24 hours. the firefighters want to contain it before the dangerous winds kick in tomorrow. >> the winds are trouble for the rest of the bay area. take a look at that, all the orange highlighted areas that's where we see shutoffs. this will affect hundreds of thousands and we could see gusts at levels we have not seen in years. >> looking like the strongest event since the winentry s that potentially stronger than that. >> good evening, thanks for joining us. pacific gas and electric is preparing for what could be the largest and most widespread power shutoff yet. it will start as soon as tomorrow. pg&e said they have notified 850,000 customers that it's a possibility. 400,000 of those customers in the bay area. >> here's a map showing the outage areas in orange. and it includes every county in the bay area, except san francisco. the company said that this

go again. as you said, this one could be different in that it lasts longer, and affect a much broader area and could bring with it, the bad air quality. all of it impacts how people here are going to react to it. one guy told me, he got a message that it's going to happen at 1:00 tomorrow in lafayette. county wide, we are hearing 10:00 is the possible time for a power outage and it's all happening on a busy halloween weekend. >> super heroes and i hope the super heroes do not take the power out. >> businesses could find the weekend before halloween goes dark and cuts in their profits. restaurants will have to close again in orinda, a haunted film fest could get interrupted and more. >> i hope we have power, tomorrow, sunday, we have an event here, and it's you know, they keep expecting to have halloween parade and we are ready for the customers to also get coloring books and puzzles.

treat action out here on the streets of lafayette. the county is worried about contra costa, regional medical center in martinez. the fact that it is in the zone that could hav pow cut off, but they reassured us they do have back up generators. they want to remind people that in the black out zones. pharmacies, urgent care clinics could be closed, plan ahead, charge up your cell phone. i'm leslie brinkley, abc news. w >> they are saying treat every intersection as a four-way stop. much of the bay area will be without power tomorrow. >> we are live in petalmua, where the outage is impacting a rancher and he desperately needs water for his live stock. lee an? >> reporter: yeah, well they are concerned, larry, the owner of a horse ranch said please help us, we don't know what to do if pg& cuts off the power, for 3, four, or five days.

we took a look. this ranch answered the call of help early on. in the kincade fire. >> we have goats over there too. >> she boards horses. and at 97, she still makes the rounds in a golf cart. when dealing with horses on a property like this one, lesson number one isnowing how a water well operates. >> it takes electricity to use the pump to get the water from our well. >> in other words, without water, the horses would be in a dire situation. we asked june's daughter, where exactly was that well? >> it's way up there in the trees, and see the hill up there? there's a path that is behind the trees and that well is way >> up we went on aot dusty road to find the well with june's son dave, conditions are as dry as they get. leave it to a city slicker like me, why not put a generator up

there? >> takes one spark and everything goes up. >> if pg&e cuts off power because of strong wind conditions, the pump will shutoff. they have no way to store water for the horses. >> at the most, two days. that's it. >> the stable was not affected last time pg&e cut power to thousands of customers. >> i think it's going to go this time. and i think they will turn it off. >> when you are threw whith wha is in the tank, there's no more water. >> reporter: they may have to seek help if they end up running dry. so, several water districts are telling customers to prepare, store about two gallons per person per day. three for five days. here's the problem with horses. so, i may consume a gallon or two, but a horse weighs on average 1200 pounds so they drink gallons and gallons and gallons of water.

so honestly there's no way to prepare. we will be thinking about them. i'm live in petalmua. abc7 news. >> lee an, thank you. sonoma county, animal control and volunteers rescued animals in the area. they broke through the gate and saved two horses and 20 sheep. animal control officers took the animals to a safe and private location to care for them. let's take a live look outside now and get to abc7 news meteorologist, sandy patell, you see the haze. we have a quick check from sandy and the red flag warning. you can see the smoke from the kincade fire here in san francisco, from the live picture. current conditions near the fire. 83 degrees, it's still dry. 11% humidity. winds are gusty, but not nearly as strong as a couple of days ago. out of the northwest, gusting to 21 miles an hour. hopefully the crews can get a

handle on the fire before the next big wind event. we have red flag warnings going on up. strongest wins 65-80 miles an hour, means there's potential for extreme fire behavior, especially with critically low humidity coming up. a dangerous wind, means a high wind warning and wind advisory for any other part of the bay area. and a possibility of outage with the up coming strong winds coming up. i will be back with an hour by hour look at the winds. >> thank you, and here haes what we know right now. the kincade fire has spread to 21,900 acres. cal fire said that 49 structures have been destroyed and more are threatened, the fires are just 5% contained. we are learning that a pg&e transmission line failed around the same time the fire started in the area. here is a map showing you the rough size of the fire.

21,900 acres is about the size of redwood city. more on the firefight right now. >> reporter: the winds have not been that bad today, but the supervisor said that the focus right now is on the winds predicted for saturday night. which he says, will be quote, historic and dire. cal fire director tom quarter said, getting extra resources to crews on the ground will help them hold the line. he said extra fire crews have been prepositioned on ridges and hills to go after spot fires which are an issue when there's strong winds. given how big this area is, and the massive winds, expected for saturday night. the aerial assault will be key. they are bringing in a 747 plane to help. >> putting aircraft and resources on the new fires. quickly. keeping them small. keep this one contained and we will be all right. >> fire officials say they will be forecasting for changes in the pattern of the winds and redirect resources accordingly.

>> geyserville, abc7 news. >> two years after dealing with the devastating wild fire, hundreds of residents are again, being chased out of their homes. some are staying in shelters and praying their homes and belongings will be spared from the conta-- from the >> reporter: we know a couple thousand people were evacuate friday the kincade fire. about 138 of them checked in here inside the healdsburg community center. not all of them are spending the night here, they have that many people registered. so, they are able to take care of them. but a lot of the people here, are just fear thg weeke-- feari this weekend and afraid of what happens when they go home. afraid of what they will find. we toured a few homes that were burned to the ground. ironically a home next door was

not touched. we saw a car burned to a crisp there. so, there's a lot to be afraid of, and things are not getting better as we told you. things are getting worse. the winds could reach close to hurricane force this weekend which is another worry for folks and some of them here at the community center are just coming to grips with it. >> when i got here, i guess the minute i stepped my foot on the ground, it hit me. there's a fire, and i'm going to lose everything. >> reporter: yeah, their home is okay for right -- their home is okay for right now. it's not just homeowners, it's business owners. we talked to a winery, the es a coming and he does not know if they will be of any quality or not. so, they are also worried that he lives in healdsburg and doesn't know if his family will be okay. they are thinking of moving to a hotel. let's take a look back here live. you see, from the trees here, the winds are calm at the moment. but, that's only at the moment.

morning. you can see the orange glow and haze created by the smoke from e kincade fire in sonoma fire. >> you can see the areas here. we are live now with more. david?>> eporter: well, larry, we are allware of people who have a certain aversion of doing blood tests. stanford researchers are hoping that we can enlist 400 people, they believe smoke in the air could be compromising the health of children, possibly for the rest of their lives. there's little doubt what develop if the smoke spreads. >> your throat is dry and scratchy and you can feel it when you breathe. >> reporter: they measured the impact of air pollution on children and now they are focusing on the affects of wild fire smoke. blood samples target in on

t-regulatory cells. t-regulatory cells help to balance the body's immune system, in children, it's a critical concern, because they are lungs are developing and there's indications that their lungs could be compromised for the long-term. >> those in high pollution areas may have fewer t-regulatory cells and may not work as well, causing a dysfunction in their imimmune pathway. >> reporter: she and her team believe that wild land fire smoke is more toxic than smoke from forest fires because of the plastics and met burned. >> we feel that particulate matter is more toxic and we don't know how it translates in to changes in your immune system and health. >> reporter: one of the challenges is finding research subjects that are willing to donate blood samples to

in affect through tomorrow. poor air quality for the entire bay area and the air district has issued an air quality advisory for sunday and monday. so, that smokey condition is going to be with us for the next few days. live doppler 7 showing you clear skies in the bay area and the temperatures in the 80s and 90s, right now, half moon bay is 77 degrees and still holding on the warm weather across other areas of the region. we have a heat advisory until 7:00 p.m. tonight. take it easy out there. heat illness is possible. it's for the east bay shore line and parts of the south bay. if you are getting away and heading out of town, here is the travel forecast. sun and i mild for saturday bay area airports, light winds in the afternoons, low 70s to low 80s. we look at other locations. honolulu, and new york city, looking at sun and i -- 87 with sunshine in los angeles. the sun is being dimmed by the

smoke as you look at san francisco, hazy and cooler tomorrow afternoon. strong gusty winds develop late saturday night and we are looking at high fire danger going to monday morning. so, here is the critical time period, hour by hour winds 11:00 p.m. saturday night, you will notice the winds begin to ramp up in the north bay hills. watch what happens at 2:00 a.m., over 40 mile an hour winds. some of the winds are translating to the valley. this will not be a hill-top wind event. it will be a wide-spread event that will last long and it would be the strongest one we have seen since the wildfires two years ago in the north bay that devastated the area. 5:00 a.m. sunday, 46 mile an hour winds and still going to be gusty, the rest of sunday, but not nearly as strong as the winds between saturday night and early part of sunday morning. temperatures first thing tomorrow morning in the 40s, 50s and clear conditions. but definitely a hazy day with the smoke still impacting our

region. cooler weather for tomorrow afternoon. 72 in san francisco, and 81 in san -- sanrafel, and 82 in san jose. here's a look at the accu-weather seven-day forecast. we are looking hazy conditions tomorrow, the smoke is continuing to impact as dangerous winds are going in to sunday. temperatures in the 70s, and early it will be windy and the fire danger goes down after that. and we are pretty in which a seasonal pattern on tuesday. with near average temperatures 60s, 70s, what we would expect around this time of year and hopefully, by then, with the switch in the wind direction, we will be able to see some o that smoke dispersing by then. >> okay. thank you. >> all right, so, it's crucial of course to have your phone in an emergency, right? >> absolutely. so, the question is how do you charge one you know when you're at ross and you realize you are the the hostess with the mostest. yes! yeah! that's yes for less.

welcome back, we are extending a all right, welcome back. shutoffs could begin tomorrow. >> pg and e has already begun notifying 355,000 customers. here is a map of the potential outage area. you see the areas highlighted in orange. that is most of the bay area, really, and they ex-februapect potential fire dangers to begin between 6:00 and 10:00 p.m. tomorrow.

that corresponds to the winds. but the power would be turned off several hours before the winds. >> everyone needs to get prepared today and before tomorrow afternoon. pg and e customers are being told this outage could last at least several days. it could be shorter, and hopeful loi hopefully it will be. this is to prevent another catastrophic wildfire, as you get a look at the conditions here from sky 7. it's just impossible to contend with, and you're dealing with this both in northern california as well as southern california, where they have raging fires down there as well. >> right. this is the kincaid fire, which has burned, certainly, a lot. it exploded overnight again, it's now at 21,000 acres. and we have 49 structures that have been destroyed. we know that 21 are homes and 28 are outbuildings or i should say were, because they are no more. and you can see the spot fires.
