accuweather forecast. here is mike. let's start off by helping those about to head out the door, look at the visibility in napa and santa rosa down to less than an eighth of a mile so that's dangerously low especially more so when it's dark and petaluma is one mile. a little bit of fog around santa cruz, also. if you're heading that way, watch out. you're going to descend out of the summit. you can see the marine layer is so compressed, the clouds are hugging the ground. look for this to increase as we head through the morning hours. dress warm. we'll be in the 50s and 60s at noon. 60s and 70s warmer this afternoon and 50s and 60s at 7:00. hi, frances. good morning, everyone. we'll start off with something different this morning. there is a dead cow on southbound 101 in the north bay at petaluma boulevard. they need some heavy equipment

to get this out of the way. it's in the center divide, southbound 101. also nearby in novato road work should be clearing. this should be open very soon and we'll see some traffic on highway 37. so far no big delays in the area. eastbound 380 as you make your way past 101 there's some road work as well approaching south airport boulevard and that should be cleared at 6:00 this morning. >> thank you, frances. people across the bay area rattled by an earthquake last night. >> the 4.5 magnitude quake was centered about two miles north of w amy hollyfield is live with the aftermath. amy? >> reporter: hi, good morning. i think a lot of business owners and employees will get to work and find situations like this, a mess to clean up this is a beauty supply store called

cosmo, lots of merchandise on the ground that fell right off the shelves. we only see plastic bottles, so this should be an easy cleanup. it gives you a good idea how much this earthquake shook things around. this is very close to the epicenter. a nearby liquor store, this is the a1 liquor store. the owner also had a lot to clean up. notice, no bottles fell. he did have preventative measures in place to protect his glass bottles and it looks like it worked. he was there last night, so he jumped into action when the quake hit. >> everything on the floor and i ran out of the building. i locked the doors and all the bottles on the ground. it takes an hour to clean everything. >> reporter: here's another business where some stuff fell, the autozone near the liquor juries. it was song here, though. this is close to the epicenter but the 4.5 quake could be felt as far away as tahoe and chico.

no doubt this will be talked about today. did you feel it? it came in at 10:30 last night, woke people up. they're going to come in to work wanting to talk about this one. amy hollyfield, abc 7 news. so this is video from a nest camera inside a pleasant hill home which is near the epicenter of the earthquake. you can see it there, but there's no damage just that really big jolt. this quake really was felt all across the bay area. >> to mike nicco now with a look at who felt it and where. we'll start with giving you an idea on 680 pleasant hill, between there and walnut creek. right along 680, within a stone's throw, if you will, is where it was. and thankfully it was at a good depth or the shaking could have

impact. good morning, jobina. >> reporter: good morning, kumasi and reggie. i know lots of people have different opinions about this but today you will see 2,500 new electric scooters put out on our san francisco streets here and a whole lot here at the caltrain station because this is where lime will commemorate them back on the street under an 18-month ban and handing out some education pieces about ride safety and some other things here this morning and also have an event in the bayview. i'll get to that in just a moment. this is the second phase of the scooter permitting program created by san francisco supervisor erin peskin. possibly february. the scooter company lost its license. you'll remember in the springfield ofropped thousands of scooters on san francisco streets. they ended up in trees, in the

battle over impeachment. democrats escalating their attacks on president trump after he asked both ukraine and china to investigate joe biden and his son hunter who had business dealings there while his father was vice president. hunter announcing he will step down from his board position at a chinese-backed company. >> why is he now making a decision to step down? >> no one has indicated of any consequence that anything was done wrong or illegally by me or by my son. >> reporter: if joe biden will get questions about his son's business dealings and if his rivals will criticize him for it. in the east bay new details on the merrill fire that burned. the cause of the fire appears to be accidental. there's no word yet on what started it but you remember the fire broke out early thursday morning during pg&e's power shutoff forcing people to

evacuate. we brought you coverage during that fire. luckily no one was hurt. police say the investigation into the fire is still going on and it's expected to continue for some time. all right. let's take a look at what's going on with your activity planner. you can see if you're out and about today doing yard work, not bad. a sunny afternoon. if you have to go to work or run some errands, milder. our warmest day on the way. look at those light breeze fz you're going to be out on the bay. whatever it is commuting, messing around, having some fun, just watching, hoping for some whales possibly. a look at our temperatures in some of our neighborhoods. mid to upper 40s throughout our inland east bay neighborhoods after that rude nighttime earthquake. 50 at antioch, 53 pittsburg. we're in the mid-40s to around 50 degrees. now if you get up above 1,000 feet, temperatures are warmer in the upper 50s to low 60s. take a look at the north bay. we have fog, a lot of it, too.

it's very thick so please be careful. it will be around the entire morning commute from 7:00 to 9:00. pretty impressive considering the sun will spend a lot of its energy trying to burn away the fog. 62 at 11:00 with sunshine. mid to upper 70s. wouldn't be surprised of a few areas like santa rosa hit 80. east bay at 49 with cloudy conditions. full-on sunshine. a little bit longer through 11:00 and mid to upper 60s with sunshine. a look at the possibility of rain coming our way. here is frances. >> we're starting off with an unusual accident in the north bay. apparently there is a cow, a dead cow now, in the center divide. it's fully grown so they need special equipment to lift it out of there. we could see some southbound to

york. president trump is authorizing economic sanctions on turkey to limit its all-out assault onned kurdish citizens. the kurds were fighting isis alongside the u.s. the president is withdrawing 1,000 u.s. troops from syria to carry out other counterterrorism missions in the region. mr. trump is also asking turkey for a ceasefire as vice president pence leads a delegation there to negotiate. new developments in texas, a ft. worth police officer who shot a black woman inside her home killing her is in jail this morning facing murder charges. aaron dean resigned yesterday, was booked on these charges. dean had answered a call to see if jefferson was okay after a neighbor noticed that her front door was open on saturday. this body cam video shows dean firing his gun through the window. he never identified himself as a police officer. abc 7 news is strong in our commitment to build a better bay area and happening today we

a second. first dealing with increasing clouds and fog this morning. this is san jose looking north towards the airport and right behind me is the shark tank. fog to sunshine and the warmest this week is your forecast for today. cool again with clouds and fog again tonight. temperatures, mid to upper 60s, half moon bay, 66. san francisco, 68. you can see mid-70s, low to mid-70s around the bay. san jose, morgan hill, right around 80 in our east bay valleys. 81 in santa rosa. temperatures just about the same. mid-40s to low 50s. let's jump into our next chance of rain. you can see brighter clouds.

temperatures average to below average. waking up with all that cloud cover and you can see the mid and upper level clouds take over. drop our temperatures tomorrow about four to five degrees. cold fro m county, some rain there and you can see by 2:00 it's in the heart of the bay. it exits the south bay and then we see breezy conditions and a whole lot of sunshine during the afternoon hours thursday that will help drop our temperatures down once again. that will make things very slick for the morning commute thursday. so keep that in the back of your mind. here's frances. >> mike, i think more folks are back to work this tuesday and things are backing up at the bay bridge toll plaza. metering lights are on. this morning 5:10. it's backed up past the 880

overcrossing. there weren't any accidents, just a slow ride but if you're heading to the richmond/san rafael bridge, looking good. no problems or delays at the toll plaza and, of course, if you want to avoid all that and take mass transit, ace train number one is looking good although it's running two minutes late. it's still pretty green out there. where we are seeing the biggest delays is out of tracy and that's heavy right now westbound 580, tracy to castro valley is 53 minutes. the slowest part is up to the altamont pass. 11 minutes and northbound 280 also looking good into san francisco. highway 1 is nine minutes and green. >> a driver suspected of leading the highway patrol on a chase in l.a. >> a reporter at our sister station in l.a. describe the danger posed to other drivers. >> one wrong move, one swerve to the right and to the left and that vehicle loses control, runs into another car. someone can be killed.

now at 5:30 a 4.5 magnitude earthquake gives the bay area a some minor damage. >> in south bay a bar fight the arch on f the driver who ran a man down. and a vote major bay area street. some people cannot wait for market street to go car free. >> it basically is right now, right? >> well, it should be. >> every time i made the mistake of going down, why am i on the street. >> everyone is looking at you -- >> why are you on this street? >> right? >> i should not be on the street and then when i'm biking on the street, oh, my god. it's like playing frogger. it's like your life and then you have cars and buses. >> it's too much. >> and railways. >> what lane am i supposed to be in and why are people giving me the stink eye when i'm trying to turn left or right. go straight.

>> hop on that trolley and go five miles an hour. that trip the ferry building to the castro takes your entire life. >> our h.r. manager loves taking that f car train reason. >> let's take a look at what's morning. he won't run into much in the way of fog but low clouds. the fog is thickest around the north bay. dangerously low visibilities, less than an eighth of a mile. please slow down especially when the kids start heading off to the bus stops. you can see that blanket of low clouds and fog taking over as we speak. temperatures very cool this morning, mid-40s to about 50. we'll be in the mid-50s to almost near 70 from the coast to inland at noon and 60s will stay at the coast. mid-70s to near 80, a little bit warm they are afternoon. now cooler weather on the way and a chance of rain. we'll see that in a few minutes.

frances? we haven't had a lot of accidents but there's road work slowing things down on eastbound 380 as you make your way from 280 to 101. lanes blocked until 6:00 this morning as well as on eastbound 380 as you continue past 101 to south airport boulevard and that should be cleared fairly quickly. also a dead cow has been moved out of the lanes southbound 101 as you make your way to petaluma, so traffic is flowing well. here is a live shot of the san mateo bridge. this is a problem for your ride westbound and probably a better option than the bay bridge because things got backed up early on this morning though no major problems and southbound 680 still looking good through walnut creek as you head to highway 24 for the taillights on the right-hand side. an you tnk you're slick. trying to ease it in a little bit. >> kumasi, don't have a cow. this morning business owners in the east bay are assessing the damage after a magnitude 4.5

earthquake shook the baylate la. >> the quake was centered in pleasant hill about two miles north of walnut creek. reporter amy hollyfield is live in the area with more. >> reporter: good morning. it was really felt here in pleasant hill and look what is going to greet a lot of employees as they arrive at work today this is inside an o'reilly autoparts store on contra costa boulevard. merchandise fell off the shelves. all plastic bottles, thank goodness so not too much of a mess to clean up. this is a quake that caused issues like this but no major damage has been reported but it will be a talker today. it was hard-hitting. it left you a bit breathless. >> yes, i felt it. it shook the whole table, the whole room. it was crazy. some of the people didn't notice, they were moving and everything but it was loud, clear, and i felt it. >> reporter: here is a look inside a-1 liquor store. you can see merchandise fell but you don't see bottles.

the owner said he has prevention measures in place to protect the bottles. it looks like it worked. he did lock the door right away when this happened and quickly got everything cleaned up. it was strong here but it was felt far away, too, as chico, tahoe, fresno, the 4.5 hit late. it was about 10:30 last night so it woke some people up. again, we haven't heard of major damage or injury. minor aftershs reported. the strongest one of those was a 2.1. you probably can get even though not a lot of damage to report, a lot of people will be talking about this today asking did you feel it? reporting live here in pleasant hill where people definitely felt it, amy hollyfield, abc 7 news. all right, thank you, amy. time now is 5:35. we're checking in with mike for a look at what's ahead today. >> fires last week, earthqueswe. do you have your emergency kit ready? a couple reminders, here is a

look, reports of about 44 earthquakes and aftershocks in the area but obviously that was the biggest one and it was felt most where right around mt. diablo as you head up to clayton and you head out to the reservoir, a blackhawk was right on the other side of it. you can see danville and up to walnut creek and concord, up in the moderate and then the light as you get a little bit further away. so definitely a jolt. i know some of us were sleeping, jolted us awake. and then you hear it after that and it's unnerving when it wakes you up and you never know when one of these will be hitting so be prepared. kumasi? of course every earthquake is a reminder for all of us to get prepared. having an earthquake kit is critical. >> it should have battery operated radios, flashlights. have a supply of extra batteries, a three-day supply of food and water for everyone in your family. have a solar charger if possible and an extra cell phone battery that should keep fully charged.

feel of just, oh. >> if approved cars would be able to drive across market street, but you wouldn't be able to turn onto it. emergency vehicles, muni and commercial vehicles would still be allowed. if approved a car free market street could start as soon as january. you have to see this video. it shows the moment that a verbal argument turned into a violent hit-and-run in the south bay. >> oh! >> this happened saturday night in downtown san jose. the first two seconds of the video, you can see two groups are kind of getting into it. and then you see the man in the dark shirt. he adjusts his jeans and others walking with him are walking towards two other people. because of the graphic violence in this video we're going to stop it right here just before the car speeds through the crowd hitting the man in the dark shirt and the impact, as you can see in this still sent him across the intersection and underneath a parked truck. >> i kept recording and, bam, a

car came in and hit the poor guy. he just made a turn there and then somehow he found his way out of there. >> police say it's a bmw suv and the driver still not found. there is major fallout from the pg&e power outage. state regulators have sent a letter criticizing its handling of the outage and demand a fix by thursday. the california public utilities commission says pg&e must improve communication with the public including fixing the website. as you know it kept crashing when people checked whether they were going to be a part of the planned blackout. regulators want pg&e to find a better way to distribute to local governments and first responders. the cpuc called on the utility to find a way to accelerate restoration to less than 12 hours. the commission will hold an emergency meeting friday to hear from pg&e's leadership on how they plan to address these

a new study reveals when high school players are more likely to suffer which are higher risk. dr. jennifer ashton says researchers looked at the top five high school sports and here is what they found. >> the highest risk boys football is up there followed by girls soccer and then boys ice hockey and they also found the highest risk of concussions in practice, take a look at this list, boys football followed by cheerleading and boys wrestling. this study didn't just look at the who and the what it also looked at when and found that the most concussions tended to occur towards the end of games
