hollyfield, abc7 news. >> thank you. the last major fire at an east bay energy facility happened at chevron's richmond facility in august of 2012. the fumes from that fire spread for miles. 15,000 people sought medical help after starting to feel sick, a lot of them complaining about breathing issues. chevron paid $2 million in fines and millions more to settle claims. they believe a leak in a corroded pipe caused that fire. >> good morning, here's an update on your weather and taffic. >> hi, everybody. a look at the fog. thickest around petaluma, pin grove and rohnert bega areas will have visibility less than an eighth of a mile. we have a lot of clear sky overtop of us but high clouds

it's expected to show wha there's a sever shord taj shortage in affordable housing for low income workers. today san francisco supervisors will discuss taxing owners of vacant storefronts in the city. the budget and finance committee is considering putting an excise tax on the budget in march. that money would help small businesses. there's a new contract offer for 12,000 santa clara county union workers, but it's not being received well. the offer would give workers a 3% pay increase now plus another 3% each year for the next four years. seiu represents hospital janitors and social workers to park employees and law enfor enforcement. the chapter president says it is an attempt to force employees to accept the same proposal put forth months ago. coming up, the final decision on whether to close market street to drive sgleers and we have an update on several
