about. as of now in sonoma county, 66,000 people roughly do not have power. the good news in that, if you're still in sonoma county right now and you do have power, pg & e says you're not likely to lose it. live along highway 12, wayne freedman, a b bc7 news. >> good to know. so, wayne, what kind of problems has the fire department had? >> reporter: they've responded to many more traffic accidents at locations than they would

normally, but what do you expect with traffic lights out? maybe the most interesting call would be the family who had an emergency generator and they turned it on. just one issue. they were inside their house. so was the generator. it was a close call with carbon monoxide poisoning. >> that's scary. thank you, wayne. traffic is flowing through the tunnel and they're optimistic they'll be able to keep all lanes open. >> abc 7's reporter says some got alittle ahead of the power outage. >> reporter: i wanted to mention it. we're starting to feel that breeze. clearly the winds are picking up in the east bay. we're in lafayette. power was supposed to be out by now, but a few hours ago we got told power won't go out until

8:00 tonight. we've seen several businesses here that preemptively closed. here's one that will be closed on october 9th. they could have stayed open because the shut-offs are not going to happen until later tonight. not a lot of lost business. it wasn't bad for all businesses. th the hardware store said normally they only get about 250 customers. yesterday -- >> they took everything. >> do you have any flashlights yet? >> no. at one point they took the outdoor solar lights and the refrigerator ice packs we had and they got candles, every candle we vchl and then over there, we've practically sold out of our ice chests, even the very skpirchs ice chest. >> how much did that one cost?

>> like $300. >> reporter: that woman said the last time she republiced such a rush was last year during the camp fire. today it's been busy for her but slower. most people were already expecting to be without power, but there was the last-minute rush. i was at the safeway at orinda. people are making last minute rush to get ready. i do want to mention for people who live in this area, they may have heard power was out. that was a preemptive strategy taken by the police didn't here. they wanted to prepare people to get them ready to stop at these intersections, but once they heard the delays were happening, they turned the street lights back on, so traffic is moving slowly. but you can imagine they will turn these street lights back off ahead of those delays at 8:00. we'll wait and see what happens in a few hours. back to you guys.

>> thank you so much, liz. let's now turn to nbc chris >> you see many are out of water, ice, supplies. one store was closed in preparation for a power outage that's four hours late. trust me, we looked for signs of when it with us going to happen. this "p" says it all, bright green flashing and leaving everyone hanging. on the streets, the question of the day, when is this power shut-off supposed to happen? >> i'm frustrated by everything pg&e does or doesn't do, you know? it's very, very frustrating. >> reporter: with a fire alert in the area still high, many had no choice but to power through their preparations. >> so here we go. that's $13 of crushed ice to save about $100 worth of food at

least. i'm just glad to have beautiful day and to be prepared. >> reporter: less optimism at this korean deli where all this meat can go bad. he's looking at losing $700 to $800 in inventory. >> i lose a lot of customers too. >> reporter: at the oakland zoo, no business either all day. h they had to close shop to make shower their endangered animals are at top priority. these frogs can't take a moment without electricity. >> we're prepared to go several days but we worry about frogs. >> we plan for some of these, but at the same time it is complicated and it is a bit unnerving for staff as we go through this process. >> reporter: all right. so what people have been doing

state of emergency that will allow both of them to have additional resources as we get closer to the 8:00 p.m. shut-off. in east san jose neighbors took advantage of extra time ahead of tonight's pg&e public power shut-off. >> right now i'm going to costco to get gas for my car. i'm near empty. i don't want to have that. >> reporter: some initially in denial about the outage alert before reality set in. >> at first i didn't want to believe it. it was like, oh, things are going to get shut off and then you see everybody around you going into panic and you can't help but go do what everyone else is doing. > reporter: and the county declared a state of emergency and encouraged others to do the same. >> there are about 850,000 customers of whom 1,100 are medical baseline customers who have special medical needs. >> reporter: the city has placed these warning signs to remind

drivers to stop at dark signals. residents now preparing for your the unknown. >> if you live in any affected area, stay at home as much as possible during that power shut-off. >> reporter: the city of san jose haas set up three resource centers where people can go for water, snacks, air-conditioning and power for their devices. they're at a center, southside community center, mayfair community center and avaya stadium. they've beefed up staffing. the same goes for the fire didn't. we're live in san jose. i'm chris nguyen, abc7 news. there are multiple school closings because of the outages. if you look at the bottom of your screen, there are schools

sky 7 is overhead in santa rosa. just 20 minutes ago police have put out a reminder that officers have responded to multiple crash collisions due to theower shut-off. republic, you should treat any intersection would power as a four-way stop. >> they need to be a little more cautious when driving. pg&e led us to their war room in san francisco. you see dozens of people poring over the latest forecast and alerting customers when power outages will occur in their area. >> tonight pg&e is facing a myriad of questions of whether outages like these are the new normal. >> some say it's unsustainable.

dan noyes joins us. >> they gave us details of issues that may have started with problems with its own equipment. one of the fires late last month torched acres in butte county. they have called for these massive blackouts because they can't trust their own equipment. they're supposed to be installing insulated wire in high-fire threatened areas. >> we need to get more information on where they're at with the infrastructure hardening so we really understand the priorities and risk and where to prioritize the work at a more grand level. >> they're sending safety experts to work inside pg&e headquarters. coming up at 5:00, there's a push for answers.

i look at was it really necessary. a lot of questions there. >> a lot of people are asking that question specifically. >> exactly. >> thanks, dan. all right. well, the shutdown is the third by pg&e in the last two months and by far the largest. the most recent happened on september 20th. the utility cut power to 50,000 customers in counties as well as limited outages. last may the california public utilities commission approved new guidelines for when pg&e must turn off power lines for safety reasons. >> the last time california experienced something similar, it was called rolling blackouts. san francisco hit 103 degrees. i republic that well. it was sweltering in the city. they shut off electricity to nearly 100,000 pg&e customers in order to avoid a larger

uncontrolled blackout. that crisis was prompted by electricity shortages on the grid, not high-fire danger like we're experiencing now. it's different in that respect. you might expect it prompted a recall in 2003. a lot of people have talked about the winds haven't picked up quite yet. >> just in the last 20 to 30 mips we've seen a rather significant increase. the wind has been light, but it's getting windier now. here's a live look at doppler 7. here's a current look. check this out. we have gusts between 20 and 25 miles per hour in santa rosa, fairfield, half moon bay, livermore, and all are getting a bit breezier than they have been throughout much of the day. here's a view from mt. tam. under breezy conditions. 65 in san francisco. 71 in oakland. 73 at redwood city. 73 at san jose and 59 at half moon bay. at golden gate, we've got clear

skies, and just a moment ago the flag was flapping in the breeze. you can see the breezes are decreasing and increasing. 81 degrees in santa rosa. 74 at napa. upper 70s at petaluma. you can see the view from our rooftop cameras. you can tell bhe movement of the trees there's a bit of a breeze. dry gusty winds will prevail especially over the hills during the overnight hours and through much of the early part of the day tomorrow and it will be mild with calmer windses beginning on friday. now, our wind gust animation looks like this. as we get into sp lighter evening hours we'll see widespread wind gusts at 20 to 30 miles an hour. higher at higher elevations at 2:00. at 1:00 or 2:00 a.m. we'll see stronger gusts we're likely to experience uto 45 miles an hour or higher at the surface, again, even stronger gusts are likely in the higher elevations.

rning commuters will be greeted by stronger gusting winds. by midday we'll see the winds tapering off a bit, being much, much calmer. relative humidity will remain dangerously low especially in the overnight and morning hours. we'll see most locations with relative humidity in the teens, 10% to 15%. that will change by the end of the week. meanwhile the fire index is higher in the east bay and north bay. again, that picture will improve going into the late afternoon hours tomorrow as the fire danger index will change and the fire danger will diminish. overnight lows mainly upper 40s to low 50s. here is the accuweather seven-day forecast. as the wind calms down at the end of the day tomorrow, we can expect warmer weather on friday

happens when a store like target falls short of expectations. one by one people were turned away because of the power cuts in marin city and parts of sausalito. >> are you surprised they don't have a generator. >> yes. >> reporter: medicines to be delivered were not accepted. >> i could not get in because they closed. >> reporter: mom and pop stores were open but left in the dark. this molly stone's in sausalito had power, but still rented a generator as a backup. >> everybody's calling us up. we're out of generators. >> reporter: word traveled fast and many residents left without power made their way to the store. >> can't stay home and checked it out and they had wi-fi. i got something to eat, and here i am. >> reporter: the library, which is adjacent to city hall had triple the number inside. years ago the city invested in a generator. >> more people with their laptops, people with their chargers out charging up their

themselves with the power outage a half day old, some feeling lucky they arrived at the market just as a new load of ice was being unloaded. >> i think they jumped the gun in my opinion. there's no breeze. you know, there's still dew on my car. turning it off is good, but wait till it's dangerous. >> reporter: there's frustration as residents awaken to a power outage pg&e claimed hat to be done. here there's barely, at least not yet. >> the wind is two miles an hour right now. there's no wind. it was 11 miles an hour last night. no wind. >> at this intersection south of napa, the failure of battery system led to a backup. it was so bad the chp had to step in and control traffic by flashlights. at this market the power outage is a lot less dangerous but

still disruptive. the store's open, but all transactions are cash only. >> did you think about closing? >> no, because we're bringing in generators and we'll be up and running in line two hours. >> reporter: the owner of this market tried to locate a generator at the local home depot, but they were all sold ow. the only way he found this one was a friend happened to have an extra. in napa, laura anthony, abc7 news. >> all right. anticipation and anxiety, they continue to build as people in affected areas wait for pg&e to shut off their power. >> what was supposed to happened a noontime has been pushed out. >> reporter: we know time is money. it was 4 1/2 hours longer.

but the revised power outage came too late for some businesses who heeded the initial warning. he made a calculated risk to stay open and ended up doing business. but the sign on the door at buck's restaurant reflected the warning that pg&e had given. so he closed before the lunch crowd arrived. >> if we close in the middle of service, it's chaos. they told us to plan for it, put everything away, preserve all of our material on ice. of course, if the power never goes out, we'll wish we stay on. >> reporter: he had no criticism but employees at home might, losing pay. >> you can't have conference calls schedule and video calls

scheduled when you're not going to have power. that's very inconvenient. i wish they'd bury the lines. >> reporter: they're uncertain when the power goes out, how long till it gets restored. food supplies are perishable. >> when you have a lot of product that's perishable, it's a concern of ours. we're doing the best we can to keep all of our items in our freezers and refrigerators cold by packing them with ice and dry ice, et cetera. >> reporter: so for those who decided to stay open as long as the power was on, they seemed to have made the right gamble, but we're still waiting for the power to go out. live in woodside. david louie, abc7 news. >> david, thanks so much. oakland school district just announced nine schools will be closed tomorrow. they're fruitvale. grass valley, howard, montclair,

goodness, after they warned they would have to shut all four lanes. they brought in power. abc 7 spotted crews working to get the generators up and running this morning. you can see they're a permanent backup system is in order and it will be available next spring. >> this will help to ensure that thnel remains open at all times. >> caltrans says the ton lan troes tunnel on peninsula will also remain open. b.a.r.t. riders shouldn't have to worry about getting around due to the shut-off. if any b.a.r.t. station loses power, there are generators. bus systems in the caltrans

outages, there was a run on gas this morning. a few minutes ago we showed you santa rosa where gas stations are literally out of gasoline. let's go to where people are rushing to get gasoline. >> reporter: as the loon of cars-inch toward the san jose chevron, we get closer and closer to pg&e's power shutdown. >> i think it's insane. >> although they believe it could be impacted by the outage, that's counting customer accounts. 2,000 people could be impacted in san jose. >> they think by shugt off the power they're going to solve the problem, which the problem is a lot deeper than what we're experiencing right now. >> it's very frustrating on our part to not know what's going on for a large swath of our city and to have their power taken

away. >> reporter: the city's best advice is to be prepared for up to seven days without power. at least some residents are listening to the warnings. >> how long are you prepared for? >> mine, probably for a week. >> san jose has opened three community resource centers to help. the city's community resource centers will be open from 8:00 a.m. to 8:00 p.m., the entire length of the outage and for the resource center set up by pg&e, that will be at aavaya stadium. >> thanks. a lot of people go michael finney, 7 on your side. >> let's start with pg&e. who can file. >> anyone who's had a loss can

fi file. >> that's the good news. >> they're really straightforward, your name, what did you lose, what sit worth. but that's where the easiness ends. the utility reform network says following last year's fires, hundreds of consumers filed claims and pg&e did not pay a single one of them. i contacted pg&e and the public you tills km igs to confirm that. i have not heard back. i'll tell you tomorrow if things are different. now, if you are denied, you still have the right to take the matter to small claims court so it's not just them versus you. >> what about business owners? >> not great. many will have what's commonly referred to as a b.o.p., business owner policy. it includes business interruption insurance. i went looking for answers today

and i spoke with onsted insurance in san ramon. it's a well respected independent broker and they tell me most businesses will not be insured under these conditions even if they have a b.o.p. that's because there must be a covered event like a storm or a car hits a hole. here there's just an abundance of caution and that is usually not covered under the business interruption policy. that's kind of a bummer, isn't it? >> it sure is. >> thank you, michael. while there's a lot of frustration, a good reminder from the sonoma county sheriff. in a tweet he reminded people to treat pg&e workers with kindless and respect. it's a frustrating situation but the workers are just doing their job and will get the power back on as soon as they can. >> that's a good point. we'll look at how one east bay

our concerns might be different, but we're in this together. and building a better bay area takes all of us. coming up tonight on abc 7 starting at 8:00, catch all new episodes of "the goldbergs," "schooled kwrk" modern family," and "parents." that's followed at 10:00 by "stumptown." the power prompted some to go buy a generator. dustin dorsey has some tips for using the smaller varieties especially for the first time. >> reporter: generators are not a household item. you want to make sure. take your generator outside. find yourself a wide open area to set it up before turning it on. you're going to want to find a safe place to put your generator, dry grass, around any items or plants is not a good idea as generators can be flammable and start fires.

now, for this model, a couple of things. y you wham to make sure the choke is open and the engine is on before you start pulling the cord to start the generator. keep gas powered generators like this one in well venn till eighted areas outside your home because the exhaust can cause carbon monoxide poisoning that can lead to serious illness or death. make sure you familiarize yourself with it. you can plug in some household items with no issues, but this sort of generator will not power an entire house, you want to make sure you're aware of how much power your generator produces before you plug things in. a couple notes about gasoline for your generator, you want to make sure you keep your gas supply far enough away from the generator to not start a fire. you also want to make sure you shut down your generator

completely and let it cool down before refilling any gas into the tank. now one last note. if you're going to be plugging in small appliances in your house running to your generator outside your house, use a heavy-duty electric cord like this one to make sure you dome cause any electrical problems. >> good info fro dustin dorsey. the pleasanton police department used humor to make sure people are prepared for the pg&e power shutdowns. they posted this message. pg&e says prepare for power shutdowns for areas marked in list. it provided a hilarious list of reminders including check on the neighbors, even the one whose dog barks all night and the other one who always parks in front of your house.
