33 minutes and growing. bay bridge toll plaza it backed up crash. there is also an earlier hit and run. and the westbound ride across the san mateo bridge also crowded with an earlier car that had a flat tire in the center divide adding to the slowdown. developing news, all operations are suspended and ship the ments halted this mornt nustar facility in crockett as workers try to figure out what caused this huge explosion and fire. >> one big question is was this explosion linked to the 4.5 quake. amy hollyfield is live in crockett with more. good morning. good morning. it's all calm here but officials are taking no chances. look down below they're still spraying water where the fire high pressured last night, just to make sure it does not start up again. they have given the all clear but that fire created a dramatic scene here yesterday. look at all the black smoke that

filled the air. this started just before 2:00 yesterday afternoon at the nustar energy facility in crockett. two large ethanol tanks were burning. the fire also spread to a nearby hillside. officials issued a shelter in place order. they were concerned about the air quality. >> the shelter in place, the idea being you're in your home. you closed all doors and windows, you have shut off air conditioning, heating and any fans that will protect you in your home from most of the particulate matter. >> reporter: officials have not said what started the fire but they will be looking into whether monday night's earthquake possibly played a role in starting it. no one was hurt in this fire. officials announced the fire was contained just after 9:00 last night. it was around 9:30 they lifted that shelter in place order. interstate 80 has been shut down all day. it's been reopened. you will have it for your morning commute today.

almost everything will be back to normal today except for school kids. schools in the john sweat unified school district are canceled today. reporting live in crockett, amy hollyfield, abc7 news. >> thank you for that. well, an abc 7 news viewer who happens to be a flight instructor sent us this video. he captured these images before firefighters or news crews got to the scene. people who lived nearby had to stay in their homes because of that thick, black smoke. mike nicco has a look at what the air conditions are right now. >> there are no winds to vent the air. it is stagnant. the possibility of some smoldering and lingering effects from that fire yesterday. the bay area air quality management district has issued an advisory, smoke from the nustar fire may impact areas east of ro day deo including be,

pittsburg, areas to the east. as you get to the east, benicia has winds coming out of the northeast at 10 to 20 miles per hour, that could take some of that particulate matter if it's still lingering and push it off to the east. concord, our closest reporting station is yellow. and it is yellow,ed no rat, which is still healthy air everywhere. that's as bad as it gets. other than right in that immediate area, we should be okay. >> thanks. as you were looking at those driving past saw the same thing. it left traffic backed up for miles for most of the day and even into the evening commute. >> i just have been driving from oakland 3 1/2 hours. >> usually it takes five minutes to get here. ten minutes at worst. and it was 30 minutes. i'm like oh, my god. >> even if you were just going a short distance it didn't matter. check out this view from sky7 up near where the fire was. some drivers were dealing with the stop and go as far back as oakland. more than six hours.

it reopened around 9:30, it still took plenty of time for things to clear up. >> abc 7 reached out to cal osha to see if nustar has any other prior incidents. it turns out it has two, both in 2015, though they're quite different than this one. the first was in january in pittsburg, and in that incident an employee was loading asphalt when they inhauled toxic fumes. the other was in august in wilmington, north carolina, and in that incident a worker had fallen off a moving golf cart and hurt their head. in both cases cal osha decided nustar was not at fault and did not issue citations. we've been sending out alerts about the fire in crockett through our abc 7 news app. it's one way to stay on top of breaking news. make sure to enable push alerts. here's a question, would getting access to tsa priority security lines make you take b.a.r.t. to sfo? >> its directors hope it might. they will be considering that

new incentive in a few days. jobina fortson joins us live from sfo with how this would work and what passengers think. jobina? >> reporter: good morning. for any passenger who has ever complained about waiting at the security checkpoint at sfo because of long lines, this could potentially help g but yo would need to take b.a.r.t. to sfo and use a clipper card. that's also part of the catch here. so how would they be able to know if you are using your clipper card? there would be some sort of handheld squcanner to verify th. passengers use that to get to the airport and it would collect and store clipper card serial numbers. users could access tsa's priority security lines. nearly 13,000 passengers ride b.a.r.t. to sfo on average every weekday. the transit agency wants to boost that number with this potential change. >> i think it's a good idea it

let's look at what's going on in crockett, we have a smoke at advisory because of the nustar fire, it may impact areas along the carquinez strait. right now the air quality is good at the closest reporting station downwind and in concord it's moderate. let's look at our school day forecast. increasing clouds today. 70 inland. 64 at the bay, 59 at the coast. your clipper card could essentially become a fast pass for airport security. b.a.r.t. is considering a new incentive program to get more people to ride the train to sfo.
