i'm amanda decastillo ipsan jose. pg&e gives its workers the green light to restore power across the south bay. >> power is still out in much of the area. pg&e crews are working to restore it. >> the ceo of pg&e apologized tonight. i'm kate larson in oakland where many businesses are still closed and the lights just starting to come back on. so will the utility's customers forgive them? abc 7 news starts right now. and that breaking news is a wildfire being driven by powerful winds in los angeles. it is burning near homes and evacuations are under way. >> so far flames have charred about 20 acres in somar, at the northern end of l.a.'s san fernando valley and forcing the

freeway to be closed in the area. fires broke out just before 10:00 this morng and usd in from of l.a. in order to fight it. >> we face a choice here between hardship on everyone or safety, and we chose safety. >> tonight governor newsom blasts pg&e saying greed and mismanagement led to the widespread power outages. >> we're seeing the scale and scope of something that no state in the 21st century should experience. what's happened is unacceptable. >> while pg&e's ceo apologizes admitting the company wasn't adequately prepared. so here's the very latest. all 24 counties affected by the shutoffs have been cleared for restoration. >> tonight nearly 60% of the 738,000 customers affected have their power back. light inspections had to stop,

though. >> pg&e already found multiple cases of damage including limb on fallen power lines because of the wind. >> abc 7 news meteorologist sandhya patel. >> it's pretty much calm to light winds. at the higher elevations still a little breezy in places but compared to earlier nothing like what happened overnight. past 24 hours mt. st. mount diablo. i'll let you know exactly what you can expect for the upcoming weekend. >> we have live team coverage on the power restoration tonight. let's begin with kate larson, live in the mont claire claire where the lights are starting to come back on.

>> reporter: the lights came back on about an hour ago but stores still lost a full day of business. the governor weighed in on the black outs with their thoughts which is quite different. >> this is not a climate change story as much a story about dpreed and mismanagement over the course of decades. neglect, a desire to advance not public safety but profits. >> i haven't delved into all those matters. i might have some slight disagreement with the governor if i did, but i'm looking forward. >> pg&e ceo bill johnson responded thursday night to widespread criticism over the black outs. >> we faced a choice here between hardship on everyone or safety. and we chose safety. and i do apologize for the hardship this has caused, but i think we made the right call on safety. >> reporter: johnson also apologized for pg&e's poor

communication, incorrect outage maps and their website which crashed repeatedly. >> they keep you like you're in prison in your own home without doing anything. >> reporter: he lives in the oakland hills. he lost power and a lot of business as a result. he says pg&e needs to improve. >> keep those lines clean, you know, invest more money on that. but this can't happen again. >> reporter: so an apology is not acceptable? >> not acceptable at this point. it's a lot of loss. >> reporter: johnson did say future power outages are likely so i asked the utility how they're better planning to serve their customers. have backup generation, reimbursements, anything for the financial hardships this bringi freer trucks? >> we'll have to think about that. i've been immersed in the middle of this event. let us think about that and the next time we meet you, ask the

question again. >> reporter: and i will ask him the next time we have this conversation. there's still a month or so left of fire season and there's hundreds of thousands people without power tonight. pg&e told me it could be days possibly through the weekend until everyone is restored since the wind did cause some damage to their lines. >> okay, kate, thank you. also in the east bay firefighters race to stop this wildfire burping in eastern contra costa county. they say today's powerful winds made it hard to fight this 2 acre fire. flames even burned their way up at least one utility pole. look at the flames just climb that peel. the fire did not damage any buildings. on the peninsula firefighters will spend the night at the scene of a brush fire. it is now out but those fire crews are watching for hot spots. the 11 acre fire burned in the

canyon area around 11:00 a.m. it burned under pg&e high-voltage lines but the utility said they were not the cause. fire investigators have not yet determined what did cause that fire. and there is some promising news out of the south bay tonight. the city of san jose says it appears power is coming back quickly. >> we resume team coverage amanda del castillo. earlier this afternoon pg&e issued an all clear for crews to begin safety inspections across the santa clara county. the seven days of darkness first anticipated have been shortened for many. according to the city pg&e expects power to be back to nearly all its impacted customers by friday. >> what is a minor inconvenience for a few hours becomes a major public health and pubys >> reporter:f s neighborhoods to go late

wednesday and by thursday afternoon pewer was or in the process of being resident was back restocking. >> obviously i don't know what happens at pg&e behind closed doors but to me there's no excuse not to have fixed that by now. >> reporter: this stretch of west main was unusually empty. the outage kept businesses closed thursday disappointing frequent customers. >> i pretty much rely on that coffee shop. i have since 1992. i've been coming here for such a long time so it's really an speerps. >> reporter: back in san jose the experience has resultedxpen. the mayor continues to vow pressing the issue of compensation until pg&e answers for what he calls considerable public cost. >> in the initial estimate of the cost to the dealing with this public safety

power shutdown is around half a million dollars. >> reporter: and that number considers extra staffing, hours of work, supplies purchased and much more. the mayor says he does anticipate that number will go up. once again power is expected to be restored to nearly all south bay residents on friday. abc 7 news. >> all right, amanda, thank you. much of sonoma county is still in the dark, but some businesses did stay open even without power. lisa, are businesses coming back online? >> reporter: ama, the lights are on the west side of the square, and we don't know when they turned on, but as you can see just over here it is all still in the in sonoma the tasting room is packed even though there's no power here. >> a testament to their -- to them to just stay open and be

able to support people just ing at their >> reporter: most wineries along arnold drive are closed because of the outage but jacuzzi is open in the dark while using cups and candlelight. >> people need a place to go. and if they have patience and we have patience, then open and do things the old-fashioned way. >> reporter: these first time sonoma valley visitors are hoping this trip will turn around. >> we were optimistic tomorrow we'll have power, be able to take showers and continue our tour of the wine country here. >> there are reservations. >> reporter: the power outage has had huge impact on on on onn tours. >> they changed the itinerary and stayed in san francisco instead. >> reporter: others are really having a hard time with all this. luck has not been on mark foley's side. a fire last month on the property he rented forced him to

developing news in southern california, a wildfire destroyed dozens of mobile homes in riverside county and this evening investigators believe it was sparked by garbage. the burning load ignited dry grass and 50 mile an hour winds fanned the flames. paramedics took several people to the hospital. in south bay a high school was put on lock down. delmar high school students were gathered outside the campus. san jose police say they received a report of a female student who was making threats and brandishing a gun. there was a huge police response. police say the 16-year-old is in custody, but they did not find a gun. let's go back to the out mg this week. the estimates are coming in just how much this week's pg&e black outs will cost our economy. perhaps billions of dollars.

>> i-team dan noise has been looking into the pressure. >> reporter: calling for better oversight of pg&e with these forced black outs and asking why is pg&e alone in making this decision? >> they don't have a track record that we can trust. they have a track record that has shown they're a safe utility and they can guarantee what they're doing is the best action. zplr forced power outages are supposed to be a last resort and this week's blackout should not have been so widespread. >> it seems as though this is really a broad blackout covering so many people in so many counties. do you think this should have been targeted more closely to the high risk areas? >> absolutely. this is supposed to be a surgical aroach. it's supposed to be surgically applied to those situatiswarran. >> reporter: hill called on the puc to perform a root cause

analysis of the decision making that went into the black outs. today the president of the commission came down hard on pg&e. >> this cannot be the new normal. we can't accept it as the new normal and we won't. >> reporter: and court issue of pg&e's safety plan replacing bare wires if they spark a fire if they come into contact with dry vegetation or trees. i asked pg&e's safety program about it last night. how far have you come along with the hardening of the wires over the high fire threat areas? because you have a marker for this year, correct? >> we did, sir. so we have a target of 150 miles and we have completed 100 miles. >> reporter: pg&e hope tuesday replace 600 miles of power lines next year, 7,100 in the next ten years. but there's 25,200 miles of that bare wire in high threat areas. so more black outs will come, and we're just starting to hear estimates how much this week's outages will hurt the state's
