now at 6:00, a new round of pg&e power shutoffs could be hours away. >> thousands are preparing to be left in the dark. this morning conditions are getting worse. we're facing a red flag warning that starts later today. >> good morning. it's wednesday, october 23rd. drew is tracking all of that. where do we stand now? >> right now the winds are calm. that will change later tonight. it's a warm day. temperatures well above average for this time of day. 70s along the coast. 80s around the shoreline. 90s in the warmest spots. a red flag warning will begin arting at noon, firn the north bay expanding into the east bay at 3:00 p.m., down into the santa cruz mountains. we're watching for areas in red, the strong north-northeasterly dry winds gusting over 30 miles per hour. heightening our fire danger. we'll go hour-by-hour, time out the winds for you coming up in a few minutes. let's check traffic with jobina.

good morning. >> good morning. a new incident in the south bay. this is in san jose. we have a single car crash on northbound 101 before tully. it spin out. it is on the right hand shouder. and this is now a sigalert at southbound 880 at a street. there was a big rig whose back door opened, mail carts spilling all over the roadway. this will impact people headed towards the san mateo bridge or connecting from 580 to 880. more coming up. pg&e will decide today whether they will turn off power to thousands of people in the bay area because of high fire danger. >> pg&e is making this decision between 11:00 a.m. and 1:00 p.m. to see if the power outages are needed. the shutoffs could happen in san mateo, sonoma and napa counties. we're told pg&e will make that

decision between 11:00 and 1:00a lauren martinez has more on how wine country is preparing. >> we're in downtown sonoma where power could be turned off by 3:00. we're starting in front of a couple of restaurants and hotels keeping an eye out to see if preparations are under way. just over 26,000 residents in sonoma county could be affected by the shutoffs. 7,500 drenresidents in napa cou. e napa county man is directly calling out pg&e. >> i'm pissed at pg&e, the reason is because they -- they paid their stockholders for decades and did not improve their infrastructure. >> reporter: during the shutoff between october 9th to the 12th, the sonoma chamber of commerce

is estimating millions of dollars in losses. about 95% of businesses here were closed during those shutoffs. power could be turned off here at 3:00 mt i'm lauren martinez, abc7 news. pg&e is planning to use a new tool to check on power lines since some of them are in remote locations. >> we did leverage the chp to allocate a fixed wing aircraft with a high resolution camera and infrared technology. >> the utility reported dozens of hazards after the last shutoff. they ranged from tree branches landing on lines to lines coming down altogether. pg&e has said the planned outage likely prevented a wildfire. we're keeping a close eye on pg&e's actions and we'll let you know the company's plans through our abc 7 news app. make sure you enable the push alerts to get updates you can also find out how to prepare for a shutoff on our website,

abc7news.com. at the live desk, i'm following a gruesome discovery in england. police found 39 people dead in a semi truck this morning. this is in essex, a county located about 19 miles east of london. many of the dead may have come from bulgaria. they arrested a 25-year-old man from northern ireland. a 17-year-old student could face an attempted murder charge after a shooting near a santa rosa high school. three schools went on lockdown when this happened outside of ridgway high school. this was after 9:00 yesterday morning. one student was hurt. officers learned the shooter passed off the gun to another student who left campus while the shooter went back to class. >> the cops came in, had their guns pointed at us. they searched us, told us to put our hands up. yeah. it was scary. >> officers detained two suspects. one was released. the victim is expected to recover. the man suspected of beating

two senior citizens in chinatown is in custody this morning. san francisco police arrested 19-year-old deshaun pearson in oakland. he's accused of assaulting and robbing walter wong as he crossed the street back in july. security cameras captured clear images of the suspect's faces. the three are accused of beating wong's friend who came to his rescue. there's no word if police identified the other two men. 11 of the parents already charged in the college admissions scandal are facing more charges that include bribery and fraud. e superseding indictment includes fraud charges against athletic officials and s.a.t. and a.c.t. testing figures who were previously charged with racketeering conspiracy. they are accused of paying

we'll be monitoring our winds closely this afternoon. surface winds right now at the ground very calm to light across the entire region. watch what happens when we jump into our hills. about 1,000 feet up, the winds are more active. they're out of the north now. diablo gusting to 34. east foothills gusting to 24. this is the area of greatest concern. red flag warning goes into effect first at noon into the north bay, 3:00 p.m. in the east bay. 7:00 p.m. in the santa cruz

mountains where those winds again will be gusting over 30 miles per hour. dropping the humidity which creates a high fire danger this time of year. let's check the roads with jobina. >> we are following a sigalert in hayward. this is 880 southbound at a street. a big rig's back door flew open, seven mail carts have spilled across the roadway there. the two right lanes a blocked. there is someone out there trying to collect those. be aware of this because speeds are slow. 11 minneapolis. i want to take you up to pinole, a new incident. a car went off the roadway, eastbound 80 past pinole valley road. fell down the embankment 40 feet. we know the vehicl is on fire. we'll get more information on that. the company that put up this controversial billboard in soma has taken it down. ellen zhou paid for that

billboard. it shows the mayor sitting back with her feet up. the mayor called the billboard hurtful and disrespectful. zhou said she didn't want to remove it but the company, outfront media, ended up taking it down. it says it reserves the right to remove advertising content considered offensive. a random act of kindness

in southern california health officials are warning people who visited disneyland last week about a possible measles exposure. the person visited disneyland last wednesday between 9:15 in the morning and 8:30 at night. they also visited a los angeles starbucks earlier that morning. anyone who was in those areas at that time may be at risk of developing measles with symptoms appearing up to 21 days after exposure. disney is the parent company of abc 7. a federal appeals court says no. the trump administration cannot cut birth control from your health care coverage right now. the trump administration says employers should be allowed to deny insurance coverage for birth control based on religious grounds. california and 13 other states sued claiming this policy violates the affordable care act. a u.s. district judge allowed those states to keep birth

into effect later this afternoon, our humidity levels will be dropping especially tomorrow morning by 4:00 a.m. look at these levels, bone dry air with humidity in the teens heightening our fire danger. young drivers are not just texting and driving, a new study finds about 1 in 6 drivers between the ages of 17 and 25 are using snapchat while behind the wheel. queensland university of technology surveyed more than 500 young drivers and 16% of people surveyed said they have opened snapchat on their phones while driving. of those drivers, 15% admitted that they have sent photos and even videos. a new jersey man credits his apple watch with saving his life after he and his date tumbled down a mountainside. what kind of date is this? >> the 28-year-old man said they got lost in the woods along the cliffs of a mark in middleton. two days before the hike he

a better night's sleep. good morning. it's wednesday, october 23rd. >> we're closely watching what's happening with the winds today and your accuweather forecast. that's what drew is looking at. >> the red flag warning will go into effect starting at noon in the north bay, expanding into the east bay at 3:00, then the santa cruz mountains at 7:00 p.m. tonight. watching the winds closely, this morning the winds are very light near the surface. outside, it's a calm start to your wednesday. 12-hour day planner, a lot of sunshine. a mild and hot day out there. the red flag warning will go into effect this afternoon. all areas shaded in red, we are expecting gusty winds. we'll go much closer with those winds hour-by-hour, we'll show you wind speeds coming up. first a look at traffic. >> we are still following the sigalert in hayward. i want to take you to it.

this is southbound 880 at a street. those are mail carts that you see that are being loaded back into a u.s. postal service truck. earlier this morning there was a big rig and the back door flung open and those mail carts spewed all over the roadway. now the right lane is closed. everything else is back open. in just a few hours pg&e will decide whether or not to shut off power to more than 34,000 customers in the bay area. >> amy hollyfield is live at heh timeline and what counties may be impacted. >> good morning. they are saying we can expect that decision around noon today. if they turn the power off, the first round would be at 2:00, that would be starting in the sierra foothills. in the bay area the first outages would start at 3:00, that would be napa and sonoma in the north bay. pg&e says they are monitoring

the weather. the ceo says they're doing this to prevent wildfires and save lives and that these outages could be the reality for the next ten years. governor newsom says that won't work. he has been very critical of the power outages. >> ten years of this cannot happen, will not happen. we are going to aggressively make sure of that. we are still waiting for that rebate that is owed to millions in this state. san mateo county would be the last county to lose power. this outage could last until noon tomorrow, then they will start checking the lines to see if there's damage and then turn the power back on. this might not be the end of it. pg&e is now saying that there could nohutoff this weekend and into next week. more wind is expected. so they're watching that situation. more announcements to come about

power makes life difficult, especially for one woman we spoke to who is 95 years old. >> it's shameful, actually, when you really think about it. what can you do? it's not nice. you know, but it's happened before. >> all of st. helena and half of calistoga could be out of power. those living east of calistoga will have power thanks to temporary generators that will kick on in case of a blackout. reporting live in sonoma, i'm lauren martinez, abc7 news. a small school district in san mateo county says they will handle a power shutdown differently this time. the bartola district will remain open. it canceled classes two weeks ago. officials say not having school is disruptive and nothing can replace a teacher in front of the class. pg&e is saying the outage website will be ready to handle the load this time around. the site went down during the

last shutoff. the company says it has an alternate address ready for the expected increase in traffic. they mistakenly gave out the wrong web address yesterday afternoon but eventually corrected that mistake. people in napa, sonoma and san mateo counties are bracing for the power loss. we have a list of bay area cities facing the shutoff on the home beige of abc7news.com. facebook's ceo mark zuckerrg will be testifying in front of congress today. this will be zuckerberg's first time on capitol hill since testifying on the cambridge analytica scandal last year. today's hearing on facebook's influence is expected to begin at 7:00 our time. zuckerberg will be the only witness. in prepared remarks released yesterday, the ceo is expected to say facebook will not launch its own digital currency, libra,

anywhere in the world without u.s. government approval. congress is concerned about the cryptocurrency and facebook's impact on privacy and hate speech. democrats are calling this the most damaging testimony yet in the impeachment inquiry. the top u.s. diplomat in ukraine told congress he thought it was crazy to hold aid to ukraine until officials investigated the biden family and the 2016 election. bill taylor testified yesterday under subpoena. he says while he was not given a reason for why military aid was being withheld, the u.s. ambassador to the eu told him president trump wanted the ukrainian president to announce an investigation into his rivals. the white house dismissed taylor's testimony calling it triple hearsay. >> the american people can read the transcript of the phone call the president had with president zelensky. they will see there was no quid pro quo. >> later today assistant secretary of defense laura cooper is expected to testify.

in the east bay the massive fire at the nustar energy plant could lead to tougher regulations. contra costa will explore whether fuel storage facilities should be regulated. sky 7 was over that facility where investigators are still trying to figure out what sparked the fire and explosion. county officials say they were not notified of the explosion by the facility itself. they also say the plant's fire suppression system was not immediately activated. a major development in the battle over where the a's will play in oakland. abc 7 news contributor phil matier is here live with an announcement he broke this morning. >> and a live look at the big board. we're a little bit up, about 33 points. and if your teen is not getting enough sleep t could be preventable. >> first a check of weather and traffic. here is drew. >> we will be monitoring our winds closely today. a red flag warning will be in

effect this afternoon. winds at the surface, near the ground, light if not calm. watch when we jump to higher elevations, the winds are gusting to 27 in knoxville creek, 23 in the east foothills. 40 in mount diablo. this is the region, the higher elevations where we have the most concern when the red flag warning goes into effect. we'll find those winds racing out of the north over 30 miles per hour and that does continue in the early morning. winds very active before calming down midday on thursday. the red flag warning goes into effect at noon in the north bay, at 3:00 p. in the east bay. 7:00 p.m. in the santa cruz mountains. for elevations above 1,000 feet for those string north-northeasterly winds gusting over 30 miles per hour, creating low humidity levels and those warm temperatures, that combination means any fires that start could spread rather

good morning. it's 6:42 a.m. that accuweather alert is for a red flag warning coming our way later this afternoon. it's a warm start to the morning. into the 70s by 10:00 in the morning. later this afternoon we're well into the 80s, if not close to 90 degrees in hot spots. an above-average october day on the way. the next three days, that red flag warning today. it's a windy morning tomorrow before the winds calm down midday. the that warm weather still holds on through the end of the

week. we'll take another look at the red flag warning and also show you a preview of the weekend coming up in about seven minutes. >> thank you. abc 7 news working better bay area. >> the a's have put together a new offer to hopefully put together a new ballpark. >> phil matier here is, our new abc 7 news contributor. you always break news in your columns. here we go again. >> we're breaking news this morning. >> we are. this is a controversial subject. >> it's about building a better bay area because they're talking about building a new ballpark for oakland. what we have here is talks are at an impasse basically. the a's now are trying to offer oakland $85 million plus the promise of affordable housing, labor friendly contracts, and the promise to build a ballpark somewhere in oakland if the city will sell them its half share of the coliseum complex, 112 acres

of prime real estate located out on the east side of oakland. that's where the ballpark is now and that's where the a's play. now the question is in return they want the city to drop its lawsuit that has blocked the a's from buying the county's share of that same spread. they want to get control of the whole site. it's a mega million dollar project. and one that's not without controversy. it's public land, is it a sweetheart deal oow is it going? we asked oakland city council members what they thought of this latest offer. let's hear what they have to say. >> i support the oakland a's staying in the city of oakland, certainly welcome the negotiation process. i think we're in the right direction. >> it's public land. so we -- it should be used in a way that maximizes the needs for the public for the residents of oakland. >> we need each other m they need ustogrow a team.

we need them to help grow a city. >> they both need each other. there's also major league baseball in play here. major league baseball is not happy with the lawsuit that the city filed saying it's disruptive. it could lead to problems. they wan it off the table by the middle of next month when the owners meet again. look, building a ballpark in oakland has loneen a tough issue. they have not been able to get it off the ground. the latest idea is to build it on the waterfront. very attractive. have housing there. the a's say they need that coliseum development to pay for the privately financed ballpark. people are saying how sweet is this deal? how big is this deal? >> it's interesting reading your column. you say the a's feel like they got the rug pulled out from under them. they had no idea this lawsuit was coming. it's interesting to hear what the baseball commissioner said when he went into the room. >> yeah. he said this.

and the a's were actually meeting with the city and then they turned around and found the lawsuit was filed. the major league baseball commissioner came in and said to city officials you either get this done or else. and you know, you have the oakland raiders playing in vegas. don't be surprised if the next team playing in vegas is not the oakland a's. that set off a whole firestorm in las vegas. >> how much do you think all of this will go forward? >> i think there's a good shot of it going forward because everybody has something to lose. the question is how many of the members of the city council are going to be willing to go with the deal? in politics you want it to pass, but maybe you don't want to be the vote that makes it pass. somebody could say you gave it away. why did you do that? it will be a balancing act. there's no guarantees on this.
