u shot today at your neighborhood walgreens. >> announcer: news to build a better bay area. this is abc 7 morpgs. >> goerpg, thanks for joining on this saturday, october 19ing. i'm liz kreutz. if you've been outside this morning you know it's cloudy and chilly. let's start with a quick look at the weather. here is leahy lisa averagen >> the cloud discover cover steadily advancing through the morning. all because of the system up north. we'll say the tail end swing threw the north increasing clouds and breeze and possibility of rain drops. in the upper 40s in san jose process but look how much warm ner san francisco. mount tam, you see a little bit of the trees blowing there. upper elevation wind gusts tp at the surface the winds increase throughout the day. 55 in concord. through the next several hours a lot of cloud cover temperatures in the 60s by 1:00.

through the amp that front pushing to the south and east. maybe bringing us a few rain drops. we're clearing out tonight and tomorrow get ready for sun and warmer weather. i'll have the details in a few minutes, liz. >> thanks, lisa. all right breaking news at this hour. british lawmakers just agreed to delay a vote on brexit. for the first time in 37 years parliament spent all morning locked this in a house of commons in the uk. the decision means britain will not be leaving the european union at the end of the month. newly elected prime minister boris johnson has to extend a final vote on the brexit plan. johnson says he may not obey and push for the final vote anyways. locally new this morning, sad news out of santa rosa. police say a woman is dead after a car hit her while walking on the sidewalk. officers say they were called to a two-car crash yesterday. look at what they found. officers think this gray subaru hit the red car and slammed into a building on cleveland avenue striking the woman in the process. she has not yet been identified.

detectives say both drivers are 18 and 20-year-old men. they are cooperating in the investigation. police do not believe alcohol is a factor. and pg&e says the wildfire risk not guy and block jutes are could continue for years. the executives were grilled from friday by regulators. our i-team reporter dan noyes was in the meeting room and shares what they said and pg&e is promising to do better. >> the public utilities commission demanded that the top pg&e officials response responsible for ordering last week's blackouts and handling execution testify at this emergency hearing. >> i can attest that no one gets into in line of work with the dream of having to turn off the lights on customers. it runs counter to our nature. it's not in our dna and it's not what our customers expect. >> the blackouts, what pg&e calls public safety power shut office affected more than 70 oh thousand customers in 35

counties. >> i'm hearing we're going to, planning, going to have a playbook by the end of the year. you gave a very nice speech or a few words about anticipation. well i can tell you you guys failed on so many levels on pretty simple stuff. >> pg&e was criticized for ordering such a widespread blackout instead of targeting the areas at highest risk. for the website that crashed several times frustrating rate payers looking for information. for phone calls from customers that went unanswered process. >> i acknowledge that we were not fully prepared to support our customers to the best of our ability given the size and scale of in public safety power shut off event. and i am personally committed to fixing the gaps. >> pg&e also received criticism for failing to share information with state and local emergecy officials. and failing to provide up to date blackout maps. they pledged to step u barredov

noyes abc 7 news. >> and listen to this another pg&e rate hike goes into effect at the beginning of next year. the average electricity bill expected to jump by $9 a month. pg&e is projected to raise 1.1 billion in revenue from the rate hikes. the money will be used to upgrade infrastructure and clear branchings from power lines in fire prone areas. >> keeping neighborhoods protected from fire in a challenge in the effort to build a better bay area we saw how dangerous neck get during the wildfire in moraga. our reporter shows us the technique firefighters use more often to get to the flames faster. >> in the early morning of october 10th as a wildfire burned in the hills of moraga, a family friend bounded on the door of john drennan's home warning the family to get out. >> i thought for sure the house was going down. we could see an orange glow in the sky. and knew we were in danger. >> contra costa fire official steve hill says the fire came within 40 feet of some

neighborhoods threatening more than 100 homes and prompting mandatory evacuations. hill says prepositioning, extra staff and resources is why the neighborhood is still standing. >> on the 10th of october we experienced the most dangerous fire weather we've had all season. and could have turned out a lot differently if itprepositioning >> fire districts already do do what's called up staffing bring in extra firefighters and engines touring the fire season. but prepositioning means setting up additional strike teams in areas under threat due to red flag weather conditions. >> we stood up a strike team of five fire fighting appear rat us. >> the extra strike team from alameda county provided the moraga orinda fire department with five extra specialized fire engines, water tanks, bulldozers and three extra battalion chiefs to help out at the blaze. able to stop the fire within hours and content contain to do to 50 acres. >> because we had prepositioned

welcome back. here is a live look from our roof cam. looking out op the exploratorium. you can see treasure island out there. 8:14 on this saturday morning. . we have a check of the forecast in a few seconds with lisa argen. meantime we do have breaking news in the south bay. i want to get to you. san jose police they are investigating a deadly shooting at an apartment about a block from the sjsu campus. a man found shot just after 2:00 a.m. on south tenth near east williams street. taken to the hospital where he died a short time later. s in san jose's 30th homicide of the year. no suspects have been identified. we'll keep you posted as we learn more. now meantime in the south bay, a haunted clown carnival catching the attention of many in san jose's willow glenn neighborhood. we're learning there is plenty of heart actually behind the ee. our reporter amanda del castillo explains. >> a splay so scary we start at a distance.

the tense homes of the football coach zharmg a student roaming the campus with a loaded shotgun. the powerful surveillance footage obtained about i k 2 shows the coach keenan lowe tossing the clip into the hallway walking out flt classroom one hand on the gun, the other on the student. lowe handing the shotgun off and hugging the 18-year-old. you see lowe talking with angel diaz as he backs them away from the classroom. students then running out, lowe holding diaz until police closed in. >> i need a rifle operator to start heading towards the park roads. >> once we heard there was a gun everybody started panicking more like people crying. and people shaking. >> following this shooting scare in may police and students praised lowe as a hero. >> he put his life at danger for us. >> the formerly player for organ ducks talked with good morning
