rapidly. >> reporter: pg&e was supposed to have ten business days to write an action report explaining the decision and explaining why there were so many problems with the execution, but today the state ordered the ceo and staff to testify at an emergency meeting this friday. >> the situation has been unacceptable. >> reporter: after those comments last week, the californian public utilities president is demanding action from pg&e setting up requirements to address the problems that arose during the blackouts that affected customers in 35 counties. the utility must address why the website crashed due to high demand and and must coordinate better with governments and provide blackout maps and accelerate steps to turn the power back on and more. the pg&e president and ceo

declined by request for an interview today, but did address the criticism at a news conference on saturday. >> we have to deal with the risk and the systems that we have and one of the tools we have to decrease risks so significantly is turning off power. >> reporter: johnson said the utility has identified 50 incidents of tree limbs that could have caused a fire if pg&e had not turned off the power. >> with efficiency, they safely inspected 25,000 miles of line and restored service to our neighbors. >> reporter: our governor wrote i am disappointed in pg&e's decisions that led to this shutoff event. he is urging pg&e to provide effected customers an automatic

credit or rebate of $100 and small businesses of $250 funded by shareholders. >> they could not operate the system safely so it had to shut it down. >> reporter: the public policy expert tells me pg&e is an easy target, but should not be the only target. >> there was a failure and where you want that failure to reside within the company itself, with the regulators, with the legislator, there's enough guilt here perhaps to go all the way around. >> reporter: the emergency meeting will be held this friday. in a statement today johnson said he welcomes the feedback. we'll see on friday. let's move on. we are committed to building a better bay area and we're taking on issues that affect our way of

life. today we're hitting on three of them. >> a plan that would reshape the downtown of an east bay city while providing ldpe over a perf decades. >> t arguing the traffic can be brutal. san francisco was exploring limiting the traffic on market street and transforming the landscape. >> finding a fix for the homeless crisis feels at times like it's never ending. we're seeing neighborhoods taking matters into their own hands. >> we've seen reports of rocks being moved and logs being placed to keep the homeless from setting up camps. >> most recently it was in mission park. the rocks kept getting moved from the sidewalk to the street and back again. the department of public works came in and hauled them away. another neighborhood is trying barricades.

we are live from the neighborhood where people are taking matters into their own hands. >> reporter: this is where the wall used to be. come here with me into the alley. we found the same wall against this house. even though it's not up anymore, the concern in this community is very vivid. the alleyway, six feet and three inches wide, enough room, according to neighbors for this. >> man, i don't have nothing with you. >> reporter: fights between homeless and drug dealers. >> we've had violence occur there. we've had mental illness on mental illness violence occur there and it scares the neighbors. >> reporter: a neighbor got a city permit and placed the blkade to keep people out.

t >> did not agree with the blockade. that was a nuclear decision and that was the big issue. why board it up? >> reporter: the neighbor did not want to go on camera, but in a statement said this walkway has burdened the city resources for some time now. it requires multiple trips a week for power washing and over 100 calls were received for emergency services. after multiple days of blocking the path, the neighbors complained and the wall was removed. the city approved a gate to replace the wall. other business owners in the area have been affected by the crime. what do you want the city to do? >> the city has forgotten about this particular alley. we always complain about it, just to keep it nice and clean.

>> reporter: we did contact san francisco public works department, but today is a holiday so we haven't received an official statement. we know that these neighbors are going to meet on wednesday to speak about this alley. >> interesting. >> thank you. our coverage continues with two more issues where we're searching for solutions, traffic and housing. >> walnut creek is weighing a plan to give the downtown a makeover over a 30-year period. >> we have been digging into the details. with more people comes more traffic. >> reporter: san francisco has a big idea for market street, no more cars. how the city wants to make it safer for people not in cars. >> reporter: that's right. market street is san francisco's busiest corridor. supporters of the better market street project feel this plan will

it is a proposal to close off the area to private cars. >> i think it's a good rule. i really do. i think it would open up the feeling that we feel of like oh. >> reporter: this is a look at what the plan could look like. wider sidewalks and dedicated bike lanes. >> we have this year seen an uptick in the number of fatal collisions involving people walking and biking. >> reporter: private cars will no longer be able to drive on market street. they'll be redirected to mission from 7 to 1st.

ride sharing vehicles can only drop people off at cross streets. commercial vehicles will be allowed and taxis, which means less traffic and less competition. >> it's going to help us i think. >> reporter: the plan is to make market a more efficient place to stay, visit and travel. >> when i talk to folks about market street, there's nobody that says to me i enjoy the process of traveling down market street, whether they're walking or biking or taking transit or driving. >> reporter: the plan says private cars can still cross market. you can't turn on to market. the board of directors will vote on this plan tomorrow. live in san francisco. >> thanks very much. the city of walnut creek will approve a vision of what downtown will be like in 30 years' time. this plan includes housing and a lot of changes too. we have been digging into those plans and we're live in walnut

creek with a look ahead. >> reporter: hi, dan. these car dealerships behind me could be a thing of the past if walnut creek has its way. they want to go vertical with multi-story car dealership store rooms and garages to open up more land to put in more housing and more retail. the area north of walnut creek is being reimagined for the future. the city wants to condense car dealerships into an auto row and create art districts. the plan incorporates 191 acres north of civic drive and south of park side. this area would be condensed into an auto row. >> we're talking about consolidating our auto sales and service areas into a more

vertical environment where they have two-showrooms as opposed to using flat surface land for parking which is not a great use of land. >> reporter: the city hopes the land, now occupied by this honda dealership, would be converted to an open space for outdoor music events and the farmer's market. >> this would be an area where we would allow industrial artisan uses where people could come like manufacturing jewelry maker or that type of use. >> i don't have a problem with that at all. it helps my business and helps the area. >> reporter: 619 new housing units would be incorporated and high density hughesiity housing

a piece of artwork was stolen from a san francisco art gallery, but images of the thief was captured on surveillance cameras. >> as he strolled down the sidewalk with the artwork in his hands. >> reporter: it took 32 seconds for the man in the blue t-shirt and cap to walk into a san francisco art gallery and walk out with a $20,000 etching in his right hand. >> it's usually locked down. >> reporter: the gallery director told us an employee was

working sunday when the etching disappeared from the front of the store. >> it is about $20,000 and it's quite important as far as the period of etchings. it's very well known. it's a beautiful piece. >> reporter: shown here, the framed piece is 20 by 26 inches created between 1966 and 1967. it was part of a larger collection of the work. it appears the suspect had an accomplice, a woman who was with him near the front door, but stayed outside. once he leaves with the etching, the man strolls down the sidewalk, a walk captured by several surveillance cameras along the way. >> the original etching would normally have been secured to this easel, but somehow the cable and lock were also unexpectedly missing.

it's not clear if the suspect came in earlier and cut the cable or was able to do it in the half minute he was inside the store. what are they going to do with it? >> i don't know. obviously it would have to be underground. everyone knows the edition number and it's a famous piece, so you would have to have some sketchy people to sell it to. >> reporter: contact the san francisco police with information. in less than a year a standard driver's license will no longer be valid to board a flight. californians will need a real id. the hard deadline to fly with a real id is october 1st, 2020. get in now to avoid lines and last minute changes to travel plans next year. >> for people who have a passport or government id, they have a good id. for the people that want a real id, we want to make sure they ty

employee was working -- >> that is a different story about a piece that was taken. we'll have more on that later. right now we want to tell you about something happening to kids, another first for california, as the state will push back school start times. in 2022 the earliest middle school can start is 8:00 a.m. and high school 8:30. there's many studies showing this is a good idea. >> reporter: delaying start times had been rejected twice signed into law by the current governor. a student at the high school, we found her fundraising for her school today. classes begin ahelpfu especially at 8:30 because that's an extra 40 minutes of travel time and sleeping in, doing homework the night before. >> reporter: several research papers conclude that many kids

are sleep deprived. the board of education was studying whether it would work. >> i think this is an example where we are doing something to service the children. >> reporter: the union argues that the decision to start later should be left up to each district based on the needs of the community and then there's the issue of working parents who would need to start later. >> perhaps the classroom could open earlier for those parents so the kids could get dropped off. >> reporter: if schools ended 30 minutes later, what would kids be missing or giving up? 30 minutes. >> i play hockey outside the city and it's hard to get there if i practice at 6:00. ending the day at 4:00 might be impossible and i would miss practice. >> reporter: starting later won't necessarily mean ending late. >> we can be creative about how to figure out how to make sure we are meeting the needs of students and our systems and

families and working families. >> reporter: school districts will have three years to figure it out. the law goes into effect in the school year 2022. in san francisco, abc 7 news. we found the report. she was reporting today on a bay area woman who feels violated after returning home from a trip to italy to discover that her and her boyfriend's bags had been gone through and things stolen. here is the report. >> reporter: she says she and her boyfriend loved their vacation, but those feelings began to fade when they returned to san francisco and found out their bags missed a connecting flight. she spoke with the airlines who told her that a delivery service would bring the bags once they arrived. >> almost like an uber for delivery. >> reporter: through a link she was able to track the driver's location. >> the bags were in hayward. they hadn't moved.

>> reporter: support told her they couldn't reach the driver by text or phone call. the bags were in san francisco and that another driver would drop them off. >> my makeup bag was empty, clothes, tops, dresses were gone, purses, and all of my bras and underwear were missing. >> reporter: she says her boyfriend's bag was missing shoes and clothing. do you feel violated? >> the rest of the stuff can be replaced, but the bras and underwear are disturbing. >> reporter: more than $5,000 worth of items are gone. in an e-mail delta customer care says it expects the delivery service to maintain the high standards. delta offered her a $75 voucher. >> i want the money from the items missing from the bags. >> reporter: in an e-mailed statement a spokesperson writes in part we are working with our vendor to understand what occurred to ensure it does not happen again. a spokesperson tells us that

customer care spoke with the company seven times and the ceo called her to address concerns. writing in part, we want to reassure her that her driver's background check revealed no criminal history and we will cooperate fully with local law enforcement as the facts in the case become clear. in san francisco, abc 7 news. new developments out of texas, the fort worth police officer who shot a woman in her home over the weekend has been arrested on murder charges. the officer has been identified and he has been on the force since april 2017 and is held without bond. he shot and killed the woman while doing a welfare check at the hoeme. the police chief says he intended to fire the officer this morning for violating department policy, but he quit before that happened. he says dean has been uncooperative with

that they are more than just proclaimers of progressive measures. >> the group pushed the supervisors to seek input from african-american neighborhoods on issue affecting their community. let's turn your attention to the woman known as the serial stowaway arrested again this time in chicago. >> she has a history of trying to sneak on to planes. she tried several times at san francisco international airport and made it on to a flight out of the san jose airport to los angeles. >> with more on her latest attempt. >> reporter: she's known as the serial stowaway, but this time when she tried to get through security here in chicago, she did not get very far. the 67-year-old woman has been arrested a number of times for trying to get through security at airports and has actually
