sunshine. 59 in san leandro. look how mild it is compared to yesterday with the cloud cover and the moisture. the winds, upper elevations, these are work down to the surface keeping it cool and breezy for your thursday. good morning. >> good morning. and good morning to you all. we have some conditions out there, some issues to deal with. let's get to it. as you approach 680, 580, interchange near dougherty, lane blocked with an accident there. accident westbound 580 near grant line, it's blocking the left lane. typical slowing behind that there. give yourself extra time. you can take an ace train. just a heads up, systemwide, b.a.r.t. today will be experiencing the shakeout warning at 10:17, they will slow to 27 miles per hour, then they will stop and briefly hold. if you plan on coming into the

city or wherever you're going this morning, at 10:17 there will be some brief delays there. happening today, the world's largest earthquake drill is taking place in san francisco. >> this is part of an interactive event that starts in less than an hour and coincides with the 30th anniversary of the loma prieta earthquake. amy hollyfield has more on what we can expect today. >> good morning. it's going to be here in civic center plaza. they're just starting to arrive so they can set up. the popular earthquake simulator will be here. you can experience what it feels like during a major earthquake complete with things falling off the shelves. we shot this in 2017 at a conference at google. we do expect to see vendors here as well. they will guide you through what you need do to prepare for an earthquake. this is the 30th anniversary of

the loma prieta quake, a 6.9. we do have some quick tips this morning. including that emergency kid that you're supposed to have, it's supposed to be stocked with battery operated radios, flash lights, have extra batteries in there. you also should have a three-day supply of food and water for everyone in the family and a manual can opener. the anniversary is a good day to go over your plan with family members and neighbors, stop by here. this will be available to the public from 6:00 this morning until 11:00. reporting live in san francisco, amy hollyfield, abc7 news. >> thanks. starting today, californians can sign up to get an alert before an earthquake hits. a statewide early warning system is going online today.

will return to the ticket line after refusing the latest labor offer by the county. today marks the ninth day of that strike. on tuesday the county offered workers a 3% general wage increase and a 3% increase over the next four years. the union says it is no different than the offer the county put forth months ago. all right. it is thursday. and a cold front or a weak one is pushing through the south bay. we have rain in the mountains, rain along the north coast. in the next hour or two it will be sunny out there and fielding milder before the wind picks up. it will be damp in spots, otherwise a sunny day with temperatures in the 60s by noontime. low 70s by the afternoon. a live look outside, where you'll notice that with the clear sky it should be nice to head out and about. it will be breezy. on the bay, maybe a little

choppy as a high surf advisory goes into effect by noontime. that's right along the coast. 60 right now in fremont and concord. 59 in oakland. so mild out there. but those winds, here we are at 9:00 this morning. 10 to 20 miles per hour. they're already quite gusty in the upper elevations, they'll work their way down to the surface. 4:00, very breezy out there, north bay, the coast. they'll dial back throughout the overnight hours. a chilly night tonight. here is your friday. not as windy. we won't see a whole lot of change until we get into your saturday morning, maybe a few more sprinkles. high surf advisory up to 20 feet breakers. if you're spending time in the city, it's sunny with mid 60s, the rest of you in the upper 60s to low 70s. something going on on the bay bridge. >> toll lane number 15 is blocked with a big rig accident. seeing activity in the parking lot with a tow truck.

otherwise it's pretty light out there. n problems once you get past that accident. dublin pleasanton, accident cleared off to the right hand shoulder. no longer delays there. you have delays over the altamont with a motorcycle down blocking the left lane westbound 580 near grant line. about a 45-minute drive time from 205 merging into the dublin pleasanton area. thank you. it's something that is always at the top of our mines when we think about how we can build a better bay area. >> new housing report confirms that things are just way too expensive in san francisco. the city's study found that job growth rate is much higher than the number of housing units being built. from 2010 to 2018, jobs have increased by 38% in the city.

measure to allow certain farmers to grow marijuana. it meant new business to prop up farms that need help. abc7's vic lee went back to the pumpkin capital of the world to see what's happened since. >> reporter: in october last year, we visited the iconic farmer john's pumpkin farm in half moon bay. it was just before the elections. eda and john muller, farmer john that is, were hoping gg would pass allowing starter marijuana plants to be grown in farms with existing greenhouses. >> third generation living on the farm. we don't want to leave it. >> reporter: they like many farmers are struggling to survive. pumpkins and vegetables they grow can no longer support them. in november, voters passed measure gg. the mullers were approached by a cannabis company that wanted to rent their greenhouses. we paid another visit to the pumpkin farm. sadly we learned that the mullers' pot dreams went up in smoke. >> the interested person was very zealous and had great ideas for having this start, and the funding hasn't come through for him. >> reporter: the mullers weren't the only ones still waiting. so far according to manfred sickenberg who grows ivy topiaries, no farmer himself included has applied for a license to get into the marijuana business in half moon bay. >> right now i'd have some space available. so we could get going right away. >> reporter: nobody's approached you. >> nobody.

bridge toll plaza when we come back. congressman elijah cummings has died. his office says the 68 died at john's hopkins hospital in baltimore this morning after complications from long-time health challenges. >> reporter: cummings a life long resident of baltimore clashed repeatedly including this summer when president trump

tweeted baltimore was rat and rodent infested. cummings defending his city and calling out language he called racist being used by national leaders. this september he had an unspecified medical procedure. his last role cal vote on capitol hill was more than a month ago. he's survived by his wife and three children. >> today is the 30th anniversary of the loma prieta earthquake. we have a new way to be warned of the next big shake. >> this is the statewide rollout of a system that could give us precious seconds just before the next earthquake hits. jobina fortson live at pach good morning. this early warning system could have helped places like the auto zone behind me here. it can give a couple seconds if not more in some cases. this warning system comes in two

forms. this is the uc berkeley my shake app. i want to demonstrate how it works. you can see the blue dot is where i am. look at the 4.4. you can click on that, see where the most earthquake was recorded on the 14th if you tap that, you can tap if you've experienced this. it also has another way of letting people know as well using the wireless system that the amber alert system uses for those notifications. the shake alert system is already being used in l.a. it uses ground motion sensors across the state to detect an earthquake before we can feel them. my shake testing found most phones today can record earthquakes down to a magnitude of 5, which is moderate. california is the first in the nation to launch this statewide early earthquake warning system. i asked governor newsom yesterday about earthquake preparedness. at the time he did not reveal

to your weather. >> who has a baby out there? nobody here. we are taking a poll. good morning, starting out with clouds, mist and drizzle from the peninsula to the south bay. a weak cold front pushed through the north bay. gusty upper level winds are working their way down to the surface to bring a sunny and breezy afternoon. look how mild, 58 in san jose. 57 in sunnyvale. 60 in newark. 55 in novato. we have a high surf advisory going into effect noon until 9:00 tomorrow night, 20-foot swells, 5 to 6 feet now. those swells will be building. gnarly along the coast. be careful. throughout the morning hours, here are the winds, 15 to 30 miles per hour at our coast. it will be windy. breezy around the bay. tomorrow morning, well, they back off and will be looking at another day where we're a little bit below average.

80 westbound past golden gate fields, university avenue, into berkeley and emeryville, you're moving pretty much at the limit, you are in some good company here with quite a few folks making their way in towards the bay bridge. let's look at that. an earlier accident at the toll lane number 15, that has apparently been cleared off the chp log, however metering lights were turned on at 5:27. the carpoolers are getting by without delay. care-free, if you can, it's easier than standing and waiting in that backup. we have this problem on the altamont pass with a motorcycle down, left lane two left lanes are blocked with emergency crews. backing up into tracy and into the 505 -- pardon me, the 205 and the 580 merge once you're past grant line things pick up nicely. not too much of a problem. about a 55-minute drive time to get into dublin

we're on the backside of the temperature already. we're clearing out in the north bay, mist and drizzle on the peninsula. 64 in monterey today. it will be slow going into the mountains. beyond that we'll talk about another system for the first part of the weekend then it's a warmup. the most popular e-cigarette on the market and the one based here in san francisco, juul, will be taking a step back starting today. >> it's agreeing to restrict marketing away from children and teens as part of a court ordered agreement. juul will not be able to market or advertise to kid or teen friendly shows or on any social media. the it also can't use younger models in its ads or in certain locations like concerts or near schools. today the cdc is expected to update the number of cases of severe lung disease tied to vaping. so far we've seen 31 reported deaths in the u.s. seven in california.

this all comes after yesterday's powerful testimony on capitol hill. a doctor with the american academy of pediatrics talking about how addictive she thinks vaping is for teens. recently a colleague asked me if i heard of children getting up in the middle of the night. i had not, but i quickly realized it was because i wasn't asking the right question, and in speaking with my patients, they admit they are vaping throughout the night. >> you can find out what doctors are trying to get through to teens coming up on "good morning america" right after abc7 mornings. one of california's largest hospital systems settled a massive antitrust lawsuit. sutter health has 24 hospitals in the bay area and northern california. the state attorney general and 1500 self-funded health plans claim that sutter stifled the competition and overcharged patients. the settlement still needs to be court approved. so far no comment from sutter. this could be the next big coachella or ultra miami but for your baby. this is a baby rave and it's in the bay area.
