happen, will not happen. we are going to aggressively we are still waiting for that rebate that is owed to millions in this state. san mateo county would be the last county to lose power. this outage could last until noon tomorrow, then they were start checking the lines to see if damage happened and then start turning the power back on. this might not be the end of it. pg&e is now saying that there could be another shutoff this weekend and into next week. more wind is expected. so look for more announcements on that issue, a third round of possible outages. the first big announcement expected today at noon. we will keep you posted. live in san francisco, amy hollyfield, abc 7 news. a small school district in san mateo cnty says it will handle a power shutdown

differently this time. the district will remain open. it canceled classes two weeks ago. officials say not having school is disruptive and nothing can replace a teacher in front of the class. pg&e is saying the outage website will be ready to handle the load this time around. the site went down during the last shutoff. the company says it has an alternate address ready for the expected increase in traffic. they mistakenly gave out the wrong web address yesterday afternoon but veeventually corrected that mistake. >> lets get an update on the weather and traffic with drew. >> red flag warning later today. first beginning at noon in the north bay, then at 3:00 p.m. it will expand to include the inland east bay. later on in the evening, it will include the santa cruz mountains. winds gusting over 30 miles per hour. the peak times for this will be

later tonight into early thursday morning. we'll look at the warm temperatures in a few minutes. a debris fire in the transbay tube is apparently to blame for those massive b.a.r.t. delays yesterday. >> the oakland fire department got reports of sparks on the oakland side of the tube around 5:00 yesterday. b.a.r.t. de-energizeded the tracks so it could be investigated. commuters started to find other ways home. >> they weren't letting anybody through the gates saying there was smoke in the tunnels coming from east bay. i called an uber, made my way over here. >> state senator scott wiener tweeted about how he is deeply wishing there was a second transbay tube. overall he said he was happy with b.a.r.t.'s response. b.a.r.t. was able to single track trains through the tube at

5:30 and service was back up and running at 6:00. b.a.r.t.'s new general manager, bob powers, will visit two stations as part of his listening tour. powers will be at the bay fair station in san leandro from 8:00 to 9:00 this morning then the civic station in san francisco from 3:00 to 4:00 this afternoon. powers wants to hear directly from riders to get feedback about service and policies. facebook ceo mark zuckerberg will speak before congress today. i'm tracking it all from the live desk. this will be zuckerberg's first time on capitol hill since testifying on the cambridge analytica scandal last year. today's hearing on facebook's influence is expected to begin at 7:00 our time. zuckerberg will be the only witness. in prepared remarks the ceo is expected to say facook will not launch its own digital currency, libra, anywhere in the world without u.s. government

expected to testify. ines de la cuetara, abc news, washington. happening today, the body of the late maryland congressman elijah cummings will lie in repose at morgan state university in baltimore. the 68-year-old served on the board of regents at the historical black research university. cummings will lie in state at the u.s. capitol tomorrow. he passed away from complications from longstanding health problems. closing arguments are scheduled in the hillsborough heiress murder trial. tiffany li is on trial for the murder of the father of her two children. she reportedly lured keith green to her mansion where the boyfriend shot him. in the south bay, san jose police are asking for help in identifying a man suspected of molesting a 13-year-old girl. investigators released this sketch of the suspect.

he approached the girl about five times in august and september as she walked her dog in the los alamitos creek los ak investigators say he touched the girl inappropriately three times. he is described as 60 to 70 years old, about 175 to 200 pounds. he has crooked yellow teeth and spoke with an accent. in the east bay the massive fire at the nustar energy plant could lead to tough regulations. contra costa will explore whether fuel storage facilities should be regulated. sky 7 was over that facility where investigators are still trying to figure out what sparked the fire and explosion. county officials say they were not notified of the explosion by the facility itself. they also say the plant's fire suppression system was not immediately activated. the 49ers local law enforcement and boys from across the bay area joined forces to

temperature-wise we're well into the 70s. lat later this afternoon we'll be in the 80 thearmest spots. tonight winds will pick up. red flag warning in effect later on today. it will last overnight into thursday afternoon. what we're watching for all areas shaded in red, winds will begin to pick up in our hills. gusting north-northeasterly over 30 miles per hour. that's a dry wind. it drops our relative humidity, that means any fires that easily start could easily spread. happening today, the push to pass a one-cent sales tax to pay for much needed transit projects across the bay area will take another step forward. the mtc will consider the plan today. the proposal is for a bay area wide 40-year 1% sales tax that would generate 1$100 billion. the money would be dispersed to transit districts to eas congestion. the president of the toronto raptors will not face charges for shoving an alameda county

the time is 4:52. as our red flag warning goes into effect today, we'll be monitoring winds closely. 7:00 p.m., the winds are active in the north bay, gusting over 30 miles per hour. that continues in the early morning hours thursday before our winds weaken midday and the fire danger lessens. we'll look at that red flag warning in a few lameda county h officials say a sick bat found in livermore has rabies. it was discovered on friday. city workers will warn people to

stay away from wild animals and to make sure pets are up to date on rabies vaccinations. san jose is planning on doubling the number of electric vehicle charging stations throughout the city. the city plans to distribute $14 million to get businesses and organizations to install nearly 1500 charging stations. those stations would be in public, workplace and multi family housing locations. a quarter of them will be designated for low-income communities. >> it is important. without adequate charging stations, it's a big deterrent for many people that want to switch to all electric vehicles. >> san jose plans to add the ev stations over the next two to four years. warriors head coach steve kerr is clarifying his comments on klay thompson that he was unlikely to play this season. kerr made headlines when he said klay would be out recovering from his torn acl. the team said he might be back
