now at 00, an overnight fire in the east bay highlighting how fast flames can spread during a red flag warning. people in moraga forced from their homes as crews fought a 40-acre fire overnight. >> this is what it looks like right now because people had to evacuate. the evacuation center is open. at last check this fire was 70% contained. we have a crew there and here at this evacuation center where people had to rush out of their homes. they're now able to go back inside. it's thursday, october 10th. this fire is coming during pg&e's public safety power

shutoff. >> thousands of people still in the bark adark all over the bay because of the high fire danger. we'll look at the latest outages in a moment. first we want to get over to mike nicco. we have been seeing some high gusts. >> after peaking at about 72 miles per hour, we are down to 67 degrees. around 2,000 feet, 25 to 30 miles per hour. up in knoxville, up to 40 miles per hour. the fastest winds are hitting us now and they will be fastest from now until about 10:00. they'll still be fast enough after that to keep the red flag warning in effect until 5:00 for most areas. noon for the santa cruz mountains. we have those winds that will be around until 3:00 that could reach levels of 45 to 55. even outside of that 10:00 cutoff for the fastest winds, we'll still have some

they hope to have the lanes reopened. a look at drive times if you're making your way westbound on 580, moderate. highway 4 in the green. not bad at all over the golden gate. worst fears were realized this morning as a brush fire broke out in moraga. >> the bay area is on edge. job onis live ina fortson is li evacuation center in moraga where some people had to spend their morning. >> the moraga orinda fire department said 40 acres burned and the fire is about 70% contained. that's the latest information that we haven at situation in the hills. i want to bring you to where you can see the red cross. they're unloading vans here, bringing in drinks, blankets. all these different resources and items for the evacuees. this is at st. monica parish

center, right here in the center of moraga. i'll bring you into the lobby. you can see the power is out inside. police officers are having to hold up flashlights. they've been helping people here get situated because they were awakened in the middle of the night. now i want to take you to video so you can see how close the flames were to peoples homes. as of 4:00 this morning, evacuees on sanders drive were able to return home. anyone living on sanders ranch is still under an evacuation order. i was in this evacuation center earlier this morning. there is a lieutenant available to give updates to the residents here. at this point they do not know when these evacuees will be able to return home. i also spoke with a neighbor that lives on sanders ranch, here's what she told me she heard early this morning. >> the first sound i heard was it sounds like a freight train. it really does. the fire is gathering so much

air, i guess. the weeds, crispy. so -- >> wow. you idour 92-year-old mother, you had to help her get out of the house. how is she? where is she right now? >> she is in the car. we have our walker with us. i didn't dress her. she has her shoes. she's fine. >> the evacuation center has blankets, drinks, coffee, restrooms, anything anyone needs and they will remain open until the last person is able t go home. for now reporting live from moraga, jobina fortson, abc7 news. >> it's wild to see an evacuation center in the dark like that. >> yeah. because they have no power. a lot of people in the area are waking up with no power. that's the other breaking news story that we're concerned with this morning. this is because of the massive pg&e safety power cutoff. >> drew tuma is looking at who doesn't have power now. >> yeah.

we just got the latest numbers in from pg&e. after they have now implemented phase two of the safety power shutoffs, overnight the company cut power to customers in the east bay, the peninsula, the south bay, and santa cruz counties. so the power went out in parts of the east bay, peninsula and santa cruz county around 11:00 last night. pg&e cut the power to par of the south bay later at about d midnight. many parts of the north bay remain in the dark. in total about 359,000 pg&e customers are without power in our viewing area as you wake up this morning. now, pg&e has launched a new website to keep people informed of this power shutoff. we've heard a lot over the past couple of days that the website has been hard to access. as of right now you can get on the website. you see a public safety power

sh shutoff is under way. customers can search their exact address to find out if their home or business is affected by the power outage. this morning you know if you don't have power that you're affected by it. you can either enter an exact address or a city. so we'll type in moraga right now. you click on moraga, california, what you get is that message. a public safety power shutoff has happened due to gusty winds, dry conditions and we have been tracking that fire in moraga for several hours this morning. thankfully cal fire has it under control. you can search an address. pg&e also has this wider map of the entire bay area. a lot of purple on the screen. that means you are without power. of course we have links to both of these websites on abc7news.com, so you can check if you, friends or other family members are affected by this >> thank you very much. as drew has been saying, people are waking up to outages in parts of the east bay.

>> amy hollyfield is in lafayette. they don't have power there either, right? >> no power here. it's so dark down here. we got an update from continue ta co contra costa county sheriff that pg&e plans to turn lights back on around noon but it could take one to five days were all the fire is restored. a broad window there. they didn't turn the power off until 10:45 last night at lafayette. restaurants had already closed in anticipation of the outage. at first the outage was planned for noon, then 8:00 p.m. it kept getting pushed. so there was a lot of zigging and zagging as people prepared. turns out the restaurants could have been open and done a huge business last night because the power was on. look at the preparations that when into this power outage as people had plenty of time to prepare. because there were so many different times of when the

power outage was going to happen. so people rushed grocery stor grabbed all the ice they could. really cleared out the hardware stores. >> everybody took everything. >> do you have any flashlights left? >> no. no flashlights left. we even went to a point where we were selling the outdoor solar lights. they got all the refrigerator ice packs that we they got cantles. every candle we have. then over there, we practically sold out of our ice chests. even the very expensive ice chest. >> how much does that one cost? >> like $300. >> wow. look at this video of the caldecott tunnel. this was shot last night after the power had been turned off. proof for you that the tunnel did remain open. there was some talk that they would possibly close it, which

66 miles per hour. winds are hitting peaks today. the rest of us are seasony and season seasonal. temperatures will return back to average on sunday. here is the guide for the fire index danger. we want to be in the green or blue. we don't want to be in the yellow, orange or red. look a lot of the north bay in that. you can see the diablo range very high, heading from 5:00 this morning to noon, that's when we start to see the diablo range pull out of the high, just a bit of a high index around the altamont pass. there's still the extreme, the highest level in the north bay at noon. when the winds calm down this afternoon, we'll fall out of the extreme. because the air is so dry at 5:00 this evening, for the next couple hours after that, there is still a high fire index.

where the embers will blow? beneath into the valleys. that's why these areas are in the red fire danger, not because the wins are fast where you are, but as you climb up in elevation the winds increase rapidly. you get up around 3,000 feet, we're seeing gusts around 60 miles per hour. that's the reason some of you are in the red flag warning even though it's not windy in your neighborhoods. the areas in yellow are elevations above 1,000 feet. that's where we expect the winds for the next 4 1/2 hours or so to push 45 to 55. we had a 72-mile-per-hour wind on mount diablo about an hour ago. here's the wind forecast. it will be fastest up in the north bay. heading towards 9:00 it will tearer taper a bit. we remain in dangerous levels until we get to the evening commute. once the sun sets, everything is

over. >> the power shutdown is reminiscent of the rolling blackouts that we experienced dewing the energy crisis in the 2000. >> then governor gray davis faced a recall over that issue. >> the precautionary efforts they're taking to shut off power is one of the tools they were given by statute. the puc had to approve the plan before it could go into effect. obviously when you lose power it's not fun. nobody knows that better than i. but it's a minor irritation when you compare that to what happened to paradise. >> you can listen to davis' full interview on our website, abc7news.com. the power shutdown forced the oakland zoo to close to visitors yesterday. but the staff was there to take care of the animals. generators kept all the necessary power on. there's no word yet on if the zoo will be open today. >> i think they're doing the best they can. they're reacting to a terrible situation we had last year.

a lot of people a angry at pg&e. i mean, what's your choice? >> that is the question a lot of people are asking. pg&e customers have feelings about the company. we talked to the co-owner of buck's restaurant in woodside. that restaurant had to close at 11:00 a.m. because of the power shutdown. all right. it is 5:25. let's switch gears a bit and talk about the blue angels. they're going to be practicing above the bay today in preparation for this weekend's fleet week. >> the angels are the top draw but not the only attraction. the feststivities in san francisco include free ship tours, people can climb on board cruisers docked embarcadero. embarcadero. the big ship tours are free. they continue today at pier 30, 32 and 35. the blue angels will perform

they practiced this and from what we heard went off flawlessly. that's what we were worried about, this happening when it's dark and people without power. we are still in that dan dan as far as winds. look at that 69 on mount diablo. 48 in knoxville. everywhere else around 25 to 30. the winds are out there. they're fastest now through about 10:00. they'll stay above the threshold we need for critical fire conditions. that's why the red flag warning goes until 5:00. in the sfranta cruz mountains i goes to noon. all right. that wind advisory, the fastest winds, the winds that can cause the most damage, they hang around until 3:00 in areas above 1,000 feet. let's talk about your day. when you head out, dress for low to mid 50s. it's not a constant breeze out there, if you're driving across the bay bridge like i was, at

fire chief of moraga orinda fire, he says roughly between 40 and 60 acres has burned in the hills of moraga. 70% of that fire has been contained. the power is still out at this evacuation center, which is complicating things a bit. the red cross has come with dozens of flashlights, lanterns and providing people with coffee, bathrooms, food, snacks so they have a place to stay warm. we're at st. monica church. look at the flames and how close they got to some of the homes up there in the hills. the fire chief does tell me this was a close call. that's how he is describing this. he said several fences burned. there were several homes threatened. they do not have an exact count right now. officers and firefighters went door to door waking people up. it's been quite a morning for people as they are coming in to this evacuation center, now finally getting ready to leave this evacuation center. and here is what one family told

me they did not actually have any firefighters or officers come for a mandatory evacuation, but they went ahead and just left. >> i was just asleep, and then i heard my dad get up. he was walking down. it was early in the morning, i think about 3:00. one of our neighbors knocked on the door saying there was a fire in sanders ranch. >> for you, was that scary? how did you feel? you seem pretty collected. >> it was kind of -- i was kind of nervous, even though sanders ranch is far away, we had fires, like, a few times before, and people have kind of been freaking out about them. i was pretty calm because we're pretty far away from it and we were well prepared. >> i want to bring you back out here live. you can see people are beginning to fold up blankets. giving each other hugs. walking out the door here because we just got that good news about two minutes ago that

the east bay, santa cruz county. pg&e launched a new website. i know in the last 24 hours a lot of us have been frustrated that we cannot access this website. as of 5:35 this morning, you can get on this new website. this shows you that you can look up an address. you can see if power has not only been cut off where you are, you would know that, of course, but maybe your friends or family had their power cut off. you can use an exact address or search a city. we'll type in moraga right now. we had that wildfire in the area. we will type in moraga, this is what you get. the public safety power shutoff due to heightened winds and dry conditions. that's why pg&e shut off power in her rag gmoraga. everywhere in orange, that's

where the power is out. so about 359,000 people are in the dark right now. you can also track this map. this shows the entire bay area, you can zoom in to different communities. that's where pg&e cut power. if you click on, you will get a polygon that pops up. it shows you how many people are affected in each area. this area by cupertino, almost 4,000 customers affected by power. so a customer is a meter. it could be a business or a home. so the number affected by this power outage is likely higher than the number seen on your screen. we have both of these links at abc7news.com. you can access the map or if you want to look up the address of a loved one and see the status of their power, we'll keep tracking this closely and let you know when or if we get information on

when that power could potentially get restored. >> all right. thanks for that update, drew. right now we're taking a live look from sky 7 over san leandro. you can tell the traffic is moving, but it looks like it's dark in these areas. some lights on back here. greg is in sky 7 with us. greg, what are you seeing from your vantage point? >> sky7 is over the scene of the black outhere in east oakland along 580 and 106th avenue. as you can see, it's really dark. there are some areas wither they have power, but that's due to having their own power generators, like at this produce market. there you see 580 going up your screen and to the right is the oakland hills. it's very dark.

their way along the roadway. there's so many areas of darkness in san leandro, the only places that we're seeing that have lights are places with their own generators. you can see greg is zooming up so we can see that area without power. >> with nothing. >> drew has been tracking that to see when the outages done. >> the same for east by a residents in lafayette. they have been without power overnight. >> amy hollyfield is there with the details. amy? >> good morning. it is so dark here. contra costa county sheriffs tweeted that pg&e will start turning the lights back on at noon. so a short power outage, but still impacting businesses here. look at this sign. this was up last night during the dirn hounner hour. they were closed, they were anticipating the power outage.

that didn't happen, they could have been open. they lost all that business. a lot of zigging and zagging with the preparation for this power outage that kept getting postponed. so it got very confusing. it is very dark now. the power went out at about 10:45 last night. firefighters and residents dealing with that fire were also trying to evacuate in the dark. firefighters say they were wearing head lamps. residents say the power outage added an extra challenge to their evacuation. >> it was definitely harder. because they gave us the heads up, we had a lot of flashlights all over the house. probably 15 flashlights. thankfully we had a good moon, too. so we had some light. we have emergency lights in the house. those were all on thankfully. >> this area is prepared. people cleaned out the hardware stores here in the last few days as they got ready for the shutdown. i want to show you the video from the caldecott tunnel from

>> i was driving on highway 24 this morning, the money light was brighter than just about anything around as i was driving by those areas that didn't have power. it was kind of spooky, a little erie. let's talk about the humidity out there. you can see how dry it is everywhere. down in the teens and 20s. look at the golden gate bridge. what caught my eyes, look at that flag, completely unfurled and blowing out over the ocean. that's a northeast offshore breeze that is gusting to 26 miles per hour. you got a little nasty crosswind there if you're about to cross the golden gate bridge. it has chased away any threat of fog. at least the visibility is very good. you do have power on that bridge. now, as we've been talking about all morning coming to those areas, four-way stops, that's your biggest driving concern, the weather does have something to do with that power going out. mass transit, sue says everything is good. i'll say for now we may have some other issues.

fruitvale, howard, montclair, sequoia, elmhurst united, skyline and sojourner truth are closed. all other oakland public schools are open. there are many closures in the north bay. we have a complete list on abc7news.com. >> pg&e gave us an outage update last night and dan noyes was there. >> he asked about pg&e's efforts to improve the safety of overhead power lines. >> what steps are you taking to do that much more quickly that's the key reason you are doing this because you can't trust your own equipment at this point, correct? >> we are not necessarily saying that we can't trust our equipment. the factor of safety that existed in the environment naturally when the electrical systems were compromised does not exist anymore. >> the utility says they restored power to 50,000 people in the sierra foothills.

they have isolated transmission lines from other lines that may face a high wildfire risk. some residents in humboldt got a sliver of good news. the office of emergency management tweeted this saying pg&e's reporting that it has been given the all-clear to immediately begin the process to restore power to the county. this doesn't mean electricity will be restored immediately. plan for another night without power. at least that's some timeline. >> right. but it doesn't say you won't have power for two more nights, three more nights. anything is possible. >> yeah. >> that's the way i'm looking at it. >> prepare for the worst, hope for the best when you don't have the data to nail things down. san jose at 87. you can see this is where one of the fastest winds is blowing.

12 to 18 i just checked some reporting stations to the southwest in saratoga, as you head you the to the santa cruz mountains, gusts up to 30 miles per hour. that's why the fire danger continues today for that area. also sunny and seasonal across the board today, temperatures above average around the coast in san francisco. the rest of us pretty close to average. calmer and warmer tomorrow and sat. we get a break for the next six days in my accuweather seven-day forecast. it is not going to be a forecast with wild swings nor winds like this. red flag warning, and then down to southern california tomorrow. you broaden this out, about a third of the state is under critical fire conditions today. here's a look at the fire index. this takes into account the winds, the humidity, the temperatures. as we head through the morning hours, you can see the north bay
