italian-american heritage foundation. all right. the time is 4:30. if you're just joining us, a quick look at our weather and traffic where you live. >> good morning. starting out with some fog. we're talking about a quarter mile visibility as you head up towards sand ta rosa. it's cold, upper 30s to low 40s by the time we get to 7:00. looking at 50s to mid 60s throughout the midmorning hours. going for a high in the 70s. in the south bay, another day where numbers will be comfortable in the 70s. starting out with clear skies. once again we're talking about that 20, 25 degree spread from those chilly mornings to the mild afternoons. san francisco you do have some fog and highs will be cooler today, just in the low 60s. already monday morning, sue is talking problems. good morning. >> yes. we do not have a problem at the bay bridge toll plaza. you can see a little bit ofe the

we had for a time all lanes closed westbound 80 near richards. they have reopened the left lane, but you are still looking at very slow traffic back towards mesa and in between richards and mesa. a 15-minute delay there. we had an earlier problem clear now eastbound 80 cutting off-ramp. it was a fatal, but now all lanes are reopened in richmond. we're getting new details about a crash near alamo square in san francisco. >> five people are hurt after a driver suspected to be under the influence slammed head on into another car. it happened before 8:00 last night at the intersection of divisadero and grove street. police say a driver was involved in the fender bender, when the suspect tried to get away, they ran a red light hitting a car. >> the suspect vehicle ue c p over the

northbound vehicle head on causing the driver of the northbound vehicle to sustain critical life threatening injuries and is in grave condition right now. >> four other people have nonlife threatening injuries. police say alcohol and drugs are suspected in the cash. people who live near lombard street have long complained about the constant flow of tourists and traffic in their neighborhood. but governor newsom put the brakes on a plan to reduce the congestion. kate larsen explains. >> reporter: almost 1 million cars and 2 million tourists visit lombard street every a free attraction that many in san francisco want to change, but not goff, who vetoed a bill that would have charged cars $5 to $10 for a drive down the world famous crooked stretch.

>> i thought i was actually in place and i thought we were going to be charged toll or some sort. >> reporter: she lives in san jose and was prepared to pay. >> for the residents here, great for them it's probably going to discourage all this crazy stuff. >> reporter: but acosta agrees that the pricing program would create social equity issues. >> it would keep people who couldn't afford it away. >> the issue is not the fee. the issue is limiting the number of permits sold to the capacity of the street. >> reporter: steve tabor is transportation chair of the russian hill neighbors association. he's disappointed to the governor rejected the bill since he views the reservations, not the fees, as the real solution to reducing congestion in his neighborhood. >> you could give them away and you would still have a viable program because you would limit them. >> reporter: san francisco assemblyman phil ting introduced the now vetoed bill but says he will be sitting down with officials next week to discuss plan b. >> we will have go back into the drawing board going into next year and hope that we can all

find a solution that works not just for the city but also for the state. >> reporter: in a statement the district supervisor catherine stephanie also said that she's not giving up. she said i will keep working with our state representatives in san francisco to address the governor's concerns in new revised legislation to alleviate the safety and environmental issues posed by congestion on lombard street. steve tabor also tells me that the neighborhood association is trying to come up with traffic enforcement alternatives to try to make the area around lombard street more liveable and drivable for all of the residents here. the city of san francisco is getting closer to finalizing plans to close market street to all cars. sfmta board of directors is expected to vote on the better market street project tomorrow. city officials say closing the street to private vehicles would make it safer for everybody. the idea is to transform the two-mile stretch of market street. cars would be able to drive

across market street but not turn on it. in the south bay we're watching and waiting for official word from san jose police on the identity of a body found inside a parked car. the family of missing tech executive erin valenti say they believe it is her. her body was found on saturday. she heads a utah company. she was in the bay area on a business trip. her parents tell the "mercury news" they still don't know how she died. a former neurosurgeon facing sexual assault charges involving children is dead. santa cruz officials said that they found james kohut dead in his jail cell yesterday morning. kohut is accused of reigniap ra children. survivors of sexual abuse will have more time to file lawsuits against school districts and churches. under current law victims can sue until they reach the age of 26. a bill just signed by governor newsom extends that limit to age

40. the california association of school districts opposed the law. they claim tir houses because of the saddle ridge fire in l.a. are slowly being allowed to come back home. all evacuation orders have been lifted. favorable weather conditions helped the firefighters make progress battling this 7,900 acre blaze. the fire blacked hillsides from sylmar to porter ranch. it's 41% contained. 21 structures were destroyed. another 11 were damaged. the native american occasion of alcatraz island 50 years ago will be honored on indigenous peoples day. the canoe journey sets out at 6:00 a.m. this morning. canoes representing tribes from the west coast will circle the island to celebrate the anniversary of the 1969 occupation. organizers say that's when nativetude activists occupied alcatraz launching the current era of indigenous rights. the desperate search continues for a man still

good monday morning. areas of low cloud and fog in the north bay and the peninsula. a sunny afternoon on the way. in concord, upper 70s. tomorrow a bit of a bump. then the trend for cooler weather midweek. the breeze kicks up, extra cloud cover. but pretty nice all in all. liz? >> sounds good. thanks. berkeley police are looking for the man who robbed a customer at cafe strada. it happened 11:00 p.m. last night. the thief grabbed a laptop from someone sitting out in front on the cafe. this is across the street from uc berkeley on college avenue. in the north bay, people may be asked to vote on extending a

quarter cent sales fax for 30 years to fund the smart system. it is reported that it could free up more than $1 millio$12 year. the board is expected to take up the issue on wednesday. if it moves forward it would end up in the march 2020 ballot for marin. we are focusing on a variety of issues that affect our way of life. we've seen a number of centers in the bay area close recently, recycling centers, but help could be on the way. governor newsom has signed a bill to start a mobile recycling pilot program. $5 million will go towards cal recycle which will be run by the state. one of the largest operators replanet shut down its operations in august and let go of hundreds of employees. additional funding in the bill will help recycling centers around the state stay open.
