longtime allies the kurds. this morning the violence continues to escalate in northern syria as turkey's military operation targeting america's kurdish allies grows deeper. in just one week hundreds reported dead. that number expected to soar. president trump now ordering the withdrawal of all 1,000 u.s. troops out of northern syria. roughly 200,000 kurds who spent years fighting isis alongside the u.s. forced to flee. some leaving their posts guarding isis prisons. abc news confirming dozens of those isis prisoners were high value detainees. meantime, the kurds have struck a deal with syrian dictator bashar al assad's military to fight against turkey. people gathering in the streets to celebrate the syrian military accused of war crimes, rape and mass detention. turkey calling the kurds terrorists for refusing to nation yat winotion

them. over the weekend, a 35-year-old female kurdish politician was shot in the head by what was believed an al qaeda-linked group. reporting from new york, megan tevrizian, abc 7 news. >> thank you for that. the bay area's kurdish community rallied in protests of the turkish aggression and the withdrawal of u.s. troops from syria. demonstrmarched through the cit. the group and their supporters are outraged over turkey's brutal assault on u.s.-backed kurdish troops and civilians. >> we're watching genocide unfold before our eyes. nothing is happening. the air strikes are mostly targeting civilians and hospitals. thrust no justification for that at all. >> the trump administration says it is ready to impose sanctions on turkey. protesters are calling for u.s.

sanctions against turkey and the military no-fly zone over northern syria. locally now pg&e has restored electricity to all customers affected by the planned outages. power was restored to all 738 customers by about 6:00 saturday night. the shutoffs were called for because of red flag warning weather conditions. pg&e found 50 instances of weather related damage or hazard during the outage. the damage to the power lines could have potentially caused a wildfire. pg&e have taken out a full-page ad in the "san francisco chronicle" that includes an apology and a warning. the headline reads when faced with dangerous weather we chose safety. the utility said it is sorry for the hardships caused by the outage but also said there could be more power shutoffs in the future. the new normal. >> right? >> happening today, a bit more fun note. giant pumpkins descending on half moon bay.

>> this is the annual pumpkin weigh-off. pumpkin growers from across the country are vying for the top spo spot. >> good morning, ladies. you see those small pumpkins on stage? that's not what we talking about. the competition pumpkins are on their way. they can grow to the size of a small car. they require a forklift and harness to move around. this is the 46th annual safeway world championship pumpkin weighoff to determine who can grow the world's bigges pumpkin. last year's winner weighed 2,170 pounds. that may sound big but it's not the biggest. the world record is 2,600 pounds set in germany three years ago. these pumpkins are planted in april. they can grow to about 50r gets pound. if anybody can break the world record they get $30,000 grand prize. compet00.

this morning in ft. worth, texas over the deadly police shooting of a black woman inside hir oer home. body camera footage shows an officer walking to the back of the house, turning to the window and shouting a command. >> put your hands up! show me your hands! >> the officer fired one deadly shot through the window killing 28-year-old ata tianna jefferson. he was responding to a welfare check at her house. police say the officer never identified himself as a member of law enforcement. a firearm was recovered on the scene. it's not clear if it wuas near her body. rescue crews are digging through mountains of mud in japan after a typhoon slammed into the island. 35 people are dead. 17 are missing. more than 110,000 rescue workers are taking part in the relief effort. the typhoon caused serious damage in large parts of the country. authorities are warning of more

mud slides in hard hit areas. there's widespread flooding in cities throughout the country. with help of a napa third grader, governor newsom has banned lunch shaming. all stunts will be able to get a meal of their choice even if their parent has unpaid meal fees. ryan cote brought national attention to this issue when he used his allowance to pay the food service bills of all the students. >> i saw this girl was in line, she was going to get lunch, she got her lunch, they said you have to give it back. and then she was sad. so she went in the back of the line. then kids started laughing at her. so she went in the corner and started crying. >> that's horrible. so ryan decided to work with governor newsom on legislation n azi experience and hgovern.

>> graffiti covered the base ahead of the controversial federal holiday. jobina fortson is live at the statue with more. good morning. >> good morning. crews started cleaning up the controversial colonist over the weekend. you can still make out some of that red paint up there on the statue. the words destroy all monuments of ygenocide was put on the bas of the statue along with a different phrase. in san francisco, columbus day is not celebrated but italian heritage day is. supervisor aaron peskin represents north beach, home to many italian-americans, he says he appreciates history but calls the paint an act of hatred against the community that is celebrating. >> it's about columbus, the symbol of discovery, exploration, courage. that's part of what built our civilization. to face a symbol that led what

police say the driver was involved in a fernd bender bend. after that they tried to get away. they ran a red light hitting a car. >> the suspect vehicle continued, careened off path over the median and hit a northbound vehicle head on causing the driver of the northbound vehicle to sustain critical life threatening injuries and is in grave condition right now. >> four other people have nonlife threatening injuries. police say alcohol and drugs are suspected in the cash. people who live near lombard street have long complained about the constant flow of tourists and traffic in their neighborhood. but governor newsom put the brakes on a plan that san francisco came up with to reduce the congestion there. abc 7 news reporter kate larsen explains. >> reporter: almost 1 million cars and 2 million tourists visit lombard street every year. a free attraction that many in

san francisco want to change, bu not governor newsom who rejected a bill on saturday that would have charged cars $5 to $10 for a drive down the world famous crooked stretch. >> i thought i was actually in place and i thought we were going to be charged toll or some sort. >> reporter: this man lives in san jose and was prepared to pay. >> for the residents here, great for them it's probably going to discourage all this crazy stuff. >> reporter: but acosta agrees that the pricing program would create social equity issues. >> it would keep people who couldn't afford it away. >> the issue is not the fee. the issue is limiting the number of permits sold to the capacity of the street. >> reporter: steve tabor is transportation chair of the russian hill neighbors association. he's disappointed to the governor rejected the bill since he views the reservations, not the fees, as the real solution to reducing congestion in his neighborhood. >> you could give them away and you would still have a viable

program because you would limit them. >> reporter: san francisco assemblyman phil ting introduced the now vetoed bill but says he will be sitting down with officials next week to discuss plan "b." >> we will have go back into the drawing board going into next year and hope that we can all find a solution that works not just for the city but also for the state. >> reporter: in a statement the district supervisor catherine stephanie also said that she's not giving up. she said i will keep working with our state representatives in san francisco to address the governor's concerns in new revised legislation to alleviate the safety and environmental issues posed by congestion on lombard street. steve tabor also tells me that the neighborhood association is trying to come up with traffic enforcement alternatives to try to make the area around lombard street more liveable and drivable for all of the residents here. i'm kate larsen, abc7 news. the city of san francisco is getting closer to finalizing plans to close market street to expected to vote on the better market street project tomorrow. city officials say closing the

street to private vehicles would make it safer for everybody. the idea is to transform the two-mile stretch of market street between stewart street and octavia boulevard so cars would be able to drive across market street but not turn on it. residents who had to be evacuated from their houses because of the saddleridge fire in lung cancer a in los angeles are slowly being allowed to return home. all evacuation orders have been lifted. right now it's 41% contained. 21 structures have been destroyed. 11 more were damaged. the native american occupation of alcatraz island

in the north bay people may be asked to vote on he extending a quarter cent tax for 30 years to keep smart train systems flowing. it is reported that it could free up more than $12 million a year. the board is expected to take up the issue on wednesday. if it moves forward it would end up in the march 2020 ballot for marin and sonoma counties. abc7 news is focused on building a better bay area and we are focusing on a variety of issues that affect our way of life. we've seen a number of centers in the bay area close recently, recycling centers, but help could be on the way. governor newsom has signed a bill to start a mobile recycling pilot program. $5 million will go towards cal recycle which will be run by the state.
