we know they've egun in alameda county and could start any minute here in contra costa. rushing to take advantage of last-minute electrical luxuries in the east bay wednesday night. at whole foods in lafayette, workers stayed late to transfer refrigerated inventory to freezer trucks in their parking lot. every light bulb a glowing reminder. >> we stopped taking reservations because of the outage. >> reporter: the marriott is ba backed up with portable generators. >> we sourced as many flashlights and glow sticks as we possiblypr that californians know dangerous fire weather is behind the planned outage. >> i'm really glad we at least know what the reason is because every once in a while a planned power outage will take place back home in trinidad and we have no idea why it's happening. >> reporter: across the street, drivers pulled in to fuel up only to discover everyone else

got there first. sorry, no gas. there was some sympathy for the embattled utility. >> i honestly can't blame pg&e for safety reasons. >> reporter: safety is top of mind for contra costa fire, which upped staffing and perfecperfect wildfire-fighting equipment overnight. >> we have a lot of unburned fuel on the ground from the rains last winter and spring. with the high winds, that's the big problem tonight. we could very easily great into a situation where i wildfire got away from us. that's the last thing we want to happen. >> reporter: back out here live, the lights are still on, on mount diablo boulevard. the winds have not picked up here yet. we have been waiting. we know that the forecast has a lot to do with pg&e's decisions as those could change as we go on with the shutdown and also the restoration through the next few days. live in lafayette, i'm kate larsen, abc7 news. >> kate, thank you. in the south bay, santa clara county declared a state of emergency as it braces for shutoffs.

abc7 news reporter amanda del castillo is live tonight in the alum rock neighborhood with the story. amanda. >> reporr:hi neighborod i supposed to be impacted s pow wutfill finally t. know that pg&e reach out to us just about 30 minutes ago to confirm that the power shutoff process has begun in the south bay, santa cruz county, as well as the east bay. that is expected to last through midnight. residents in san jose's outage impact zones woke up with power wednesday. relief for many. >> it was good news because i was expecting it at midnight last night. i got up this monrning, great, there's power. >> reporter: since word got around monday, it's been a mad dash at grocery se t r for the situation. >> it's not like the world's going to end, but they're preparing where they're going to have enough water and food for the next few days because

microwave, refrigerator, that stuff's not going to eighth gra leanne rodriguez says classes have been canceledlle, empty lots. campus was closed out of an at dad keeping his cool. >> i tend not to worry about stuff that i can't control. so it will only be out a couple days and we'll just go out and eat. >> reporter: aside from the panic and rush to prepare, residents say now they're ready for anything. >> something's going to happen. if it's not this, it might be a earthquake or some other stuff. you never know. >> reporter: something to remember for those who will wake up without per on thursday. there are resource centers. pg&e has established one at the stadium and the city has established three across the city of san jose. i'm in alum rock tonight.

>> thank you, amanda. the city of morgan hill will enforce a curfew if their power gets shut off. it was originally scheduled for 7:00 p.m. but is delayed until the power is shut off. this is the to reduce criminal activity. pg&e launched a new website a few hours ago after an earlier site kept crashing. the new site was designed to handle heavy traffic from people searching to see if their neighborhood and home would be affected by a power shutoff. just a few minutes after pg&e went live with the site, guess what? it crashed. let's test it right now. you can get to the outage map via pg&e's home page, but it is not yet reflecting the outages in progress right now. so unfortunately for pg&e, just when people have turned to them for information about outages around the bay area, both websites have had a difficult time functioning and giving people the information they need. pg&e gave an outage update

earlier this evening, and the i-team's dan noyes was there. >> we asked about pg&e's effort to improve the safety of overhead power lines. >> what steps are you taking to do that more quickly because clearly that's the key reason you're doing this because you can't trust your>> not necessar trust our own equipment. i keep coming back to the fact that it's the coexistence of our equipment with the environment and the factor of safety that existed in the environment gnarl naturally when the systems were compromised does not exist anymore. >> reporter: pg&e says it restored power today to 50,000 people in the sierra foothills by isolating transmission lines from lines that may face a high wildfire risk. some residents in humboldt got a sliver of good news. emergency services tweeted this around 7:00 tonight. pg&e is reporting that it has been given the all clear to immediately begin the process to restore power to the county. this does not mean electricity will be restored immediately,

though. plan for another night without power. now, there is certainly a lot of worry and anxiety in the north bay understandably tonight where up to 200,000 people are in the dark, affected by the pg&e power shutoff. many are asking why the shutoff was even needed. abc7 news reporter cornell barnard is live in santa rosa tonight with that story. cornell. >> reporter: yeah, dan. a lot of harsh words for pg&e. we can say that the winds have definitely picked up here in the last 10 or 15 minutes. check it out. behind me, the flamingo hotel. a lot of folks from around here wanted to stay here tonight because they lost power in their loof anxiety a around here tonight. this isn't what santa rosa homeowner jackie la mika wants to be doing, unloading all the perishable stuff from her fridge which stopped working about 24 hours ago when the power went

out, and taking it to her daughter's house across town. >> i'm saving all the dairy goods and meats because they're very expensive. i don't want to lose them. if we're expecting five days -- >> reporter: the pg&e power shut down created huge traffic jams across santa rosa. traffic lights were out.ay caus accident near an intersection where the signal lights weren't working. block after block, restaurants were locked up, and gas stations were closed. the roar of this giant generator was hard to miss. it's powering the russian riverd ing a forne to run, about $10,000 a day. the landmark flamingo hotel is open just barely. a few flashlights have lit up the lobby, and the restaurant where the staff is literally left in the dark. >> we have to turn all of them away because we can't put anybody into our system since we don't have access to the internet, since we don't have power. >> no winds. gorgeous day. >> reporter: sonoma county

let's go back now to the breaking news. live pictures from sky7 over a neighborhood in oakland where the only lights you really see are the headlights from cars because most of the neighborhood is in the dark. >> about a half hour ago, pg&e said a second round of shutoffs began in parts of the east bay, including areas of oakland and the south bay as well as santa cruz county. the process will take until about midnight for that second phase of the power shutoffs to completely be done. >> a lot of people find the current shutoffs reminiscent of the rolling blackouts californians experienced during the energy crisis in the early 2000s. we remember that well, righ w ud a recall campaign over the ordeal. he spoke with us on the phone today. >> precautionary efforts that they're taking to shut off power is one of the tools that they were given by statute, and the puc had to approve the plan before it could go into effect.

obviously when you lose power, it's not fun. nobody knows that better than i. but it's a minor irritation when you com power thpare what happe paradise. >> you can listen to governor davis' full interview on our website. pg&e added these barriers you see here around its san francisco headquarters as frustrations grow over the outages. pg&e said the gates are meant to keep its employees safe. the chp says a pg&e worker was shot at while driving in a marked truck last night north of sacramento. no one was hurt. in butte county, someone egged a pg&e office in oroville last night. a woman whose husband worked for pg&e posted thishoto online in support of utility crews. the image has since gone viral. >> these people are human. they have nothing to do with these power outages, nothing to do with these fires. they're just humans. they're workers trying to provide for their families. i get worried about my husband going to work.

>> katie barbier took these pho photos. this one shows her cousin's husband, who also works for pg&e and his newborn baby. the wind conditions are driving all of this in terms of the pg&e shutoffs and as predicted by our weather team, the wind has been picking up all afternoon and evening. >> let's get to meteorologist sandhya patel. >> those wind speeds have really increased hour by hour tonight. i want to show you a live pictu picture. you can clearly see the wind is shaking this camera up. as we take a look at the wind gusts so far, mount saint held ena, 70 miles an hour. mount diablo, 68. rose peak, 47. knoxville creek, 48. mount tam hasn't been too bad so far, 30. oakland hills, same thing, 28 miles an hour. fairfield is reporting winds gusting to about 30 miles an hour. so not all lower elevations feeling that wind. it's the higher elevations. i want to show you the fire danger index as we head into

tomorrow morning. this area in the north bay, oranges and reds indicating very high to extreme fire danger. that also includes parts of the east bay hills as you will notice going into 8:00 a.m. so around the time that you're commuting tomorrow morning, definitely be aware of your surroundings and stay vigilant. live doppler 7 obviously not showing us any rain. a look at those temperatures right now. 50s, 60s across the bay area. here's a live look from our sutro tower camera as we look at the golden gate bridge. this one is a little bit bouncy as well. a look at the forecast. high fire danger through tomorrow. dry, gusty winds especially over the hills. lighter winds expected starting on friday. so the hour by hour forecast, midnight tonight, lower elevations looking at winds of about 35, 36 miles an hour in places like calistoga, fairfield. watch those winds in the wee hours. they start to increase. 37 miles an hour. then 41 miles an hour at 7:00 a.m. so your commute may be a little tough, especially if you're

driving. just keep that in mind that it may take you a little longer if there are anytole2: p.m.huda th do subside. it is a calmer day. the humidity is a key factor in the fire danger right now. 10% at midnight around napa, fairfield, lake berryessa. that drops down to the single digits as we head to tomorrow morning, down to 7% in napa and 8% in fairfield. windy in the hills first thing in the morning. temperatures upper 30s to the mid-50s under clear skies. for the afternoon, it will be a milder day. 74 in the city. 82 santa rosa. 77 oakland. 79 in san jose. accuweather seven-day forecast, fire danger high tomorrow. winds relax for friday, saturday. temperature will be in the mid 80s inland. low 70s coast side. sunday cools. then as we head into monday, tuesday, wednesday, there will be very little day to day variation. i'm hoping that by the time the fleet week air show gets under way, things will be calmer. >> yes.
