effort to get ukraine to investigate president trump's political rivals calling giuliani a, quote, hand grenade who is going to blow everybody up. >> "the times" says it came to light yesterday during testimony from fiona hill, president trump's former adviser on russia raising new questions about giuliani's role at the white house and abroad. this morning, new testimony in the impeachment inquiry frvesti who says john bolton was so concerned with the rogue effort by president trump's personal attorney rudy giuliani and now acting chief of staff mick mulvaney he told an aide to alert white house lawyers. "the new york times" reports that aide was fiona hill, president trump's former top adviser on russia who gave that testimony about bolton's warning during her ten hours behind closed doors on capitol hill monday. according to "the times" bolton told hill to inform lawyers that giuliani and mulvaney's effort to pressure ukraine to

investigate democrats could have legal implications reportedly saying i am not part of whatever drug deal rudy and mulvaney are cooking up and calling giuliani a hand grenade who is going to blow everybody up. it comes as "the wall street journal" records prosecutors are now seeking financial records connected to giuliani's consulting work in ukraine and have begun talking to witnesses about giuliani. last week abc news reported that authorities were looking at giuliani's business relationship with these two who were arrested before they could leave the country and charged with campaign finance violations. when reached monday giuliani said he had not been informed of any investigation. >> rudy giuliani has clearly been a leading force for the administration in defining a shadow foreign policy in ukraine. there was an official foreign policy which was attempting to counter corruption in ukraine. >> reporter: but republicans question the overall

investigation. >> all we could say is this, to chairman schiff, just release the transcripts. >> reporter: fiona hill stepped down in july days before the president's phone call with ukraine's president which has become the center of the impeachment inquiry. "the new york times" also reports bolton got into a heated exchange with gordon sondland, a former trump donor who became ambassador to the european union. sondland is set to testify before congress thursday. he's expected to say that his widely quoted text message insisting there was no quid pro quo between the white house and ukraine was essentially dictated by president trump. well, house democrats now want to interview the white house budget director as they focus on how that military aid to ukraine was withheld, and there's another development this morning. vice president joe biden's son hunter is speaking out for the first time talking to abc's amy robach about his business interests in ukraine, which are at the center of president trump's accusations against the

bidens. he denied making any ethical lapse. you can watch the exclusive interview are this morning on "good morning america." now to the other story breaking overnight, the outrage in ft. worth, texas, after a police officer fatally shot a woman in her own home during what was supposed to be a wellness check. that officer who resigned has now been arrested on a murder charge as the victim's family demands an independent investigation. surveillance video shows 28-year-old atatiana jefferson being shot through a window saturday. her family says she was playing a video game with her 8-year-old nephew at the time. >> the fact that she got shot for looking through her own window is the problem here. >> she was a law-abiding citizen. she did what she was supposed to do. for you to still do that and your life is not safe, that's scary. >> police responded to the house after a neighbor reported the door was open. the former officer who was arrested

was been released on $200,000 bond. the police chief says they've also turned the case over to the fbi for possible civil rights charges. now to the crisis in syria. president trump is authorizing new economic sanctions on turkey in hopes of restraining that country's devastating assault on the syrian kurds. he spoke to the turkish president by phone to demand a cease-fire after withdrawing nearly every american soldier from the country. the death toll is mounting as turkish troops push deeper into syria setting the stage for a clash with syrian forces who are now aligned with the kurds. abc's megan tevrizian is here with the latest. good morning, megan. >> reporter: good morning, elizabeth. vice president pence says he will head to turkey as quickly as possible to negotiate a settlement saying sanctions could be ramped up if turkey doesn't respond. the situation in syria growing more dangerous. more than 130,000 people displaced. hundreds reported dead as turkey's military makes its way to the strategic town of

manbij. now they've struck a deal with syrian dictator and enemy of the u.s. bashar al assad to join the front lines against turkey. just one week after announcing he was pulling u.s. troops out of the key area in syria, president trump is now authorizing sanctions against the nato ally calling turkey's president erdogan asking for a cease-fire and sending a delegation led by vice president mike pence to turkey. >> the sanctions that were announced today will continue and will worsen unless and until turkey embraces an immediate cease-fire, stops the violence and agrees to negotiate a long-term settlement. >> republican senator lindsey graham who was initially critical of the president's decision to withdraw troops on fox & friends. >> republicans and democrats working with the administration

are going to come down on him like a ton of bricks, iranian type sanctions and he deserves it. >> house speaker nancy pelosi releasing a statement saying the sanctions fall short and that the president's erratic decision-making is threatening lives, risking regional security and undermining america's credibility in the world and the 1,000 u.s. troops president trump has ordered out of northern syria will go to iraq and be available for anti-isis and counterterrorism missions but without troops in the area it makes intelligence gathering for potential missions much more difficult. elizabeth. >> megan, thank you. an earthquake shook parts of northern california last night, the 4.5 magnitude quake was centered northeast of san francisco. a smaller quake hit moments earlier. there are no reports of injuries and only minor damage. time now for a look at your weather for this tuesday morning. a storm system is moving through the south bringing heavy rain from louisiana to georgia with up to five inches possible in a

short period of time creating a risk for flash flooding. that same system will move into the northeastern u.s. tomorrow. looking at today's high temperatures, new orleans and dallas will hit 89 but the rain will keep atlanta from going above 67. cities from denver to boston will top out in the low 60s and phoenix will be warmer than honolulu, hawaii, reaching 92. coming up, a major theft in the art world caught on camera on camera. also ahead, the controversy over the way mac and cheese is prepared at a popular fast food chain. the shocking hit-and-run

we're back with new information about this deadly wildfire on the edge of los angeles that broke out last week. authorities now confirm the saddle ridge fire started beneath a high voltage transmission tower and pinpoint the cause. power shut off across parts of the state to prevent fires. the governor is calling on pg&e to refund customers. new concerns about another collapse in new orleans where at least two people were killed at a hotel construction site over the weekend. rescue workers were still searching overnight for one person missing in the rubble. officials say rain today could make this struggle even more difficult. engineers who helped secure new york's ground zero after 9/11 have been called in to work at the site. a massachusetts woman is accused of mowing down a group of teenagers then driving off. the car slammed into four 13-year-olds standing in a driveway with their bikes in a boston suburb. fortunately they suffered only minor injuries. now, a man has come forward to say his daughter was behind the wheel and plans to surrender.

>> i want the right thing to be done. she did wrong and she has to take care of it. >> just accept what you've done and go to the police yourself instead of just leaving. that's way worse. >> the father said his daughter must face the consequences. he's thankful no one was seriously hurt. surveillance video shows a thief stealing a piece of art made by salvador dalai from an art gallery in san francisco. the etching called "burning giraffe" is worth about $20,000. it was not secured to its easel and police say the video camera inside the gallery was not working at the time of the theft. a worker at panera bread says she no longer has a job after posting a video about the company's mac and cheese. their popular dish being prepared is a frozen package that gets heated in hot water

>> thank you, rachel. basketball star lebron james is sparking controversy this morning after discussing the nba's china controversy. james was in china after rousey rockets executive daryl morey tweeted his support for pro-democracy protesters in hong kong. a tweet that angered the chinese government and jeopardized the league's financial interests in china. now, james is speaking out saying he wasn't informed or wasn't really educated about hong kong. >> so many people could have been harmed, not only financially but physically, emotionally, spiritually so just be careful what we tweet and say and what we do even though, yes, we do have freedom of speech but there can be a lotith that too. >> james said he's happy with the way the nba commissioner has handled the controversy. in baseball, washington is just one win away from the world series. the nationals hammered st. louis, 8-1 last night in game three of the national league championship series.

making news now at 4:27, we know a lot of you felt this, a 4.5 magnitude earthquake gives a strong jolt and causes minor damage. in the south bay a bar fight turns into a hit-and-run. this morning the search is on for a driver who ran a man down. some people can't wait for market street to go carless. good morning on this tuesday, october 15. >> i did not feel the earthquake, did you? >> i was asleep. >> i was sound asleep. >> somebody -- >> i didn't necessarily feel it, i woke up and i heard it. i live within 10 to 15 miles of where it hit. i was surprised as probably a lot of people were. we'll talk more about that.

first the forecast and we'll talk more about the earthquake. hi, everybody. here you go. look at the north bay. one mile or less visibility. some of it's creeping around santa cruz andayre u the coast. give it a couple hours in half moon bay. temperatures mainly in the mid-40s to about 50 degrees. it's a little chilly outside this morning. a look at your high temperatures. the 80s are back but it's just an encore appearance. they go away quickly as cooler weather and chances of light rain, not great chances, but they're on the way. i'll see you in a couple of minutes. we have a few incidents out there, road work in the novato area. we have emergency road work on westbound 37, so that's shut down at atherton avenue. traffic detoured onto atherton avenue. you can get to 101 that way. that should reopen by 5:00. a car hit a deer southbound 680

so they're trying to clear that from the lanes and also southbound 880 there was a much earlier injury crash. it could still be out there. right now we're not seeing much of a slowdown. >> thanks, frances. this morning business owners in the east bay are assessing 5 >> it was in pleasant hill, two miles north of walnut creek. amy hollyfield is live in the area this morning. amy? >> reporter: good morning. look inside this autozone. you can see some merchandise fell to the floor off the shelves. this is one of those quakes that cause issues like this but no major damage reported. it will be a talker today, though, for sure. it was hard-hitting. it left you a bit breathless. >> yes, i felt it. it shook the whole table, the whole room. it was crazy. some people didn't notice because they were moving and everything but it was loud, clear, and i felt it.
