oakland. and in san jose, officials are going all in on electric vehicles. here we go again. tens of thousands of people are bracing for more power outages just weeks after the last one plunged many into duringness. >> pg&e says it could shut off power wednesday night to as many as 209,000 homes and businesses. the utility says a final decision on shutting off the power would come after midday on >>n e y ar, parts o napa, san mateo and sonoma counties could be part of this possible shutoff. and at 5:30 tonight we're expecting to hear from pg&e officials and we'll carry that news conference live for you here on abc 7. good evening, i'm kristen sze. >> and i'm dan ashley. thanks for joining us. sonoma county is facing the largest number of outages, 28,000 pg&e customers in parts of 13 cities could have their power turned off over the next two days. >> luz pena is live at a

hardware store that ran out of essentials so many raced to buy. >> reporter: that's right, kristen. this morning this hardware store had 22 generators. now check out how many they have. zero. we spoke to many sonoma residents who told us they're not looking forward to the shutoff, but they are ready. yes, it's only tuesday, but these might be the last burgers coming out of west hand made burgers in sonoma for the week. >> what we do is buy a half or quarter cow. then i bring it in here and butcher everything. >> reporter: and that's not happening today. he opened up his restaurant six months ago. during the last power shutoff, he lost over $8,000 in produce. >> the last time i threw out all three of these fridges. all of them. oh, insurance takes care of it. insurance doesn't take care of any of that. you know, we're not going to put in a claim for it. our insurance will go up. we'll have to pay a huge deductible on it. it's just a loss, like straight across the board. >> reporter: during the early

october power shutoff the sonoma chamber of commerce estimates millions of dollars in losses. about 95% of businesses here were closed. >> businesses are starting to respond. they're getting backup generation because at this point we can't rely on pg&e to provide reliable electric service to our community. >> what are we seeing? >> this is the diesel generator itself. power lines lead right to the units that are permanent here attached to the building. we would rather be the first and be prepared. >> reporter: these two generators are what this local hotel is hoping will save them again come wednesday evening. going back to gary, he's also waiting on a generator that he's supposed to get on thursday, a day after the potential shutoff. >> all in all, it's -- it's hard. >> reporter: now, something else that's hard, the store has run out of car choeharcoal. they are buying barbecues. luz pena, abc 7 news. in napa county about 7500

people could lose power in the cities of angina win, calistoga, il, pope valley, erryessa, napa, rutherford, st. helena and yountville. in san mateo county, about 900 customers could be affected if there was a per shutoff in the cities of emerald hills, half moon bay, la honda, loma mar, pescader pescadero, portola valley, san gregorio and woodside. the governor has addressed pg&e for not addressing problems with the last shutoff. he demands they improve communication with consumers like when the power will be shut off and restored. >> for decades they have invested in hardening their infrastructure. we're here because of their greed. we're here because of their mismanagement going back decades. >> pg&e tweeted hours ago that people should go to

pspsupdates.com for information. we went there and this is what we founding. pg&e's feed quickly filled up with comments from other people who had the same result. we've reached out to pg&e for comment on all of this. a reminder, pg&e is planning to have an update in this next rounding of power shutoffs at 5:30. abc news at 5:00 will be carrying that news conference li right here as part of an extended 5:00 p.m. newscast so you'll get to hear directly from pg&e officials here coming up in about 25 minutes. now to the north bay where a teenager is in custody this afternoon accused of shooting another teen during an argument as several witnesses looked on. incident happened near the campus of ridgway high school in santa rosa. abc 7 news reporter leslie brinkley has the story. >> reporter: at 8:56, the 911 call came in. a student shot in front of the school. by 9:12 a.m., santa rosa high school, santa rosa junior college and ridgway high school were all in lockdown mode.

>> officers learned that the shooter had hande the gun to another individual and that individual left the school campus with that firearm. the shooter actually returned to a classroom there on the ridgway high school campus. >> reporter: the cops came in and had their guns pointing at us. >>eporter: little did sophi ferguson know that the boy sitting next to her for the two-hour lockdown was the suspected gunman, until he was actually arrested. >> probably like 20 cops, or 14 cops had their guns and searched us and tolds to put our hands up. yeah, it was scary. >> we all kind of just ducked under the table and tried to stay calm as much as we could. >> some people were calling their parents. others would call their friends just to checkup on them and see if they were okay. >> i was terrified. i panick >> reporte b 11:30 it was over. two suspects were detained, one released. the other, a juvenile believed to be the gunman, could face

attempted murder charges. the 16-year-old boy who was shot twice in the upper body is expected to survive and is in stable condition. meanwhile police are still searching for the backpack with the weapon in it that surveillance video sho was tossed in the back of a car that drove away from campus. in santa rosa, i'm leslie brinkley, abc 7 news. >> leslie, thanks very much. san francisco police have made an arrest in july's vicious attack on two chinatown leaders. those assaults caught on camera which police say did help solve the case. vic lee is live in chinatown with new details on this story. vic. >> reporter: those images did help police identify and arrest at least one of the three suspects. that and good old-fashioned police work and the perseverance of investigators. >> sometimes time goes by but we didn't give up. this was a pain-staking investigation. >> reporter: at 4:00 this morning san francisco police

arrested 19-year-old deshawn peersonn oakland for a brutal attack in july on two senior citizens in chinatown. >> the video was very important because we were able to get a clear picture of the suspects in this case. >> reporter: these security camera videos taken near pacific and stockton where the assaults took place. clear images, closeup of faces of the three assailants enabling police to identify pearson, whom they call the primary suspect. walter wong, head of the wong family association, was one of the two victims. wong and i walked across the same crosswalk today where he was attacked. >> translator: suddenly two er anything andhen fell don't down on the street. >> reporter: these cell phone stills show him unconscious on the ground, beate by his asail an ants who stole his gold rolex

watch. he sits up waiting for an ambulance. his friend came to the rescue. this video shows him being punched and knocked to the grounding by the same assailants. >> i know there's a lot of fear. >> reporter: in the immediate aftermath of the attacks, mayor london breed visited chinatown to assure merchants and residents that city hall had their backs. this after community meetings here where angry residents said they were in the midst of a crime wave. but today with the arrest, a different mood inchinatown. >> we want to thank the police department and the officer who work so hard to catch the suspect. >> translator: president of the six companies was also thankful, saying he's also noticed increased foot patrols in chinatown since the attacks. well, there's still two suspects police are looking for, but no wordet on how close they are to arrests. vic lee, abc 7 news. >> all right, vic, thank you. san francisco police are

investigating a hit-and-run crash in the bayview district involving a muni bus. sky 7 was over the scene where officers say a 31-year-old man driving a sedan hit the bus and then took off around 1:00 p.m. police found the driver and arrested him a few blocks away. six people were hurt and went to the hospital. they are all expected to be okay. contra costa county supervisors today decided to explore whether fuel storage facilities should be regulated like refineries and chemical plants. this after the new star energy facility explosion and subsequent fire in crockt last tuesday. sky 7 was over that facility again today where investigators were on the groundin. the mercury news reports the fire protection chief presented problems like not being notified of the explosion by the facility itself and the fire suppression system was not immediately activated. on the subject of fires -- >> that's right, red flag

it was a total game changer. learn more about the condition at factsonhand.com the city of oakland is beginning a two-week cleanup at east 8th street and alameda avenue near the high street home depot. sky 7 was over the site and using sky map technology we measured the triangular area to be about 160,000 square feet. that's a little less than the size of three football fields. the city calls the camp a fire hazard.

last week a fire burned two rvs and multiple makeshift wooden structures there. some of the residents say the city is being respectful with the move. >> i actually was able to talk to one of the public works guys and he's actually working with a lot of us. normally that doesn't happen. >> the city says residents can return to the lot once it's cleared, but plans are to close it by the of the year. underscoring the concern about the fires at homeless encampments, abc 7 news found oakland firefighters putting out a fire at a small encampment in oakland just this morning. we are glad to say no one was hurt. san jose has announced a new plan to double the amount of electric vehicle charging stations throughout the city. so how exactly do officials hope to do this? >> chris nguyen has the story now from the south bay. >> reporter: as electric vehicles grow in popularity, many in the city say getting one isomething to consider. >> obviously the environment

isn't the best right now. it's not going to get any better. >> reporter: others aren't too sure. >> vehicles are still pricey as they are for gas. can you imagine getting electric because they think it's electric and you have to pay more. i don't know. i just don't see anything in that. >> reporter: but in san jose, officials have announced a new effort to double the amount of electric vehicle charging stations throughout the city over the next two to four years. >> it's going to be essential for all of our climate goals as well as our efforts to reduce air pollution to get more electric vehicles out there. >> reporter: in partnership with the california energy commission the city plans to sdrkt million to in sent i'vize them. super chargers can fully charge a car in 30 to 40 minutes. >> this will be a huge boost to the sales of evs in this area. >> reporter: fred says he'll track it locally.

>> i certainly would like to see the cities become more proactive in making these charging stations available to the public. >> reporter: and perhaps those on the fence may eventually come around. >> a lot of research to really see what i want and see more stations out there and see the cost of the vehicle a little bit lower. >> reporter: in san jose, chris nguyen, abc 7 news. a placer county company shared these etiquette tips for ev drivers. they advise drivers to only occupy a charging spot while your car is being charged, then unplug and move. or consider leaving a note to let others know when it's okay to unplug. some customers say it's okay for someone else to unplug their car once it's charged, although many require using a key so this tip don't work for everyone. another tip, neatly wind the charging cord and place it where no one can trip.

sounds like our microphone cords. >> that's only kcourteous. >> we are still awaiting another round of pg&e power shutoffs because of the weather and wind that is coming. >> windy, hot and dry, right, sandia? >> that's right. those three things will make for high fire danger. i want to show you live doppler 7 right now. this is what you expect to see around the middle to latter part of october, which is no rain on the screen right now. as a matter of fact, today was another warm october day here in the bay area. take a look at those temperatures across the region. pretty much everyone in the 70s and 80s this afternoon. a few low 90s did show up. it is 89 in santa rosa, 78 in san francisco, 80 in oakland, 84 san jose, livermore you can definitely feel the warmth out there as those temperatures above average for this time of year. here's a live look from our santa cruz camera. a nice day to be at the beach

and enjoy the warm weather. if you get a chance to do it, you still have a few more days of the warm weather up ahead. a few high wispy clouds and really light winds and waves. gusty winds develop tomorrow night. increasing fire danger the next two days and we're looking at a warm, dry pattern right on through friday. so let's talk about this red flag warning. north bay, east bay and the santa cruz mountains all going under that red flag warning wednesday afternoon through thursday afternoon. we're basically looking at north-northeasterly winds that could gust as high as possibly 60 miles an hour. combine that with low relative humidity and really dry vegetation and that means extreme fire behavior is possible, especially if any fires develop, so definitely stay vigilant out there. tomorrow night 5:00 p.m. it's not terribly windy but starts to get a little breezy in the north bay hills at 5:00 p.m. then those winds ramp up. 10:00 p.m. you're looking at 35

to 40-mile-per-hour winds as we head toward the early morning hours thursday. 3:00 a.m., those gusty winds remain into thursday morning's commute. 8:00 a.m. it's still pretty breezy and then those winds will slowly subside thursday afternoon and evening but fire danger will remain high. clear skies first thing in the morning. temperatures ranging from the 40s through the 50s for most of you. and then in the afternoon it's going to be a warm one in the south bay. 89 in gilroy, santa clara on the peninsula you're looking at temperatures ranging from the low 80s around millbrae to the mid-80s in los altos. 83 san mateo. downtown san francisco 80 degrees. 75 in daly city. so mild near the coast, warm around the bay and inland. in the north bay 86 san rafael, napa, 90 in santa rosa. in the east bay 83 oakland, 82 berkeley, 85 degree montana. inland, 89 concord. these temperatures well above average. 88 in livermore. here's a look at the accuweather seven-day forecast.

welcome back. we're extending abc 7 news at 5:00 because of pg&e's potential power shutoffs that are coming. >> pg&e is monitoring weather conditions and they say they could turn off power to 16 counties in this area in northern california as soon as tomorrow. >> that's right. and in the bay area that includes customers isn't snon s napa and san mateo counties. they're holding a press conference right now and we'll take that to you so you can watch live what's being discussed by pg&e officials. >> services are in pretty good alignment that we're expecting peak wind gusts in 35, 45-mile-per-hour range over widespread areas with peak wind gusts, potentially 50 to 60 miles per hour. some of the more exposed higher elevation terrains like mt. st.

helena. we are expecting low relative humidity with this weather event as well on thursday. we should see copious readings of relative humidities drop down into the teens and critical single digits with this event. we are looking at a second period, second general period of weather risk on thursday morning into friday as we do expect a santa ana wind event to unfold across southern california. that is not only expected to impact t tahachipie region of our service territory but also expected to impact southern california and on se's website they're considering psps for thursday into friday so this does appear to be a california-wide weather event that's happening. we do continue to closely monitor the forecast
