lombard street. one of the crookedest streets in the world but also the busiest. so san francisco city hall tried to come up with a plan for fee and reservation system. but governor newsom said the pricing program caranhae. but not governor newsom who rejected a bill saturday that would havencrc a reservation ane system 5 to $10 down the world famous crooked stretch. >> i thought i was actually in place and i thought we were going to be charged toll or some sort. >> reporter: she lives in san jose and was prepared to pay. >> for the residents here, great for them it's probably going to discourage all this crazy stuff. >> reporter: but acosta agrees that the pricing program would create social equity issues. >> it would keep people who couldn't afford it away. >> the issue is not the fee.

so steve also tells me that his neighborhood association is trying to come up with traffic enforcement alternatives to try to make the area around lombard street more liveable and driveable for all of the russian hill residents. well, for the weekend as a whole blue skies and plenty of sunshine provided the perfect backdrop for fleet week action. and the navy's blue angels did not disappoint during their performance this afternoon. the team did get a late start delayed for a few minutes because of fog. but the show went on as planned. those who stopped to watch were thrilled. service members who were in san francisco this week say they are just as excited to interact with the public. >> it's a time for the navy and marine corps to show

francisco. we are just happy to be here. >> tours of some of the military ships in town for fleet week continue tomorrow before they set sail on tuesday. there's been a big development abroad. syrian kurdish officials say they will work with the country's government in damascus to fend off turkey's offensive. the major shift comes hours just after word of pulling troops out of sirra. kurdish led forces shrugged off damascus's rule. back home the bay area's kurdish community is rallying this weekend in protest of the turkish aggression and the withdrawal of u.s. troops from northern syria. abc7 news reporter cornell bernard followed the protesters as they marched through san francisco. >> reporter: bay area kurds were making their presence known in union square. these people and their supporters are outraged about

what's happening in their homeland. >> all of us are feeling pain and sadness right>> reporter: tg president trump's decision to pull back u.s. troops from northern syria and turkey's brutal assault on u.s.-backed kurdish troops and civilians. >> we are watching genocide unfold before our very eyes and nothing is happening. >> air strikes of this point is mostly targeting civilians and hospitals and there is no justification for that at all. >> reporter: the same pro kurdish group staged another protest at sfo on saturday next to the turkish airlines ticket counter. bay area anthropologist visited the syrian territory this summer. >> i have seen people being killed by isis. so the victory over isis is absolutely far-fetched nonsense. isis hasn't been defeated. >> reporter: the group then took their protest to the street. the trump administration says it's ready to impose severe sanctions on turkey. this group says that's fine but

not enough. they want a no fly zone in northern syria. they also are urging people to boycott turkish products. in the south bay we are awaiting word from the san jose police department on the itd of a body found inside a parked car last night. the family of tech executive erin valenti halted its search after hearing of the discovery. she heads up a company in utah and missed her flight home from a business trip to the bay area in monday. her parents told our media partners they fear she may have had a manic episode. all ofasli its planned outage did not go as planned. how it tried to apologize to customers today. and there won't be any lunch shaming at california schools. the bill signed by the governor that is going to have a huge impact on students and their health. and i'm meteorologist drew tuma. we are tracking the fog rolling back in tonight. we are leading to a cooler tha

pg&e took out a full page ad in today's san francisco chronicle that includes an apology and a warning. the headline reads "when faced with dangerous weather we chose safety." the utility says it's sincerely sorry for the hardships caused by the outage, but it also says there could be more power shutoffs in the future. in southern california people are being allowed to return to their homes as firefighters make progress on the saddleridge fire that. fire is blamed for at least two deaths while destroying more than a dozen homes. marci gonzalez was there asevac their homes survived. >> reporter: tonight the destruction left behind from

those ferocious california wildfires coming into focus. powerful winds blowing burning embers into houses. firefighters doing all they could to keep those flames from spreading. but there were dozens of homes they could not save including monica and drew silvers. >> i wish they would have been earlier to save mine. it's not their fault. they are fighting the fires where they are fighting them. but it was pretty crazy how fast it came. >> reporter: those fast moving flames here in los angeles county destroying nearly 8,000 acres and nearly everything the silvers owned. their wedding rings, childrens' keepsakes and their entire photography business. >> all of the props, all of the equipment. we don't have a place to work. >> reporter: tonight with all evacuation orders lifted and thousands returning home, the silvers say they too feel lucky. >> the stuff doesn't matter. >> reporter: and firefighters are still out watching for hot spots while investigators look into whether powerlines may have started this fire. marci gonzalez, abc news, los

angeles, california. with help from a napa third grader, governor newsom has signed a bill banning lunch shaming. the new measure guarantees that all students in california have a state-funded meal of their choice even if their parent or guardian has unpaid meal fees. ryan cocote brought national attention to the issue when he used his allowance to pay the fellow food service bills of his fellow students. >> i saw this girl was in line and then she was going to get lunch and she got her lunch and they said, yeah, you have to give it back, and then she was sad. so she went in the back of the line and then kids started laughing at her so she went in the corner and started crying. >> news room has also thanked ryan for his efforts saying i want to thank him for his empathy and his courage in bringing awareness to this important issue. >> it was great to meet you, and

thank you and i hope i can meet you again. >> we've been up, well i have anyway been celebrating with everybody, everybody who's worked so hard on this bill to get it passed. so one state down, 49 to go and then we go federal. >> well, good on you, ryan. you see him right there with governor newsom. abc7 news is committed to building a better bay area. and we are focusing on a variety of issues that affect our way of life. they range from homeless and housing and transportation and the environment and that includes recycling. we have seen a number of centers in the bay area close recently. but help could be on the way. governor newsom has signed a bill to start a mobile recycling pilot program. $5 million will go towards cal recycle which will be run by the state. one of the largest operators replanet shut down its operations in august and let go of hundreds of employees. additional funding in the bill will help repsych ailing centers

around the state stay open. i was going to check on the forecast now what you have to look forward to, here's drew. >> for some of us, eric, maybe it's a 3-day weekend we'll find some sunshine before we see cooler temperatures kind of rule much of the week ahead. live doppler 7 along with satellites showing cloud cover is giving way to clear skies inland. but still that fog is banked up right along the coast line. so the picture outside, look at that, the exploreatorium camera. it will be a cloudy start for a lot of us tomorrow morning. could even have some drizzle right along the coast line first thing monday morning. so what we are expecting over the next couple of days first in the near term we are tracking that fog that you see right now along the coast spilling in and around the bay shoreline. that will linger for tomorrow morning. the afternoon will feature a lot of sunshine. temperatures pretty close to average but even mid-week we will find those numbers dropping even more. we'll go below average wednesday

and into thursday. so no intense heat coming our way the next four to five days. it certainly is cool in spots right there. look at the north bay. we are at 47 down in santa rosa. 54 right now in the city and in oakland. 58 in san jose and livermore, a little bit cooler at about 52 degrees. wr finding that mar kwleen mar n coming on back. ther was a storm system that moved into the pacific northwest, brought rain to seattle and portland today. it is a trough that is situated right along the west coast and that is keeping temperatures on the cool side but also bringing back our marine layer. look at that cloud cover along the coast spilling in and around the bay. we will have some chilly spots first thing tomorrow morning starting out in the 30s like napa and santa rosa. elsewhere we will be in the 40s. san francisco holding at about 50 degrees. we do have a full moon out there where you can see it. let's track that fog for you

first thing tomorrow morning 7:00 a.m. patchy fog in and around the bay shoreline pulling back to the coast pretty slowly. so by midday we are seeing a lot of sunshine away from the coast but close to the coast line we have some fog for much of the day. highs in the micro climate starting in the south bay tomorrow, a lot of sunshine for san jose. 74 cupertino. along the peninsula we start out with cloud cover giving way to sunshine, 67 redwood city. 71 for mountain view. downtown tomorrow it will feel cool, only 63. that's below average for this time of the year. 65 for san francisco. oakland tore up to 70 with afternoon sunshine. 74 union city. and inland tomorrow 79 concord, so the accuweather 7-day forecast morning fog tomorrow, steady pattern as we head into tuesday. a little bit cooler mid-week wednesday and thursday we are dipping below average for this time of the year.

fleet week celebration. the navy's aerial demonstration team closed out the air show portion of the event, but tours of the military ships will continue tomorrow. governor gavin newsom has vetoed a bill that would have charged a toll to drive down the crooked portion of lombard street. they wanted to do this to control crowds. police in san francisco are reviewing surveillance footage to see if they can find the suspects who vandalized the christopher columbus statue on telegraph hill. someone splashed red paint on the statue of the italian explorer on the base of the words "kill all colonizers was scrolled." one person is still missing tonight following the collapse of a hard rock hotel under construction in norpz. investigators think the missing person may be buried in a section of theui unstable. abc news reporter tells us the area remains off limits.

debris surrounded this trolley. >> get to the back. >> reporter: more than two dozen people taken to the hospital for treatment. >> we are so thankful that the majority of those people that went to the hospital, all but one were discharged. >> reporter: officials promising a thorough investigation into the cause of the collapse once all of the victims have been recovered. marcus moore, abc news, new orleans. new developments now. hunter biden plans to step down from a chinese owned company and he's pledging to not work for foreign firms if his father joe biden is elected president. his father the former vice president then announced later today that if elected members of his family will not be allowed into offices in the white house. president trump has asked both ukraine and china to investigate the bidens links while joe biden served as vice president. dr will now have more time to file lawsuits against school districts and organizations like churches. california's current law allows survivors to sue until tlerz 26

years old. the bill governor newsom signed extends that to age 40. that group claimed it would bankrupt some public school districts. the law will also open a three-year window when any survivor of sexual abuse regardless of age can sue. santa cruz officials say they found james dead in his jail cell this morning. he is a neurosurgeon who is facing charges of raping young children. the coroner, detectives and crime scene investigators are conducting an investigation into the cause of death. officials say appears he took his own life. a driver claims they blacked out while driving the wrong way careening an emergency lane and then hitting a highway patrol car in southern california. you are about to see the video showing the terrifying moments. >> whoa, whoa, he's coming! >> the high-speed drama unfolded

this morning along i-5 in orange county. >> he crashed! he's into a unit. >> this morning's crash sent at least three people to the hospital. chp officers arrested the driver. he is suspected of being drunk. community leaders are demanding answers from police tonight after an officer shot and killed a woman in texas after he had been called to check on her welfare. a vigil took place outside the woman's home in fort forth. and people say he did not announce that he was a police officer before firing his gun. abc news reporter zachary kiesch tells us more. >> reporter: growing anger tonight after a 28-year-old black woman was shot and killed in her own home by police. it all began after a concerned neighbor noticed her front door was open and called a police nonemergency line asking for a

welfare check. body camera footage shows the responding officer walking through a gate to the back of the house, then turning toward the window and shouting a command. >> put your hands up, show me your hands! >> reporter: within seconds firing one deadly shot through the window, the woman atatiana jefferson died at the scene. police saying the officer, quote, perceived a threat. but the neighbor who originally called the police tonight stunned. >> all they needed to do was knock on the door. >> reporter: police say they recovered a firearm on the scene but have not said whether or not it was near the body. >> let's tell it what it is. she was massacred in her house. >> reporter: the body camera footage shows the officer never identified himself before shooting that weapon. he has been placed on administrative leave. zachary kiesch, abc news, new york. still ahead on abc7 news:00
