memories. >> i shut off all of them. people are funny. insurance takes care of it. insurance doesn't take care of any of that. >> we understand the hardship created by these shut offs. there are safety risks on both sides. >> tens of thousands of people could be affected in this latest round of forced outages. >> napa and san mateo county have been put on notice. >> we'll begin our team coverage on this developing story with abc7 news reporter kate larson. >> reporter: pg&e says this week's potential power shut off could affect 184,000 customers. >> pg&e says that number dropped from more than 200,000 because the weather models changed and they were able to more precisely pinpoint impacted areas. now, if the forecast holds, final notifications will come wednesday around noon. then at 2:00 p.m., power would get cut first to the sierra foothills and at 3:00 p.m. power would go for parts of napa, sonoma lake and mendocino counties. finally on thursday at 1:00 a.m., as the wind moves south,

power would get shut off for san mateo and kern counties. now, governor newsome was in oakland today and he has been deeply critical of the pg&e power shut down two weeks ago and is fighting back against pg&e c.e.o. bill johnson's assertion black outs will be part of life in northern california for the next ten years. >> ten years of this cannot happen, will not happen. we are going to aggressively make sure of that and we are still waiting for that rebate that is owed to millions of people in this state. >> reporter: at today's press conference, i asked bill johnson about exactly that. are you saying there is a possibility that pg&e will reimburse their customers, businesses, homeowners, for the costs incurred during these outages? >> what i'm saying is i'm considering this in the context of everything else that is going on. >> reporter: by context, johnson means pg&e's bankruptcy proceedings and compensating fire victims from years past. the high fire danger weather is expected to be over by noon on thursday at which point the restoration process would begin.

but pg&e just said they are monitoring another wind event which could lead to a third possible shut off this weekend into next week. and we, of course, expect to hear lots more from pg&e on that in the coming days. for now i'm kate larson, abc7 news. >> many in napa county are bracing themselves for yet another possible power outage. the area as you see shaded in gray have all been told they could lose power. the electricity could be turned off as early as 3:00 tomorrow afternoon. abc7 news reporter lisa amin gulezian is live now from saint helena which could be in the dark this time as we speak tomorrow. >> reporter: that's very true, dan. the lights are on now, but a very different story is possible for this time tomorrow. now, there are more than 5,000 people that live here and this could be one of the hardest-hit areas in the county. at allison and wine country on route 29 in saint helena, employees are prepping for what could be a slow day at work tomorrow. the looming pg&e power shut off

is bad for business, to say the least. >> it's crippling and allison is determined to stay open because it is not covered by insurance. any of the loss from sales, so we'll be open tomorrow with no lights. >> reporter: all of saint helena and half of calistoga could be out of power come 3:00 tomorrow afternoon. affecting some 7500 customers. >> that's at least a considerably smaller number than we had two weeks ago when we had about 31,000 customers here in napa county lose power. >> reporter: losing power for an extended period of time is never easy, but imagine being 95 years old living alone and being in the dark. >> it's shameful, actually, you know? if you think about it. >> reporter: many living in rancho de calistoga which is in the western part of the city, are downright angry. it is a community for those 55 and older, and most are on a fixed income. >> i'm really pissed at pg&e. and the reason is because they

paid their stockholders for decades and did not improve their infrastructure. >> reporter: those living in the eastern part of calistoga will have power thanks to these mporary generators which will kick on in case of a blackout. i spoke with several restaurant marijuanagers in dow. it was 50/50. those with a generator will stay open. but those who do not have one say they'll take the day off if the power goes out. in saint had elena, lisa amin gulezian, abc7 news. >> portola valley school district has made the decision it will remain open this time after closing the last time this happened. 9 school district said not having school is disruptive and nothing can replace a teacher in the front of the classroom. there are a lot of bay area cities that could have their power shut off tomorrow by pg&e. we have posted them online. all you have to do is go to our website, abc7news.com. the list is at the top of our home page. while we're talking about

websites, pg&e says it is ready after its site went down during the last power shut off. utility says it has an alternate address ready for the expected increase in traffic. it mistakenly gave out the wrong web address this afternoon and fixed it. >> well, the wind here is key, of course. all the eyes are on the forecast for wednesday and thursday. >> sandhya patel joins us with what's next. sandhya. >> the weather will be elevated. the north bay, east bay and santa cruz mountainsin tomorrow afternoon running till thursday afternoon. those gusts out of the north, northeast will be anywhere between 30 to 60 miles an hour. you combine that with low humidity and extreme fire behavior is possible. take a look at the winds hour by hour tomorrow night. they begin to pickup in the north bay. as we head into 8:00 p.m., 35, 36 mile an hour winds ramping up close to 40 miles an hour. you will notice in that same general vicinity. 32 miles an hour fairfield. gusty winds continue into the morning. with is that in mind, look at the humidity values going down

as we head towards midnht 9% in fairfield, 11% in napa, which is why fire danger wil running high. dan? >> okay, sandhya, thank you. we're cleekeeping a close eye o pg&e's actions. we'll let you know the plans through the abc7 news app. enable push alerts. find out how to prepare for a shut off at abc7news.com. >> a fire innocent transbay tube during rush hour caused headaches for commuters. around 5:00 p.m., the oakland fire department received reports of sparks in the oakland side of the tube. bart temporarily dee energized the tube so they could investigate. they reported smoke in the underground downtown san francisco stations which eventually got so packed with commuters they began finding other ways home. >> and they weren't letting anybody through the gate saying there was smoke in the tunnels coming from east bay. >> oh, i just called an uber and made my way over here. >> state senator scott weiner was caught in the mess. he tweeted about how he's deeply wishing there was a second

transbay tube and called bay area public transportation delays a big problem. but overall, he was happy with bart's response. >> i think bart being actually did a really good job here. i was impressed how quickly they got the single track open. very diligent and efficient. so i really appreciate it. >> bart was able to single track trains through the tube at 5:30 and had full service running at 6:00 p.m. >> a controversial billboard in san francisco has been taken down by the company that put it there. out front media says it reserves the right to remove advertising copy considered offensive to community standards. mayoral candidate ellen jow said she paid for the billboard that depicts mayor london breed leaning back at a desk with her feet up. the mayor calls it hurtful and disrespectful. jow tells abc7 news she would not take it down, but as you can see, the billboard has now been removed. >> san francisco police have captured a man suspected of beating two senior citizens in chinatown. they arrested 19-year-old

a chance for more than 40 boys wi oakland's brothers on the rise to interact with police officers and 49ers players. >> i had some opportunities as a young kid going to sports camps things like that, being able to meet professional athletes. i always thought it was the cool est thing and looked up to them. >> reporter: defensive end aaron said similar events helped shape his life. tuesday they changed out of their uniforms to focus on unit t through 49ers edu. >> it's a huge responsibility. we all have roles in our occupation, so learning from the 49ers and the players and how they interact with the youth, you put that up to. >> reporter: sergeant lee said the day allows students to see officers in a different setting, giving the boys a safe space to engage with police away from the streets. >> i asked one did they have a dog. they said yes, they have a canine. >> reporter: 8-year-old tristan hughes and friends had help putting together shoulder pads, exercising steam lessons. they say anything is possible with teamwork.

outside ridge way high school. a 17-year-old student pulled out a hand gun and fired two shots at a 16-year-old student. by 9:12 a.m., santa rosa high school, santa rosa junior college and ridge way high school were on lockdown. officers learned the shooter passed off a gun to another student who then left campus. the shooter went back to class. >> the cops came in, had their guns pointed at us. they searched us to and and told us to put our hands up. yeah, it was scary. >> officers detained two suspects. one was released. the other, a juvenile believed to be the gunman, could face attempted murder charges. the victim is in stable condition and is expected to survive. >> alameda county health officials say asik bat picked up in livermore on friday has tested positive for rabies. livermore animal serb savices pd up the animal on south livermore avenue. they remind the public to stay away from wild animals and make sure your pets are up to date on rabies vaccinations. >> good info. we need to check on the weather.

>> we do. because of course with facing these potential pg&e shut downs, power shut downs tomorrow, it's important for sandhya patel to follow the forecast and the wind and heat. >> the heat is going to stick around, dan and ama. the winds will crank up as we head toward tomorrow afternoon and evening, especially in the north bay. let's look at the highs for today. we had warm enough weather for records. s.f.o. 87 today. oakland downtown 85 degrees. it was 91 in santa rosa. 70 in half moon bay. 86 san jose. 88 in concord. these temperatures a good ten to 20 degrees above average for this time of year. the good thing is those temperatures have fallen quite a bit from earlier in the day. most of you are in the 50s and 60s right now. want to show you what's going on with live doppler 7. high pressure in command of our weather tomorrow as it nudges closer. you're going to see a north, northeasterly wind develop. and as it does, it will dry out the atmosphere, which is why our fire danger will be going up. let's check out those winds hour

by hour once again. so tomorrow night around 7:00 p.m. in the north bay in particular, you're going to start to notice the winds cranking. winds will get going late at night into the wee hours of the morning. you'll notice 25 miles an hour fairfield, 22 in santa rosa. and those gusty winds will translate even down to half moon bay by the time we head into thursday at 8:00 a.m., which is why the fire danger will remain elevated the next couple of days. live look from our emeryville camera, it is a beautiful view as we look back toward san francisco. equally nice, san jose camera right now. the trees aren't swaying in the winds much, but that will be changing come tomorrow. dry gusty winds develop tomorrow afternoon, evening, increasing fire danger the next two days. warm fall pattern will continue through friday. so first thing in the morning a few clouds near the coast. temperatures will begin in the upper 40s to the upper 50s. clear skies inland for the afternoon hours. south bay, it's going to be warm. 88 degrees in morgan hill. 89 gilroy. 85 san jose. santa clara, santa cruz.

on the peninsula you're looking at a temperature of 84 in mountain view, 79 half moon bay. warm in the city, 80 degrees. north bay 90 in santa rosa. 86 in san rafael. definitely warmer than average in the east bay. 83 oakland. 84 in castro valley. head inland, 89 in concord, 88 in livermore. here is a look at the accuweather seven-day forecast. warm couple of days with high fire danger wednesday, thursday morning windy in the morning. and then warm for the afternoon. cooling trend begins on saturday. those temperatures will drop dramatically. by sunday inland in the 70s inland. 60s coast side. we'll carry that over into early next week, ama and dan. >> thank you, sandhya. >> tomorrow on "good morning america," tie reese gibson will be on to talk about his
